Six candidate hopefuls vying to repre-
sent Chestermere-Strathmore in the Alberta
legislature discussed key issues, reiterated
their party’s platforms and welcomed the
chance to sway voters just days before the
upcoming provincial election on April 16.
Strathmore-Brooks MLA Derek Filde-
brandt, leader of the Freedom Conservative
Party of Alberta, and Chestermere-Rocky
View MLA Leela Sharon Aheer, the deputy
leader for the United Conservative Party,
joined NDP’s Melissa Langmaid, the Alberta
Party’s Jason Avramenko, Independent Ter-
ry Nicholls and Alberta Independence Par-
ty’s Roger Dean Walker at the Strathmore
and District Chamber of Commerce and
Chestermere Chamber of Commerce’s
All-Candidates Forum at the Strathmore
Civic Centre on Monday. Alberta Liberal
Party candidate Sharon L. Howe was not
in attendance.
The event attracted more than 200 res-
idents, many who said they have yet to
make a decision regarding their vote. De-
spite an overall civil debate that consisted
of 10 questions, which were made avail-
able to the candidates ahead of time and
addressed topics on the provincial econ-
omy, provincial taxes, employees and the
local rural community, current incumbents
Aheer and Fildebrandt as well as Avramen-
ko disagreed passionately with NDP candi-
date Langmaid about the carbon tax, child-
care and consultation with various levels
of government for decision making. While
Langmaid stated Alberta has the lowest tax-
es in Canada due to no sales tax, payroll
tax and no health premiums, it was her
mention of the Energy Efficiency Program
and money being allocated back into green
initiatives, such as the Springbank Reser-
voir project and upstream mitigation on
flooding on the Bow River, that Aheer and
Fildebrandt took issue with.

Christensen’s Clover Farm brings
people to downtown Standard

In a true sense of community spirit,
and a little over a year after the old
Standard Co-op shut down, Christensen
Grocery Ltd. in Standard is now open
for business as a fully-stocked, locally-
owned and operated grocery store.
Residents noted that for the first time
in what feels like forever, Standard’s
main street – The Broadway – is filled
with cars and a breath of fresh air, and
opening day was one of the first real
opportunities for locals to see and vis-
it with people they haven’t seen in a
while.
Following the closure of Standard Co-
op in March 2018, a local group of 30
invested residents formed The Broad-
way Group to purchase the empty
building with plans to upgrade the old
freezers and refrigeration system in the
store before finding suitable operators
to open a new general store. Several ap-
plications were submitted to the group
but none of them quite seemed to fit
the bill until locals and investors with
The Broadway Group, Ed and Cathy
Christensen, submitted their applica-
tion and plan for the store.
“We love where we live and we want-
ed to make sure it was something that
continued to be a nice place to live; a
store is very important, somebody had
to do it,” said Cathy Christensen.
“As time went on (I) started thinking
I wouldn’t mind doing that because it’s
been a childhood dream of mine to own
a store,” said Ed Christensen, whose
dream came true when their proposal
was accepted in December 2018.
The Christensens partnered with
Sobeys and the Clover Farm brand,
which is a well-known brand for small-
er towns in the Maritimes. Christensen’s

Clover Farm is the flagship Clover Farm
store in Western Canada.
The Christensens have received first-
class help from the Sobeys team which
has flown out several specialists to help
set up the store, and offer training and
assistance to allow for a smooth open-
ing.
The Christensens noted that opening
the store wouldn’t have been possible
without the help they received from
Sobeys, members of The Broadway
Group and other volunteers.
“We need to just thank the communi-
ty. I know that they’ve been waiting for
a long time but it also felt like they’ve
been part of it with us because so many
people have been involved … it really
has been a community process,” said
Cathy.
With over 2,000 food products and
over 200 liquor products on the shelves,
Christensen’s Clover Farm is a fully-
stocked grocery store with competitive
prices to make grocery shopping easily
accessible and affordable.
The store is complete with shelves of
pet products, household items, canned
goods, dairy products, fresh vegetables,
a fully operating butcher section with
fresh cut meat, a brand new fresh in-
store baking centre for daily fresh
baked breads and pastries, and brand
new in store is a walk-in liquor cooler
or “beer cave.”
They soon hope to get a water station
up and running, bring in lunch items
such as soup and sandwiches and a
slurpee machine, and they are trying
to apply for a lottery licence. They are
also brainstorming ideas for a loyalty
reward program for customers.
“Everybody likes that there’s so much
selection; they’re really enjoying the
layout, how nice it looks, they’re really
loving the smell of fresh bread when

