Location - The municipality of Solana is one of the twenty-eight (28)


municipalities and one (1) city of Cagayan. It is about eight (8)
kilometers from the city proper of Tuguegarao City. The
provincial capitol and center of the Cagayan Valley Region. It is
bounded on the north by the municipality of Amulung; on the east
by the mighty Cagayan River; on the south by the municipality of
Enrile; on the southwest by the province of Kalinga and on the
northwest by the municipalities of Piat and Tuao.

The municipality lies approximately between 121 degrees 34


minutes 30 seconds and 121 degrees, 43 minutes 10 seconds east
longitudes and between 17 degrees 44 minutes 30 seconds and 17
degrees 45 minutes 20 seconds north latitude.

Area - The municipality covers a total land area of 277. 22 square


kilometers, which is about 3.079% of the total land area of the
province (9,002.7 square kilometers).

Political subdivision - The municipality of Solana is politically subdivided into 38


barangays, four (4) of which belong to urban and the rest are rural
barangays.

Mission

“The municipality shall provide its constituents better infrastructure facilities for the
development of agriculture sector in order to provide more employment opportunities that shall
alleviate their living condition and to implement more programs for the protection and
promotion of an ecologically balance and viable environment”.

A BRIEF HISTORY OF SOLANA

Historically, Solana a municipality situated west of the Cagayan River is said to have
receive its name after Governor General Antonio Urbiztondo Marquez de la Solana on August
16, 1851. Legendarily, Solana have been named after a great and kind chieftain named Sol and
his lovable wife Ana.

The history of Solana can be recalled during the early days when the Spaniards came to
colonize our country. During the Spanish regime, the Spaniards made their rules and laws to be
implemented in the Philippines. Their rules and laws reached the Province of Cagayan. They
spread their beliefs and practices by using the river and riverbanks as their means of
transportation in going to other places. Solana was not spared from the colonization of the
Spanish Government.

After the Spaniards ruled the country, the Americans took over in 1898. The Americans
established their government in the country. In 1942, the Second World War erupted. The
Japanese Military won and ruled the country. However the Americans helped the Filipinos to
revolt against the Japanese and later paved the way for the final independence of the country.

After World War II, the people had to search for places for them to stay. The people from
other provinces and regions like the Ilocos region, Pampanga, Pangasinan and Tagalog region
found Solana to be a good place for them to settle because of its vast and fertile land. Among the
well known people to settle were Salvador Felix, Domingo Felix and Alfonso Ligot who became
the first Alcalde Mayor of Solana.
Solana, hidden like a rough diamond, has grown quietly and gradually developed into a first
class Municipality and populated by enterprising and God-fearing inhabitant of some 80,322
people. It said that Solana is silently becoming the food basket of Cagayan Province with its
fertile land and water of the river coupled with the ablative rains that gently flow from the
surroundings hillside.

The municipality of Solana is now composed of 38 political barangays from the original
37 barangays in 1988. Barangay General E. Balao was ratified a barangay last June 15, 1988 and
after its approval it was included among the 38 barangays.
In 1979, the dawn of new enlightened leadership is descended in Solana. Then Minister
Juan Ponce Enrile, a senator, who is concerned with the full development of Solana,
recommended to His Excellency, the late President Ferdinand E. Marcos, the appointment of
Atty. Alexander L. Bulauitan .

It was in 1986 when the EDSA Revolution took its place in the history of the country.
All local Chief Executive tendered their resignation including Atty. Alexander Bulauitan, the
incumbent LCE of the Municipality up to 1987. Before the 1988 local election, Hon. Linda
Degala was installed as OIC Chief Executive of the municipality during the administration of
President Cory Aquino. When Hon. Linda Degala resigned in order to run for local election in
1988, the OIC position was given to Hon. Edna Bautista.

The 1988 election for Provincial and Municipal Officials was set out in order for the
people to choose their leaders for the Provinces and Municipalities. It was Hon. Arnold “Ben” C.
Lingan out smarted his rival in politics. That was year when Hon. Arnold “Ben” C. Lingan
started his leadership as a Local Chief Executive of the Municipality. He continued his
leadership for he was re-elected as Municipal Mayor for the second and third time and went on
for the attainment of the goals and objectives to improve the quality of life of the people up to
the time of his demise on April 2, 1996. It was a transition year in the Municipality and Hon.
Rodrigo C. De Asis, Vice-Mayor succeeded the highest position in the Municipal Government
Unit of Solana as provided by the law of succession.

