Enclosed is an Administrative Order issued by the Georgia Department of Agriculture. This order
refleots disciplinary action taken by the Department for violations of O.C.G.A, §§ 4-1 1-102) and
4-11-10) as well as Departmental Rules 40-13-13-.04(1}(), 40-13-13-4(1)@), 40-13-13
‘04(1)G), 40-13-13-.04(1}(0), and 40-13-13-04(1)(m). Pursuant to O.C.G.A. §§ 4-11-7, 4-11-16,
tnd 3-2-9.1(4)(1), the Department is seeking to impose a $500,000 monetary penalty for these
Violations. Please note that this is civil action and does not bar or otherwise prevent criminal
prosecution for the same violations

‘The Georgia Commissioner of Agriculture (hereinafter the “Commissioner”) administers the Animal
Protection Act, OCGA. § 4-11, ef seq. (hereinafter the “Aet”), Any animal shelter, kennel, stable,
rescue, or pet dealer, as defined by the Act, must ebiain a license from the Georgia Department of
Agriculture hereafter the “Department”) pursuant fo O.C.G.A, § 411-3, Animal shelters, kennels, pet
dealers, rescues, and stables are subject to the Act and Rules, GA. Comp. R. & Regs. R. 40-13-13, ef
‘eq, hereinafter “Departmental Rules”), promulgated pursuant to the Act

Respondent Reason Craig Gray operated Goorgia Puppies which was Hicensed as a pet dealer (License
umber 36102005) at all times relevant fo the facts stated herein. By operating as a pet dealer,
Respondent is subject tothe Act and Departmental Rules.

On February 28, 2019, the Department performed a routine inspection at Respondents felt.
Inmediately upon arival, Respondent advised the Department that he wanted to surrender all dogs at
his facility. Daring th inspection, the Department discovered that all long-haired dogs were mated and
