A.

Project Title

“TUBAG SA KANUNAYNG PAGBAHA”

The title, “TUBAG SA KANUNAYNG PAGBAHA”, is a Cebuano dialect which means the

respond or solution to the frequent flooding. The project from the title itself clearly aims to solve

the frequent flooding in the area of Barangay Zapatera which is the substantial problem that the

community is facing in times of heavy-rainfalls. The project is proposed in order to stop the

destruction brought by the flooding most especially because flood does not only covers the

streets/roads in the area, but it also reaches the insides of the home of the residents in the

Barangay. The project aims to clean the drainages and widen the capacity of the creek to

accomodate large basin of water which is the leading cause for the flood water level to arise in

the community and affect and damage the properties of the residents living in the area. The flood

may also cause inconvenience to the traffic situation where in vehicles will find it hard to pass

through the high flood water level that is covering the roads or streets. That is why, through this

project, these problems will be given a solution through the following activities that will be done

under the proposal and implementation of this project.

B. Project Proponents

Project Designer: Barangay Zapatera Officials- Endorse the proposal to solve the frequent flooding

in the vicinity of Barangay Zapatera. The Office of the Barangay will be the ones to propose the

project to the higher office or the city government.

Project Developers/Investors: City or National Government- To fund the proposed project for

implementation. The City government will be the one to decide whether this project is applicable

and beneficial. They play an important to the implementation of this project since they are the

ones who will be funding this project.

C. Project Rationale

Barangay Zapatera is located in an area where Lahug creek goes through from one

barangay to another. The place where the creek passes through is low-lying and eventually

becomes catch basin of rain waters which cause large and frequent flooding in the areas besides

the creek. This project addresses the concerns on the frequent flooding in the barangay that has
caused damage to several properties. And that during the flood, water level rises and covers the

street where vehicles find it hard to pass the area. The flooding where water enters the houses of

the residents in the barangay is one of the real concern on the lives and properties of the

residents. This also cause vehicular accidents on those who would still drive through the flood

despite high water level. Rescuing residents affected by flooding and prevent vehicles from

passing the area where the water level is high rerouting the traffic to prevent vehicular accidents

and damages are on of the relevant scenarios related to DRRM in the local level.This project could

lessen the destruction brought by the frequent flooding in the area. With this , the community

would be resilient or would be able to recover quickly from the lessened damage through the help

of the proposed project. The said frequent flooding in Barangay Zapatera must be addressed

because this has been an ongoing problem most especially during heavy-rainfalls which greatly

affects the state of the residents in different aspects such as health, safety and welfare of the

community. The beneficiaries which are the residents of community, are putting up water

barricades to prevent entering their homes. This project responds to the needs of the

beneficiaries in terms of their health, safety, properties and livelihood. The frequent flooding the

area has brought a big impact to the condition of residents in the community most especially

when the flood water level rises and reaches the insides of their homes. This scenario greatly

contributes to possible spread of diseases such as leptospirosis, dengue and etc. The livelihood

and properties of the residents could also be substantially affected.

D. Project Objectives

Goals

1. Foster all sectors of the community working together to create a flood hazard-resilient

community.

2. Reduce the vulnerability to flood hazards in order to protect life, health, saftey, and welfare of

the community’s residents and visitors.

3. Reduce the adverse impact on critical facilities and infrastructures from flood hazard events

within Barangay Zapatera.


Objectives

1. To clear the canals from clogging in order to channel flood waters from the drainage to the

creek and make the water flow freely.

2. Dredge the creek to make it deeper so it can accommodate the water from the drainage to

avoid the water from flowing back to the drainage.

3. Deepen and enlarge the creek to make the water flow freely from the creek to the sea.

E. Project Description

Describe the need for the project and how the proposal was developed. Explain why the project

is being proposed, how it relates to indicator achievement and how it is innovative.

F. Project Duration (Time Frame)

In order to develop our schedule, we first need to define the activities, sequence them in the right

order, estimate the resources needed, and estimate the time it will take to complete the tasks.

Activities

Declogging of drainages

Time Frame- Quarterly or 4 times a year and could be done in one month in order to declog all

the drainages in the barangay.

Resources/Equipments needed to be used are shovel and backhoe. The declogging of drainages

would need the labor and power of 6 men.

Dredging of the creek (in the vicinity of Barangay Zapatera)

Time Frame- This should be done once every after 3 years and could be completed in 6 months.

The dredging of the creek would need heavy dredging equipment such as an Excavator machine

and a truck load to dispose the collected dirt or sand and rock from the dredging.
G. Target Beneficiaries

This project aims to help improve the drainage and the creek through declogging and dredging,

so by this the residents in the barangay are the primary beneficiaries from this project. The ones

who get affected every time a disaster hits and the damage brought by the flood. This project not

only lessens their chances of being flooded it also lessens the expenses brought by the disaster

and also avoids the increasing popualation of pests which causes and deals different types of

diseases to the residents. This benefits them in terms of money and health.

The secondary beneficiary of this will be the governtment officials in the barangay with this

project, this makes their work in the barangay much efficient in terms of their service to the

residents. This helps support their other services when it comes to concerns and their call to

action in problems the barangay is facing. This project can serve as a collaboration with the

government in the barangay.

