1. Purpose
To clarify the Protection /Energy meter requirements for power supply to Bulk Consumers.
2. Scope
This Guideline shall be applied for all Protection /Energy meter activities (limited to cases where
the Energy meter is installed at BC premises by BC and its Maintenance and Calibration are
done by BC) and modifications at KM station end related to power supply to Bulk Consumers.

This Guide line does not cover the following:


--The communication media between BC station and NCC and the requirement of
Alarm/signal/status/measurement etc at NCC from BC station (to be coordinated with SCADA
Unit of KM).
--Interlocking scheme between KM station and BC station (to be implemented as per KM
practice and to be coordinated with O&M Transmission Unit of KM).
--Protection activities at BC stations and down stream BC network.

5. Guideline
(Bulk Customer can have Meeting with KM Protection to clarify any point mentioned in this Guide line. KM
responsibility and practice is only to check the grading of outgoing BC feeders with KM upstream settings
[OC & EF]. The grading of BC downstream settings incorporated in relays located at BC station with KM
end settings is to be checked by BC and it is under the responsibility of Bulk Customer. 87L settings and
F21 settings (at both ends of the connected feeder), if applicable, also will be reviewed by KM ).

A) 33kV Bulk Customers (Please see 'General requirements' also).

A.1] Protection Requirements:

Following are the main Protection requirements:

A.1.1] At KM Station:

(Prior approval of the relay is mandatory before starting the installation)

1. Cable Differential protection (Numerical- Direct FO cable communication between relays-Dual


port- No intermediate equipment of any type is acceptable. Relay type should be matched at both
ends- exactly same version, same type, same make. 87L relay to be provided at KM end shall be
fully integrated in the existing SCS, no hard wiring is acceptable. Relay of same Manufacturer in
existing KM station is preferred. Relay shall be IEC 61850 compatible. DC threshold of BI of
relay shall be minimum of 77V DC). Only one Main Protection. One FO shall be of protected
feeder and other FO of parallel feeder for redundancy.
2. Back up protection (O/C & E/F) - separate relay to be provided with Instantaneous elements and
Inrush restraint feature (2nd harmonic blocking).
3. Bay Control Unit (O/C & E/F element to be provided (these elements will be used only during the
commissioning of spare feeders).
4. Separate high burden self-reset Inter-trip receive relay with suitable flag/LED indication shall be
provided. This relay shall directly trip the feeder CB. Inter-trip signal shall not lock out the CB.
This relay shall be of continuously rated. The inter-trip signal from BC station shall be initiated
from Trip relay at their end and resetting the trip relay contacts at BC station shall only enable
resetting the Inter-trip receive relay at KM station. These relays shall also initiate BFP in KM
station in parallel with 86 relay.
5. Fault investigation on Primary equipment shall be done only after getting appropriate safety
document as per KM safety rules and regulations.
6. Inter-trip signal shall be routed through Cable differential relay.
7. TCS relays for number of trip coils provided in the switchgear.

Main-1 & Main-2- Relay watchdog (OK-Green, Not OK- Red), R-start (yellow, latch), Y-start
(yellow, latch), B-start (yellow, latch), 87L Trip (Red, latch), FO channel-1 fail (yellow, non-
latch), FO channel-2 fail (yellow, non-latch), 87L blocked (yellow, non-latch), Z1 trip (Red, latch),
Z2 or Z3 trip (Red, latch), SOTF trip (Red, latch), VT fail (yellow, non-latch), O/C trip (Red,
latch), Intertrip Send (Yellow, latch), Intertrip Received (Red, latch), Remote end ES closed
(Yellow, non-latch), Remote end Line isolator open (Yellow, non-latch).

A.1.1.2] Minimum LED configuration requirement of Back up relay:

1. O/C (time delayed) operated


2. E/F (time delayed) operated

A.1.1.3] CT for Main Protection (Cable differential):

Class X or Class PS as per IEC 60044-1. If no CT replacement envisaged at KM end, CTs should
be matched perfectly at both ends in name plate details such as Mag curve (Knee point voltage),
Burden, Secondary resistance, Ratio, Accuracy class etc. If CT replacement envisaged at KM end,
see Section (C) in page-25 for the guide lines of CT selection.

A.1.2] At BC Station:

1. Cable Differential protection (Numerical- Direct FO cable communication between relays-Dual


port- No intermediate equipment of any type is acceptable. Relay of same Manufacturer in
existing KM station is preferred. Relay shall be IEC 61850 compatible. DC threshold of BI of
relay shall be minimum of 77V DC).
2. Back up protection (O/C & E/F- on all outgoing and incomer bays)
3. If more than one feeder are taken from KM station and terminated to a 33kV bus bar at BC
station: 1) In case no B/S CB and both feeders are running in parallel 2) B/S CB available, but
kept closed and both feeders running in parallel, Bus bar protection and Breaker fail protection in
33kV level is preferred to be provided at BC station to clear bus bar fault instantaneously and to
take care of any breaker fail condition (otherwise the fault in downstream will affect KM network
on the upstream). The prolongation of fault is not advisable. On the Incomer, O/C and E/F
elements with Time delayed and Instantaneous feature shall be provided which can be set same as
at KM end. Breaker redundancy can be achieved.
4. If more than one feeder are taken from KM station and terminated to a 33kV bus bar at BC
station: If both feeders are running radially, on the Incomer, O/C and E/F elements with Time
delayed and Instantaneous feature shall be provided which can be set same as at KM end. Breaker
redundancy can be achieved.
5. BBP/BFP shall inter-trip to KM station.

A.1.2.1] CT for Main Protection (Cable differential):

Class X or Class PS as per IEC 60044-1


If no CT replacement envisaged at KM end, CTs should be matched perfectly at both ends in name
plate details such as Mag curve (Knee point voltage), Burden, Secondary resistance, Ratio,

Accuracy class etc. If CT replacement envisaged at KM end, see Section (C) in page-25 for the
guide lines of CT selection.

A.2] Signals to be transferred from BC to KM Station:

Following signals shall be considered for transmission from remote end to KM S/S and to be
incorporated in station SCS: (applicable to all feeders connected to BC station)

A.2.1] Plain feeders:

1. Line Isolator open ('CB racked out' if isolator is not provided and CB is used for isolation), Line
Isolator close ('CB racked in' in to service position, if CB is provided for isolation).
2. Line Earth switch open, Line Earth switch close. Status of Line Isolator and Line Earth switch is a
must to transfer to and fro between connected stations to configure for display in SCS. If 87L
relay has sufficient number of BI, it is preferred to transfer Bus bar isolator, CB status also. Both
„Open‟ and „Close‟ positions are to be transferred. The status to be transferred through both Main-
1 and Main-2 relays for redundancy. Separate contacts are to be used for „Open‟ (NC contact) and
„Close‟ (NO contact) position indication.
3. 87L relay watchdog, Telecontrol equipment (if provided) watchdog, DC/DC converter watchdog
(of Tele-control equipment or any other equipment, if provided) signals from remote end.
4. Trip relay operated alarm signal (from remote end). This signal shall be clubbed from all trip
relays of Line Main protection, Line back up protection, Bus bar protection, Breaker fail
protection and any other additional protection provided at BC end.

A.2.1.1] Inter-trip signals:

1. Inter-trip signal from KM station to BC station from BBP/BFP.


2. Inter-trip signal from BC station to KM station from BBP/BFP or any other additional protection
provided at BC end equivalent/reinforcement to BBP/BFP.
3. From sending end, Zone-2 and Zone-3 shall also send IT to remote end.
4. Inter-trip signal shall be routed through Cable differential relay.

A.2.2] Tx feeders:

1. LV side Isolator open ('CB racked out' if isolator is not provided and CB is used for isolation), LV
side Isolator close ('CB racked in' in to service position, if CB is provided for isolation).
2. LV side Earth switch open, LV side Earth switch close.
3. 87L relay watchdog, Tele-control equipment (if provided) watchdog, DC/DC converter watchdog
(of Tele-control equipment or any other equipment watchdog, if provided) signals from remote
end.
4. Trip relay operated alarm signal (from remote end). This signal shall be clubbed from all trip
relays of Line Main protection, Line back up protection, Bus bar protection, Breaker fail
protection and any other additional protection provided at BC end.

A.2.2.1] Inter-trip signals:

1. Inter-trip signal from KM station to BC station from BBP/BFP.


2. Inter-trip signal from BC station to KM station from BBP/BFP or any other additional protection
provided at BC end equivalent/reinforcement to BBP/BFP and all Tx protections.
3. From sending end, Zone-2 and Zone-3 shall also send IT to remote end. In case of Tx feeder, if
HV CB trips, IT shall send to remote station to trip LV CB using CB auxiliary contact.
4. Inter-trip signal shall be routed through Cable differential relay.

A.3] Alarm, Signal communication from BC station to KM station:

A.3.1] Option-1:

Direct FO cable communication between BCU at BC station and BCU at KM station (preferred and if
no Distance constraint)

A.3.2] Option-2:

Through 87L relay at both ends. 87L relay shall have sufficient number of BIs for this purpose. DC
threshold of BI shall be 77V.

A.3.3] Option-3:

Separate Tele-control equipment at KM station and BC station with direct FO cable communication.
From Tele-control equipment to BCU locally via FO cable.

A.4] Relay Setting:

Feeding arrangement shall be explained in the setting document (i.e. whether B/S or B/C at
downstream at BC will be kept normally closed or opened etc). Following is Guide line only, can be
revised as per actual condition.

A.4.1] O/C:

The Back up protections at BC station to be graded properly with KM station relays. At KM


station, the 33kV feeders will be provided with O/C instantaneous elements which will be operated
at 1.4sec maximum at a current of 5.0kA or more (Instantaneous setting O/C: Current setting-
5.0kA, Definite time- 1.4sec, can be revised as applicable). Setting document to be submitted for
KM approval. Reasonable setting shall be adopted after review of setting proposal by KM.

O/C elements at KM station shall be selected (preferably) with EIDMT curve for effective grading.
Current setting shall be chosen equivalent to 110% (maximum) of Cable capacity (In the case of Tx
feeder, 125% of Tx capacity. But it should not be above 110% of connected Cable capacity). Setting
document will be reviewed after submission.

A.4.2] E/F:

At KM station, the 33kV feeders will be provided with E/F instantaneous elements which will be
operated at 2.0sec maximum at a current of 150A or more (Instantaneous setting E/F: Current
setting-150A, Definite time- 2.0sec maximum). Setting document to be submitted for KM approval.
Reasonable setting shall be adopted after review of setting proposal by KM.

33kV Stand by E/F setting at KM station is 150A, Stage-1: 2.5 sec and Stage-2: 3.0 sec (stage-1 trips
33kV B/S and B/C and Stage-2 trips the Tx on HV and LV).

A4.3] 87L settings: Please see 'General Requirements'.


A4.4] F21 settings (if provided [not mandatory]. If F21 to be provided, CT adequacy to be proved
by CT sizing calculations): Please see 'General Requirements'.
A4.5] 49 element

49 element need to be configured only in the case of feeders and for only alarm purpose. Trip shall be
disabled in case of 49 functions, as per KM philosophy.

A4.6] F25 element


F25 settings- ΔHz-±0.5%, ΔV-±10%, ΔØ-±10° shall be adopted.

A4.7] 50 element on HV side of Tx


1.3 times the through fault current of Tx

A4.8] If DOC (looking towards KM network)/Reverse power (looking towards KM network)/UV


protection trips are implemented at BC end, its time setting shall be adopted in such a way that it
will not operate before the clearance of fault in KM network. 200msec can be treated as fault
clearing time by Main protections in KM network excluding any other unusual incidents including
Breaker failure. Hence it is recommended to adopt a safe time setting for these protections at BC
end to avoid unnecessary tripping and supply loss considering the equipment requirements at BC
premises. Also it is recommended to restrict these protections (DOC/Reverse power/UV) shall trip
only BC end CB and not sending Inter-trip to KM side. Any clarifications shall be cleared through
interactive meetings in which final solution can be formulated.

