School Education Department Sports Policy-2018

Introduction

Students of Punjab schools are required to connect with sports also along

with `Study Punjab, Educate Punjab'. Keeping this objective in view, the

School Education Department has started 'Play Punjab' campaign in

schools affiliating children with education and heritage sports. The games

play a key role in the physical development, mental development and

growth of the child. By making proper use of the children's excess energy

through sports, they can be made a sensible person. Therefore, the

students have been linked to social values through game activity, physical

development, mental development and providing the country with

healthy young generation. Realizing the need for solid sports

infrastructure in schools, the goal of working accordingly has been fixed.


1.0 Objectives

Under 'Study Punjab, Educate Punjab' it is aimed at raising the level of

learning among every child, thereby through 'Play Punjab' will make

the children's physical, mental and intellectual development better

sound. There was no sports policy for schools in the past. Under this

policy, every child will be educated with sports along with studies and

will be far away from social evils and drugs. Under 'Play Punjab' this

work will be done under the following aim and purpose: -

• Creating good players by connecting children to sports at school

level.

• Determine a game for each student.

• Educating the students through physical education experts.

• Training teachers with sports methods.

• Keeping the players away from drugs.

• Creating students time managers through game competitions.

• Encouraging sports in children through recreational activities /

games.

• Increasing social participation through game activities in school

education.

• Bringing regulation and transparency in the sports.


2.0 Operations to be held in the morning meeting

The morning meeting is very important during the student life. The

following activities should be used to ensure proper and healthy

refreshment to the students by utilizing the right one: -

2.1 After the first bell, the children and class in-charge will go to their

respective classes and class- in-charge will take attendance.

2.2 Physical education teacher and school principal will arrange for the

things related to morning meeting through helper, after the first bell.

2.3 After the second bell break, the class in-charge will take their class

in lines and will go to the morning meeting.

2.4 The class in-charge will stand next to their class line during the

morning session and maintain discipline.

2.5 Apart from the Class Incharge, all other teachers will also attend the

morning session and cooperate for the morning session.

2.6 The morning session will be conducted through drum in every

school.

2.7 In the morning council, along with the rest of the activities, Yoga

and Mass P.T. will be performed day by day. In which at least 10

Asans/Pranayama or 10 PT Exercise will be conducted according to the


weather.

2.8 In the morning session, relevant subject teachers and students will

share their views on the special days.

3.0 Sports committees of the Elementary Education Department: -

(A) Block level committee

Rule: -

3.1. A 7-member committee will be formed for two years for conducting

a sports committee block tournaments in each education block.

3.2 Tournament committees will be formed at the beginning of the

academic year (from 1st to 15th of April). If there is a vacancy for any

reason (transfer / retirement / death / any other reason), then the

concerned Primary Education Officer will have the right to nominate.

3.3 In which the concerned Block Primary Education Officer, Center

Head Teacher, a Head Teacher, two male teachers and two female

teachers will be included.

3.4 In this committee, the concerned Block Primary Education Officer

will be the Administrative Secretary.


3.5 To conduct Block level tournaments, the physical education teachers

of secondary wing will be deployed by the concerned BPO, District

Education Officer (ACP).

3.6 The selection of this committee will be done by all the Head

Teachers, Head Teachers and teachers unanimously in respective

blocks.

Structure: -

• Administrative Secretary- Block Primary Education Officer

• Member- Center Head Teacher (a)

• Member- Head Teacher (a)

• Member- Two male teachers

• Member- Two female teachers

Functions and Responsibilities: -

1. The above committee will be conducting block level tournaments at

least one month prior to the district level tournaments.

2. Block level winners will be awarded with certificates, medals, and

trophies.
3. Receive the cost of block level sports from the District Education

Officer.

4. The committee shall take the services of the physical education

teachers of the Secondary Department for smooth conduct of the

sporting events.

5. Selection of players for district level matches will be constituted by

the sports committee of sports specialists for different sports and the

training camp will be organized.

6. The above committee will examine the eligibility of the players (age,

entry and weight) according to the prescribed rules of the department.

7. Players will be given Rs 20 / - for participation in a match / event

and Rs 40 per day refreshment will be given.

8. Disposal of disputes arising during sports competitions will be

settled in accordance with the Department / Sports regulations.

Appropriate action will be taken against the team violating the rules

and regulations. If a team in-charge / teacher violates any of the rules,

then the committee will recommend it to the District Education Officer

to take necessary action.


(B) District Level Sports Committee

Rule: -

1. A 9-member sports committee at each district level will be formed for

two years to operate district-level tournaments.

2. The tournament committees will be constituted at the

commencement of the academic year (from 1st to 15th of April). If there

is a vacancy for any reason (transfers / retirement / death / other

reasons) then the District Education Officer will have the right to

nominate at that place.

3. In which the concerned District Education Officer, concerned Deputy

District Education Officer, 1-1 men and women block primary

education officer, one center head teacher, one head teacher, two male

teachers and two female teachers will be included.

4. The Assistant Education Officer (Sports) will be the administrative

secretary in this committee.

5. For the conduct of district level tournaments, the duties of the

physical education teachers of secondary wing will be organised

related to the concerned District Education Officer, Assistant Education

Officer (through sports).


