Mission
“The municipality shall provide its constituents better infrastructure facilities for the
development of agriculture sector in order to provide more employment opportunities that shall
alleviate their living condition and to implement more programs for the protection and
promotion of an ecologically balance and viable environment”.
Historically, Solana a municipality situated west of the Cagayan River is said to have
receive its name after Governor General Antonio Urbiztondo Marquez de la Solana on August
16, 1851. Legendarily, Solana have been named after a great and kind chieftain named Sol and
his lovable wife Ana.
The history of Solana can be recalled during the early days when the Spaniards came to
colonize our country. During the Spanish regime, the Spaniards made their rules and laws to be
implemented in the Philippines. Their rules and laws reached the Province of Cagayan. They
spread their beliefs and practices by using the river and riverbanks as their means of
transportation in going to other places. Solana was not spared from the colonization of the
Spanish Government.
After the Spaniards ruled the country, the Americans took over in 1898. The Americans
established their government in the country. In 1942, the Second World War erupted. The
Japanese Military won and ruled the country. However the Americans helped the Filipinos to
revolt against the Japanese and later paved the way for the final independence of the country.
After World War II, the people had to search for places for them to stay. The people from
other provinces and regions like the Ilocos region, Pampanga, Pangasinan and Tagalog region
found Solana to be a good place for them to settle because of its vast and fertile land. Among the
well known people to settle were Salvador Felix, Domingo Felix and Alfonso Ligot who became
the first Alcalde Mayor of Solana.
Solana, hidden like a rough diamond, has grown quietly and gradually developed into a first
class Municipality and populated by enterprising and God-fearing inhabitant of some 80,322
people. It said that Solana is silently becoming the food basket of Cagayan Province with its
fertile land and water of the river coupled with the ablative rains that gently flow from the
surroundings hillside.

The municipality of Solana is now composed of 38 political barangays from the original
37 barangays in 1988. Barangay General E. Balao was ratified a barangay last June 15, 1988 and
after its approval it was included among the 38 barangays.
In 1979, the dawn of new enlightened leadership is descended in Solana. Then Minister
Juan Ponce Enrile, a senator, who is concerned with the full development of Solana,
recommended to His Excellency, the late President Ferdinand E. Marcos, the appointment of
Atty. Alexander L. Bulauitan .
It was in 1986 when the EDSA Revolution took its place in the history of the country.
All local Chief Executive tendered their resignation including Atty. Alexander Bulauitan, the
incumbent LCE of the Municipality up to 1987. Before the 1988 local election, Hon. Linda
Degala was installed as OIC Chief Executive of the municipality during the administration of
President Cory Aquino. When Hon. Linda Degala resigned in order to run for local election in
1988, the OIC position was given to Hon. Edna Bautista.
The 1988 election for Provincial and Municipal Officials was set out in order for the
people to choose their leaders for the Provinces and Municipalities. It was Hon. Arnold “Ben” C.
Lingan out smarted his rival in politics. That was year when Hon. Arnold “Ben” C. Lingan
started his leadership as a Local Chief Executive of the Municipality. He continued his
leadership for he was re-elected as Municipal Mayor for the second and third time and went on
for the attainment of the goals and objectives to improve the quality of life of the people up to
the time of his demise on April 2, 1996. It was a transition year in the Municipality and Hon.
Rodrigo C. De Asis, Vice-Mayor succeeded the highest position in the Municipal Government
Unit of Solana as provided by the law of succession.
It was 1996 when Hon. Rodrigo C. De Asis started to establish the direction of his
political leadership as the Local Chief Executive. He continues to serve the people of Solana for
winning the two past elections in 1998 and 2001. He Believes that Solana, today is on the
threshold of development. The unity among the people could spur development.
His administration under took several infrastructure projects that were constructed in
order to provide better facilities for an effective delivery of basic services and other
programs/projects like livelihood that will minimize poverty and boost economic condition, of
the people in the municipality. Mentioning some are the renovation/rehabilitation of the
Municipal Hall, Improvement of H.E buildings in Elementary Schools in the municipality,
improvement of various school buildings in high school and elementary school,
opening/construction of farm to market road, re-gravelling of barangay road, concreting of
municipal streets and barangay road at ARC area, electrification of un energized barangays and
sitios, installation of shallow and deep well that will provide safe and potable water, expansion
of NIA canal and other programs , project and activities.

