suspect nabbed

Warren Onofre, 31, was nabbed at the house he shared with his
live-in partner at Sitio Little Janiuay, Barangay Cubay, Jaro.

and the 1st and 2nd Manuever Platoons of the Iloilo Provincial
Public Safety arrested the suspect by virtue of arrest warrants in
Criminal Case Numbers 2015-6870, 2015-6871 and 2015-6872
for violation of Sections 5, 6, and 11, Article II of Republic Act
9165 (Comprehensive Dangerous Drugs Act of 2002).
Judge Rogelio Amador of the Regional Trial Court Branch 66
in Barotac Viejo, Iloilo, issued the warrants on Sept. 2, 2015 with
no bail bond recommended.
The case stemmed from an August 2015 anti-drugs operation
in Banate, Iloilo which left a security guard dead.
The operation, spearheaded by the Philippine Drug Enforce-
ment Agency (PDEA) 6 with the Banate Police Station, happened
4:20 a.m. at the Onofre family’s abode in Barangay Managopaya,
some 15 kilometers from the Banate town proper and borders the
town of San Enrique.
Killed was Bernie Gervero, 25, a native of Tapaz, Capiz, but
had been staying in Banate town after he got married.
Arrested were Warlito Onofre, 65, and his son Wilmar, 26.
Warlito’s other son, Warren, escaped.
The suspects were already arrested when PDEA operatives and
the police heard a noise at an “outpost,” some 50 meters from the
Onofre’s house.

ROXAS CITY, Capiz— The Sangguniang Panla-
lawigan (SP) of Capiz on June 14, 2017 honored
two Capiceño soldiers who were killed in action
in the Marawi City siege.
A resolution passed during the SP’s regular ses-
sion hailed Sergeant Throlen “Obet” Lago, of Brgy.
Tumalalud, Mambusao; and Private First Class
Alvin John Carillo of Brgy. Tawog Sigma, Capiz.
Lago was the first Capiceño soldier to die in
the Marawi siege.
The 39-year-old Lago, a member of the
Army’s 15th Infantry Battalion (Alfa Company),
was one of the 11 soldiers killed by “friendly fire
during a bombing run”.
The remains of Carillo, also a member of the
15th IB based in Lanao Del Norte, arrived via a
C-130 plane at the Roxas City Airport afternoon
of June 13, 2017.
Carillo was killed by sniper fired on June 11
while battling the Maute group.
Vice Gov. Esteban Evan Contreras said that
aside from the resolution, the provincial govern-
ment will also give assistance to the families of
the two soldiers.
The amount, however, will be discussed by
provincial officials.

WHEREAS, the increase number of reported dengue cases in the Province of Iloilo has reached 9,370 from January 1 – December 24, 2016 or
327% compared to 2,193 cases in the year 2015, with a reported death of 22 persons;
WHEREAS, there is also a reported zika virus which infected 13 residents in Iloilo City and 1 in the Municipality of Oton, Province of Iloilo as
of January 5, 2017, which if not prevented will affect the residents of the Province of Iloilo;
WHEREAS, according to the Department of Agriculture, one spider can eat twenty-five (25) mosquitoes and/or planthoppers (“waya-waya”) a
day; and spiders are considered as friendly organisms and their presence can help eliminate mosquitoes which are carriers of viruses such as dengue,
malaria, chikungunya, and zika;
WHEREAS, aside from their unique feature as catchers of mosquitoes which are harmful to human beings, spiders also catch other insects and
pests which harm the crops and other plants of farmers. They are also proven effective predators of mosquitoes and other diseases vector organism
and can exert considerable top down control making them excellent biological vector management candidates;
WHEREAS, the presence of spiders can help and protect the environment in climate change mitigation;