After the NDP were elected they brought in legisla-
tion which brings Alberta closer to becoming a dicta-
torship. A couple of examples:

I personally became involved in trying to get AIDS to

transmitted disease. Our education system and Health
Care promoted using condoms to students. Schools
were to put condom machines in. Alberta Health Care
advertised weekly in all newspapers that the condom
was the answer for safe sex. Schools had gay/AIDS
activists speak to students rather than caring medi-
cal doctors like our own Dr. Stephen Genuis, author
of the book Risky Sex. We all know now that our
education system was wrong! It never was a sexu-
ally transmitted disease unless you consider having a
blood transfusion as having safe sex. I feel so sorry
for those students/adults who were infected and com-
mitted suicide because no one would believe that they

Who would you trust to know the reality?

To the Editor
Would you agree that scientists shouldn’t be politi-
cians and politicians shouldn’t be scientists?
When most scientists on the planet including No-
bel winners state we’re on the right track to self-de-
struction, which is predicted to be non-reversible in
12 years if we chose not to intervene now, are you
willing to bet your family’s future that politicians are
right, or scientists?
Do you believe that money motivates people? If so,
would you want that choice to save money from your
own decisions?
Would you rather have a government policy that al-
lows you to make choice on how, what, when and the
amount you want to contribute to reducing contami-
nants that are changing our world, which by the way
the current strategy does allow you to do, or do you
want governments to force change in other currently
undefined ways?
Would accepting an environmental strategy be bet-
ter accepted if we called it an environmental incentive
tax over the term carbon?
I had a meeting with my MP Martin Shields in the
fall last year and asked the simple question: what is
your plan to address environmental changes? No real
answer, and it’s the same today. However, he did sug-
gest that industry changes in developing new tech-
nologies would be a way. I would agree, having come
from a career in research and development, and un-
derstand that having a cost incentive greatly improves
motivation by everyone.
Have you received a carbon tax rebate check in the
mail? Do you know of any other rebate you get for
causing pollution?
In last night’s (April 8) candidates debate, everyone
was against the carbon tax other than the NDP as
it is our current and only method. I talked to most
candidates about their environmental solution after-
ward and the consistent reply was to tax big emitters.
So, what do you think those companies will look at
if they don’t like that option? Of course, there other
places on the planet to reduce cost, which adds to our
global problem. Why do you think the automotive in-
dustry in Canada is slowly moving to Mexico? Do you
really think that won’t happen with other industries?
When that starts to happen, how’s that going to help
in jobs and tax base?
Pollution is everyone’s problem as we all pollute at
some level, so why wouldn’t we all be more respon-
sible by being involved in supporting a funding strat-
egy that leads to investing green technology in inno-
vative diversification development, which by the way
current tax is doing. If you think that companies will
be more responsible, then you’re not well informed.
As an example, we have thousands of orphaned wells
by companies that put them there, that found it’s more
cost effective to walk away. Now it’s our problem and
the current estimate just reported yesterday is that
cost to clean up was underestimated by about three
times; tax payer is looking at $70 billion to resolve.
Ask yourself: is that a forewarning sign to responsi-
bility? That’s bigger than our current provincial debt.
How much more proof do you need? If you’re up to
date with the scientific data or you just watch the
news, it’s not hard to see that if we all don’t take it
seriously starting now then tell your kids good luck
in your future, money is more important. Voting for
the future starts now as time is limited, if you believe
in science.