A.5] Additional points:

1. The text of the existing alarms shall be modified (if required) at KM S/S (and remote NCC) in
line with new modifications by BC.
2. New alarms, if any, shall be provided locally at station SCS and remote NCC by BC.
3. 33kV SLD in existing SCS shall be modified to show the status of Line isolator/Earth switch
at remote S/S by BC. The naming of feeders of different voltage levels shall be as per
Kahramaa standard. The status of Line isolator/Earth switch at remote S/S shall be shown in
the front display of BCU also.
4. Configuring new 87L/Back up/BCU relay in existing SCS shall be done by BC.
5. Configuring all signals transmitted through Tele-control equipment (or any other equipment
installed for the purpose) in existing SCS at KM S/S shall be done by BC.
6. Inter-trip receive and send signals shall not be associated with the same relay (at both ends) to
avoid racing of contacts i.e. Intertrip receive and Intertrip send relays shall be separate with
proper indications.
7. CT ratio shall be selected as per the required MVA.
8. If new CTs selected, all tests pertaining to new CT commissioning shall be performed by BC.
9. Settings of 87L, O/C and E/F protections (to be graded with upstream and downstream
protections) to be provided by BC.
10. Pre-commissioning tests of relays shall be performed by BC.
11. End to End test with remote S/S (between cable differential relays) shall be performed by BC.
12. End to End test with SCS and NCC (including control operations) shall be performed by BC.
13. Overall stability test of Cable differential protection.
14. On-load stability check of 87L shall be performed by BC.
15. List of all dismantled items to be submitted to KM and all dismantled items to be neatly
packed (after KM inspection) and to be transferred to KM store.

A.6] Interlock:

1. Local/remote Interlocking scheme to be implemented as per KM practice (Guideline to be


obtained from O&M Transmission unit of KM).

2. The remote status used for Interlock shall be wired in a separately identified terminal in
LCC/Relay panel. An adhesive plate shall be fixed on the concerned terminal highlighting the
points of interface.

A.7] Alarm, Signal, Measurement communication to NCC from BC station:

A.7.1] The communication media between BC station and NCC and the requirement of
Alarm/signal/status/measurement etc at NCC shall be confirmed by SCADA Unit of KM.

A.7.2] At least following alarms shall be provided at NCC from BC station (Protection
requirement): Final alarm list will be depending upon the connection point between KM and BC.

1. Cable differential operated


2. Bus bar protection operated (if provided)
3. Breaker fail protection operated (if provided)
4. Cable diff communication fail
5. Tele-control equipment communication fail (if provided)
6. BCU communication fail (if provided)

[Note: Alarm, Signal, Measurement communication to NCC from BC station shall not be routed
through the BCU installed at KM station.
Also, the signal list at NCC will be finalized according to the Connection point between KM and
BC. If KM network is 'loop in loop out' at Bus bar of BC, the Standard KM signal list shall be
followed to NCC].

A.8] Documentation:

A.8.1] Before starting Pre-commissioning tests:

1. Protection SLD at KM station showing Relays, CT details, VT details, Protection functions


enabled, Tripping scheme, Inter-tripping scheme etc shall be submitted for review.

2. Protection SLD at BC station (where KM feeders are connected) showing Relays, CT details, VT
details, Protection functions enabled, Tripping scheme, Inter-tripping scheme etc shall be
submitted for review.

3. Detailed schematics to be implemented at KM station to be submitted for review.

4. Relay settings to be submitted for review.

A.8.1A] Commissioning checklists and downloaded settings

Commissioning checklists are to be filled and handed over to KM at least two weeks in advance
from the NOSP submission date. Final approved settings in CDs directly downloaded from Relay

and the Hard copy is to be signed by Contractor/ BC/ Consultant (if available)/KM Protection
Engineer.

A.8.2] Final documentation:

1. As-built drawings: one hard copy at Station to be provided, soft copy of the as-built drawing in
AutoCAD format to be provided to KM protection (duplicate).

2. Relay settings/Configuration: Final Relay settings/Configuration directly downloaded from the


relay /BCU to be provided in CD duplicate copies. Communication from PC to relay/BCU to
upload these settings /Configuration to be performed by BC to KM Protection Engineer at site
during pre-commissioning tests.

3. Test Results: Hard copy of final test results to be kept at Station.

A.9] Software:

Latest version of the Software used for the relays/BCU to be provided to KM Protection.

A.10] Spare parts:

10% of the total installed capacity of each type of relays (at least one) to be provided as spare. List of
installed main relays/ BCU/ Auxiliary relays/ MCBs/Switches/ Fuses/ Transducers/ Converters/
Metrosils/Fuse links/ Alarm facia/ SCS equipments etc shall be provided and 10% of each item shall be
provided as spare (or at least one number as applicable).

A.11] Training:

Training of the Protective equipments installed under the Project shall be provided to KM Protection
Engineers. Training shall constitute both theoretical and practical aspects of Protective equipments.

A.12] Special tools and equipments:

Any special tools/equipments to be used with the Protective equipments (to communicate with relay or
other protective equipments etc as applicable) shall be provided to KM Protection in duplicate.

A.13] Energy meter Requirements:

Following are the energy meter requirements (Numerical type, latest Generation, IEC 61850
compatible preferred):

 Location of Tariff meter shall be at Bulk Customer premises (as per this Guide line Scope if
the EM is installed at BC premises, all Technical requirements as per this Guide line shall
be followed). The conditions as per the relevant PPA/PSA shall also be complied.
 Main and Check meter to be provided.

A.13.1] Current Transformer

1. CT shall be of Class 0.2S, 10VA, IEC60044-1 Standard.


2. CT wiring to tariff energy meter shall be through terminal block with proper shorting facility
using 2.5 m.m2 wire minimum for 1A secondary and 4 m.m2 wire minimum for 5A secondary.

3. Two separate CT terminal block with proper shorting facility for main and check meter shall be
installed to test the check and main tariff meter separately.
4. Metering CTs shall be installed at Secondary (LV) side of transformer in the case of Tx
feeder (or) in incomer to BC Bus bar for plain feeders directly connected to bus.

A.13.2] Voltage Transformer

1. VT shall be Class 0.2, 10VA, IEC 60044-2 standard.

2. VT wiring to tariff energy meter shall be through terminal block using 2.5 mm2 wire minimum
with proper isolating links.
3. Metering VTs shall be installed at Secondary (LV) side of transformer in the case of Tx
feeder (or) in incomer to BC Bus bar for plain feeders directly connected to bus.
4. Separate Core shall be provided and used for Main and Check Meters. Each core
shall be Class 0.2, 10 VA, IEC 60044-2 standard.

A.13.3] Energy Meter

1. The energy meter shall be of approved type numerical with class 0.2S accuracy as per IEC 62053-
22 with Watchdog for self-monitoring.
2. The energy meter shall be capable of measuring at least MWh, MVArh, MVAh, MW, MVA,
MVAr, V and A.
3. CT, VT and auxiliary supply connection to meter from terminal block shall be directly to meter
and not through transducers.
4. Test block shall be provided on the RHS of the meter.
5. The energy meter shall be a single unit; not as a transducer and display unit.
6. Meter shall be exclusively suitable for bulk energy measurement only.
7. Codes & Standards: Energy meter specification shall unless otherwise stated be designed,
constructed and tested in accordance with applicable section of the latest revision of relevant IEC

A.13.4] Energy Meter panel


1. Tariff meter panel shall be floor mounted and IP55 protected, installed in a separate metering
room locked with KM substation door lock, and easily accessible to KM personnel.
2. Separate panel shall be installed for Metering purpose.
3. Check meter shall be provided in the metering panel along with main meter (Main and Check
meters are to be provided in the same panel).
4. VT MCB shall be located on the metering panel and an alarm to NCC shall be wired to the
Control Centre for “Metering VT MCB trip” through terminal block for alarm.
5. Remote alarm for DC fail to NCC shall be wired through terminal block.
6. Test plug socket and test plug shall be provided with selector switch.
7. The secondary wiring has to reach the panel on which tariff meters are installed and terminated at
the terminals mounted inside the panel.
8. The terminals for CT‟s shall be heavy duty and shall be provided with isolation and shorting
facility. Separate TBs for Main and Check meters' CT secondary termination shall be provided
with identification labels. The VT‟s terminals shall be isolatable type.
9. Suitable facility shall be made available for sealing the CT and VT terminal block as per
Kahramaa practice for sealing CT and VT terminal blocks.
10. The whole panel shall be pad lockable. The front cover of the panel shall be transparent through
which the energy meter‟s reading can be taken. Suitable lighting shall be made available for
proper readout without opening the front door.

A.13.5] Testing of tariff meter panel

Tariff meter panel shall be tested in presence of Kahramaa and test report shall be submitted along with
the final documentation.

A.13.6] Calibration of tariff meter

1. Installation, setting, testing and commissioning of the energy meter at site should be carried out
by the contractor with prior information to KAHRAMAA to witness.
2. Every new bulk energy meter must be tested for its accuracy by authorized testing agency with
prior information to KAHRAMAA to witness it. Verification can be carried out only after
approval of the meter from KAHRAMAA. The verification shall be witnessed by KAHRAMAA,
Bulk consumer and the calibrating agency representative. Details of the testing instruments, their
percentage uncertainties and next calibration due date etc should be clearly given in the test
report.
3. Initial reading shall be jointly taken and recorded in the respective registers by the representative
of KAHRAMAA and the bulk consumer.
4. In case of new Agency, the details of the testing agency, certificate copy of the substandard meter
with its certified errors, test equipment certificates, CV of Calibrating personnel shall be
submitted to KAHRAMAA for approval. Verification of meter accuracy and performance shall be
carried out only through LED pulse available on the meter for calibration. Below mentioned table
can be used as reference for testing meter.

B.1] Protection Requirements:

Following are the main Protection requirements:

B.1.1] At KM Station:

(Prior approval of the relay is mandatory before starting the installation)

1. Two sets of Cable Differential protection (Numerical- Direct FO cable communication between
relays-Dual port- No intermediate equipment of any type is acceptable. 87L relay to be provided
at KM end shall be fully integrated in the existing SCS, no hard wiring is acceptable. Relay of
same Manufacturer in existing KM station is preferred. Relay shall be IEC 61850 compatible. DC
threshold of BI of relay shall be minimum of 77V DC), Main-1 and Main-2 of two different
Manufacturers. FO cable route for port-1 of cable differential protection shall be the same as that
of the protected power cable while for port-2 of cable differential protection it shall be routed
along with the parallel cable feeder to the BC. Applicable to Main-1 & Main-2.
2. Back up protection (O/C & E/F) - separate relay to be provided with Instantaneous elements and
Inrush restraint feature (2nd harmonic blocking).
3. Bay Control Unit (O/C & E/F element to be provided (these elements will be used only during the
commissioning of spare feeders).
4. Separate high burden self-reset Inter-trip receive relay with suitable flag/LED indication shall be
provided. This relay shall directly trip the feeder CB. Inter-trip signal shall not lock out the CB.
Two separate Inter-trip receive relays shall be provided to receive Inter-trips from Main-1 and
Main-2. These relays shall be of continuously rated. The inter-trip signal from BC station shall be
initiated from Trip relay at their end and resetting the trip relay contacts at BC station shall only
enable resetting the Inter-trip receive relays at KM station.
5. Fault investigation on Primary equipment shall be done only after getting appropriate safety
document as per KM safety rules and regulations.
6. Inter-trip signal shall be routed through both Cable differential relays.
7. TCS relays for number of trip coils provided in the switchgear.

relays-Dual port- No intermediate equipment of any type is acceptable. Relay of same
Manufacturer in existing KM station is preferred. Relay shall be IEC 61850 compatible. DC
threshold of BI of relay shall be minimum of 77V DC). FO cable route for port-1 of cable
differential protection shall be the same as that of the protected power cable while for port-2 of
cable differential protection it shall be routed along with the parallel cable feeder to the BC.
Applicable to Main-1 & Main-2.
2. Back up protection (O/C & E/F- on all outgoing and incomer bays)
3. If more than one feeder are taken from KM station and terminated to a bus bar at BC station, Bus
bar protection and Breaker fail protection to be provided at BC station to clear bus bar fault and to
take care of any breaker fail condition (otherwise the fault in downstream will affect KM network
on the upstream).
4. BBP/BFP shall inter-trip to KM station.

B.1.2.1] CT for Main Protection (Cable differential):

Class X or Class PS as per IEC 60044-1. If no CT replacement envisaged at KM end, CTs should
be matched perfectly at both ends in name plate details such as Mag curve (Knee point voltage),
Burden, Secondary resistance, Ratio, Accuracy class etc. If CT replacement envisaged at KM end,
see Section (C) in page-25 for the guide lines of CT selection.

