consider the implications of his retirement.

This vacuum is a bothersome prospect for the Treñas-Mabilog-
Espinosa trio if they cannot solidify their group. Either Espinosa
will have to bone up or they pitch another candidate for mayor.
Many friends of ours envy Iloilo province which has a deeper
political bench. With names like Ferj Biron, Arthur Defensor Jr.,
Raul Tupas and even Richard Garin, provincial politics has a