On Feb. 3, we hosted our club pub-
lic speaking event with Callum Lawn as
our emcee. There were a lot of differ-
ent speeches that made us laugh and
learn. We also had two presentations
on hockey and ringette.
Thank you to the Rockyford Lions for
an excellent dinner and for hosting our
awards banquet on Feb. 11. Teia Dahm
acted as our emcee, Kate Kalbhen led
our pledge and Maysa Schiffner said

Wheatland County will consider the following applications for Pub-
lic Hearing at the regular Council meeting on Tuesday, May 7,
2019.
The following public hearings begin at 9 a.m. and proceed until all
applications have been heard:

Bylaw #: 2019-04
Legal Description: County-Wide; solar and wind Amendment
Proposal: Am end Land Use Bylaw 2016 -01 to include more
site regulatory material for small scale personal use of solar panels
on structures and ground development, as well as micro genera-
tion wind turbines and towers (WECS).
Bylaw #: 2019-05
Legal Description: County-Wide; new land use district: Energy
District
Proposal: Am end Land Use Bylaw 2016 -01 to include a new
land use district called the Energy District to address large scale,
industrial and commercial AUC approved solar facilities and wind
turbine farms (WECS).

at the above meeting. The application files may be reviewed in the County
Office during regular office hours – Monday to Friday 8 a.m. to 4:30 p.m.

The final 2019-2021 operating budget was ap-
proved by Wheatland County council on April 2,
as well as the 2019-2023 capital budget.
Wheatland County staff stated they highlighted
updates on the budget document for council and
public reading convenience.
Brian Henderson, corporate financial services
manager with Wheatland County, said the over-
all adjustments from the last draft had balanced
themselves out for the final document. He noted
some of the new spending in the operating bud-
get, such as the Strathmore field house, increased
CRISP funding and increases in fuel costs. The
budget sometimes varies on grants received and
projects approved. Investments had gone up
about four per cent.
Council members took the time to question
some of the line entries and Deputy Reeve Glenn
Koester cautioned council on the depletion of
county reserve funds. Henderson stated restrict-
ed reserves had decreased by $1.2 million.
Koester said the overall budget dropped $13
million from 2018 to 2019. He said it took the
county a long time to develop surplus reserves
and he didn’t want to see a scenario where the
county was continually using reserves to cover
spending shortfalls.
“Last year we had a surplus. This year we spent
reserve money. We cannot continue to do that,”
he said. “When we are taking money out of re-
serves, we have to look at what we spend.”
He said many community projects were funded
directly by the county, instead of allowing resi-
dents to request funding and provide a portion of
the project costs. Koester said the county cannot
afford to fully fund all requests, and he would
like the communities to choose their spending
priorities. He would like more details on proj-
ect proposals and better communication with the
community members.
“Two more years and taxes will have to double
to cover it,” said Koester. ”We haven’t done any
long term planning and we are going down a
slippery slope.”
“If it goes down, there are ways to make it
come back up,” said Henderson. “It is a matter
of spending.”
Other council members said various factors
may be in play, such as the hit to Alberta’s econ-
omy from decreased oil and gas revenue, in-
creased provincial tax payments, reduced linear
payments, costs of funding things with increas-
ing regulations, liability coverage increases and
increasing construction costs. The Calgary Met-
ropolitan Region Board (CMRB) directs members
to increase community, recreational and employ-
ment services in areas under the CMRB mandate,
but what will be expected is not known at pres-
ent, so it may be another cost that needs long
term planning initiatives.
Councillor Jason Wilson stated he would rather
see investment in the community, rather than
building large reserve funds.
There is a recreational master plan being de-
veloped for the county, which should be ready
by 2020. It was hoped it would include equitable
processes to fund the various community inter-
ests, while balancing budget needs.
Council approved cutting playground equip-
ment expenditure for the Eagle Lake camp-
ground.
Council discussed other projects that may need
to be cut for savings but could not agree on
which district would be willing to cut their proj-
ects or how the cuts would be justified. Reeve
Amber Link suggested all districts need to be re-
viewed for project cuts.

