Findings and Purposes:


Recently, more and more accounts of unsanitary and hazardous living conditions have been
reported about military families within private military housing. Across the United States,
service members and their families are found to have been living in homes with persistent mold
blooms, water leaks, and both rodent and insect infestations. The following legislation would fix
this problem.

A BILL
To amend the Military Housing Privatization Initiative (MPHI) 1996 to remove private sector
financing, and agreements with private developers.
Be it enacted by the Senate of the United States of America if assembled.
SECTION 1. SHORT TITLE:
This Act may be cited as “The Proper Military Housing Act of 2019.”
SECTION 2. PURPOSE:

This Act would withhold rent from private contractors, require military housing officials to seek
non-privatized military housing developers, and provide compensation for better living
arrangements to military families in the mean-time.
SECTION 3. REMOVING THE PRIVATE DEVELOPERS AND CONTRACTORS:
Military housing officials will remove any and all ties to private developers and contractors
effective immediately, following the approval of this legislation. No private developer or
contractor will be permitted to fine or sue military service members and their families prior to
and after their effective terminations. Private developers and contractors are to be effectively
terminated due to the cheap and hazardous military housing that has since been provided.
SECTION 4. COMPENSATION FOR MILITARY FAMILIES:
Military housing officials will compensate military service members and their families whose
living conditions are declared an environmental hazard. Military families whose housing
conditions do not fall under the hazardous category, will not be subject to compensation. The
compensation of military housing officials shall protect those military families for up to five
years, or until suitable military housing can be provided for once again. They will also provide
public housing benefits, if on base military housing is not available. Public housing within a
fifteen-mile radius of the military base, will serve as temporary housing for those military
families. Contracts will be provided to those military families living in public housing and
protect them from public contractors and landlords.
SECTION 5. SEVERABILITY CLAUSE:
If any provisions within this Act are held to be illegal or unconstitutional by any person, the
remainder of this Act shall continue as is, and will not be impacted.
SECTION 6. EFFECTIVE DATE:
This Act will be enacted immediately, following the passage of this legislation.

5,000,000,000.
