PART A: READING COMPREHENSION (15 MARKS)


Read the passage below and answer all the questions that follow.

Elder Abuse

I Elder abuse is a growing problem in Malaysia’s fast-ageing society. Just like


domestic violence, it is a crime that is grossly under-reported. Most people view
it as a ‘family matter’ that is best dealt within the family. Elder abuse, as defined
by the World Health Organisation, is a single, or repeated act, or lack of
appropriate action, occurring within any relationship where there is an 5
expectation of trust, which causes harm or distress to an older person.

II According to Associate Professor Dr Noran Naqiah Hairi who is a lecturer at


Universiti Malaya’s Department of Social and Preventive Medicine, this type of
abuse is difficult to measure. Noran indicates that whenever an elderly person is
yelled at repeatedly and it has a negative impact, then it can be categorised as 10
an abuse or mistreatment. Noran is leading an ongoing study called Prevent
Elder Abuse and Neglect Initiative (PEACE) with her colleague Dr Clare Choo.
According to the Women, Family and Community Development Ministry, only 23
cases of elder abuse have been reported in the past three years. However, the
PEACE study has revealed that the problem is much more widespread. 15

III In a survey on urban poor communities in Kuala Lumpur, Universiti Malaya


researchers discovered that one in 10 individuals over the age of 60 had
experienced one or more forms of abuse in the last 12 months. Another survey
in a rural community in Kuala Pilah, Negeri Sembilan showed a slightly lower
figure in which one in 20 elderly individuals reported being abused by caregivers 20
or families. Noran feels that these figures support the prevalence rate of elder
abuse in other Asian countries. In Malaysia, very little is known about this abuse
as most people do not talk about it. Local data are needed so that this problem
can be attended to.

IV In order to prevent elder abuse and ensure the welfare of the elderly is taken 25
care of, strong community support is essential. Suriani Mohamad Hasim, a
medical social worker, revealed this when she shared a story of an elderly

patient who had been admitted for various chronic illnesses. According to
Suriani, after this patient had been treated, she wanted to return to her home.
She became angry when the doctors suggested that she remain at the nursing 30
home. She was hostile to the idea because she had a sister who had been
mistreated in a nursing home. She assured the doctors and Suriani that her
neighbours would take care of her. When the doctors and Suriani paid her a visit
to assess the situation, they were quite impressed to see the neighbours taking
turns to visit and care for this patient. The entire community comprising elderly 35
people, their children and grandchildren helped her.

V The Deputy Women, Family and Community Development Minister, Datin


Paduka Chew Mei Fun says there are several activity centres for senior citizens
around the country. These centres which are called Pusat Aktiviti Warga Emas
or PAWE are where the elderly can participate in programmes or simply meet 40
up with their peers. There are 45 PAWEs around the country, with five more
expected to be ready soon. Currently, more than 31,000 elderly individuals are
using these activity centres. These centres help in keeping them active and
ensuring they are not isolated. They form bonds and look out for each other. If
someone does not show up for a few days, the others will notify the centre 45
administrator who will then check on the welfare of the missing elderly.

VI The ministry also extends home-help services which involves engaging


volunteers to provide support services to senior citizens, particularly those who
live alone. So far, some 5,000 elderly individuals have access to this home-help.
While these programmes are commendable, they are still insufficient to deal 50
with the country’s rapidly-ageing population.

PART C: READING CMPREHENSION (20 MARKS)

Read the passage below and answer all the questions that follow.

Global Warning

I Global warming, which is also referred to as climate change, could be a


windfall for some people, businesses, and nations in the next century.
Scientific evidence shows that the climate system is warming up.
Temperatures are rising drastically all over the world. Whether it is natural or
artificial, climate change could bring different regions of the world tremendous 5
benefits, as well as drastic problems.

II The world’s economic geography today is organised according to a climate


that has largely prevailed on Earth since the Middle Ages. Climate change
has substantial impact on agriculture, trade routes, and the types of products
and commodities that are produced. A good share of the climate warming, 10
especially in northern lands like North America, has come in the form of night
time and winter. The low temperature reduces the harshness of winter and
the demand for energy becomes moderate. Furthermore, shorter winters allow
extended growing seasons and boost farm production which increase the
economic value of agriculture. 15

III A warmer climate too makes the northern lands in Canada, Greenland,
Russia, and the United States more valuable and wealthy. An Indian
economist, Surjit Bhalla has shown that the developing countries near the
equator produced 29 percent of the globe’s income in 1950 and this rose to 40
percent by 2000. However, this climate change increases the value of northern 20
lands and resources, leaving nations near the equator hotter, humid and
wracked by storms. These negative impacts are deteriorating their social
conditions, leaving millions of people jobless and starving refugees who may
come to the borders of the northern lands, pleading to be let in.

IV Climate change might also cause economic turmoil by affecting freshwater 25


supplies. Today nearly all primary commodities including petroleum, appear to
be in ample supply. However, freshwater supply is an exception. For instance,
freshwater is scarce in the Middle East and parts of Africa. Freshwater

depletion is especially worrisome in Egypt, Libya, and several Persian Gulf


states. The greenhouse-effect phenomenon is so uncertain that researchers 30
have little idea whether a warmer world would experience more or less
precipitation. If it turns out that rain and snow decline as the world warms,
dwindling supplies of drinking water and freshwater for agriculture may be the
next resource emergency.

V In conclusion, optimists think dangerous global warming might be averted at 35


surprisingly low cost. Yet, if the global-warming theory is right, higher global
temperatures are already inevitable. The warming may be manageable, but it
is probably unstoppable in the short term. This suggests that a major solution
to overcome global warming in the near future will be based on climate-change
adaptation. Nations will grow crops in high temperatures, design homes that 40
stay cool during heat waves, run vehicles on far less fuel and build waterfront
structures that can resist stronger storms.