AN ORDINANCE PROHIBITING THE CATCHING, COLLECTING, TRADING, AND DESTROYING SPIDERS AND ENGAGING
IN SPIDER FIGHTING AND BETTING IN THE PROVINCE OF ILOILO, PROVIDING PENALTIES FOR VIOLATIONS THEREOF
Section 1. Title. This Ordinance shall be known as An Ordinance Prohibiting The Catching, Collecting, Trading, and Destroying Spiders and Engaging
in Spider Fighting and Betting in the Province of Iloilo, Providing Penalties for Violations Thereof.
Section 2. Declaration of Policy. It is the declared policy of the Province of Iloilo to ensure the health and safety of its inhabitants, ensure food
security and preservation of a balanced ecology.
Section 3. Definition of Terms. As provided in this Ordinance, the following terms are defined to mean as follows:
a. Betting – engaging in spider fighting and placing bet for a return of a gain or benefit in case the spider of choice wins the fight
b. Buying – includes offering money in exchange for spider/s
c. Catching – includes capturing, trapping and netting of spiders
d. Collecting – gathering and storing two or more spiders in a container
e. Destroying – any form of destruction
f. Organisms – a form of life composed of mutually interdependent parts that maintain various vital processes
g. Selling – includes exchanging or offering or exposing for sale
h. Spider fighting – refers to the game by playing two spiders of relatively the same size at the opposite ends of the stick. The spider which falls
off the stick, or trapped by the web or eaten by another losses the match.
i. Spider – is a small creature that has eight legs and usually creates or spins sticky threads of silk into webs for catching prey and insects for
food.

CSOP was approved in 2015 but owing to the change in the ad-
ministration, they thought it necessary that the new sets of local
officials should be briefed on it.
“It emphasizes on the triumvirate concepts, which is composed
of the police, the local chief executives and the community work-
ing together in order to address the public order and public safety
challenges,” she said.
Brosas cited CSOP’s importance “because we know any prob-
lem in the community can’t be addressed by the help of the police
if the community does not cooperate and if the mayor doesn’t
support the police just like we have seen in the past.”
“So, we have modified the concepts that the police, instead of
merely reacting to incidents, they are become some sort of the
social worker of public order and safety in the sense that they will
have to consult the community,” she added.

Mere possession of spider is construed that the possessor thereof is the one who catches or collects it, unless there is a proof that he/she bought
it from another, in that case both of them shall be liable as buyer and seller.
In cases where the violator is of minor age, he/she shall be reprimanded and the spider/s shall be confiscated and his/her parent or guardian shall
be informed of such violation and warned. In case he/she continues to violate, the parent or guardian concerned shall be liable to pay the prescribed
fine for the second offense. The minor who continuously violate this Ordinance shall be required to undergo counseling by the concerned personnel
of the Provincial Social Welfare and Development Office (PSWDO) and/or Municipal Social Welfare and Development Office (MSWDO).
In case of failure to pay the fines, the violator shall be required to render community service at the Barangay concerned for the period of thirty
(30) hours.
All confiscated spiders shall be remitted by the person authorized to enforce this Ordinance to the Provincial Agriculture Office (PAO), Municipal
Agriculture Office (MAO), or Barangay Officials, who shall return the spiders to their usual habitat immediately or within 48 hours.

The CSOP is an approach that will facilitate the transition from
traditional reactive incident-driven model of policing to a proac-
tive style of policing which seeks to identify and dynamically
resolve community and development problems.
The enhanced framework of CSOP aims to build and strengthen
collaborative partnerships between the policy, community and
local executives to promote peace and order, ensure public safety
and strengthen local government for the effective delivery of basic
services to the citizenry.
Brosas highlighted the importance of mayors in policing
work.
“In the past, the police identify the problem. The police identify
the solution. But sometimes the community does not approve on
it. So, nagkakakaroon ng issues,” she added.
But this time around, since they are co-responsible, the mayor
and the police will coordinate and conduct dialogues on their
concerns.

