EXCISE & TAXATION DEPARTMENT

NOTICE FOR INVITING APPLICATIONS FOR THE ALLOTMENT OF


WHOLESALE LICENSE OF IMFL (L-1) AND COUNTRY LIQUOR (L-13) FOR THE
YEAR 2019-2020.

The applications are invited for grant of wholesale license of IMFL in the form of L-1
and wholesale license of Country Liquor in form of L-13. Both the wholesale license of IMFL,
L-1 and Country Liquor L-13, shall be granted to retail licensees of the district in order of the
revenue contributed by them on 31st March, 2019. The revenue contribution to be considered for
L-1 and L-13 shall be the parts of total revenue contribution made by the licensee in a district.
The parts of revenue to be attributed to IMFL and CL shall be computed by dividing total bid
amount in proportion for IMFL and CL. The proportion shall be derived by multiplying quota of
IMFL allotted to him with district incidence for the year
2016-17 and quota of CL multiplied by the district incidence of CL for the year 2016-17. It is
also displayed on the official website of the department www.haryanatax.gov.in.
The applications were invited for grant of wholesale license of IMFL in the form of L-1
and wholesale license of Country Liquor in form of L-13 for various Districts of the state on
26.03.2019. Now, the applications are invited remaining L-1/L-13 licenses for following district
mentioned below:

The licenses for wholesale outlets of IMFL (L-1) and Country Liquor (L-13) shall be
granted in accordance with the provisions of Punjab Excise Act, 1914 as applicable to the state
of Haryana Rules framed under the Excise Policy for the year 2019-20. The Excise Policy for the
year 2019- 20 is available on the official website of the department www.haryanatax.gov.in.
The eligible licensees of all the districts who could not submit their applications upto
28.03.2019 are also eligible to submit applications now. The applications shall be forwarded
by DETC (Excise) along with his comprehensive report and recommendation to the Excise
and Taxation Commissioner immediately. The application shall be submitted in the office
of the DETC (Excise) concerned on or before 4th April, 2019.
The licenses for wholesale outlets of IMFL (L-1) and Country Liquor (L-13) shall be
granted subject to the provisions of Punjab Excise Act, 1914, Rules framed thereunder and the
Excise Policy for the year 2019-2020.
