ABSTRACT

Complete Systematic Land Registration is one of the Government's programs that held by
Minister of Agrarian Affairs and Spatial / Head of National Land Agency It is purpose to
issuance of certificates aims to provide legal certainty of property rights to the land and to
create an orderly land administration. The purpose of this research are to know the
implementation of complete systematic land registration in Kepahiang Regency through the
enactment of Regulation of the Minister of Agrarian Affairs and Spatial / Head of National
Land Agency Number 6 Year 2018 on Accelerated Implementation of Complete Systematic
Land Registration and the obstacles faced by the Land Affairs Office of Kepahiang Regency
in the implementation of complete systematic land egistration. The type of this research is
empirical research. This research use juridical-empirical approach. The type of data consists
of secondary data and primary data collected by interviews and documentation Data analysis
using qualitative analysis. The results of this research are the implementation of complete
systematic land registration in Kepahiang Regency is accordance with the regulation, but
there are still have obstacles in this implemetation, such as people hard to unserstand about
Complete Systematic Land Registration, lack of cooperation between stakeholder, etc. The
recomendation of this research are to reduce the obstacles of Complete Systematic Land
Registration, the stakeholder have to increase their cooperation in the implementation of
Complete Systematic Land Registration.