Section 5. Exception. Any person who will be collecting spiders for educational, research, scientific, or experiment purposes, shall submit a written
application for exemption to the local chief executive of the province or the municipality/city stating therein his purpose, reasons and
justification. The local chief executive of the LGU concerned, upon the recommendation of the PAO/MAO, shall act on the application
within fifteen (15) days from receipt, and the approval or disapproval of the local chief executive shall be communicated to the ap-
plicant in writing. Failure on the part of the local chief executive to act on the application within the prescribed period, the application
for exemption is deemed approved.
Section 6. Person Authorized to Implement/Enforce the Ordinance. The Philippine National Police, other Law Enforcement Agencies and
Barangay Officials including the Barangay Tanods are authorized to implement and enforce this Ordinance. They shall issue citation
ticket to persons violating this Ordinance.
In case the violator is caught inside the school campus, the school head shall be responsible to reprimand the student or pupil and call the atten-
tion of the parent/guardian and in case the student/pupil continues to violate this Ordinance, the school head concerned shall bring the matter to the
concerned barangay official/s for proper disposition of the case.
Section 7. Information and Education Campaign. All public/private schools in the Province of Iloilo shall endeavor to improve the awareness
of the students and implementation of education/information campaign on the ecological significance and benefits of spiders in the
environment.
Section 8. Collection of Fines. All Barangay Treasurers/Municipal Treasurers in the Province of Iloilo are hereby designated as collecting agents of
the Province, of fines for those who violated this Ordinance; and every 1st week of the following month shall remit to the municipal or
provincial treasurer their share in the monthly collection according to the sharing as follows:
Barangay - 40% • Municipal - 30% •Province - 30%
In case the Municipal Treasurer collects the administrative fine from a person who violated this Ordinance and who is not a resident of the said
municipality, 70% of the fine shall be for the municipality.
The fine collected shall be used by the concerned LGUs for the information dissemination and promotion of the benefits of this Ordinance.
Section 9. Implementing Rules and Regulations. The PAO shall prepare the Implementing Rules and Regulations (IRR) of this Ordinance, within
three (3) months from approval thereof, and submit the same to the Sangguniang Panlalawigan for adoption and approval. The creation
of the Task Force to implement this Ordinance and the formulation of the citation ticket shall be included in the IRR.
Section 10. Funding. To implement this Ordinance, an initial amount of Two Hundred Thousand Pesos (P200,000.00) is hereby appropriated. For
subsequent years, the funding needed to implement this Ordinance shall be included by the PAO in its budget proposal.
Section 11. Separability Clause. If any provision of this Ordinance or any part thereof be declared invalid or unconstitutional, the remaining provi-
sions not affected thereby shall continue to be in full force and effect.
Section 12. Repealing Clause. Ordinances, resolutions, executive orders, and issuances including rules and regulations inconsistent herewith are

HE decision of Iloilo City Rep. Jerry Treñas to retire from
politics come 2019 was met with varied reactions, from
sadness to incredulity.
Even if others are suspicious that he will indeed call it quits,
let’s give him the benefit of the doubt and
consider the implications of his retirement.
As he has announced in 2016, Treñas

resentatives while Vice Mayor Jose Espinosa
III will move up as local chief executive.
There is no question that Mabilog will

Machinery-wise, Espinosa has an upper
hand against possible rivals. But machinery is just one aspect
of politics as we also have to consider acceptability, appeal and
other intangibles.
Ergo, Treñas will have to throw his weight around even in
retirement if he wants his bilas (their wives are sisters) to become
mayor and maintain their monolithic grip in Iloilo City.
But if the congressman decides to enjoy his retirement and leave
matters to his allies, a dangerous political vacuum could occur, a
precarious situation which the opposition could exploit.
This vacuum is a bothersome prospect for the Treñas-Mabilog-
Espinosa trio if they cannot solidify their group. Either Espinosa
will have to bone up or they pitch another candidate for mayor.
Many friends of ours envy Iloilo province which has a deeper
political bench. With names like Ferj Biron, Arthur Defensor Jr.,
Raul Tupas and even Richard Garin, provincial politics has a
bright future in the next two to three decades.