B.2] Signals to be transferred from BC to KM Station:

Following signals shall be considered for transmission from remote end to KM S/S and to be
incorporated in station SCS: (applicable to all feeders connected to BC station)

B.2.1] Plain feeders:

1. Line Isolator open ('CB racked out' if isolator is not provided and CB is used for isolation), Line
Isolator close ('CB racked in' in to service position, if CB is provided for isolation).
2. Line Earth switch open, Line Earth switch close. Status of Line Isolator and Line Earth switch is a
must to transfer to and fro between connected stations to configure for display in SCS. If 87L
relay has sufficient number of BI, it is preferred to transfer Bus bar isolator, CB status also. Both
„Open‟ and „Close‟ positions are to be transferred. The status to be transferred through both Main-
1 and Main-2 relays for redundancy. Separate contacts are to be used for „Open‟ (NC contact) and
„Close‟ (NO contact) position indication.
3. 87L relay watchdog, Telecontrol equipment (if provided) watchdog, DC/DC converter watchdog
(of Tele-control equipment or any other equipment, if provided) signals from remote end.
4. Trip relay operated alarm signal (from remote end). This signal shall be clubbed from all trip
relays of Line Main protection, Line back up protection, Bus bar protection, Breaker fail
protection and any other additional protection provided at BC end.

B.2.1.1] Inter-trip signals:

1. Inter-trip signal from KM station to BC station from BBP/BFP.

3. 87L relay watchdog, Tele-control equipment (if provided) watchdog, DC/DC converter (of Tele-
control equipment or any other equipment watchdog, if provided) signals from remote end.
4. Trip relay operated alarm signal (from remote end). This signal shall be clubbed from all trip
relays of Line Main protection, Line back up protection, Bus bar protection, Breaker fail
protection and any other additional protection provided at BC end.

B.2.2.1] Inter-trip signals:

1. Inter-trip signal from KM station to BC station from BBP/BFP.


2. Inter-trip signal from BC station to KM station from BBP/BFP or any other additional protection
provided at BC end equivalent/reinforcement to BBP/BFP on LV side of Tx and all Tx
protections.
3. From sending end, Zone-2 and Zone-3 shall also send IT to remote end. In case of Tx feeder, if
HV CB trips, IT shall send to remote station to trip LV CB using CB auxiliary contact.
4. Inter-trip signal shall be routed through both Cable differential relays.

B.3] Alarm, Signal communication from BC station to KM station:

B.3.1] Option-1:

Direct FO cable communication between BCU at BC station and BCU at KM station (preferred if no
Distance constraint).

B.3.2] Option-2:

Through 87L relay at both ends. 87L relay shall have sufficient number of BIs for this purpose. DC
threshold of BI shall be 77V.

B.3.3] Option-3:

Separate Tele-control equipment at KM station and BC station with direct FO cable communication.
From Tele-control equipment to BCU locally via FO cable.

B.4] Relay Setting:

The Back up protections at BC station to be graded properly with KM station relays. At KM end,
Back up relay settings shall be selected in such a way that the proposed settings will offer proper
grading with existing upstream settings. Current setting shall be chosen equivalent to 110%
(maximum) of Cable capacity (In the case of Tx feeder, 125% of Tx capacity. But it should not be
above 110% of connected Cable capacity). The existing settings of upstream feeders/Tx/Bus-
section/Bus-coupler at KM station will no way be revised to accommodate the settings at BC
station. Setting document to be submitted for KM approval. Reasonable setting shall be adopted

after review of setting proposal by KM. No E/F element to be enabled at sending end at KM station
(66kV and above only).

Feeding arrangement shall be explained in the setting document (i.e. whether B/S or B/C at
downstream at BC will be kept normally closed or opened etc).

B4.1]87L settings: (Please see 'General Requirements')


B4.2] F21 settings (mandatory): (Please see 'General Requirements')

B4.3] 49 element
49 element need to be configured only in the case of feeders and for only alarm purpose. Trip shall be
disabled in case of 49 functions, as per KM philosophy.

B4.4] F25 element


F25 settings- ΔHz-±0.5%, ΔV-±10%, ΔØ-±10° shall be adopted.

B4.5] 50 element on HV side of Tx


1.3 times the through fault current of Tx

B4.6] If DOC (looking towards KM network)/Reverse power (looking towards KM network)/UV


protection trips are implemented at BC end, its time setting shall be adopted in such a way that it
will not operate before the clearance of fault in KM network. 200msec can be treated as fault
clearing time by Main protections in KM network excluding any other unusual incidents including
Breaker failure. Hence it is recommended to adopt a safe time setting for these protections at BC
end to avoid unnecessary tripping and supply loss considering the equipment requirements at BC
premises. Also it is recommended to restrict these protections (DOC/Reverse power/UV) shall trip
only BC end CB and not sending Inter-trip to KM side. Any clarifications shall be cleared through
interactive meetings in which final solution can be formulated.

B.5] Additional points:

1. The text of the existing alarms shall be modified (if required) at KM S/S (and remote NCC) in
line with new modifications by BC.

2. New alarms, if any, shall be provided locally at station SCS and remote NCC by BC.
3. SLD in existing SCS shall be modified to show the status of Line isolator/Earth switch at remote
S/S by BC. The naming of feeders of different voltage levels shall be as per Kahramaa standard.
The status of Line isolator/Earth switch at remote S/S shall be shown in the front display of BCU
also.
4. Configuring new 87L/Back up/BCU relays in existing SCS shall be done by BC.
5. Configuring all signals transmitted through Telecontrol equipment (or any other equipment
installed for the purpose) in existing SCS at KM S/S shall be done by BC.
6. Inter-trip receive and send signals shall not be associated with the same relay (at both ends) to
avoid racing of contacts i.e. Intertrip receive and Intertrip send relays shall be separate with proper
indications.
7. CT ratio shall be selected as per the required MVA.
8. If new CTs selected, all tests pertaining to new CT commissioning shall be performed by BC.
9. Settings of 87L, O/C and E/F protections (to be graded with upstream and downstream
protections) to be provided by BC.
10. Pre-commissioning tests of relays shall be performed by BC.

11. End to End test with remote S/S (between cable differential relays) shall be performed by BC.

B.6] Interlock:

1. Local/Remote Interlocking scheme to be implemented as per KM practice (Guideline to be


obtained from O&M Transmission unit of KM).

2. The remote status used for Interlock shall be wired in a separately identified terminal in
LCC/Relay panel. An adhesive plate shall be fixed on the concerned terminal highlighting the
points of interface.

B.7] Alarm, Signal, Measurement communication to NCC from BC station:

B.7.1] The communication media between BC station and NCC and the requirement of
Alarm/signal/status/measurement etc at NCC shall be confirmed by SCADA Unit of KM.

Engineer.

B.8.2] Final documentation:

1. As-built drawings: one hard copy at Station to be provided, soft copy of the as-built drawing in
AutoCAD format to be provided to KM protection (duplicate).

2. Relay settings/Configuration: Final Relay settings/Configuration directly downloaded from the


relay /BCU to be provided in CD duplicate copies. Communication from PC to relay/BCU to
upload these settings /Configuration to be performed by BC to KM Protection Engineer at site
during pre-commissioning tests.

3. Test Results: Hard copy of final test results to be kept at Station.

B.9] Software:

Latest version of the Software used for the relays/BCU to be provided to KM Protection.

B.10] Spare parts:

10% of the total installed capacity of each type of relays (at least one) to be provided as spare.

B.11] Training:

Training of the Protective equipments installed under the Project shall be provided to KM Protection
Engineers. Training shall constitute both theoretical and practical aspects of Protective equipments.

B.12] Special tools and equipments:

Any special tools/equipments to be used with the Protective equipments shall be provided to KM

Protection in duplicate.

B.13] Energy meter Requirements:

Following are the energy meter requirements (Numerical type, latest Generation, IEC 61850
compatible preferred):

 Location of Tariff meter shall be at Bulk Customer premises (as per this Guide line Scope if
the EM is installed at BC premises, all Technical requirements as per this Guide line shall
be followed). The conditions as per the relevant PPA/PSA shall also be complied.
 Main and Check meter to be provided.

B.13.1] Current Transformer

1. CT shall be of Class 0.2S, 10VA, IEC60044-1 Standard.


2. CT wiring to tariff energy meter shall be through terminal block with proper shorting facility
using 2.5 m.m2 wire minimum for 1A secondary and 4 m.m2 wire minimum for 5A secondary.
3. Two separate CT terminal block with proper shorting facility for main and check meter shall be
installed to test the check and main tariff meter separately.
4. Metering CTs shall be installed at Secondary (LV) side of transformer in the case of Tx
feeder (or) in incomer to BC Bus bar for plain feeders directly connected to bus.

B.13.2] Voltage Transformer

1. VT shall be Class 0.2, 10VA, IEC 60044-2 standard.


2. VT wiring to tariff energy meter shall be through terminal block using 2.5 mm2 wire minimum
with proper isolating links.
3. Metering VTs shall be installed at Secondary (LV) side of transformer in the case of Tx
feeder (or) in incomer to BC Bus bar for plain feeders directly connected to bus.
4. Separate Core shall be provided and used for Main and Check Meters. Each core
shall be Class 0.2, 10 VA, IEC 60044-2 standard.

B.13.3] Energy Meter

1. The energy meter shall be of approved type numerical with class 0.2S accuracy as per IEC 62053-
22 Watchdog for self-monitoring.
2. The energy meter shall be capable of measuring at least MWh, MVArh, MVAh, MW, MVA,
MVAr, V and A.
3. CT, VT and auxiliary supply connection to meter from terminal block shall be directly to meter
and not through transducers.
4. Test block shall be provided on the RHS of the meter.
5. The energy meter shall be a single unit; not as a transducer and display unit.
6. Meter shall be exclusively suitable for bulk energy measurement only.
7. Codes & Standards: Energy meter specification shall unless otherwise stated be designed,
constructed and tested in accordance with applicable section of the latest revision of relevant IEC
publication, such as but not limited to following:

 IEC 60529/IP52 - Degree of protection

8. The inputs shall be suitable for current =1A/5A (minimum measuring range is 1-150% @
frequency 47-53 Hz), VT voltage=110V (measuring range 80-110%@ frequency 47-53 Hz),
Auxiliary supply =110V DC (working range of 85-115%). The overload capacity for these inputs
shall be a minimum of current =2 times continuous (class 2/class10) & 30 times 1 sec; VT voltage
= 1.25 times and Auxiliary DC =1.25 times.
9. Meter shall be powered from DC Auxiliary supply =110V DC (working range of 85-115%) and
from VT input =110V (measuring range 80-110%@ frequency 47-53 Hz). In case of failure of
DC, the meter shall continue to work on VT supply (VT shall be loaded optimum by suitable
arrangement, if applicable e.g. resistor load etc during normal operation of the meter to achieve
maximum accuracy. Total load shall not be more than the rated VA of VT in case of DC failure).

practice for sealing meters to avoid any type of human intervention with the energy meter reading

18. Software and hardware for interfacing with meter etc shall be supplied. Upgrading of software if
required at a later stage, shall be provided by the manufacturer.

B.13.4] Energy Meter panel


1. Tariff meter panel shall be floor mounted and IP55 protected installed in a separate metering room
locked with KM substation door lock, and easily accessible to KM personnel.
2. Separate panel shall be installed for Metering purpose.
3. Check meter shall be provided in the metering panel along with main meter (Main and Check
meters are to be provided in the same panel).
4. VT MCB shall be located on the metering panel and an alarm to NCC shall be wired to the
Control Centre for “Metering VT MCB trip” through terminal block for alarm.
5. Remote alarm for DC fail to NCC shall be wired through terminal block.
6. Test plug socket and test plug shall be provided with selector switch.

7. The secondary wiring has to reach the panel on which tariff meters are installed and terminated at
the terminals mounted inside the panel.
8. The terminals for CT‟s shall be heavy duty and shall be provided with isolation and shorting
facility. Separate TBs for Main and Check meters' CT secondary termination shall be provided
with identification labels. The VT‟s terminals shall be isolatable type.
9. Suitable facility shall be made available for sealing the CT and VT terminal block as per
Kahramaa practice for sealing CT and VT terminal blocks.
10. The whole panel shall be pad lockable. The front cover of the panel shall be transparent through
which the energy meter‟s reading can be taken. Suitable lighting shall be made available for
proper readout without opening the front door.
11. Tariff meter panel number feeder number at Kahramaa end, meter serial number, meter
designation, meter number shall be fixed on the tariff meter installation as shown below.

B.13.5] Testing of tariff meter panel

Tariff meter panel shall be tested in presence of Kahramaa and test report shall be submitted along with
the final documentation.

B.13.6] Calibration of tariff meter

1. Installation, setting, testing and commissioning of the energy meter at site should be carried out
by the contractor with prior information to KAHRAMAA to witness.
2. Every new bulk energy meter must be tested for its accuracy by authorized testing agency with
prior information to KAHRAMAA to witness it. Verification can be carried out only after
approval of the meter from KAHRAMAA. The verification shall be witnessed by KAHRAMAA,
Bulk consumer and the calibrating agency representative. Details of the testing instruments, their
percentage uncertainties and next calibration due date etc should be clearly given in the test
report.
3. Initial reading shall be jointly taken and recorded in the respective registers by the representative
of KAHRAMAA and the bulk consumer.
4. In case of new Agency, the details of the testing agency, certificate copy of the substandard meter
with its certified errors, test equipment certificates, CV of Calibrating personnel shall be
submitted to KAHRAMAA for approval. Verification of meter accuracy and performance shall be
carried out only through LED pulse available on the meter for calibration. Below mentioned table
can be used as reference for testing meter.

