Abstract: Very young puppies learn bite inhibition and appropriate play behaviors during the 5th to 8th week with
the mom and littermates. Puppies who are separated before this age are much more at risk for serious
biting behaviors and dog to dog aggression. Health considerations are also important. This Bill makes
it unlawful to sell or otherwise transfer a puppy until it is 8 weeks of age so their natural tendencies will

Abstract: This bill amends a provision in Code chapter 162 authorizing the department of agriculture and land
stewardship to regulate animals kept in commercial establishments. Generally, commercial
establishments must obtain a license or certificate of registration. The bill addresses several types of
commercial establishments that have obtained a federal license in lieu of a state license. The
commercial establishments of concern are a commercial kennel (Code section 162.6), public auction