Songs reflect the times Missing Duterte?

LOVE “love songs”. I listen to them
whenever I can, but especially when
driving for hours in my out-of-town
trips. Of course, they make me feel good
and the driving less tiring.
If my skills are up to it, I sing along with
my heart,
adapt-
ing their
passion
but con-
verting
their lyr-
ics, with
proper

heartfelt prayer. Thus, if nothing else hap-
pened on the road, I usually arrive at my
destination still looking good and feeling
fresh and inspired.
These days, however, I feel the need to
be very restrained in this pastime. Most of
the songs I hear now, all minted in recent
years and surprisingly rating high in the
charts in the so-called developed countries,
have lyrics that give me some discomfort.
They often speak of anguish, frustration,
depression, of a lover spurned, a person
misunderstood and despised, etc.
Many cuss words enter into these songs.
Sexual references too. The sentiments
projected are mainly the casual, highly
transitory and inconsequential ones. The
love expressed seems not to be based any
deeper than the passing instincts and pas-
sions.
They give the impression that they are
stuck in some mud of emptiness to which
they react either by wailing, lamenting and
complaining, or by some naughty if not
wild and violent expressions.
The melody itself has become a monoto-
nous repetition of notes that give one the
feeling that the singer is trapped in some
predicament from which he can hardly
escape. It’s a repetition of boredom and
angst, not the one usually associated with
being in love.
What is happening, I often find myself
asking. Is this just a generational thing
with me, or is there something objective?
I believe that there is certainly something
generational and subjective in this issue,
but I also believe that there is something
objective going on these days about which
we have to be alerted.
I believe songs reflect the temper of the
times. They somehow express the status of
the culture of the people at a given time.
My suspicion is that these songs are only
the product of the years of permissiveness,
secularism, unhinged liberalism that have
been fiercely afflicting many Western
countries.
These cultural viruses have a way of
confining us into our purely subjective
ways. They can give us the sweet sensa-
tion of floating freely in a sea of relativism
without any absolute moorings. God is
discarded even as we make ourselves our
own god. We bury religion and unwittingly
make our own version of it with us as the
main deity.
Especially when we happen to be quite
talented and brilliant, with many ideas,
initiatives, discoveries and inventions to
prop our ego, we can think that we can
just depend entirely on our own powers
and throw God into the dustbin of ancient
history.
We fail to realize that no matter how
gifted we are, without God, those gifts
which actually are God-given, not only
have their limitations that sooner or later
we will experience, but also will pose as a
mortal danger to us.
Many modern “love” songs, I believe,
are mere symptoms of a much graver crisis
taking place in the world today.

for. Never mind Sen. Sonny Trillanes. He missing the President

This is not unusual. There are
several celebrations on wrong dates.
In fact, many people celebrated their
birthday on the wrong date until they
got their birth certificates stating that
their supposed birthday is actually
their baptismal day.
There is an opinion claiming that
it was only on October 19, 1938 that
Bacolod got its “corporate existence.”
This is weird because a juridical per-
sonality takes effect on the day of its
registration with SEC and not on the
day the corporation chose and swore
in its president.
Moreover, Bacolod was already a
corporate entity long before, under the
Spanish rule. CA 326 merely changed
Bacolod’s status from town to city,
like a single proprietorship to a cor-
poration. This opinion, reportedly by
the National Historical Commission
of the Philippines, ignored the funda-
mental provision of Act 326 - “This
act takes effect upon its approval” and
it was approved, to repeat, on June 18
and not on October 19 when the city
status was inaugurated together with
the new mayor.
The problem oftentimes is the
refusal to accept the truth. No won-
der there are many historical errors
that are perpetuated because of this
mentality.
Bacolod Mayor Evelio Leonardia
corrected the error by transferring
the date of the celebration of the
Charter Day to where it legally
belongs - June 18. But RA 7724
should be amended. This is where
Congressman Greg Gasataya comes
in. He can file an amending bill. The
Bacolod Sanggunian has already
done its part by correcting this his-
torical fiasco.
Next year Bacolod will be 80
years old, a call for significant cel-
ebration. Indeed Bacolod has many
achievements to cheer about but
most importantly is doing it on a
correct date.

