Job Title WASH Officer

Responsible to Humanitarian Coordinator

Part 1 – Job description

1. Main purpose of the job


The WASH Officer, in coordination with the Country Director ensures that water, sanitation, and hygiene
components of the Mozambique Cyclone Idai Response partners’ project are implemented effectively,
professionally, and in accordance with the culture and practices of the local population.

2. Position in organisation
● Grade: 4
● Reports to the Humanitarian Coordinator
● Liaises closely with UN Shelter, provincial and district departmental WASH and health staff
● Works closely with partner project managers and project officers, community facilitators and
leadership of villages
● No supervisory or management role

5. Scope of job
● Provide advice, support and accompaniment throughout project cycle, including monitoring and
evaluation in coordination with the DMEAL
● Production and/or compilation of relevant WASH Information Education Communication (IEC)
messages

● Networking and representing Tearfund team both internally and externally as delegated by the
Country Director

6. Duties & Key Responsibilities


WASH Programming:
● Advising the partners’ field team especially the assigned community facilitators in water,
sanitation and hygiene promotion programming, in broad coordination with other sectors;
● Ensuring quality and integrity of partners’ implementation, including adherence to Tearfund’s
technical guidelines, administrative systems, and established deadlines;
● Identifying and addressing partner’ staff capacity building opportunities; undertake capacity
building activities for community groups and staffs
● Implement the hygiene promotion activities in coordination with the project officer and community
facilitators at the community level
● Liaise with local government to adapt and scale up WASH (through appropriate methods) may be
CLTS throughout program localities
● Integrate DRR perspective into the WASH activities of the project
● Evaluating the relevance and appropriateness of current and future partners’ programming in
relation to safe water, and sanitation access, and hygiene promotion in the local context;
● Advising on mainstreaming gender / vulnerable groups, protection, and environmental
sustainability in partners’ project and program activities;
● Assisting in the preparation of partners’ WASH proposals when applicable;
● Conducting inquiries to evaluate the costs for WASH proposals when applicable;
● Preparing the activity plan and monitoring and evaluation system for the proposal;
● Analysing the baseline study data to determine the underlying needs of the beneficiaries
● Contributing to contingency planning for possible WASH emergency response
● Contributing to the preparation of internal and external reports for the NGO and donors, including
expenditure plans and situation reports (SitReps)

Representation:

● Representing the organization externally upon the instruction of the Humanitarian Coordinator;
● Collaborating and coordinating with the government, NGOs, and UN agencies on WASH issues
at provincial and district level upon instruction of the Humanitarian Coordinator;
● Participating in district and provincial level WASH meetings and other relevant
humanitarian/recovery coordination meetings;
● Ensuring that all relevant stakeholders have information about the organization’s background,
program, objectives, working areas, duration of programs and activities in the field;
● Promoting and reinforcing relationships with district and provincial technical authorities;
● Ensuring correct MOUs are in place with relevant district/province stakeholders.