C) Guide line for CT selection:


Following Guide lines can be considered for CT selection. Necessary CT sizing calculations shall be
submitted for KM review.

General CT selection and CT sizing shall be as per following points. But for different typical
applications, the CT sizing shall satisfy as per the recommendations mentioned in the Technical manuals
(Application guides) of applicable relays provided by the relevant manufacturer.

1. In general the Selected CT ratio shall be at least to accommodate 1.25 times designated load
current.
2. The minimum continuous thermal rating of CTs shall be 1.2 and for transformer application it
shall be 1.5.
3. For Back up O/C and E/F and DOC applications, at least 5P20 class CTs shall be used. In general
the CT ratio shall be selected in such a way that the CT secondary current generally does not
exceed 20 times rated current under the maximum symmetrical primary fault current i.e
equivalent to switch gear SC rating, but there can be exceptions in specific cases like 11kV
outgoing feeders etc.
4. For Main protection applications (such as 87L, F21, REF, 87T, BBP & BFP etc) the CT selected
shall not saturate up to the fault current equivalent to the SC switch gear rating.
5. X/R value of Circuit Breaker shall be taken for all CT sizing calculations. For Transformer
and Reactor application it shall be worked based on the CB X/R ratio and
Transformer/Reactor X/R ratio together (combined X/R).
6. High Impedance Differential protection (REF, high impedance Bus bar, etc.) applications- All
CTs included in the circuit (like Tx NCT and Main CTs) shall be of same CT ratio and of similar
characteristics (Vk, Io, etc.). Also the magnetization current shall be minimum such a way that it
shall be possible to set the relay operation current at 10% of the nominal rated current of the
equipment protected. NCT shall be installed outside the Neutral bushing of Tx. The CT shall be
provided with adequate protections from environmental conditions as per relevant IEC or other
International standards applicable.
7. Cables, wired leads, relays and all other devices connected in secondary current circuit must be
checked for the thermal capability under worst primary current conditions. It should also be noted
that the Delta connected CTs produce currents in the cables and relays that are √3 times the CT
secondary currents.
8. While high currents for SC conditions are expected to last for relatively short time, system
failures can also result in longer fault durations. Energy dissipated in CT secondary windings and
Cables is generally not a concern because of relatively higher thermal capacity. However, in very
high current applications, it should be specifically verified that the relays, BCU and Meters
connected to the CT secondary have sufficiently high short time thermal capability in the worst
system fault conditions. This is particularly applicable to measuring instruments/ meters/ BCUs
where the CT will be directly connected to these devices and the insufficient thermal ratings of
these instruments may become vital to cause failure (burning of components of these equipments)
of these equipments. If the thermal rating of these type of equipments (not protective relays) is not
sufficient to handle the abovementioned situations, necessary ICTs (of Classes of early saturation)
shall be provided in the Main CT circuits from which these equipments can be connected. CT
sizing calculations shall clearly mention this point and prove by necessary justifications.
9. In all case of applications of multi-ratio or dual ratio CTs, the operating Tap and /or applicable tap
must be underlined in documentations wherever applicable. It should be noted that the CT
parameters (except rated CT primary current) shall be specified at above underlined tap.
10. For Spare feeders the ratio of CTs shall be selected such a way that it is suitable for both line
feeder application and transformer feeder application.

CT adequacy calculations:
1. For Vk calculations, minimum of 300m (total of 600m-2 runs), 4mm² (higher cross-section can be
used if required) copper CT secondary cable shall be considered. Final calculations shall be based
on the actual measurements of lead burden at site.
2. Burden-To ensure the CT has high enough burden rating to handle the connected burden, it is
necessary to work out the CTs continuous VA rating using following formula- VAct > In² (2Rl
+Rr), where VAct- CT output burden in VA, Rl- Resistance of single lead from relay to CT (Ω),
Rr-Resistance of relay current circuits (Relay burden in VA/Ir²), Ir-Relay rated current, In-CT
secondary rated current.
3. In general, all outgoing feeder CTs used for Main line protections shall be sized suitable for
F21 applications, at the lowest tap- as follows: Ua1≥ k*If1 * (X/R+1) * (Rct+Rl+Rr) (for three
phase fault), Ua1≥ k*Ife1 * (Xe/Re+1) * (Rct+2Rl+Rr+Rre) (for single phase fault). Lead burden
of minimum of 300m (total of 600m-2 runs), 4mm² (higher cross-section, if required) copper CT
secondary wiring shall be considered. Minimum length of line 1km to be taken for calculations.
Zone-1 as 70% of length of the feeder to be considered. The highest of above two values should
be used for sizing the CT (Ua1-Excitation limiting secondary voltage as per IEC 60044-6, k-
safety factor constant=1.25, If1-maximum secondary fault current for a 3-phase fault at Zone-1
reach points for F21 relays (Switchgear rating should be taken for calculations), Ife1- maximum
secondary fault current for an Earth fault at Zone-1 reach points for F21 relays (Switchgear rating
should be taken for calculations), X/R (and Xe/Re)- Value of CB shall be taken, Rct- CT
secondary winding resistance, Rl- Resistance of single lead from relay to CT (Ω), Rr-Resistance
of relay current circuits (Relay burden in VA/Ir²), Rre- Resistance of current circuit of relay earth
fault unit.
4. Transformer bays: Ua1≥ k*If1 * (X/R+1) * (Rct+Rl+Rr). As rule of thumb, if the CT secondary
maximum symmetrical internal fault current (If) multiplied by the total secondary burden is less
than half the „Knee point voltage‟ of the CT, its performance will be satisfactory. This allows
some room for DC offset (asymmetry) and remnance before the CT saturates. „If‟ can be
switchgear fault level.
5. Bus Bar Protection CTs: The General requirements for the CTs on individual circuits are given
by: Vk> KIn (Rct+2Rl+Rr+Z) where K=20 or If/In as applicable , Rr-ohmic burden of relay
under consideration on CT circuit, Z- ohmic burden on CT circuit of loads connected in series
with relay under consideration. In addition, the magnetizing current taken by the CT at the
limiting secondary voltage should be less than Ie= Vk/20 (Rct+2Rl+B+Z).
6. REF protection CTs: All CTs shall be of same ratio and identical characteristics. Voltage setting
in Relay Vs=K If [Rct+2Rl) where K=1.5, If= maximum through fault current. It shall be proved
that Kpv>4Vs.
7. Inverse time O/C relays: For all types of close-up faults (e.g specially 3phase and line to ground
faults whichever produces highest current) the performance of the CT should be checked using
the following formula irrespective of as to whether CT is as per IEC 60044-6/60185 or ANSI C
57.13 (in case of ANSI, Ual shall be replaced by Vk) Ual≥ K If (Rct+2Rl+Rr+Rb) where K-
constant 1.2, If-Highest secondary fault current equal to switch gear rating, Rct-CT secondary
resistance, Rl-Cable lead resistance, Rr-Relay resistance at selected tap, Rb-Resistance of other
connected burden. The Instantaneous element of O/C must be able to operate for the highest fault
current up to switch gear fault level where expansion of the system up to the switch gear fault
level are envisaged and this should be specifically checked. The accuracy limit factor together
with the connected relay burden of CT shall be at least as high as the Instantaneous current setting
to ensure fast relay operation.
8. Irrespective of all above the CT shall also meet the requirement specified by the relay
manufacturer for each application.

D) General Requirements:

D.1- General Requirements:


1. In the case of new Stations under new Projects, no two Main protections shall be connected in series on
the same CT. Separate CT cores shall be envisaged for each different function.
2. All Relay panels shall be installed with Electrical reset Push button. Pushing this Button shall reset all
Electrical reset Trip relays.
3. All 87L relays should have 50/51 elements as per Technical schedule.

4. All Numerical relays should be IEC 61850 compatible.


5. Only KM approved relays shall be acceptable.
6. All Trip relays/ Trip interposing relays/ Auxiliary relays used for Interlocking and operation of
Transmission equipments/ switches should be approved by KM (TA+ENA protection) prior to the
design stage.
7. All relays which are involved directly or indirectly in the Tripping function should be satisfied with the
Trip relay requirements (High Burden/ Hand reset flag/Immune to wiring capacitance discharge
currents, including Contact multiplying relays used for direct trip functions.
8. Direct trip from Functional relays should be wired directly to CB trip coils without any interposing
relay for Contact multiplication purpose. Sufficient contacts shall be envisaged for this purpose with all
functional relays.

9. Commissioning check lists are to be filled (signed by Consultant and Contractor) in addition to
the Approved Test sheets at the time of SAT by the Contractor/ Consultant and submitted as per
the direction by KM during the progress of commissioning activities. These checklist formats will
be provided by KM to the Contractor/Consultant at the stage of Pre-commissioning tests at site.

10. For CT connections, Ring type lugs and suitable TBs are mandatory. However for VT connections,
Ring type is not mandatory, but flat type/ spade type lugs shall be used which will prevent the
loosening of TB connections. In general, all connections except CT shall use the flat /spade type lugs.
11. The CB/ Isolator/ VT MCB auxiliary contacts used for Protection applications shall be taken directly from
the Switchgear/ VT MCB itself. Auxiliary contact multiplying relays shall not be used for Protection
applications and hence not acceptable. Hence CB/Isolator/VT MCB shall be provided with sufficient
auxiliary contacts to be used directly for Protection applications. Justification at a later stage is not at all
acceptable.
12. In the case of all Tx feeders except 33/11kV, the O/C element at sending end station shall be
accommodated in both M1 and M2 relays for redundancy purpose and this O/C shall send IT to
remote end. Both elements shall be set identical. In the case of 33/11kV Tx feeders, separate Stand
alone O/C relay shall be provided at Sending end as no redundant 87C protection is available. O/C
shall be enabled and set identical in 87C and Separate O/C relay and both shall send IT to remote end.
13. In the case of 87C protection, if the Length of the Cable is more, it is advised to use Mono-mode FO if
otherwise not recommended by the Relay manufacturer to use Multi-mode FO. The FO from OTB to OTB
and OTB to Relay should be of same mode. Patch chord from OTB to Relay should not be of different mode
from the FO between OTB to OTB. This should be verified during the SAT. Also the Signal strength to be
measured at Relay terminals and to be verified within the tolerable limits.
14. Wherever Duplicate Main Protections (Main I and Main II) have been specified for any major Primary
Equipment, the Main I and Main II protections shall be from different Manufacturers. For all Voltage levels,
Cable as well as OHL feeders, Main-1 and Main-2 relays shall be Line differential relay with built in
Distance and DEF protection features. If line length is a constraint for the adoption of line differential relay,
then only Distance protection shall be considered as Main protection. No signal booster/repeater is
acceptable in the case of long lines to adopt Line differential relay. The Distance / DEF features shall have
selectable schemes such as Permissive Under reach, Blocking etc. Both Main Protection relays should have
Dual FO Cable connection port. One port will be connected with FO cable of protected feeder and other port
will be connected with FO cable of parallel feeder, for redundancy. Plain Distance scheme shall be adopted
as back up to Line differential and Z1 shall come in service only on FO communication fail of both ports, Z2
and Z3 will be active normally. If F21 is the main protection (if 87L is not feasible), then in the case of plain
feeders, Tele-protection to be provided for Carrier signaling and Aided F21 shall be used with Blocking and
Permissive UR schemes for M1 and M2. For Tx feeders, Plain F21 can be used (if 87L is not feasible).

15. If Main protections are 87L, the Inter-trip from one station to remote station shall be sent through both 87L
relays via FO cable in redundant manner. Partially sending through any relay is not acceptable.
16. In the case of both Main Protections (Main-1 and Main-2) for OHL as well as Cable feeders, O/C & E/F
back up elements shall be incorporated with the Main-1 & Main-2 relays. It shall have sufficient elements for
51/ 51N functions. Also there shall be thermal overload function which can be set based on the actual
temperature rise.
17. Sufficient clearance between Power and Control cables is to be maintained in order to avoid the High
frequency interference on Control cables due to the switching of Power cables.
18. All CT wires shall be taken from GIS to LCC and then to the respective Protection panels. All CB Trip coil
shall be actuated by High burden (self reset, electrical reset, hand reset as per scheme requirement) Trip
Relays. This requirement is valid for all the substations. However one additional tripping from Functional
relays shall be extended to Trip coil directly after ensuring that Contact rating for the functional relays is
sufficient.
19. All functional relays shall have Fault record/ Disturbance record/ Wave form recording function incorporated
in it. The relays equipped with Distance function shall be provided with fault locator facility which will be
kept enabled all the time even if Distance function is kept out of service.