power spot market for the Visayas.
Gatchalian, the guest speaker of the

to Luzon or to Mindanao. The one grid sys-

Farmers need to report pest

infestations immediately – DA

ture (DA-6) Regional Field
Office urged farmers to report
incidence of pests and diseas-
es in their areas as quickly as
possible to prevent significant
damage and losses, particular-
ly during pest outbreaks.
Ryan Rasgo, OIC-chief of
the DA Regional Crop Protec-
tion Center (RCPC), empha-
sized that reporting of pest inci-
dence during critical conditions
such as pest outbreaks should
be rapid but data gathering
should be based on appropriate
protocols to ensure accuracy.
Agricultural extension
workers (AEWs) and local
farmer technicians (LFTs) of
Antique Province and some
of the DA technical staff were
trained on effective and stan-
dardized data gathering, re-
porting and validation of pest
and diseases incidence during
a workshop held on June 13 at
DA-Research Outreach Sta-
tion in Patnongon, Antique.

THE Iloilo City Council on June 13, 2017
unanimously endorsed to the Tourism In-
frastructure and Enterprise Zone Author-
ity (TIEZA) four tourism infrastructure
projects worth P77 million.
“The proposed projects are for the
improvement of tourism attractions and
destinations in the city of Iloilo for the
development and enhancement of tourism
heritage sites in the metro,” said Coun-
cilor Ely Estante, committee on construc-
tion, engineering and public works chair-
person.
Nestor Domalanta, assistant chief op-
erating officer of TIEZA Architectural
and Engineering Services Sector, said the
proposed projects are:
-Development/Improvement of La Paz
Plaza (P12 million);
-Jaro Belfry and Jaro Complex rehab;
-Development/Improvement of Are-
valo Plaza (35 million); and
-Development/Improvement of Man-
durriao Plaza (P30 million).
TIEZA officials inspected the Arevalo
Plaza in March 21-24, 2017. If approved,
the scope of works includes improvement
of Children’s Playground, rehabilitation
of Senora Dona and Sofia Reyes de Reyna
Monument, landscaping, repair of comfort
rooms, improvement of Jose Rizal monu-
ment, and construction of pathwalks.
They also inspected the Mandurriao
Plaza on the same dates. Its scope of
works include the improvement of Chil-
dren’s Playground, drainage and sewer-
age system, landscaping, rehabilitation of
Rizal Monument, parking area, basketball
and tennis courts, lighting system, walk-
ways and pathways, earthfilling of the
plaza, and construction of dressing area
at stage.
Councilor Joshua Alim welcomed the
endorsement. He said with the millions of
peso to be spent for the projects, the City
Council can now regulate the closure of
plazas to give way to fiestas, bazaars, and
other money-making activities.
Alim cited the case of Jaro Plaza, which
is closed by the Jaro ABC a month before
the February 2 Jaro Fiesta and during De-
cember, wherein a month-long bazaar is
held.
Vice Mayor Joe Espinosa III, on his
part, clarified that part of TIEZA’s re-
quirements in the improvement of the said
facilities is that plazas will no longer be
closed to the public.
“This year is probably the last time
Jaro Plaza is closed,” Espinosa said.