It was 1996 when Hon. Rodrigo C. De Asis started to establish the direction of his
political leadership as the Local Chief Executive. He continues to serve the people of Solana for
winning the two past elections in 1998 and 2001. He Believes that Solana, today is on the
threshold of development. The unity among the people could spur development.

His administration under took several infrastructure projects that were constructed in
order to provide better facilities for an effective delivery of basic services and other
programs/projects like livelihood that will minimize poverty and boost economic condition, of
the people in the municipality. Mentioning some are the renovation/rehabilitation of the
Municipal Hall, Improvement of H.E buildings in Elementary Schools in the municipality,
improvement of various school buildings in high school and elementary school,
opening/construction of farm to market road, re-gravelling of barangay road, concreting of
municipal streets and barangay road at ARC area, electrification of un energized barangays and
sitios, installation of shallow and deep well that will provide safe and potable water, expansion
of NIA canal and other programs , project and activities.

During the National and Local election held last May 14, 2007, Honorable Meynard Z.
Carag, a CPA by profession and a former Municipal Vice-Mayor of the municipality was elected
by majority of the people of Solana as the new Local Chief Executive. A fresh mandate was
entrusted to Him by his constituents of this municipality. As Honorable Meynard Z. Carag start
to lead his people and reconfigure the state of governance, he crafted new strategies and
interventions in order that the Municipality will be moving on the right path towards the
realization of the dreams and aspirations of his citizenry.

Among the development initiatives that Mayor Meynard Z. Carag had pursued during the
early part of his term were the construction of pavement at public market, the upgrading of rural
health centers, repair and rehabilitation of different school classrooms, rehabilitation of farm to
market roads, lighting of Maddarulug highway, improvement of municipal hall compound,
installation of municipal marker serves as identification of the municipality, concreting of roads
from Andarayan South to Cattaran and Lanna to Bangag, construction of new public market at
Centro and Caliliauan, Construction of gymnasium, provision of financial assistance to students,
kutcheros and OFWs, livelihood programs such as hog dispersal, rice and corn seeds distribution
and feeding program to pre school children.

It is worthy to note that the development initiatives undertaken the administration of


Honorable Meynard Z. Carag manifests that the municipality is moving towards a vibrant and
productive community.

Solana had been classified as first Class Municipality by the Department of Finance on
July, 2007 which attributed to the increased of average income and increase of population.
Solana continue to soar to become a greater municipality.

Economy - Agriculture forms the predominant industry and occupation of the


people in Solana. A large proportion of the total working
population is employed in agriculture and it is the largest
contributor to the Gross Domestic Product (GDP) of the
municipality. Agriculture can serve/claim priority as the most
important component of the economic structure.

About 20,967.50 ha. or 75.63% of the total land area of the


municipality is devoted to agricultural production, palay is the
prime crop of the municipality. Corn, sugar cane, peanut and
mongo are the other crops grown in the municipality. Agriculture
remains to be the solid base of the municipality’s economy
providing food for its population as well as other provinces and
municipalities deficient in their cereal requirements.

Agricultural Crops: The major agricultural crops of the


municipality are rice, corn and sugarcane, while minor crops
include vegetable, tobacco, fruits and peanut.

LIVESTOCK AND POULTRY: Large scale livestock and poultry production includes seven (7)
poultry farms, two (2) cattle farms and one (1) breeding facility.

FISHERIES: Inland fishing grounds include Fish Ponds, Cagayan river, Pangul
Creek and their tributaries. The total annual fish production for
2014 is 7 metric tons. Major species catched are tilapia, mori,
dalag, eel and kurilao.

IRRIGATION FACILITIES: The existing irrigation facilities are the NIA operated, SWIP at
different barangays in the western part of the municipality. The
Pangul Creek is also of great help to farmers,the creek serves as
water source for their farm. There are 3,159 deep wells used as
water source for farming.

includes 298 multi-purpose drying pavement, 22 4-wheel tractors,
70 rice and corn mill and the on-going agricultural trading center.

FORESTLAND/DENUDED AREA: In the Municipality of Solana forest classification


passes through seven (7) barangays, namely, Maddarulug, Lannig,
Cadaanan, Maguirig, Gen. Balao, Sampaguita and Iraga. The
forestland/denuded area of the municipalityis approximately
2,398.58 hectares.