Considering High Eagle campground erosion

ventive work in 2017 that cost about
$50,000, but said it is a temporary fix to

It is said that “Your words rule your
world.” Words are very powerful
whether positive words or negative
words. What you say is as important
as the way you say it and the intents
of saying it. It’s out of the abundance
of the heart that your mouth uttered
what is called words. It’s pertinent to
know that life goes in the direction
of words, that is, what you say.
However, a viable seed has the
tendency to germinate and produce
fruits after its kind. As it is with the
natural seeds, so it is with words
spoke, either to someone, to oneself
or words others speak to us. In the
same vein, words are like seasoning,
it has capacity to add taste to your
life and it’s has capacity to make life
bitter as well. Words have ability
to determine your mood condition
depending on the kind of words you
have heard. Words have capacity to
determine the outputs of your life.
In addition, Law Enforcement
Officers have a common statement
they use when they are making
an arrest at any given time; thus,
“Whatever you say might be used
against you in the court of law,
you are advised to remain silent.”
That is, you can be condemned or
commend by your words.
The Lord Jesus Christ, while
narrating the parable of the sower
said, “A sower went out to sow his
seed …” (Luke 8:5). Then in the

Gleichen children will be excited to see new
playground equipment in their community. The
company Blue Imp, based in Lethbridge, was the
successful tender. It is Canada’s oldest playground
equipment manager, with 102 years of business ex-
perience.
“Gleichen residents expressed their gratitude
about the playground equipment and they are re-
ally excited about it,” said Wheatland County Reeve
Amber Link.
She wondered if there were opportunities for
residents to get involved with the installation, and
staff replied not this time, but there may be oppor-
tunities for fundraising, or work for future commu-
nity projects. Due to space and budget concerns,
the rope spinner and swing set were not part of the
package. The spinner cost was $25,000.
NEED FOR ASB WASH BAY DISCUSSED
A tender for the new county Agricultural Services
Board (ASB) building addition was considered by
county council on April 2.
The successful bid was chosen from four com-
panies that qualified under county tender criteria.
Bids came in between $2.5 million and $3.7 mil-
lion. The winning bid is expected to cost about
$3.2 million, not including furnishings and possible
changes.
“It was reviewed by a committee of five mem-
bers from various departments and we all came to
the same conclusions,” said Mike Ziehr, Wheatland
County Transportation and Agriculture general
manager.
The bids were evaluated on a series of factors
such as previous experience, qualifications, avail-
ability and price.
Council asked that future bids include consider-
ation for local contractors.
The addition will add office space, two parking
bays and a wash facility. The wash facility cost was
about $800,000.
Council asked why a wash bay facility was added
to the design and staff said it made sense environ-
mentally and fiscally to have one on the county
property.
The county currently contracts a power washing
company to upkeep equipment and the wash resi-
due is being washed into the storm pond, which
raised environmental concerns. The bay could be
used for both ASB equipment and road mainte-
nance equipment, and hazardous materials could
be filtered out. It would also help with weed seed
transfer concerns. There were some liability con-
cerns staff discussed about using privately owned
wash facilities. Staff said there are only a few bays
in Strathmore that large equipment can be taken to.
Councillor Scott Klassen commented that the ad-
dition of the wash bay should have come before
council earlier. CAO Alan Parkin stated the wash
bay could be deleted if council chose to do so.
ENVIRONMENTAL PLAN RELEASED
Wheatland County is walking the talk when it
comes to environmental concerns. In the April 2
agenda attachments, they released the county en-
vironmental plan, which includes evaluations on
county departments and the various environmental
updates happening in the county. The full report
begins on Page 415 of the April 2 agenda attach-
ments.
“Wheatland County recognizes the importance
of preserving the values that our land, air, water,
soil, wildlife, vegetation and other natural resourc-
es provide to our residents. Our environmental
program is about managing our impacts in a way
that protects the environment, encouraging and
supporting our ratepayers to do the same, and ef-
fectively balancing the environment with the social
and economic needs of our community. This en-
vironmental program update describes the efforts
we made in 2018 to achieve these important goals,”
said Reeve Amber Link.
“In 2015, Wheatland County recognized envi-
ronmental stewardship as a key component of our
organizational responsibility and accountability to
all citizens. In just three years, what started as a
team of four members of staff, meeting to discuss
addressing our environmental impacts, has grown
to become a formal environmental program,” said
CAO Alan Parkin.
The report shows how much was handled by
waste transfer sites and recycling centres, conser-
vation measures for water, land and wetland pres-
ervation, assessments of county departments envi-
ronmental improvements and future goals to attain,
weed control, and recent awards.
WFCSS GETS BOOST FOR BUDGET
WFCSS asked for a 15 per cent increase –
$33,323.70 – to their overall funding from the coun-
ty, due to increased program expenditures. They
stated support for school and family programs, and
coverage for IT upgrades, were placing a burden
on existing budgets. The county currently contrib-
utes $55,539.50 to their services.
“Wheatland FCSS is very judicious in how our
funds are used. With your help, we can continue
to provide necessary services to our residents in a
timely and effective manner as they are identified,”
said WFCSS board chair Joe Pedersen.
LIGHTING FOR HIGHWAYS 817 AND
901 INTERSECTION
Brian Mason, Minister of Alberta Transportation,
stated that the department reviewed the site re-
garding the need to install lighting. They agreed
lighting was warranted but could not be consid-
ered by the province until 2020.
Wheatland County councillors requested staff es-
timate the cost to put lighting in the area and bring
those figures back to council.
FIRE BYLAW PASSES
The long process of developing a fire bylaw con-
cluded on April 2, when council approved the re-
vised draft of bylaw 2019-06.
Prior to the decision, fire associations were con-
sulted, which resulted in some fine tuning on roles
and position definitions and editions to the previ-
ous draft document.
Council also approved the appointed fire guard-
ians for 2019: Wheatland County - Stuart Larson,
Michael Ziehr, Brian Henderson, Lisa Baraniuk,
Russ Muenchrath, Jason Regehr, Kris Perrmann,
Dean Young, Jordan Maier, Matthew Curwin, Judy

