REQUIREMENTS FOR COMPONENT CERTIFYING STAFF
A. AUTHORITY:
A1. This Airworthiness Notice has been issued under the authority vested in DG CAA vide rule 4, 25
and sub-rule (3) & (5) of 333 of Civil Aviation Rules 1994.
B. PURPOSE:
B1. This Airworthiness Notice prescribes requirements for issue/ extension/ renewal of certification
authorizations issued to component certifying staff, including NDT and Welder’s Certification.
C. SCOPE:
C1 This Airworthiness Notice is applicable to all maintenance organizations having component
maintenance facilities.
D. DESCRIPTION:
D1. DEFINITIONS:
D1.1 COMPONENT CERTIFYING STAFF – for the purpose of this AWNOT, component
certifying staff is defined as staff authorized by the maintenance organization to release
Engines, APU and components under the PCAA maintenance organization approval.
Moreover, the staff authorized to issue release document after performing NDT and/or
Welding are also referred herein as component certifying staff.
D1.2 COMPLEX COMPONENTS – for the purpose of this AWNOT, complex component is
defined as Engine, APU and Landing Gear.
D1.3 SHOP - is defined as a setup, which is part of an approved maintenance organization
where PCAA does not issue ANO-066 AML and the component/ task is being released
under Authorized Release Certificate (ARC).
D1.4 APPROVED MAINTENANCE ORGANIZATION - is defined as an organization, which
has been issued approval by PCAA under rule 25 for the purpose of maintenance of
aircraft, engines and components.
D1.5 MENTOR – Shall be a senior level shop personal having minimum aviation experience in
similar scope of work as defined in Maintenance Organization Exposition (MOE).
D1.6 MENTEE – Shall be the person who needs training (either theoretical or practical) to
maintain a particular component.
D2. GENERAL:
D2.1 The issuance/ change/ renewal of certification authorization of Component Certifying
Staff (CC/S) shall be the responsibility of Maintenance Organization.
D2.2 PCAA will not accept any application for issuance/change of any Personnel Shop
Approvals w.e.f 01-04-2019.
D2.3 The maintenance organizations shall detail in its Maintenance Organization Exposition
(MOE) or Maintenance Organization Manual (MOM), as applicable, the relevant
‘Qualification & experience criteria’ together with the ‘Competence assessment criteria’,
based on the minimum requirements as defined in Para D3 and D4 below.
D3. QUALIFICATION & EXPERIENCE CRITERIA:
D3.1 Basic Requirements:
D3.1.1 The applicant shall not be less than 21 years of age.
D3.1.2 Three (03) years of experience in the field of aviation maintenance including
at least 12 months practical experience in the specific component
maintenance area/ workshop.
D3.1.3 For complex components, three (03) years of experience is required in the
field of aviation maintenance including 24 months of practical experience in
the specific component maintenance area/ workshop.
D3.1.4 Practical experience, as required in Para D3.1.2 & D3.1.3 above, shall
include at least 6 months of recent practical experience as define in Para
D3.3 below.
D3.1.5 In case of Graduate Engineer (Bachelor of Engineering) of relevant
disciplines, 1-year concession in total aviation maintenance experience may
be granted. The concession however, will not be applicable for complex
components.
D3.1.6 Minimum experience requirement for extension in scope of approval of
certification authorization for CC/S shall be as follows:
D3.1.6.1. for authorization on complex components, 12 months practical
experience in the specific component maintenance area/
workshop
D3.1.6.2. for authorization on components other than complex
components, 06 months practical experience in the specific
component maintenance area/ workshop
D3.2 Technical Training Requirements:
D3.2.1 Depending upon the complexity and the technology of the component, the
CC/S shall be able to demonstrate he/she received appropriate theoretical
and practical component training from:
D3.2.1.1. the OEM or;
D3.2.1.2. the OEM recognized training organization or;
D3.2.1.3. an appropriately rated maintenance organization under
Mentor/Mentee system approved in the organizations MOE. The
qualification and experience of the Mentor along with the training
areas shall be defined in the MOE.
D3.2.2 Where there is a need to use bench test (e.g. engine bench test), the CC/S
shall be able to demonstrate he/she received appropriate training. This
training for the use of bench test as required by the OEM maintenance data
shall be received from:
D3.2.2.1. the OEM or;
D3.2.2.2. the bench test manufacturer or;
D3.2.2.3. an appropriately rated maintenance organization under Mentor/
Mentee system (as specified above)
D3.2.3 Where there is a need to use specialized equipment (e.g NDT, BSI etc.), the
CC/S shall be able to demonstrate he/she received appropriate training.
This training for the use of specific tools required by the OEM maintenance
data shall be received from:
D3.2.3.1. the OEM or;
D3.2.3.2. the specialized equipment manufacturer or;
D3.2.3.3. an appropriately rated maintenance organization under Mentor/
Mentee system (as specified above)
D3.2.4 In addition, where needed, the CC/S shall demonstrate he/ she has received
appropriate training on:
D3.2.4.1. Initial Human Factors training
D3.2.4.2. Fuel Tank Safety items, CDCCL Level 2
D3.2.4.3. Electrical Wiring Interconnection System
D3.2.4.4. Any additional training(s) justified during the assessment
performed by the maintenance organization (e.g. Aviation
Legislation etc.)

IMPLEMENTATION:
This Airworthiness Notice shall be implemented with effect from 15th December, 2018 and repeals /
cancels / supersedes AWNOT-025-AWEG-4.0 dated 09th January, 2017.