An Integrated Social Forestry program is likewise going on in


Brgys.ofMaddarulug, Lannig, Cadaanan,Maguirig, General Balao,
Sampaguita and Padul with various families as recipients.

Forestlands/denuded area are those lands of the public domain


which have been classified as such and declared as needed for
forestry purposes. Forestlands/denuded area are areas inherently
produce more benefits and give better service than when converted
to agricultural lands or other uses, such that those lands are not to
be titled. Forestlands/denuded area include production and
protection forestlands.

TRADE AND COMMERCE

EXISTING MAJOR ESTABLISHMENTS: Of the 1,056 registered commercial establishments,


738 are engage in wholesale and retail trade, 44 are engage in
rice/corn milling, 36 are engage in restaurant/carinderia, 32 are
also engage in rice/corm buying station. The rest are engage in
other commercial activities such as, bakery, pork retailing, medical

clinic, agricultural supplies, dry goods, hardware and general


merchandise, beauty parlor, dental clinic, funeral parlor,
vulcanizing/welding, computer café, lending institution, gasoline
station, resort, money changer/pawnshop, pharmacy and
telecommunication, LPG retailing, catering services and water
station.

COMMERCIAL AREAS: The major trading center is located at Centro, Maddarulug,


Sampaguita and Ubong-Caliliauan where the public market 2 is
located. Barangay Maddarulug could be a spill way of the
commerce and trade of Tuguegarao City.

INDUSTRY

INDUSTRIAL ESTABLISHMENT: Of the total industrial establishment, 2 are engaged in


peanut candy bar making, 1 is engaged in production of food
processes and food products, 3 hollow blocks and other concrete
products. There are other engaged in industry such as agro
industry, tailoring/dress shop, electronics and cell phone services,
welding and machine shop.

AGRO-INDUSTRIAL ESTABLISHMENTS: At present, there are 42 rice mills/grain


centers, 19 furniture shops, 19 seed grower producers and 7 poultry
operators and bamboo handicraft.

TOURISM

One of the visions of the municipality of Solana is to become a


tourist destination. This has been utilized as a keystone for growth
and development

The municipality at present has one resort. The ABC resort is


situated at Brgy. Maddarulug. Their facilities include a wide
swimming pool, videoke bar and orchidarium.

The Municipality also envisioned constructing a viewdeck at


Maddarulug, Solana, Cagayan. One can enjoy the scenery
overlooking entire Tuguegarao City and the amazing Cagayan
River. The proposed viewdeck could offer a variety of healthful
activities and merriment. Some of these are horseback riding and
trekking.

ROADS: The municipality has a total road length of 191.376 km. About
27.791 km. are classified as national road, 21.129 km. as
provincial roads, 8.094 as municipal roads and streets and 134.362
km. classified as barangay road.

BRIDGES: Bridges play very important role in transportation. They connect


different areas particularly from the urban to the isolated areas in
the municipality. There are seventeen (17) bridges located in the
different barangays with a total length of 367 linear meters. All the
concrete bridges are in good condition. Five (5) of the seventeen
(17) bridges are found along the national highway while the other
twelve (12) are found along the provincial and barangay roads.

TRANSPORTATION VEHICLES: Air-conditioned buses, mini buses, vans, jeepneys, tricycles


and calesas are available to serve the riding public.

POWER

POWER SUPPLY: The electric power supply in the municipality is generally supplied
by the CAGELCO I located at Maddarulug, Solana, Cagayan. At
present, all the 38 barangays are already energized except sitios
such as Malalam and Malapakkayo.

HOUSEHOLD SERVED: Of the total number of households, 86.3% are served by electricity
while the remaining 13.7% un-served are still using kerosene/gas
for their lighting purposes.

HOUSEHOLD BY MAIN SOURCE OF POTABLE WATER: The principal sources of


water in the municipality are: atmospheric (rainfall), surface runoff
(river flows, ground water (aquifers) and natural in land waters
(lakes and swamps).

Ground water is usually of good quality practically for all


purposes. It is reliable source as long as effective aquifer
management is practiced. The annual safe yield from these
aquifers will depend on the aquifer properties, rainfall and total
storage volume.

In a recent survey conducted by the municipality, there are three


major sources of domestic water supply. These sources are level I,
level II and level III (Local Water District).

1. LEVEL III
There are two(2) pumping stations for domestic water supply
located at Centro Southeast and Calamagui serving twelve (12)
barangays. Most households are served with piped water system in
these barangays, except those isolated households whose
installation is expensive.

