We all are aware of president's legislative, executive, administrative and judicial powers
but knowing about his real role in Indian politics throughout history is quite interesting
After the commencement of the constitution, president was considered only nominal

head.He was called'rubber stamp' or 'Golden zero'.Article 74 was also controversial that
whether president is bound to accept the advice of PM and his council of minister or it
depends on president to accept it or not.But starting Presidents like Dr.Rajendra Prasad
and Dr.Sarvepalli Radhakrishana were nominal head of government. But now President's
role has changed in all matters due to our changing political system.
I want to describe his changing role in three slots:
Appointment of PM: before 1989 there was one party dominance on Indian politics. So
there was no any difficulty in appointing PM before president.But 1989 onwards, the era of
coalition government started then no any party could get clear majority and the role of
active president started.Now president has to select the pm wisely who can win majority
and run government. First time in 1998 KR Narayanan demanded letter of support from
Atal bihari bajyapee.He got it and made government. This tradition was followed by
Dr.APJ Abdul kalam too.
President select the person whom he think can make government and run government.
2.Dismissal of government: President can dismiss the government when it comes to
minority.But KR narayanan asked Vajyepee government to win confidence votes but the
Government lost it by one vote and president dismissed the government. That time KR
naryanan was criticized for his action and called 'active president'.But that was efficient
decision in Indian politics.
3.Accepting advice of council of ministers: Three time it has happened when president did
not accept council of minister's advice.First time in 1997 when Governor recommended
dissolution of UP government and centre advised to president to do so but KR narayanan
asked the government to re think on this matter.
Second time in Bihar when Governor recommended dissolution of government but
President repeated his action.Then centre government gave up the idea of dissolving.
In august 2002 APJ Abdul kalam sent back the ordinance of centre government in which
contrary to election commission instructions to give information about criminal
background was not necessary for candidates.
We can see now the Indian president is not just ' rubber stamp' today.His position and role
both have changed.
President's activism also depend on his character eg.KRNaryanan,APJ Abdul kalam and
Pranab mukherji are the person of charismatic leaders and that's why they succeeded on
the post of President.

India . It is by Prof Balkrishna, who was asked to find out about the Role of President of
India by first President of India Dr. Rajendra Prasad. The constitution was released in
1950 and no one knew what it contained and had to be interpreted. It is slated for a
September 2015 release.

The president as is commonly known is the first citizen of india. Since we have a
Parliamentary form of government so President only has a symbolic role in Indian polity
i.e he is a de-jure head unlike the President of USA.
having said that it does not mean that our President does nothing. Infact many important
powers lie with him which he can use to bring about more fairness in the working of our
government. to illustrate some of his important functions(which actually hold some
substance):
1) he is the only authority in India who has the power to pardon the convicts on death
row. even if the accused has been convicted under a state law then also the governor of
that state can at max commute the death sentence but pardoning power lies solely with
the president
2) he has a very important power of pocket veto. the legislative procedure in india ends
with each bill turning into an act only after it has got the assent of the president. but
barring money bills and constitutional amendment bills the President can refuse to take
any action on the bill which he finds to be unsuitable for the country. this puts a check on
the hasty legislative decisions at times taken due to political considerations. infact a
precedent of such an issue is when in 1986 the then President Zail Singh exercise his pocket
veto against Indian Post Office(amendment) bill which could curtail restrictions on the
freedom of speech and expression of the press. ultimately it was dropped in 1989 when sent

back to the parliament for reconsideration.
3) although unlike the governor the President does not enjoy any constitutional discretion
but nevertheless he has some situational discretions. for instance if after general elections
none of the parties are able to garner a clear majority then he can invite the leader of the
single largest party or coalition to prove his support and get appointed as PM

these are some of some his functions but apart from these also he has certain important
duties. lastly he is the constitutional head of the country which has an immense value of
its own.