DBS bets PHL to be the first
ASEAN state to raise rates
THE Bangko Sentral ng Pilipinas (BSP)
is expected to raise rates during its policy
meeting in August, the first Association
of Southeast Asian Nations (ASEAN)
member that will do so, given its contin-
ued economic growth, Singapore-based
DBS Group Research said in a report.
According to the report, the BSP will
raise rates by 50 basis points (bps) this
year alone. “The BSP is set to be the first
central bank to hike rates in ASEAN,”
DBS said.
“We expect the BSP to raise its policy
rate (overnight reverse repo rate) by 25
bps to 3.25 percent at its meeting on 10
Aug ... The BSP is expected to deliver
another 25 bps hike by year-end and
pause till mid-2018,” it said.

Happening from June 16-18 at the Festive Walk Parade,
Iloilo Business Park’s Dad’s Day Thrills is a weekend-long
celebration of fatherhood that aims to give dads a treat and
allow them to enjoy for a while.

sweat it out at Dad’s Day Zumba on June 16 at 6PM. Start
the road to fitness with Zin Georey Bucana and the Philippine
Coast Guard. The action-packed Father’s Day experience
continues at 7PM with a Muay Thai and Boxing tournament.
June 17 will be a night of celebration, as families will be
treated to performances by Migo Adecer, Gil Cuerva, Rocco
Nacino and Sanya Lopez at the Festive Walk Parade.
The ultimate Father’s Day bonding awaits guests on June
18 as Iloilo Business Park officially kicks off the Sunday
Bike Ride, a campaign that aims to give bikers a hassle free
ride. Every Sunday morning, the township’s roads will be
closed to vehicles to give way to bike enthusiasts.
A vast array of car collections will also be on display at
the Festive Walk Parade on June 18. Dad’s Day Car Show
will be featuring Iloilo’s first Volkswagen owners club—the
Kaffer Club.
Festive Walk Parade is a 1.1-kilometer retail and dining
promenade in the 72-hectare Iloilo Business Park township
in Mandurriao, Iloilo City. Once completed, it will be the
longest dining and retail strip in the entire Visayas and
Mindanao.

'HabolIlonggo':

HE handloom weaving tradition
of Iloilo since the Spanish period,
which made the province the tex-
tile capital of the Philippines, travels to
Australia at this time, which in the history
of Iloilo was the country to have first im-
ported sugar from Iloilo when the textile
industry of the province declined. Perhaps
in full circle, after 500 years of textile
weaving in Iloilo, this event will rekindle
the past relationship between the Philip-
pines and Australia.
“Habol” which means in Ilonggo to
“weave” is adeptly coined in the title of
the show “HabolIlonggo” to include in-
digenous textiles such as “hablon”, “pa-
tadyong”, “jusi”, “piña” “abaca” , “sina-
may” and its contemporary kind such as
polyhemp or silk cocoon. All to be used
Iloilo to the World
purely as classical as they can be or mixed
with trendy textiles for the modern look.
For the love of Iloilo, four Ilonggo de-
signers donated their time and material
resources to mount the show. PJ Arañador
will present resort wear using patadyong,
hablon, silk cocoon and abaca polyhemp
in accessories and garments with the sea
creatures and islands foliage as a theme.
John Montinola will have its elegant
jet-set look with Iloilo’s Kahirup style in
1920’s vintage beading embellishments
on exquisite garments.
Sidney Eculla will parade red carpet
pieces using the heritage Iloilo architec-
tural details.
Jun-g Bayona Candelario will don
models in wedding ensembles with exqui-
site appliques of classical arabesques and
romantic flowers. Guest designer, a young
Ilonggo designer based in Sydney Austra-
lia, will present his take-off on hablon and
piña on special occasion wearables.
A segment on high luxe contemporary
Filipiniana by all the designers will be the
grand finale.
Australian models will walk the run-
way along with two of Iloilo’s interna-
tional models Rachel Santillan and Ria
Bolivar.
This is an exhibition of the best cre-
ations of the designers’ works in one of
the finest art galleries in Sydney, the Art
Gallery. All the designers will present
their finest selections along with a crafts
demo by seasoned weaver Connie Fa-
garita Atijon of Miagao, Iloilo. Bombette
Golez Marin directs.