During the National and Local election held last May 14, 2007, Honorable Meynard Z.
Carag, a CPA by profession and a former Municipal Vice-Mayor of the municipality was elected
by majority of the people of Solana as the new Local Chief Executive. A fresh mandate was
entrusted to Him by his constituents of this municipality. As Honorable Meynard Z. Carag start
to lead his people and reconfigure the state of governance, he crafted new strategies and
interventions in order that the Municipality will be moving on the right path towards the
realization of the dreams and aspirations of his citizenry.
Among the development initiatives that Mayor Meynard Z. Carag had pursued during the
early part of his term were the construction of pavement at public market, the upgrading of rural
health centers, repair and rehabilitation of different school classrooms, rehabilitation of farm to
market roads, lighting of Maddarulug highway, improvement of municipal hall compound,
installation of municipal marker serves as identification of the municipality, concreting of roads
from Andarayan South to Cattaran and Lanna to Bangag, construction of new public market at
Centro and Caliliauan, Construction of gymnasium, provision of financial assistance to students,
kutcheros and OFWs, livelihood programs such as hog dispersal, rice and corn seeds distribution
and feeding program to pre school children.
Solana had been classified as first Class Municipality by the Department of Finance on
July, 2007 which attributed to the increased of average income and increase of population.
Solana continue to soar to become a greater municipality.

LIVESTOCK AND POULTRY: Large scale livestock and poultry production includes seven (7)
poultry farms, two (2) cattle farms and one (1) breeding facility.
FISHERIES: Inland fishing grounds include Fish Ponds, Cagayan river, Pangul
Creek and their tributaries. The total annual fish production for
2014 is 7 metric tons. Major species catched are tilapia, mori,
dalag, eel and kurilao.
IRRIGATION FACILITIES: The existing irrigation facilities are the NIA operated, SWIP at
different barangays in the western part of the municipality. The
Pangul Creek is also of great help to farmers,the creek serves as
water source for their farm. There are 3,159 deep wells used as
water source for farming.

ROADS: The municipality has a total road length of 191.376 km. About
27.791 km. are classified as national road, 21.129 km. as
provincial roads, 8.094 as municipal roads and streets and 134.362
km. classified as barangay road.

POWER
POWER SUPPLY: The electric power supply in the municipality is generally supplied
by the CAGELCO I located at Maddarulug, Solana, Cagayan. At
present, all the 38 barangays are already energized except sitios
such as Malalam and Malapakkayo.
HOUSEHOLD SERVED: Of the total number of households, 86.3% are served by electricity
while the remaining 13.7% un-served are still using kerosene/gas
for their lighting purposes.

1. LEVEL III
There are two(2) pumping stations for domestic water supply
located at Centro Southeast and Calamagui serving twelve (12)
barangays. Most households are served with piped water system in
these barangays, except those isolated households whose
installation is expensive.
2. LEVEL II
Level II system or communal faucet is generally for rural areas
where houses are grouped into clusters and where water supply is
just enough to provide the basic amount of water needed by the
households in that area.
3. LEVEL I
The most commonly used water source in the entire municipality is
the level 1 system. Most of the households are using the
shallow/deep well, open dug well and improved spring.

Population of Solana has grown from 71,475 in
2007 to 76,596 in 2010. Although Solana, Cagayan
has a relatively low population density, it also
shows a low average population growth rate of
2.33% and a large number of new inhabitants,