20. All functional relays shall have Password protection facility for accessing Setting and Configuration.
Password access shall initiate an alarm to be connected to NCC/SCS.

1. Test Switches shall be installed on right hand side of the relays. Test Switches shall be provided for BCUs
.Facility shall be provided to enable testing of each relay including BCUs without affecting any protective
device. Similarly failure of any BCU shall not affect protective device.

2. All ferruling to be made with cross reference i.e. each end of the wire should indicate the source terminal
number and destination panel/bay/device & terminal number in a way as approved by Kahramaa. The ferrule
shall be in the form of tube instead of group of single character ferrule. The ferruling shall be clear and long
lasting. Effect of dust, moisture or other environmental conditions and multiple handling of the ferrules
during installation maintenance, troubleshooting or otherwise shall not affect the clarity and life of the
ferrules.

3. All Auxiliary relays/ Interposing relays used for Interlocking/ operational purpose of Transmission
equipments/ Switches shall be free from influence of „Wiring capacitance discharge currents‟ which may
strike during DC Earth faults and DC disturbances causing inadvertent operation of Switches or other
dangerous operations in the Network. This point should be mentioned in the Technical Manual of the Relay.
4. All Dismantled relays (removed under the scope of the Project) shall have to be hermetically packed and
deposited to KM store within one month from the commissioning date by Contractor. The comprehensive list
of dismantled relays is to be prepared by Consultant and submitted to KM for review. After approval, the
relays as per the list shall be hermetically packed and deposited to KM store by Contractor under the
supervision of Consultant.

D.2) Trip Circuits, Tripping and / or Lockout & IT receive Relays


1. Trip circuits for Main-1 and Main-2 shall be from the battery banks No. 1 & 2 respectively.

2. Trip circuits shall be designed and wired in such a way that the positive poles shall be closed at the tripping,
and negative poles permanently connected to the trip coil of the breaker.

3. Trip coils of the breaker shall be energized via auxiliary high burden electro-mechanical tripping and/or
lockout relays as per application. One set of tripping and/or lockout relays shall be provided for each
set/group of protection relays. The tripping and/or lockout relay shall not have operating time in excess of
10 milliseconds at rated voltage. Tripping/lockout relay of Main-1 shall trip coil-1 of respective CB's and
tripping and/or lockout relay of Main-2 shall trip coil-2 of respective CB's.

4. Tripping and/or lockout relays should be high burden equipped with Mechanical flag indication with
operating voltage of less than 60% of rated voltage are not acceptable. Tripping and/or lockout relays shall

have preferred range between 80 to 110% of rated voltage with their operating time within guaranteed and
specified limits. Relay should never mal operate due to cable/other capacitances in the entire DC
system & at boost charging voltage level. Relays should confirm that it is not influenced by wiring
capacitive discharges in dc battery systems during DC earth-faults.The contractor should justify this
by calculation with respect to the total distributed capacitance on the DC system and also field test
should confirm this. All these requirements should be proved along with necessary supporting
documentations from the Relay Manuals. If a particular Manufacturer's relays does not comply with these
stringent requirements, they have the liberty to opt for relays of other Manufacturers complying with all
requirements and can be offered. Above conditions are applicable to all types of Trip relays which are
directly or indirectly initiates the trip or interposing relays in Trip circuit.

5. In addition to the above tripping requirements, tripping and/or lockout relays shall have adequate number
of contacts for annunciation, SCS, SCADA, Fault Recorder, trigger breaker failure initiation and block
closing of all relevant breakers, if required, and all other functional requirements of complete scheme. It
shall also have 2NO + 2NC potential free contacts as spares (wired up to panel terminal block).
6. High burden Self reset trip relays required for Pole discrepancy/ WT/OT/ UF Load shedding Trip. Above
points (as per item no: 4) are also applicable to IT send relays, L/O trip relays, Self reset trip relays, 11kV
L/S trip relays, Pole discrepancy trip relay, Tx Mechanical trip relays, IT receive/send relays etc.

7. All direct trip signals from each functional relay and Trip relays shall be routed through isolatable
terminal blocks for easy isolation of trip signal from different functional relays/ trip relays. Paralleling of
Trip signals from individual functional relays shall not be done from relay to relay without bringing to
the termination on Terminal block. The opening of any of these terminals/wire of relays shall be
supervised by TCS relays and necessary alarm to be connected to SCS/SCADA.

8. All trip/Inter-trip/BFP initiation/CT/VT/DC/F21 Aided Signals shall be wired through Test blocks of
applicable relay (BFP initiation from Trip relays shall be wired through Test block of Bay unit of BBP).

9. Electrical Reset push button shall be provided on the front of the Relay panel, including BBP relay
panels, to reset all Trip relays.

10. „Maintenance‟ position of 'Remote/ Local/ Maintenance' switch on LCC panel shall open Trip circuit of
that bay and TCS relay to operate. This shall generate TCS alarm from that bay in SCS and NCC.

11. No protection relay should be blocked for its functions by any external input (like SF6 2nd stage etc) as
per prevailing KM philosophies.

D.3) DC Supply Supervision 74/DC


DC supplies for each protection set shall be supervised by DC supply supervision relays 74/DC. The contacts of
DC supply supervision relays shall be time delayed on drop-off by approximately 100 m sec to cater for transient
voltage dip conditions. The relays shall have adequate number of contacts for providing alarm, SCS, SCADA
etc. Relays shall have self reset flags.

D.4) Supervision Relays (74/94 & 74/86) for supervision of Trip Coil/Circuit of all self-reset Trip
Relays (94) and/or Lockout Trip Relays (86)
1. Trip-coils supervision relay 74/94, 74/86 shall be provided to supervise the trip coil, DC supply and all
tripping wiring looping etc. of all trip function (94) and/or lockout-relays (86) involved. TCS relays for
as many number of Trip coils shall be provided.
2. The relay shall be self-reset type, both Contact as well as flag i.e. when the trip circuitry problem is
solved, the TCS relay contact and flag shall be reset automatically.

3. The contacts of above supervision relays shall be time delayed on drop-off by approximately 100 m sec
to cater for transient voltage dip conditions. The relay shall have adequate number of contacts for
providing alarm, SCS, Interlock and SCADA etc. The supervision relay scheme shall be such that false

alarm is not generated upon correct operation of tripping/lockout relay. For this some time delay of the
order of 200-300ms shall be introduced for the annunciation of TCS. Short circuit in any circuit of
supervision Relays shall not cause operation of associated tripping/lockout relays. Supervision relays
shall work satisfactorily without dropping out up to minimum voltage per cell of battery system &
minimum voltage specified at relay panel.

4. The tripping circuits shall be supervised continuously. TCS relays shall be provided for as many trip
coils and trip relays provided with CB. CB open and Close condition shall be monitored. TCS relay shall
have Flag/ LED indication to indicate Trip circuit faulty/ OK conditions. OK condition shall be indicated
by Green LED and Faulty condition by RED LED (if LED indication is provided). Mechanical flag also
acceptable for indication.

5. The pickup current of the relay shall be specially designed such that it shall give trip circuit fail alarm for
very-high resistance conditions created by improper making of CB auxiliary contacts or any other conditions.
The operation of the relay shall be time delayed such that it shall not mal operate due to CB operations from
close to open and vise versa, and transient voltage dips in auxiliary supply etc.

6. PCB/ Electronic circuitry based TCS relays are not acceptable. Only Electromagnetic relays with Wire
wound Resistor in the circuit to limit the coil current and to prevent back feeding to the Tripping circuit in
the event of Transient voltage dips/ DC failure/ DC leakage are acceptable. The current discharge from the
RC circuit of TCS relay shall not be sufficient to operate the L/O trip relay or Trip coil directly even if the
series resistance is defective/ unavailable. Hence L/O trip relay and TCS relays shall be selected to satisfy
this condition and this is to be proved during design stage.

D.5) Test Terminal Blocks


Test Terminal blocks shall be provided for each relay on the right side. Test Terminal blocks to be provided for
BCU also. If more than one relay connected to same CT core, each relay shall be provided with its own Test
block on its right side.

D.6) Plain Feeders (66kV and above) : Protection requirements


1. All feeders shall have two main 87L protections (of different Manufacturer) with Dual ports for FO
connection. FO port-1 shall be connected with FO cable laid along with Protected feeder and FO port-2
with Parallel feeder. The same is the case with Main-2.
2. Both Main-1 & Main-2 87L shall have F21 function additionally with Aided schemes selectable. Back
up Zones like Z2, Z3 etc shall be active always. Z1 shall be getting activated only on FO
communication failure on both FO ports. F21 function shall be set in plain mode.
3. Inter-tripping shall be sent through both M1 and M2. All of the Inter-tripping signals shall be duplicated
through both M1 and M2 for 100% redundancy. This is required for redundancy in the case of FO
channels as well as 87C relays.
4. M1&M2 both shall have IDMT O/C elements (SI,VI,LI,DT selectable) and thermal overload protection
and the same to be set for the concerned feeder considering the load (thermal to be configured for stage-
1 alarm and stage-2 alarm and not for trip. The relays shall have features like Power Swing Block,
SOTF, Inrush Restraint, 1ph and 3ph Fuse Failure Block, etc.
5. No E/F to be enabled.
6. In the case of OHL- Separate relay for AR scheme. Reclosing to be done from 87L phase segregated, F21
Zone-1 trips. If Single phase tripping envisaged in the switchgear, separate high burden self reset mechanical
flag trip relays shall be provided for each trip coil (Main-1 and Main-2) i.e. each phase will have two trip
relays and hence total of six trip relays to be provided. This is necessary for providing the AR function. Two
L/O trip relays shall be provided for Main-1 and Main-2. All back up Zones, SOTF, Back up Protections etc
shall be configured separately (separate Out put relay) to activate the L/O trip relays.
7. In the case of Cable feeders, High burden L/O trip relays shall be provided for Main-1 and Main-2.
8. Plain Cable feeders having length less than 1km, the F21 function settings to be provided for the
specific feeder, however to be enabled/disabled for operation shall be decided in Design work
shop/meeting.

9. IT from BC side shall be connected from BBP/BFP.

D.7) Tx feeder (sending end 66kV): Protection requirements

1. All feeders shall have two main 87L protections (of different Manufacturer) with Dual ports for FO
connection. FO port-1 shall be connected with FO cable laid along with Protected feeder and FO port-2
with Parallel feeder. The same is the case with Main-2.
2. Inter-tripping shall be sent through both M1 and M2. All of the Inter-tripping signals shall be duplicated
through both M1 and M2 for 100% redundancy. This is required for redundancy in the case of FO
channels as well as 87C relays.
3. M1&M2 both shall have IDMT O/C elements (SI,VI,LI,DT selectable) and thermal overload protection
and the same to be set for the concerned feeder considering the load (thermal to be configured for stage-
1 alarm and stage-2 alarm and not for trip. The relays shall have features like Power Swing Block,
SOTF, 1ph and 3ph Fuse Failure Block, etc.
4. As M1 and M2 are equipped with 51/50 elements, no separate O/C relay required to be provided at
sending end. O/C element settings shall be identical in M1 and M2. No E/F to be enabled.
5. In the case of Tx feeders, sending end shall be enabled with O/C element for trip. No E/F to be enabled.
Instantaneous O/C to be enabled. O/C Trip shall inter-trip to LV side. If O/C is to be provided at BC
side on HV side of Tx, identical setting at KM end shall be adopted (as no CB available at BC end).
6. Both Main-1 & Main-2 87L shall have F21 function additionally with Aided schemes selectable. Z1
shall be kept disabled under normal conditions and getting activated only on FO communication failure
on both FO ports together. F21 function shall be set in Plain mode.

