MINUTES OF THE EXCO MEETING

HELD ON 12 MARCH 2019

4. CONFIRMATION OF THE PREVIOUS MINUTES
Foxy confirmed the Minutes of the previous meeting.
5. MATTERS ARISING
It was requested that the Attendance Register be amended. There will be a column for
Name; Surname, Area and Signature.
Andrew brought up the subject of the Transnet squatter camp. He has raised the issue with
Transnet. Transnet say that the 3 shacks outside the wall are the Department of Transports
problem. Andrew has approached the Department of Transport; they say that the land
belongs to the Department of Public Works. Dealing with the Department of Public Works
is like going round in circles. We need to get the Councillors involved. The Councillors
need to negotiate with the squatters. Andrew is trying to find out who is responsible for the
land. The problem is not going to go away overnight. People who live in the squatter camp
have jobs and have needed to find a place to live. Craig will look into some facts about the
area. Foxy mentioned that there should be a certain meterage from the road that belongs
to Public Works. Andrew says it is very frustrating, because you feel like you are going in
circles. There are illegal immigrants living in the camp. There are Sotho’s living in the
camp, but most of them are legal and have papers. Craig mentioned that the Department of
Labour could investigate the number of people with work visas. He also asked what the
crime statistics were in correlation to the squatter camp. Captain mentioned the squatter
camp was not a problematic area in connection to crime. The odd case comes from the
camp. Pay weekend drinking becomes a problem. A few suspects try to hide in the camp.
Captain mentioned that SAPS cannot do anything with the structures. With the expansion
SAPS cannot tell them to disassemble the structure. Captain has the legal document about
land invasion. Captain has spoken to the legal department and has found out that the
person who owns the property will need to seek legal advice to get the court to remove the
new structures. The Sheriff of the Court has to serve the legal documents; SAPS can
accompany the Sheriff to serve the documents but cannot do anything else.
SAPS can monitor the crime in that area. The Act has the standard procedure for land
invasion. Land owners must put a sign saying “Trespassers will be prosecuted” because
the person can say that they had no knowledge that the land belonged to someone and thy
could not build on it.
Once a structure has a roof on it, even if it consists of 4 poles and roof, and is believed to
have people living in it, only the Sherriff can carry out an eviction notice

In layman’s terms if you want someone removed from your property you have to look at the
situation. How long have they lived there? Do they have relatives in the area? You cannot
restrict the person having visitors.
There is nothing that SAPS can do, but monitor the crime in the area.
Fritz mentioned that nothing will ever change with the squatter camp. People living there
need to get decent houses from the government. We need to support them to get better
houses.
Foxy mentioned that the area needs to be kept clean. Nottingham Road has a lot of
tourists and they will find it offensive to see such an untidy area.
Captain asked Andrew if he has been in contact with the Councillors in regard to this issue.
Andrew said that he had tried phoning, but does not get an answer. Andrew is still putting
pressure on Transnet.
Fritz asked how many people are living there? Captain replied that not more than 100.

Andrew asked if there was anything SAPS could do? Captain replied that they are
monitoring the situation. SAPS members are policing the various areas. Captain has
spoken to Nellaway and Eskom about people drinking in public. Andrew asked if there was
anything that the businesses in the area can do anything. Captain suggested that they can
put up signs “No Loitering” “No Loud Music” “No Drinking in Public”.
Roy asked Captain about the Mock Attack. Captain mentioned that it will still take place.
Roy has spoken to Ian at Linga Lapha and he will inform Roy when Mount West have their
next meeting.
6. CRIME REPORT

Captain mentioned that overall the crime rate has decreased. Captain mentioned that Basil
Read had dismissed some workers and they were upset and SAPS was called out.
Andrew asked about stock theft. Captain mentioned that Stock Theft has dropped. Captain
mentioned that Impendle has one of the highest amount of stock Theft in the country. Our
farmers are jacked with branding their cattle.
The cases of truck jacking seem to have the drivers involved. You can’t off load a whole
truck whilst a driver has stopped to relieve himself, and no-one sees anything happening.
7. NEW MATTERS
Craig gave feedback on the communication situation. He asked foxy, Roy and Di for
assistance as he is not a communication expert. His expertise lies in IT and Statistics.
Craig handed out a rough draft of a communication strategy. The strategy includes ideas
on how to get communication out to the public. This document is to help with dissemination
of information to the community. Craig has talked to people in the community to see if all
people are represented. Is our communication only in English? Should we try and include
Afrikaans and IsiZulu?
Craig is also looking at the various social media outlets, Twitter, Facebook and CPF
webpage.
Roy mentioned that a lot of people are not happy with the CPF.

Craig said that there are a lot of armchair spectators who have a lot to say about the CPF,
but are not willing to get involved.
Captain mentioned that people who are anti CPF are normally the first in the charge office
and don’t care who helps them when there is trouble. At the first sign of trouble they have
lots to say. Part of the human nature is complacency.
Craig said that we need to deal with people properly to stop the cascade of negativity.
Good communication is not only crime, but should also have news and information
available to the public.
Craig said that he had looked at a lot of various CPF forums in the country and we seem to
have a good forum and a good relationship with the local businesses and SAPS members.
Roy thanked Craig for all his effort.
Vishall mentioned that there seemed to be a lot of people speeding between the N3 and
Nottingham Road. Foxy mentioned that about a year ago the community looked into a LED
sign that lets people know the speed they are doing.
Caption mentioned that she had been invited to a function in Howick. It was the official
opening, with the Mayor, regarding the new cameras that have been installed in Howick.
The Municipality is paying for some of the costs and the rest is being covered by NGO’s.
Howick is now on board with the camera system. Captain mentioned to the Mayor that we
have cameras and how it has helped our area with cases of vehicle theft, now that Howick
was on board it will help SAPS to track vehicles.
