Introduction:

The Department of Social Welfare and Development (DSWD) is mandated to provide


social protection and promote the rights and welfare of the poor, vulnerable and
the disadvantaged individual, family and Community. This Agency is created by
Executive Order 123 signed by former President, Corazon Aquino sole for that purpose to
include accepting donations for the relief Goods of the affected families in case of typhoon and
other calamities1. Said agency is responsible in packaging good subject for delivery in affected
areas in coordination with the other Government agency.

On Saturday morning of 15 September 2018, one of the most intense storms landed in
the Philippines known as Super Typhoon Mangkhut, otherwise known as “Ompong”. Itogon, a
mining town in Benguet, suffers a massive landslide in the wake of Typhoon Ompong. It is a
municipality in the province of Benguet, located at the southern end of Central Cordillera
mountain range. According to the Philippine Statistics Authority's 2015 census, there are 14,204
occupied houses in the area2.

According to Rappler Website, companies such as Benguet Corporation, Philex Mining


Company, Atok Big Wedge Mining Company (Now Atok Gold), and Itogon Suyoc Mining
Company operate in the area. The victims of the recent landslide were inside a mining
bunkhouse owned by Benguet Corporation3. At 8 am every day since September 16, hundreds
of government and volunteer rescuers gather in Barangay Ucab and make their way to the site
of what used to be a bunkhouse for small-scale miners and their families4.

The affected area is too wide, and there are so many people affected. That’s their
challenge. Also the soil covering the victims is thick5. Hundreds dig through tons of soil, rocks,
and debris under the glare of the sun, some using only their bare hands and light digging
equipment. They are racing against time. The latest bodies recovered by the team have become
difficult to recognize. Super Typhoon Ompong may have already left the Philippine Area of
Responsibility, but Filipinos are still reeling from its aftermath. Following the landslide, 17
September 2018, DENR Secretary, Roy Agullana Cimatu on ordered a stop to small-scale
mining operations in Itogon and the Cordillera Administrative Region. He also ordered the
revocation of all mining permits in town.6.

Meanwhile, DSWD needs volunteers for Ompong-affected families to repack goods and
other relief packages supply which will be delivered to regional offices DSWD strictly checks the
quality of donated goods saying that relief goods should have at least had one year expiration
date. They also discourage public from donating used clothing’s and the like7.

According to the News Article on Social Services, the Qatar Red Crescent, a volunteer
charitable organization connected with the International Federation of Red Cross and Red
Crescent, has allocated US$100,000 from its disaster response fund for the purchase of
blankets, shelter kits, and hygiene kits to be delivered to 500 most-affected households. On the
other hand, the United Nations World Food Program Office in Brussels said on Twitter that it “is
transporting at least 20,000 bags of rice for family food rations to be distributed among people
affected by the typhoon Ompong8.

Nationwide initial assessment and profiling conducted by DSWD field offices, in


coordination with affected local government units revealed some 35,720 families or 388,136
individuals have been displaced and sheltered in 1,250 evacuation centers in Regions I, II, III,
CAR, CALABARZON, MIMAROPA, and the NCR. While some 4,104 affected families or 16,191
persons opted to stay with their relatives or friends in Regions I, II, III, CAR, and MIMAROPA. It
was mentioned that as of 18 September 2018, the total assistance provided by the Department
to affected citizens has reached at least P8, 101,581.65, while it received P1, 051,985 in aid
from the LGUs, and P76, 950 from non-government organizations. CAR, Regions 1, II & III were
worst hit with a total of 49, 120 families damaged houses reported. Consequence thereof,
DSWD come up with the Emergency Shelter Assistance9.

On 28 September 2018, DSWD Secretary, Virginia N Orogo as certified by Myrna H


Reyes, OIC Chief Division, issued guidelines-Memorandum Circular No. 19 Series of 2018. This
is served as guiding principles in delivering services to that in need during the typhoon Ompong
especially those households with damaged houses. To wit, by experience , a well-timed
transitioning from relief to early recovery and rehabilitation remains a challenge for the
government and development partners as the latter entails short-medium and long term
programs and projects requiring multi-level collaboration. With this reality and the fundamental
need to support the typhoon Ompong, affected families need to live in descent houses. It is
imperative for the Department as primary and ultimate agency in promoting equality, protection
and care anchored on their motto “maagap at mapagkalinga” which means punctual and
caring10

The Memorandum Circular No. 19 Series of 2018 mentioned that the degree or extend
of damage to houses classified into partially and totally damage House. The assistance
amounting to Thirty Thousand Pesos (P30, 000.00) will be given to totally damaged houses
owner while Ten Thousand pesos (10,000.00) will be provided to families with partially damaged
houses. This is one among the direct cash pay-out scheme of DSWD and the expected
implementation will be on or before 31 December last year. Because of the motto “maagap at
mapagkalinga”, community expected that the implementation was completed.

The Students of Masters of Science in Criminal Justice (MSCJ), currently enrolled at


University of Baguio are interested to the entire aftercare program of DSWD especially at the
Municipality of Itogon located at Barangay Ucab where most of the Victims of the Super
Typhoon ompng were recovered or rescued.

Aftercare service is the provision of interventions and strategies with the end goal
of ensuring effective reintegration and relapse prevention of the children, youth, women,
persons with disabilities and older persons affected by traumatic event.11.

Due to this, MSCJ students conduct an intensive study about the After-care program of
the DSWD to the Victims in Ucab, Itogon which is related to the Crisis Management and
Intervention subject. The primary objective of this study is to determine the aftercare program of
DSWD at UCAB area.

The study will focus on the following Statement of the Problem;

1. What are the aftercare programs implemented by the DSWD to the victims of
Typhoon Ompong in Ucab?

2. What is the level of implementation of aftercare programs of DSWD to the victims of


Typhoon Ompong in Ucab? Hypothesis: Is there a significant difference on the perception of
level of implementation of aftercare programs of DSWD to the victims of Typhoon Ompong in
Ucab?

3. What are actions or measures can be proposed to MSWDO to strengthened or


address the challenges encountered on the implementation of aftercare programs of the DSWD.

This study will serve as the basis in the formulation of a new policy or will serve as ready
reference to other similar study in the future.