7. High burden L/O trip relays shall be provided for Main-1 and Main-2.

8. IT from BC side shall be connected from BBP/BFP/Tx protections.

9. KM 66kV system and above, all Tx Neutrals are solidly earthed.

D.8) Plain Feeders (33kV) : Protection Requirements


1. All feeders shall have one main 87L protection with Dual ports for FO connection. FO port-1 shall be
connected with FO cable laid along with Protected feeder and FO port-2 with Parallel feeder.
2. Inter-tripping shall be sent through 87L.
3. The main relay shall have IDMT O/C & E/F elements (SI,VI,LI,DT selectable) and thermal overload
protection and the same to be set for the concerned feeder considering the load (thermal to be
configured for stage-1 alarm and stage-2 alarm and not for trip).
4. Separate Back up Relay shall be provided. It shall have IDMT O/C & E/F and Instantaneous elements
(SI,VI,LI,DT selectable) and to be set. The Back up settings shall be identical in both Main relay and
Back up relay.
5. Same setting shall be adopted for the O/C elements in 87L relay and 51 relay. E/F to be enabled and set.
6. High burden L/O trip relays shall be provided. Trip matrix furnished in this document shall be followed.
7. IT from BC side shall be connected from BBP/BFP.
8. KM 33kV system E/F level is limited to 750A.

D.9) Tx feeder (sending end 33kV): Protection requirements

1. All feeders shall have one main 87L protection with Dual ports for FO connection. FO port-1 shall be
connected with FO cable laid along with Protected feeder and FO port-2 with Parallel feeder.
2. Inter-tripping shall be sent through 87L. Only one IT signal to be sent to remote station.
3. The main relay shall have IDMT O/C elements (SI,VI,LI,DT selectable) and thermal overload
protection and the same to be set for the concerned feeder considering the load (thermal to be
configured for stage-1 alarm and stage-2 alarm and not for trip).
4. In the case of Plain feeders, only one end shall be enabled with O/C element for trip.

5. Separate Back up Relay shall be provided. It shall have IDMT O/C & E/F and Instantaneous elements
(SI,VI,LI,DT selectable) and to be set.
6. Same setting shall be adopted for the O/C elements in 87L relay and 51 relay. O/C shall intertrip to LV
side of Tx in the case of Tx feeder.
7. High burden L/O trip relays shall be provided. Trip matrix furnished in this document shall be followed.
8. IT from BC side shall be connected from BBP/BFP/Tx protections.
9. KM 33kV system E/F level is limited to 750A.

D.10) Functions in the Relays (minimum required)

1. 87L: 87L, F21 (Plain, Blocking, PUR), F67N (Time delayed [SI, VI, EI, DT] Back up, Blocking, PUR),
O/C (Time delayed [SI, VI, EI, DT]Back up & Instantaneous), 49, power swing block, 1ph & 3ph fuse
failure block (and external VT MCB fail block), SOTF (Impedance based only and to be enabled only
on CB close command from all sources of Control) and associated features, Fault locator.

D.11) Wiring

1. The Body earthing of all Protective relays/ BCU shall be done as per the Manual. If any specific
terminal on the Terminal block on the relay/BCU to be earthed, it shall be done as per the Manual.
This item shall be included in the check list of the Protection Pre-commissioning tests.
2. Ring Type lugs to be used for all CT secondary connections and terminations at all locations of CT
terminations. Appropriate Terminal blocks shall be used for this purpose at all locations of CT
secondary terminations for all types of applications.
3. At any case trip function from one Protection function relay shall not be routed through another Functional
relay. Similarly Alarms/ Signals pertaining to one functional relay shall not be routed through another
functional relay, only BCU shall be used for this purpose.
4. Watchdog of Any numerical relay shall not wire for trip of that particular bay.
5. Grey colored wires to be used for Panel wiring. 4mm² cable to be used for all CT wiring (if required to
tackle CT sizing, higher cross-section shall be used). However, the cross-section of CT wiring to be
confirmed by adequate CT sizing calculations and if required, higher cross-section should be used to meet
CT requirements.
6. For CT & VT wiring, Color coded wires shall be used (R, Y, B, Black for neutral). VT secondary /DC
wiring shall be 1.5mm². For AC supply, Red and black wires shall be used for phase and neutral.
7. For bus-wiring of any purpose between Relay panels, the bus wires shall be routed though exclusive
ducts on top of the relay panels (inside the relay panels) from one panel to another. The looping of
wires shall be done from the bottom of the terminals and separate terminals shall be provided for
looping.
8. Not more than one wire shall be terminated in one terminal. If more than one wire to terminate in one
terminal, necessary shorting to be provided to adjacent terminal and other wire shall be terminated in
that terminal. Shorting links shall be provided for this type of shorting. External wire shall not be used
for shorting between adjacent terminals.
9. Color coded wires shall be used for CT/VT wiring. RED colored „TRIP‟ ferruling shall be provided on Trip
terminals for easy identification of trip wires. Cross-ferruling shall be provided for each termination. Ferrule
shall consist of destination designation, TB, Terminal no (of destination) and source designation, TB,
Terminal no (of source).
10. For Inter-panel wiring, Ferrule shall consist of destination panel designation, TB, Terminal no (of
destination) and source panel designation, TB, Terminal no (of source) and the cable number.
11. All Trips, Inter-trips, BFP initiation, Carrier signaling etc should be wired through a separate blocks of
isolatable terminals inside the R/P.
12. Trip contacts of adjacent relays/ equipments shall not be paralleled from relay to relay, but to be brought to
the TB and paralleling to be done only in TB and it is possible to isolate each trip contact easily at TB. All
these parallel Trip connections, including Intertrip, BBP trip, to be monitored in TCS scheme and any one
terminal opening shall be detected by TCS scheme. Trip wiring to be designed to achieve this purpose.
13. In the case of all Trip relays/Auxiliary relays etc at least 02 numbers (Minimum) of spare contacts (02 NO
and 02 NC) shall be made available. 20% spare contacts is desired.

14. Closed Ring-lug terminal block to be used for all CT secondary wiring. Pin type (open type) lugs shall not be
used for any CT secondary connections at any locations of CT routing. These terminals shall have CT
shorting and isolating facility with connections intact/Ampere meter connection facility in series with the
circuit in live condition. It shall have facility to insert Banana plug type external temporary connections for
testing purposes.
15. Unused CT ratio tap / CT or VT core are to be brought up to LCC panel (if 1S1-1S3 is used, 1S2 shall be
wired up to LCC panel for future use, if required and if any core of CT or VT not used, that also to be wired
up to LCC panel and kept shorted in LCC in the case of CT and kept open in the case of VT ) and properly
labeled.
16. CT shorting facility to be provided towards CT side, not towards Relay side.
17. CT circuits shall be arranged to provide protection overlapping zones over the CB and Main-1 protection
fed from outer core & Main-2 protection from inner core towards CBs. „P2‟ of CTs shall be directed towards
line side and S2/S3 will be normally earthed.
18. CT secondary shall be brought to LCC panel and then to Relay panel. BBP CTs shall be taken to BBP panel
from LCC panel.
19. Both used terminals of CT shall be brought to the Relay panel (e,g. 1S1 and 1S2 etc) and the neutral
formation shall be done inside the Relay panel. The current circuit neutral shall be grounded at the entry
terminal blocks in the relay panel. The neutral shall be grounded at one point at the entry terminal block in
relay panel. Additional one terminal shall be provided in LCC panel suitable for CT secondary earthing
(this will be used as and when required only). BBP CTs shall be brought directly from LCC panels to BBP
panel.
20. CT Neutral earthing: CT neutral should be earthed at one point only. No multiple earthing is acceptable.
This should be checked during the Pre-commissioning checks of Protective relays related to each bay and to
be noted as a check list. In the Case of Protection schemes such as Tx Diff, REF, BBP (High Impedance
etc), the neutral formation of all CTs pertaining to the scheme should be earthed at one point only.
21. At least 20% spare terminals shall be provided inside R/P for future use. The same is applicable to CT
and VT terminals also. These spare terminals shall be provided with each TB used for specific
purposes. For e.g. if a TB of 20 terminals used for CT connections, then spare terminals of 4 no shall
be left with this TB itself.

22. The control cables used for Trip/Inter-trip/Distance protection signaling/Alarms/Status indication etc
shall not be laid along with power cables or not in the vicinity of power cables in order to avoid any
kind of High frequency signal induction in these cables which may create unwanted signals to trip/
alarms. Separate trenches should be used for Power and Control cabling.
23. Separate cable shall be provided for CT/VT/DC/AC functions. In no case these functions should be
mixed up with the cores of same cable. Also to the extent possible the separate terminal block shall
be provided for each function like Main1 CT/VT, Main2 CT/VT, main1 protection, main2 protection,
BCU, annunciation, trip/inter trip/BFI/Teleprotection signalling, interlock, etc.
24. Spare cores of control cables inside any panel shall be terminated on a copper bar and this copper bar
shall be earthed at one point to the body of the panel. Body of the panel should be earthed to Station
earth grid. Flexible braded copper shall be used for earth connection between panel door and body of
the panel.
25. Inside Relay panels/ LCC panels, Separate Terminal block shall be provided with with +ve and –ve of
each DC supply designation used with proper labeling as per the schematics for easy identification
and future use for trouble shooting and Maintenance.
26. Test block shall be provided for each functional device, if used with CT and VT secondary wiring.
27. All protective relays fed with CT/VT, BCUs, Measuring Numerical devices fed with CT/VT etc shall
be provided with test blocks. Test block shall be provided as far as possible on the Right side of
the device concerned (swing door of the R/P is opening to the left side). If all the
CT/VT/DC/Trip circuits are not possible to accommodate in one Test block, additional test
block shall be provided adjacent to the Main test block on left side of the relay. The Relay
Auxiliary DC supply (+ve and –ve) shall be provided through isolatable Terminals inside Relay
panel. The DC auxiliary supply shall not be routed through the Test block of the relay in order
to avoid chattering interruptions while pulling out and inserting the test plug. The Terminals
inside the R/P and on front side of test block shall be labeled properly. The DC auxiliary supply
terminals for all the relays shall be provided in one row adjacent to each other with proper

labeling. These terminals shall be provided after the respective MCBs before connecting to
Relays.

28. Pole Discrepancy Trip: Pole discrepancy Trip relay could be part of the CB control panel/LCC located in
GIS room. It should be a high burden relay satisfying the Specifications of Trip relay. There shall be a
separate High burden self reset trip relay with Hand resettable flag located in R/P for Pole
discrepancy Inter-trip function. The contact of Pole discrepancy trip relay located in LCC shall not be
directly connected to 87L relays for Inter-tripping. Pole discrepancy trip shall not initiate BFP. Pole
discrepancy trip shall send inter-trip to remote.
29. In General, all trips/inter-trips shall be routed through isolatable terminals inside Relay panel. Exclusive
terminal blocks separately shall be used for Trips/ Inter-trips/ Tele-protection signaling/ CT/ VT/ BFP
initiation etc. Proper labels separately shall be provided on these TBs for easy identification, for each
function.
30. Color coded cables shall be used for CT/VT circuits in all panels wherever applicable. 'TRIP' ferruling shall
be used for trip signals on the terminations.
31. For all bays, CB trip link shall be provided on the front of the Relay panel equal to the number of trip
coils provided in the switchgear. Isolation of this link shall block tripping the CB from all sources of
trip and activate Trip circuit supervision relay.

32. For all bays, Trip link shall be provided at the front of the Relay panel for 'Inter-trip send'. Isolation of this
link shall block the Inter-trip to remote end. Number of links shall be equal to the number of trip signals
transmitting between stations i.e. for M1 and M2 separately (total of 02 no IT trip links).
33. BFP initiation shall be only from Trip relays of each bay. No other source shall be connected for BFP
initiation. BBP shall also initiate BFP. No internal BFP initiation from BBP is acceptable. For all bays,
Isolatable link shall be provided at the front of the respective Relay panel for 'Breaker fail initiation'.
Isolation of this link shall block the Breaker fail initiation signal from all sources to BBP/BFP relay.

34. Isolatable links: Feeder bays: CB trip, Inter-trip send 1 & 2 separately, BFP initiation.
35. In the case of 220kV and above where 1ph tripping is envisaged, CB trip link shall be provided one for
each phase and hence for 02 trip coils, total of 06 links to be provided with proper label (Any other
option satisfying the requirement of complete isolation of Trip circuit by isolating the CB trip link
shall be discussed in the design work shop to reach the final scheme).
36. CB trip link isolation shall isolate all trips to particular CB trip coil from all sources of trip including
Control opening along with initiation of TCS alarm.
37. TCS: Maintenance position of Selector switch on LCC panel and any trip link opening in relay panel shall
actuate Trip circuit supervision, for all bays.
38. All wire lugs used in RP and LCC/Switchgear shall be of flat with grip (except for CT secondary where Ring
type lugs are to be used) ensuring firm contact and tight holding on screwing.
39. No internal BFP initiation from BBP is acceptable. Lockout relay based BFP initiation only is acceptable.
If Internal BFP initiation cannot be removed, Trip relay initiation shall be established in parallel.
40. In the case of Check Synchronizing relay- the Close permissive from F25 relay shall be continuous and not
to be time dependent i.e. this signal shall not be inactive after set time delay, but to be continuous. If any
constraint, shall be highlighted during Engineering stage and if found not suitable, KM has the freedom to
select another relay satisfying the requirements.
41. for CT connections, Ring type lugs and suitable TBs are mandatory. However for VT connections,
Ring type is not mandatory, but flat type/ spade type lugs shall be used which will prevent the
loosening of TB connections. In general, all connections except CT shall use the flat /spade type lugs.