H. Project Budget

The estimated cost/budget for the said project is 2million pesos. This budget includes the rental

of equipments and daily minimum labor fee for the number of workers needed in accomplishing

the tasks.

While the labor fee for the dredging of creek would be 270 thousand.

Estimated time to accomplish the task= 6 months (180 days)

Minimum salary per day= 300

5x180x300=270 000 pesos.

TOTAL= 2 000 000 pesos.

I. Monitoring and Evaluation

This framework is envisaged to provide a comprehensive and integrated strategic monitoring and

evaluation direction to the entire Disaster and Fire services management to determine, on an on-

going basis, how best to maximize the value of prevention, reduction, response and intervention.

It is also intended to provide a step-by- step approach to the process, procedures and methods

for monitoring and evaluation National Disaster Management Council administration and

management. This will be complimented by a compendium document of core indicators as well

as guidelines applicable to both Disaster Management practitioners and by:

 Outlining key processes, mechanisms, tools, templates, strategies and methods for M & E;

M & E architecture, system design and performance monitoring and evaluation plans; and
 How evaluation findings will be used to enhance evidence-based decision making and

accountability within NDMC, and feedback to policy development or implementation review

mechanisms.

The framework has seven main strategic objectives, namely:

 to promote a culture of continuous learning and improvement within the NDMC:

 to promote the effective and efficient deployment of resources for implementation and

administration of NDMC policies and programmes;

 to facilitate accountability across the three spheres of government;

 to facilitate the utilization of reliable; timely and relevant information to all relevant

stakeholders

 to disseminate best practice findings for improved project and programme performance;

 to strengthen evaluation capacity; and

 to coordinate and standardize processes and procedures used for monitoring and evaluation

There are five criteria proposed for evaluating the long-term success of adaptation initiatives:

 Effectiveness: Achieving objectives. Effectiveness refersto achieving identified, measurable

objectives stated in the Project objectives. This also relates to the adaptive process, capacity

building , information exchange and growth and learning from experience of the residents in

Barangay Zapatera.

 Flexibility: How far can one adapt? The uncertainty inherent in the flooding that may result

in doing too little or too much. Relying on worst-case scenarios may lead to over-

commitment of resources and capital. Successful adaptation has to be flexible, seeking

“win-win” and “low/no-regrets” solutions to meet the potential range of climate

change scenarios.

 Equity: Rather than choosing winners and losers, adaptation programs have to confront and

solve the problems of inequalities across sectors, societies and populations. Adaptation that

does not address these inequalities will undermine the possibility of economic gains and

improvements.
 Efficiency: Cost-effectiveness is a useful tool for comparing two alternatives, but it will not

tell you whether an alternative is justified in the first place. Successful implementation will

require decisions on acceptable risks and the level of resources that can or should be

expended to manage those risks. Risk spreading through insurance, regulatory drivers and

government policies can help to clarify and support risk decisions, while market mechanisms

can support innovation in both processes and production that are supportive of

implementation strategies.

 Sustainability: Sustainability looks beyond the immediate impact of a program, project or

intervention to achieve longer-term viability of adaptation strategies. That is, will the

measure of the proposed solution of the frequent flooding support success beyond a one-

time implementation? Will strategies be robust in the face of changing circumstances and

will they continue to offer ancillary benefits and synergies that support continued

improvement and economic development?

The plan is subject to review after the project is implemented, however, project-related review

processes will be conducted annually in order to align to government planning processes and

informed by budget and priority questions emanating from the City government, Barangay Office

and other stakeholders based on e.g. political environment, demand side evaluation, socio-

economic reforms, etc.

 The first stage will be engagement of the plan with the stakeholders, i.e. looking at

achievements and challenges of the previous year.

 The second stage involves conducting evaluation studies. Through Extant report and

Documents done by the Barangay , Interviews and Surveys with the residents and Direct

Observation done by the Barangay Offcials and Residents in the area where the project is

being implemented. These evaluations will contain the following measures and aspects in

the table given below.

 The fifth stage will involve analyzing the data collected and reporting by all who conducted

evaluation studies.

 The sixth stage will be the enhancement and amendment of the plan based on the

consolidated comments and inputs collected from the evaluation studies that was

conducted.

The impacts of this project is for long term purposes ( 2 years and onwards) since the activities of

this project such as the declogging drainages which could be accomplished in one month and is

proposed to be done quarterly or every 4 times a year. The one time completion of the dredging

of creek within Barangay Zapatera would reach for about 6 months and will be done every after

3 years. These activities are to be frequently done on those time frames to ensure the

Sustainability of this project and achieve beyond immediate impacts and longer-term viability.

Assessment of flood management performance and outcomes is particularly important. Without

it, one may have spent money properly and honestly but not know whether one has achieved the

intended result. More than anything else, assessment and auditing are about expectations and

accountability. Citizens, taxpayers, stakeholders and beneficiaries want to know that their

expenditures—not only in money, but also in time, effort, suffering and emotional capital—will

result in something better.

With this, we can conclude that value comes from knowing that the organization has a clear,

formal and structured method for testing and evaluating the performance of the organization.

Such a program encourages and strengthens accountability because the people involved,

organizations and management know that policies, procedures, activities and outcomes will

receive scrutiny. It also helps to improve performance throughout the organization by regularly
comparing what is supposed to be done with what actually gets done (and how) and then by

mandating action to make things better.