6. The selection of this committee will be done by the help of all the

Block Primary Education Officers of the concerned District Education

Officer.

Functions and Responsibilities: -

1. The above committee will organize District Level tournament at least

one month prior, from the calendar of inter-district sports.

2. District level winners will be awarded with certificates, medals and

trophies.
3. The Committee shall take the services of the physical education

teachers of the Secondary Department for the smooth conduct of the

playgrounds.

4. Selection of players for the committee sports competitions will be

constituted by committees of Sports Colleges for various sports, and for

the various sports, at least 10-10 days training camps of teams / players

will be organized.

5. The above committee will examine the eligibility of the players (age,

entry, class and weight) according to the prescribed rules of the

department.

6. Dispose the disputes arising during game events as per the

Department / Sports regulations. The team violating the sports code

rules will take appropriate action against the player or the player. If a

team in-charge / teacher violates any of the rules, then the committee

will take appropriate action against the DPI. (AS) will recommend.

7. Districts will be honored by the winning teams / athletes / teachers

in District Sports.

8. Players will get Rs 20/- per match and Rs. 40 refreshment per day for

more than one match / event.


9. Players and Refreshments to the players for District Level Games will

be provided by District Sports Committee.

(C) District Level Sports Committee

Rule: -

1. At each Inter- district level a 5-member sports committee will operate

for district level tournaments.

2. The District Education Officer will be the administrative secretary in

this committee.

3. For Inter District tournaments duties of secondary wing physical

education teachers will be organized by the concerned District

Education Officer, Assistant Education Officer (Sports) for conducting

district level tournaments.

Functions and Responsibilities: -

1. District Zonal Committee will select the host district each year for

state level sports competitions.

2. Inter- District's outline will be notified to all the District Education

Officers of the state, by drawing at least three months prior to

deputation through the Deputy Director (Physical Education) and State

Organizer.

3. The above committee will arrange for providing quality sports

grounds, lodging, rewards (medals, certificates, trophies) for state level

sports. Certificates must be provided to all players on the last day of the

Games.

4. To reward the players as well as to honor the respective team in-

charge, it will be the responsibility of the sports committee.

5. The above committee will monitor the eligibility of the players (age,

entry, class and weight).

6. Distribution of cost for district sports related to District Education

Officer (AS), DPI (AS).

7. The said committee will take appropriate action against the team or
the player who violates the rules of the game, if any team in-charge /

teacher violates any of the rules.

8. In the District Sports, the players will be provided Rs.125 / - per day

by the Food Allowance Committee.

Topic: - In regard to violation of skating game rules at District Level

Sports Patiala.

Respected Sir,

It is requested that my daughter Karajneet Kaur daughter Ranjit Singh,

Government Elementary School, Dakanusu Majra Block, Rajpura-2,

Patiala District, is studying in first class. My daughter made the place at

the district level sports this year at cluster level and at the block level,

getting first place in the Games. The game rules made under the

guidelines of your department, have been completely unearthed in

district level sports at Patiala. It was not written anywhere in the game

rules and game policy that a student of first grade or second can not

participate in these games. No information was given to the sports

students, sports officers and sports committees by the department

regarding this. When the students reached the district level after taking

the position at the block level, they were not allowed to participate.
Whereas this student is the silver medalist in the 28th District

Championship Patiala. In this regard, after telling him about the official

Watsapp Group Punjab, he expressed his desire to visit the school

while congratulating herself on the girl's courage. Under the sports

policy and sports regulations, each under-11 student is considered

eligible for participation in sports. From this on the block or district

level, without any information and clearance, the Sports Officers

obtained lists on the occasion and created an open competition by

dividing the students of the CBSE, ICSE and ICSE schools. That is

unfair to a government school student. While doing highly

commendable work from you, school enrollment is being increased due

to the efforts of the government, to improve the quality of the schools.

The actions done by these lower officials are degrading the efforts

made by you. Information of the lists received on occasion was not

given to the District Education Officer Patiala and neither their

principals received any approval by sending lists first. He appeals to

you through this application to check the District Level Games Patiala

and according to the rules, this game should be restored before the state

level games. Please take appropriate action so that students who are in

government schools can get justice.

Major rules of rolling skating: - Under 11 years

In the Rolt Skating game, there is competition between the players in

the under-11 of Speed Skating. These competitions are carried over the

plane floor. This floor can be of any material. It is worth noting that the

floor should not be more slick or tidy, so that the player does not get

more injuries. Usually these competitions are conducted on 200 m

tracks. If the 200-track track is not available, then this competition can

be conducted from 50 m tracks to 125-meter track by the school sports

department. At least 50m to 125m can be done. Its width should be 5

meter. These competitions are divided into two categories: -

1. Quads Skating

2. Inline Skating

Quad skates are those between which two tires are forward and behind

two tires.

Inline skates are those that contain three or four tiers in the same line. It

is worth noting that quadrants can only participate in Quard Skates.

Similarly, inline skaters can only participate in the inline skating race.
Key Rules for Participating in Quards and Inline Race: -

1. It is necessary to put a head guard on top of the race. Without a head

guard, you can not take part in the race. If the head guard goes on a

running race, he can be out of the race.

2. During the race the player should not wear any item of any kind in

hand, due to fear of harm to the other player.

3. Two children from one school can participate in the Quard Race.