2. LEVEL II
Level II system or communal faucet is generally for rural areas
where houses are grouped into clusters and where water supply is
just enough to provide the basic amount of water needed by the
households in that area.

These kinds of water are located in rural areas where potential


water supply is found. The operation of this water system depends
on the availability of electric current and the capacity or supply of
water.

There are barangays using level II water system.


Nangalisan,Sampaguita, Padul, Furagui, Lannig, Ubong, Maguirig,
General Balao, Lanna and Cadaanan.

3. LEVEL I
The most commonly used water source in the entire municipality is
the level 1 system. Most of the households are using the
shallow/deep well, open dug well and improved spring.

SURFACE WATER: Existing surface water in the municipality is the Cagayan River
and other communal bodies of water.

INFORMATION AND COMMUNICATION TECHNOLOGY

Trends in the development of Communication have been


advancing rapidly in terms of technology. It recognized of its
contribution and plays a very important role in human
development and nation building.

Communication helps establish social ties and sharing of ideas and


build people together in reciprocal relationships. It greatly help the
government in terms of information and in controlling peace and
order. The municipality of Solana is on its track in provision
adequate communication facilities by allowing and inviting private
investors to invest in the municipality.

There are two (2) telephone franchise holders operating in the


municipality, the DIGITEL and PLDT, serving individual
households and commercial establishments in the different
barangays.

The municipality also served with cellular mobile phones. Just


recently, SMART, GLOBE, & DIGITEL Telecom has constructed
its cell site at some barangays in the municipality. This has
improved a lot cell phone signal in the area, which has also
increase cell phone subscribers in the municipality.

Postal service in the locality is provided solely by the Municipal


Post Office, which occupies an area at the Municipal Gymnasium
situated within the municipal hall compound.

municipality of Solana is classified into built-
up area, agricultural area, and open grassland,
forestland, agro-industrial, utilities and water

HEALTH & ENVIRONMENT

HEALTH, NUTRITION, AND SANITATION

Health facilities such as clinics, Day Care


Centers (DCC) and other equipment are also at
risk of being submerged in water. Direct contact
of humans with contaminated water and food,
spread of disease due to poor hygiene, increase
incidence of diarrhea and other water borne
diseases, gastroenteritis, skin, eye and ear
infections and respiratory diseases caused by
cold temperature are among the impacts of
identified climate change hazards to the health
sector. Casualties are imminent due to severe
cases of illnesses (death, injuries). In 2013-
2014, UTI, WOUND and URTI are among the leading
causes of morbidity in the municipality.

In year 2013, there are 297 underweight and 61


severely underweight children. While in
2014,there are 272 underweight children and
75severely underweight children. Among the
severely underweight,adeclining nutritional
status is noticeable. This poor health and
nutrition of the people makes them also more
sensitive to climate change hazards and risks.

In 2013, out of the 17,478 households in the


municipality, 17,148 or 98% have sanitary
toilets. Most households without toilet are found
in Maguirig which comprises the poorest families
in Solana.

Solid Waste Disposal: In minimizing the adverse effect in the


ecology and health of the people, maintaining the
cleanliness and sanitation is the foremost
concern of the present administration which is
operating a modern collection system. There are
existing Material Recovery Facility (MRF) in
different barangays. The LGU is in the process of
closing the controlled dump site undertaking
preliminary activities for the construction of a
Sanitary Land Fill.

Human Waste Disposal: Of the total number of households 98% are


using water sealed toilets and the remaining are
using other kind of toilet.

Liquid Waste Disposal: Open drainage leading to a pit is the most


common way of disposing liquid wastes. Some
households dispose their wastes by constructing
septic vaults.

Solid Waste Generation:Of the total wastes generated daily,


19.65cu.m./day come from domestic source and
23cu.m./day come from
commercial/industrial/institutional including
public market establishments.

About 80% of the total wastes generated daily


were collected and transported to the
municipality’s 4.5 hectares controlled dump
site(to be converted to Sanitary Land Fill) at
Sampaguita, Solana, Cagayan. The solid waste
generation per capita of the municipality is 0.34
kg. per person per day.

Solid Waste Type: Total volume of wastes


generated daily comprised of 73.60% biodegradable
waste, 26.30% non-biodegradable waste/recyclable
waste, and 0.10 special/hazardous waste.

Cemeteries: There are eight (8) cemeteries in the


municipality. Seven (7) are public cemetery while
the other one is a private cemetery.