MIDWEST COLONY RE-DESIGNATION
HEARING SET
The Midwest Hutterite Colony has applied for
157.77 acres along Highway 842 northeast from
Standard to be re-designated as Direct Control
from agricultural land, so it can be used for colony
interests.
The piece will have residential, agricultural, com-
munity and church buildings. Midwest Hutterite
Colony was formed in 2018, an offshoot of the
Standard Colony.
Council approved first reading and the public
hearing will be held May 21.
ENABLING IMPROVEMENTS AND
CELEBRATIONS FOR SPEARGRASS
First reading for Speargrass parks to be consid-
ered under hamlet regulations, contained within
the Parks and Recreation designation, came to
council on April 2.
The move was to find a way to accommodate the
recent park improvements planned for the commu-
nity that would eliminate the need to direct it to
the municipal planning committee for a variance.
This would speed matters and allow the commu-
nity to proceed in time for its planned Canada Day
celebrations.
A public hearing on the matter is set for May 7.

The Wheatland Kings officially capped
off the 2018-19 season by dishing out
their year-end awards on April 5 at the
Strathmore Family Centre.
The local Junior B team – which had
one of their most successful seasons on
the ice – honoured their award winners
off the ice, symbolizing the end of the
Kings campaign.
“As a coaching staff, we’re nothing but
proud of the boys,” said head coach Joel
Robinson. “We had some really positive
moments this season … I think it was re-
ally successful for us having 14 local kids.
It kind of shows you which way this team
is going and it’s heading in the right direc-
tion.”
The Kings finished the season with an
18-17-3 record, marking the first time the
club finished above .500 on the season.
Strathmore’s own Isaac Benoit was
called to the podium on three separate
occasions to pick up some valuable hard-
ware.
After compiling 30 goals and 28 assists
for 58 points in 35 games, Benoit cap-
tured the Most Valuable Player, the Top
Scorer and the Strathmore Times Player of
the Year.
“It does feel good – I just wanted to have
fun and play the game that I love,” said
Benoit. “Like coach said (in the speech),
I kind of lost the love for the game after
being stuck in Whitecourt a little bit, so
playing here and working as hard as I can
helped. The guys on the team were great
and that made it much more fun. It was
easy to play.”
