You will have to extract/copy the ePAN 2017.

html file from the zip folder and save it on your


computer desktop. After which you will have to convert the ePAN 2017.html file into an application.
This application will be used to generate the .xml file format ePAN for your submission.

Follow the instructions below to use ePAN correctly. Please note you do not need to be connected to
the internet.

1. For PCs running on Windows XP, Go to "My Computer" Tools->"Folder Option." 


“View” tab, uncheck box for "Hide extensions for known file types". Click "Ok" to exit.

2. For PCs running on Windows 7 and Windows Vista, Go to "Control Panel" “Appearance
Personalization”  "Folder Options" “View” tab, uncheck box for "Hide extensions for
known file types". Click "Ok" to exit.

3. For PCs running on Windows 8, Click “Computer”  "View" tab  click on


the Options drop down menu arrow in the ribbon bar -> “Change folder and search option” 
"Folder Options"  “View” tab  “Advanced setting”, uncheck box for "Hide extensions for
known file types". Click "Ok" to exit.

4. For PCs running on Windows 10, search for “File explorer options”, then click  "Folder
Options"  “View”  “Advanced setting”, uncheck box for "Hide extensions for known file
types". Click "Ok" to exit.

5. Open the attachment ePAN 2017 ver 7.0.zip. You should see a file – ePAN 2017.html. The
icon should be the internet explorer icon.

6. Click on the file once and then click on extract or copy.

7. Select and copy the file to the desktop of your computer. The file on your desktop should
appear as ePAN 2017.html. If you see the filename as only ePAN 2017 with no file extension,
repeat step 1 and ensure that the check mark for “Hide extensions for known file types” has
been removed. If you are unable to do this please enlist the assistance of the IT department of
your company to enable this function.

8. Right click on the file ePAN 2017.html and select rename. Change the name of the file to
ePAN.hta and press enter. A message would appear “If you change a file name extension, the
file may become unusable. Are you sure you want to change it?” Click on yes.

9. If successful, the internet explorer icon will change to a white square icon with a blue line on
top. This means you have successfully converted the file into an application.

10. Double click on the file “ePAN.hta” and it should open and display the ePAN form.

11. Fill up the information as required. Do not manually fill in the date, click on the “D” and a
calendar will appear. Select the date from the calendar.

12. Once you have filled in all the information, scroll down to the bottom and look for
“Submission of PAN”. Under the file location type in your “VESSEL NAME” and click on
the “FINAL SAVE” button. Do not type in any extensions. The application will automatically
generate files on your computer desktop. The filenames will be:
a. YOUR VESSEL NAME.dat
b. YOUR VESSEL NAME.xml

13. Attach the file YOUR VESSEL NAME.xml to your email message and send to
isps@mpa.gov.sg
Once we receive your email and the file is in order, you will receive a confirmation email from us. If
you have any problem using the ePAN please call us at +65 6221 3127.

For subsequent ePAN submission follow these steps:

1. Open ePAN.hta
2. Scroll to Retrieve the Data at the bottom of form
3. Click on BROWSE
4. Go to Desktop and select file YOUR VESSEL NAME.dat
5. Click on load – at this point all data entered previously will be reloaded into the form
6. Update Voyage number, ETA, expiry date of certificates (if any changes), Last 10 port of
calls list and etc.
7. Once all info updated proceed follow steps 9 and 10 as above.