42. The CB/ Isolator/ VT MCB auxiliary contacts used for Protection applications shall be taken directly from
the Switchgear/ VT MCB itself. Auxiliary contact multiplying relays shall not be used for Protection
applications and hence not acceptable. Hence CB/Isolator/VT MCB shall be provided with sufficient
auxiliary contacts to be used directly for Protection applications. Justification at a later stage is not at all
acceptable.

43. There shall be necessary no. of test switch/socket for impendent testing of each relays and BCUs, and for
routing each relay trip through the concerned test switches. Each contact shall be properly labeled for its
function at the front and back of the TS.

44. High burden DC operated devices (only) shall be used for Contactors, Auxiliary relays etc which are
indirectly or directly affecting tripping circuits or their operation initiates trip relay operation or their
contacts are directly wired to trip circuits. AC operated contactors and auxiliary relays should not be used in
Relay panels/ Control panels/ LCC panels/ Switchgear panels etc. These devices' Pick up shall be 80% and
drop off shall be 20% of Station DC supply voltage.
45. Test Block of Relays:

 Offered Test block shall be suitable to insert Banana plugs for making external connections. No
other types are acceptable. If one test block is not sufficient, two test blocks shall be provided to
accommodate all CT/VT/DC wiring as per requirements and specifications.
 Test block shall be provided for each functional device, if used with CT and VT secondary
wiring and on the RHS of the device.
 All protective relays fed with CT/VT, BCUs, Measuring Numerical devices fed with CT/VT
etc shall be provided with test blocks.
 All Trip signals are to be routed through Test blocks.

D.12) Relay labels: Feeder bay:

 Main-1 & Main-2- ‘87L, F21 plain scheme, 51 time delayed’, Test block- ‘87L Main-1, 87L
Main-2’

 BCU- ‘Bay control Unit, Check sync’, Test block- ‘BCU’

D.13) If Inter-trip is sent through 87L relay:

46. Inter-trip from one station to another shall be from BBP/BFP/Pole discrepancy/ F21 Zone-2 & Zone-3. If
some protection function is not initiating BFP function and necessary to send Inter-trip to remote station, in
that case all Inter-trip signals shall be connected in parallel. Separate Contacts shall be configured in
BBP/BFP/Pole discrepancy relay for sending Inter-trip and these contacts to be connected directly to initiate
IT send signal.

47. O/C back up element also shall send IT to remote. In case no CT over lapping for BBP/Feeder protection,
both BBP and BFP shall send IT to remote. If CT over lapping is available, only BFP shall send IT to
remote. End Zone protection to be enabled based on CB auxiliary contact directly taken from the Switchgear
(no Contact multiplication acceptable) and End zone shall send IT to remote.
48. Pole discrepancy trip shall be provided with High burden self-reset trip relay in the Relay panel. The Inter-
trip from Pole discrepancy shall be connected to 87L relay from this trip relay only. Inter-trip shall not be
connected directly from any source outside the Control room i.e. if any signal from outside the Control room
has to connect to send Inter-trip to remote end, this signal shall be connected to initiate an Interposing Self
reset High burden trip relay (with Mechanical flag) located in Relay panel from which the Inter-trip signal
can be connected to 87L relay.

49. There shall be DC isolatable Trip links through which the Inter-trip signal to be routed for sending to remote.
Separate Isolatable Trip links shall be provided for Main-1 and Main-2 separately. This is to use DC-1 for
Main-1 and IT-1 and DC-2 for Main-2 and IT-2. In the case of IT signal external to 87L relay, such as
BBP/BFP/Pole discrepancy etc, DC-1 to be wired for IT-1 through the Contacts of external IT sources and
DC-2 to be wired for IT-2 through separate contacts of external IT sources. There should not be any mixing
of DC-1 & DC-2 at any stage and this is to be proved by necessary tests of DC-1 & DC-2 circuits.
50. All IT signals shall be duplicated through both M1 and M2 for 100% redundancy for FO channel fail as well
as 87C relay fail. 87L relay‟s LED shall be configured to indicate IT send.
51. In the case of Tx feeders, all Tx protections plus LV side protections/BBP/BFP/Pole discrepancy shall send
IT to remote end.
52. In any case, the IT Sending and Receiving relays shall not be the same to avoid racing of Contacts.
53. A 10ms delay shall be provided at the sending end main relays BIs for intertrip send signaling to activate.
This is to filter out any High frequency (100Hz and above) Induced signals in the Inter-tripping scheme. 87C
relay IT Binary inputs shall be having the DC threshold of more than 75V.
54. All of the Inter-trip signals should be duplicated through both Main-1 and Main-2 relays. Partial IT sending
through each relay is not acceptable.

D.14) Schematics:

55. The schematics should constitute in its beginning pages exclusive for the list of components used in different
schemes. In the case of Auxiliary relays, Trip relays, Contactors, Alarm relays, Contact multiplying relays,
Voltage selection relays, Inter-tripping receive relays, Inter-trip send relays, DC change over relays, DC
supervision relays etc should be mentioned with its Pick up and drop off Voltage and current. The DC
voltage threshold (≥ 77V DC) of Main functional relays‟ BI shall also be mentioned.
56. For each device (Relays, Switches, Auxiliary switches of CB, Isolator, Earth switches, Selector switches,
Test switches, Contactors, Gauges etc) contacts, the contact Terminal number should be indicated in
schematics wherever applicable to facilitate easy trouble shooting. These contacts should be terminated in
exclusive terminals inside LCC panel and these terminals shall be isolatable type.
57. The Protection schematics shall constitute at least the following: The SLD of the station (Bus bar details,
CT/VT details, Functional designation of CT/VT cores, CB/ Isolator/ Earth switch numbers as per KM
standard etc shall be shown), Inter-locking logic block diagram, Protective equipment list with functional
designation & description along with pick up and drop off voltage as per manuals; Relay internal diagram
showing Coil and Contacts, Protection SLD (Bus bar details, CT/VT details, Functional designation of
CT/VT cores and its connection to different relays/equipments, CB/ Isolator/ Earth switch numbers as per
KM standard, Each relay shall be shown with Device no as per schematics; ANSI code; Device type, Trip
relays, TCS relays, Tripping scheme, Inter-tripping scheme, FO cable connection of 87C relays, Legends of
each device, DC supply allocation (DC-1 to Main-1 etc), BFP initiation, etc shall be shown), Trip Matrix in
Table form, General arrangement of Relay panel in front view of the panel, Detailed schematics, TB
arrangement and the wiring details inside the R/P.

58. The scheme shall contain complete interface details like station name, bay no. & panel label, drawing
number & sheet no., terminal block and terminal number, device no./label/function, etc of the connections
leading from this panel/drawing. Also a list of reference drawings with drawing no. and drawing title for
further reference shall be provided in this drawing. Each document shall be an independent document with
necessary attachments (like stations SLD of this station, station SLD remote station, protection SLD & Trip
matrix of this station, protection SLD & Trip matrix of remote station or upstream/downstream of
transformer, etc.) and reference of all related drawings (SLDs, Schemes, DCDB, ACDB, Adjacent panels,
interlocks, LCCs, etc.) so that it should be able read the drawing with full understanding of the system.

59. For all the feeder protection differential relays the complete information of the relay required for remote end
relay compatibility like relay type, relay ordering information, version, release, firmware version,
communication requirement, etc. shall be furnished in the scheme relay detail page. This information shall
be sufficient for selecting the compatible relay.

60. BC shall arrange protection schematic review meetings if requested by Kahramaa in which BC should
provide all the information and documents requested and mobilize the design engineers at the place of such
meetings.

D.15) Setting Guide lines

The setting given below is a general guideline only and not to be followed without necessary verification. Each and
every setting shall be discussed with KM during the Relay setting work shop. BC shall study Kahramaa network
system and it is BC responsibility to provide suitable and adequate setting for all the relays/devices offered under the
project for the reliable and safe operation of Kahramaa network system. BC shall submit his relay setting proposal
with basis for each setting and with necessary supporting documents to understand the feeding arrangements,
protection devices and functions used, equipment ratings, fault levels, etc. at least 4 months prior to the start of SAT
of the first protection equipment/panel/relays.
BC shall arrange relay setting review meetings (if required) at least three months before the schedule of first
commissioning of the Station under the Project coordinated by BC. BC should provide all the information, setting
basis for each and every settings/parameters, supporting documents, etc. and shall mobilize the relay specialists and
design engineers to such meetings.
As far as possible, for all types of Relay setting purposes, the Switchgear SC rating shall be considered as the SC
value. This is applicable to Back up O/C grading, BBP etc.
(Note: All types of documents for review shall have to be sent in Hard copies only with full legibility of the
details and contents. Soft copies of the Documents will not be acceptable for review).

D.17) 87L settings:

1. 87L function shall be active always.


2. 87L will be blocked only on Failure of both FO communication together.
3. Always select setting parameters suitable for better through fault stability without compromising for In-zone
sensitivity.
4. ['Idiff' setting shall be 2.5 times Cable charging current + 10% rated current] or [30% of rated current]
whichever is higher. If Cable charging current seen of big value, necessary precaution shall be taken in the
setting to overcome steady state Differential current due to High charging current. The relay setting
document shall reflect this point and Consultant/Contractor shall discuss with KM before finalizing the
setting.
5. 'Idiff-switch' on shall be '2*Idiff'.
6. 'Ibias' philosophy shall be checked before selecting the slope.
7. In cases of 87L relays where I bias is (I1+I2)/2, Slope-1 shall be 40% and slope-2 80% for better in-zone
sensitivity and through fault stability.
8. In cases of 87L relays where I bias is I1+I2, Slope-1 shall be 30% and slope-2 70% for better in-zone
sensitivity and through fault stability.
9. Slope of section-1 shall be from 0.5 of FL and section-2 shall be from 1.5/2.0 FL (Consultant/Contractor
shall express the opinion or as per Relay Manual).
10. Inrush restraint shall be „ON‟ in all cases of 87L application (can be discussed).
11. „Cross block‟ shall be „ON‟ if applicable and available i.e. if one phase is detected with 2 nd harmonics, then
other phase tripping shall also be blocked and set a time delay of 100ms.
12. Inter-trip send BI shall be configured with 10ms time delay to filter out all types of unwanted signals which
may cause tripping due to high frequency (100Hz and above) induced signals and DC leakages. If the IT is
sending through Tele-protection, Tele-protection equipment send BI shall be introduced with time delay of
10ms.
13. Blocking of 87L relay on both sides simultaneously on insertion of Test block at either end and initiate an
alarm to NCC/SCS.
14. If the relay has unrestrained differential trip function (Id unrestrained 'Id>>'), it shall be set more than the
Magnetic in-rush of Tx and more than maximum through fault current (more than the value whichever is

higher). For Plain feeders less than 2KM length, 80% of the bus fault current shall be used to determine this
setting. For feeders more than 2KM length, actual calculations shall be performed to determine the fault current
at the end of the cable & 120% of such current shall be used in determining this setting.

15. Internal VT supervision to detect 1ph, 2ph and 3ph VT fail to be set and enabled. External VT MCB trip also
to be wired to block the function F21. Separate VT cores shall be provided for Main-1 and Main-2 and to be
confirmed that its own VT MCB only blocks its F21 element.

16. 'I> Inhibit' function for VT supervision, if available, shall be set as follows: For Plain feeders less than
2KM length, 80% of the bus fault current shall be used to determine this setting. For feeders more than 2KM
length, actual calculations shall be performed to determine the fault current at the end of the cable & 120% of
such current shall be used in determining this setting.