EDUCATION Educational Institutions: Education is a gift


that could never be taken away and it is the most
precious legacy we receive from our parents. It
is a precious weapon for every individual to
combat ignorance and to escape from poverty. This
is the reason why every individual aspires to
finish their studies in order to pursue their
goals in life and to help their community through
sharing their knowledge or what they learned. For
these reasons the state is mandated to protect
and promote the right of all citizens to quality
education at all levels and to take appropriate
steps to make such education, accessible to all.

by the Department of Education, there are private


Elementary School in the Municipality.

Acquiring quality education requires much effort


and sacrifices not only on the part of the
individual but also on the joint effort of the
community, government and the person himself.

Quality education could only be acquired if the


different factors affecting it are considered and
given priority. Then, literacy and functional
literacy would help a lot in the development of
the municipality.

In the case of Solana, although it has a high


rate of 87%, the development of the potentials
and capabilities of every individual, regardless
of age, is a great task. Skills development
programs are dependent on the financial
capabilities of the government.

Problems that impede the attainment of quality


education are very apparent. Poverty and
unemployment is the twin obvious reasons why many
people could not continue schooling.

At present, there are 5 private schools, 44-Day


Care Centers and 32 DEPED in the municipality
that caters the educational needs of the children
from three to five years of age.

Solana is divided into educational districts so


that it would be easier to cater the needs of the
constituents. Solana South Districts covers
ten(10) elementary schools, Solana North District
has ten (10)elementary schools, Solana West
District covers fourteen (14) elementary schools.
There are thirty-two (32) elementary educational

PROTECTIVE SERVICES “The welfare of the people is the supreme


law.”The philosophy that indeed proves that among
the three (3) inherent powers of the state, the
police power is the most essential, insistent and
illimitable power, which enables the state to
promote and protect the comfort, safety and
welfare of the society.

The maintenance of peace and order and the


protection of lives and properties of the
residents of Solana are generally rendered by the
Philippine National Police (PNP) and the Bureau
of Fire Protection (BFP). The Barangay Tanods in
the barangays are also mandated in keeping peace
and order in their respective barangays. Along
with this is the organized Municipal Peace and
Order Council (MPOC) chaired by the Local Chief
Executive.

Out of the total occupied housing units, 6,675


were made of light and salvage materials from
bamboo/sawali/cogon/nipa.

There are some housing projects established in


the municipality in collaboration with the
Department of Social Welfare and Development
(DSWD). A Core Shelter project is located in
Malacabibi containing 56 units and 107 units were
distributed in different barangays sporadically.

SOCIAL WELFARE SERVICES SECTOR

Social welfare is a government program and a


development function to the local government,
which is directed to alleviate and meet the
immediate social problems common to all
localities as such, it is the concern of not a
single agency but all agencies concerned.

The social welfare program of the MSWD has for


its main target only those families whose income
falls below poverty line. The MSWDO has a
designed program and services to meet the needs
of this particular group; namely the child and
youth welfare program, women welfare program,
elder persons welfare programs, persons with
disability welfare program and emergency
assistance program.

There are two (2) institutions which gives


special services to the client with special
needs; namely, REGIONAL HAVEN FOR WOMEN to cater
women in specially difficult circumstances, RSCC
to care and protect the abandoned, neglected and
abused children, and one NGO the Green Meadow
Development Foundation Incorporatedwhich provides
seminars/trainings

SPORTS AND RECREATION

At present the inhabitant of Solana is being


served for its sports and recreational services
with one public gymnasium located at Centro,
Solana with a total floor area of 1,380sq.m.
accommodating 1,500 people.

The large number of gymnasiums numbering to 35 is


attributed by the fact that some barangays have 2
or more gymnasiums including schools in the
barangay. Gymnasiums are also used for basketball
games and other recreational services.
Playgrounds can also found in some barangay in
the municipality.

POVERTY
Population of Solana has grown from 71,475 in
2007 to 76,596 in 2010. Although Solana, Cagayan
has a relatively low population density, it also
shows a low average population growth rate of
2.33% and a large number of new inhabitants,
especially in the urban core and growth centers.

The quality of life and the level of human


development are crucial indicators of the
Municipality’s sensitivity to climate change.
Poverty incidence is measured as “the proportion
of families/population with per capita income
less than the per capita poverty threshold to the
total number of families/population.” Meanwhile,
the PantawidPamilyang Pilipino Program (4Ps) also
shows the number of disadvantage families in 38
barangays.