17. VT Fail alarm shall be a combined alarm grouped by VT MCB trip and Internal VT supervision in the Main
protections.
18. PSB to be set and enabled. No trip from PSB element and blocking is required for all Zones.
19. SOTF to be set and enabled. Only impedance based SOTF is to be enabled (no other scheme is acceptable)
and CB close command from all sources of control only shall activate the SOTF. SOTF shall be applicable
up to Zone-2 reach only and only in forward direction.
20. SOTF shall be set, configured, tested in both M1 and M2 relays and finally kept disabled in the relay so that
it can be enabled as and when required at a later stage by KM.
21. Fault locator to be enabled (on Impedance based) always even when the F21 element is not enabled. It shall
get activated on Pick up so that Trip is not necessary for recording the Fault location.
22. Fault recorder to be set for pre-fault 0.2s, post fault 0.5s and record duration 2s. Disturbance recorder to be
enabled at least for the following Digital signals: R,Y, B start, Differential current (more than 15%) start,
Diff Trip, Inter-trip send, Inter-trip receive, F21 Trip Z1, F21 Trip Z2, F21 Trip Z3, Com fail channel-1, com
fail channel-2, 87L blocked, F21 blocked, O/C trip, VT fuse fail, PSB, SOTF Trip, O/C start R, O/C Start Y,
O/C start B, O/C start N, 2nd harmonic availability, 5th harmonic availability.
23. In the case of 132/11kV, 66/11kV, 33/11kV Tx feeders, Internal IT to remote end shall be enabled to
facilitate the remote end tripping if one end tripped and other end did not see the fault due to the restricted
E/F current of 750A on 11kV side.
24. Line charging compensation shall not be enabled at either ends.
25. Add ON stabilization is required to avoid Relay operation during through faults and consequent CT
saturation.
26. F21 element shall follow B.1.34.2 below.
27. Time Sync settings/ FO Port communication interface settings (between end relays) shall be set with extreme
care to avoid unwanted trippings. Similar settings shall be adopted at both ends as applicable. These settings
shall be adopted as per the Relay manufacturer recommendations for effective communication between end
87C relays and initiating alarm on blocking of the function if Communication error happens. Identical
settings shall be applied for both port-1 and port-2 of Main-1 and Main-2 relays. These settings in general
may include 'Signal difference in Send and Receive', 'Maximum permissible error rate', Whether to block
87C or not (YES/NO) on delay in Send and receive signals etc. Any other relevant settings related to FO port
communication shall also be set properly. It is recommended to block the 87C relays at both ends if Signal
communication error occurs or if the Communication settings are set wrongly and subsequent error happens
in the communication of 87C relays. Transmission time delay between end relays shall not exceed the
maximum permissible time delay applicable in Communication networks. The time setting shall be adopted
in view of the fact that KM network is adopted with direct FO communication between 87C relays at both
ends without any intermediate equipments.
28. In the case of Submarine Cables, 87L relay shall have harmonic filtering feature which will filter out all
harmonic frequencies. This particularly important as Cable to Earth capacitance may outrush the multiple
harmonic current to the Out-zone faults which will be seen by only one end relay and result consequent
unwanted operation.

D.18) F21 (Distance Protection):

1. Always provide the setting documents with setting parameters in Secondary values using 'CT ratio/VT ratio'
to arrive at the impedance setting parameters for F21 relays.
2. Only Quadrilateral characteristic shall be followed for F21 application.
3. In the case of Plain feeders (OHL and Cable), Z1-will get enabled only on FO failure, Z2- active always
(400ms), Z3 (5 sec, see below also)- Time will set appropriately as per KM requirement. Z1- 70% of
line, Z2- 130% of protected line, Z3- 200% of protected line- Line parameters should be measured at
site in case of Cable feeders and Manufacturer data shall be used in case of OHL (if actual
measurement is not at all possible). Tower footing resistance (for OHL) to be confirmed for actual
value.
4. For cable transformer feeders, the Z1, Z2 & Z3 settings should be based on 100% of prot. Line+30% of
transformer, 100% of prot. line + 50% of transformer & 100% of prot. line + 70% of transformer. See point
no-9&10 below.
5. Z1=0sec, Z2=400ms, Z3= to be set higher value as below (e.g. 5.0 sec).
6. In case of cable feeders with differential relays, Zone-1 shall be getting enabled only on 87L communication
failure/differential block (Z1 shall get enabled only on Failure of both FO channels together), and Zone-
2/Zone-3 shall be active always. A time setting of Higher value chosen arbitrarily (e.g 5.0 sec) for Zone-3.
This time setting can be adopted so that this element is virtually disabled for operation facilitating enabling
any time with only revision of time setting to the desired value. BC shall discuss with KM to finalize the
philosophy during Relay setting workshop/meeting.
7. Cable feeders of length less than 1km, Relay shall have F21 element and CT to be sized accordingly. F21
function shall be enabled in Main-1 & Main-2 relays for Zone-2 only. Zone-1 and Zone-3 shall be kept
disabled. Zone-2 reach shall be cross-checked for its over-reachnig to the LV side of remote station Tx and
to be avoided especially in the case of 132/11, 66/11 and 33/11kV Tx where the 11kV fault clearing times
are very long of the order of nearly 1.0 sec. Zone-2 is required for remote Bus bar back up. The time delay of
Zone-2 for F21 function for Cable feeders less than 1km shall be 500ms.
8. Z2 and Z3 shall not over-reach to beyond Tx in case remote station has Inter-bus Tx or short Tx feeders. This
is to be verified and confirmed in setting calculations.
9. Tx feeders: Zone-1, Zone-2 and Zone-3 elements are required. Z1 will normally be disabled which will get
enabled on FO failure of both ports. Z2 will be active always with 400ms. Zone-1= 100% of protected
feeder+30% of Tx, Zone-2= 100% of protected feeder+50% of Tx, Zone-3 shall be set equivalent to 100% of
Cable+70% of Tx, time shall be 5.0 sec.
10. In the case of Tx feeders 132/33kV, 220/66kV, 400/220kV, 132/66kV, 220/132kV etc also, Z3 time setting
shall be 5.0 sec and philosophy above shall be followed.
11. The Starter settings shall be well below 80% of Load impedance. Any of the Zone settings shall not be
overlapped to 80% of Load impedance, but should be well below this value.
12. The power swing blocking settings to be provided in all cases. PSB to block all Zones and no trip is to be
configured. No unblocking of PSB is required during the Power swing and the blocking shall persist for the
complete duration of Power swing.
13. The fault locator to be provided in all cases and to be active always irrespective of F21 enable or not.
14. The SOTF function shall be impedance based only and to be activated only on CB closing command (from
all sources of CB closing). SOTF shall be applicable up to Zone-2 reach and only in Forward direction. CB
close command shall be persisting only for 500ms after which the command will be unavailable in the relay
logic.
15. Internal VT supervision to be enabled and block F21 on VT secondary voltage fail detection. Internal VT
supervision shall detect 1ø and 3ø VT secondary voltage failure. F21 to get blocked on VT MCB trip also by
wiring VT MCB auxiliary contact (NC) to BI of relay. „VT fail blocking‟ should be instantaneous and no
time delay is acceptable.
16. 'I> Inhibit' function for VT supervision, if available, shall be set as follows: For Plain feeders less than
2KM length, 80% of the bus fault current shall be used to determine this setting. For feeders more than 2KM
length, actual calculations shall be performed to determine the fault current at the end of the cable & 120% of
such current shall be used in determining this setting.
17. If F21 is aided Blocking scheme, the Coordination time shall be 100ms.
18. If F21 is PUR scheme, no Echo or Weak in feed feature to be used.
19. For cable feeder with differential relay the plain distance to be used.
20. Impedance starters shall not be set for tripping.

21. Only Impedance starter is required to be enabled in F21 function. No O/C starter to be used.
22. O/C element, if provided along with F21 function, shall be blocked for operation.
23. No time delay shall be set in the Tele-protection equipment BI for F21 Aided protection signalling.
24. All functions listed above shall be set and tested for protection application and SCS signalling irrespective of
the same is used for the concerned feeder or not. The function not to be required to be disabled in
configuration or particular navigation window.
25. Under all circumstances, all of the applicable settings shall be identical in terms of its values in cases of both
Main-1 and Main-2 relays and the same shall be proved during the site Pre-commissioning tests. This point
shall be added as a check list in the Test sheet.
26. Internal VT supervision to detect 1ph, 2ph and 3ph VT fail to be set and enabled. External VT MCB trip also
to be wired to block the function F21.
27. PSB to be set and enabled. Only blocking F21 is to be configured and no trip is to be configured. This point
shall be cross-checked at site during pre-commissioning tests.
28. SOTF to be set and enabled and should not be active always which is to be checked and verified during Pre-
commissioning tests. Only impedance based SOTF is to be enabled (no other scheme is acceptable) and CB
close command from all sources of control only shall only activate the SOTF. SOTF shall be applicable up to
Zone-2 reach only and only in forward direction. If any relay has deviation from this philosophy, SOTF shall
not be used in that relay (or Contractor/Consultant shall discuss the issue in detail with KM. Without KM
discussion and information, the deviated SOTF shall not be enabled in the relay). SOTF based on CB
auxiliary contact image is not acceptable. SOTF shall not be enabled in cases where reduced CT sizing factor
is used to avoid mal-functioning of the element. Bi-directional SOTF also not required.
29. SOTF shall be set, configured, tested in both M1 and M2 relays and finally kept disabled in the relay so that

D.19) Thermal O/L (49)

Thermal O/L alarm only shall be configured in the relay, no need of trip. There shall be two stages of Alarm
(thermal High and Thermal Very high). Thermal High may set for 90% of FL capacity of Tx and 100% of normal
continuous rating in case of Cable/OHL feeders.

Thermal very high is to be provided for 110% of FL capacity of Tx and 100% of Emergency continuous
rating in case of Cable/OHL feeders (if data related to Emergency loading is not available 110% of normal
continuous rating of Cable/OHL may be considered, however the same shall be discussed in relay setting work
shop). In the case of Tx feeder, under normal conditions, Tx loading shall be considered as the base for
setting calculation. 95% of Tx FL capacity shall be the set value. However, if Cable is under rated than Tx,
then 90% of Cable capacity shall be the set value and the same principle shall be applied for plain cable
feeders also.

Thermal Time constant shall be based on the actual Cable time constant to the extend possible and if the same
is not available, it shall be considered and worked out based on Cable SC rating (T= [SC rating/Cable continuous
rating]²/60 minutes). However the same shall be discussed during the Relay setting workshop.

D.20) Relay setting Document

 During the Initial stages of Projects itself, a Work shop shall be called for finalizing the Relay setting
philosophies, coordinated by BC.
 The Relay setting document shall be provided with the Justifications (from the relay manuals) of various
settings adopted in the typical Relays. The setting document shall give a list of settings which are enabled in
the relay. The subsequent pages shall provide the justifications for enabling the settings along with the
function assigned to that element.

In general, following Guidelines shall be followed for preparing the relay setting document:

1. Brief description about the protection philosophy shall be available in the document
2. The details of the protected equipment shall be given in the document as Data and the supporting
document shall be attached as annexure – Example Data sheet FAT report SAT report etc.
3. The approved details of the power cable/overhead line , length of the line etc shall be part of the
document
4. The document shall include the type of control cable used and its data sheet, length of the control cable etc.
The actual length of the control cable shall be used if possible other wise KM standard may be followed. In
any case the cable length used shall not be less than the actual length. The Data sheet of the cable shall be
attached for reference.
5. The fault level of the station shall be available and shall be used wherever applicable
6. Each document shall be complete and independent. All the required information shall be available in the
document to review the document independently
7. The details of the VT used for the protection shall be available in the document
8. The details about the approved CTs used, its characteristics ,manufacture details like make and the serial
number , knee point voltage , Class , Magnetizing current, Rct etc shall be available in the document. The
FAT report /SAT report shall be attached as reference.
9. The approved one line diagram of the substation shall be attached for reference (with all
Tx/CT/VT/Bus bar/NGR/ETx etc details).
10. The approved Relay protection diagram shall be attached for reference
11. The substation interconnection diagram also shall be attached as reference
12. The trip logic also shall be attached with each document
13. The relay setting adopted shall be accompanied with a brief description about the philosophy of setting –
like as per the relay manufacture recommendation and or as per international standards and or as per KM
standard and practice
14. All the formula used shall be given in the document with proper details of all the terms used
15. The reference of the formulae used shall be attached as annexure with clear cross reference to the formulae
used
16. The values in the formulae shall be substituted and shown as next step below the formula e
17. Each step of calculation shall be shown in the document. Giving the formulae and final answer is not
acceptable as it is difficult to validate such document
18. If some standards are referred in the document , copy of the relevant page of the document shall be
attached as reference
19. The relevant page of the relay manual shall be attached with properly highlighting the used formula or
other relevant information
20. In case of over current relays, the coordination with the similar relays at the upstream relays and the
downstream relays shall be available in the document.
21. The relay coordination study shall be carried out for all the possible operating conditions ( suppose two
transformers are feeding the station coordination of the relevant relays when both transformers are
operating in parallel , individual , one transformer feeding the both the buses etc shall be studied and
given in the document .
22. The one line diagram of the portion of the system where the coordination is done shall be attached with
the document with properly showing the position of the CT , Relays and breakers
