Sub: Purchase of a Fax Machine(Panasonic) for the Office of Minister of SW.
A fax machine of Konica Minolta Model – Page Pro 1390 MF having

the facility of scanning and copying as well, installed in the room No.712-A,
connected with KTS (Samsung), is not working properly for a long time. In this
connection, it is pertinent to mention here that although these systems (Fax
machine and KTS) are under the annual maintenance contract of the M/s Konica
Minolta Ltd and Magnum Telesystem Pvt. Ltd. respectively but remains out of
order most of the time. When the engineers of the these companies are called up
for repair they put the blame on each other for non-functioning of the machine.
In this Office, numbers of important fax messages are to be transmitted and
received therefore, it is essential to keep the above machine in proper working
order.
In view of above, It is requested to purchase a simple fax

machine(Panasonic) in place of above mentioned fax machine.

Sub: Request to change the quarter at ground floor(Old type-II), Gulabi Bagh,
Delhi on humanitarian grounds.
Sir,
In continuation of my earlier letters dated 30.5.2007 and 25.11.2009(copy

enclosed) on the above noted subject but no action has been taken yet. In this
connection, it is submitted that being a 50% physically handicapped person I am
not able to climb the stairs of quarter No.1847, Type-II, Sindhora Khurd, Delhi,
where I am residing presently(handicapped certificate is also enclosed). At
present old age parents about 80 years who are living with me and also my mother
needs a separate room for her proper care and a joint family also need a more
space.
In this connection, I am to say that I have been applying for the change the
accommodation since 2005 but no action taken. Now I have been told that ground
floor quarters have not been considered in the recently concluded meeting.
In view of the above circumstances, you are humbly requested to change
the quarter at ground floor in old type-II, Gulabi Bagh, Delhi on humanitarian
grounds.

The present writ petition was filed making an allegation that respondent No. 3
had managed to obtain two flats from the DDA by filing false affidavit, which is contrary to
the scheme of DDA. One flat was obtained in his own name and another in the name of his
wife, respondent No. 4. On the last date of hearing, the complete records were perused
including the noting made by the department.
There could be no doubt about the proposition that both respondents 3 and 4
could not have been allotted separate flts . The scheme is very clear in this behalf that a
person is eligible for allotment, if he, his wife or mionor children do not own any flat.
Respondent No. 3 has filed an affidavit in these terms with the DDA.
The effect of the aforesaid is that the flat allotted subsequently is liable to be
cancelled. It may be noticed that it is not the date of registration in the scheme but it is the
date of allotment which is material since a person may register in more than one scheme.
Husband and wife may register themselves under the said scheme but cannot obtain two
allotments. Though in the present case the registration is of the wife which is subsequent
but allotment in her favour arose earlier as she was successful in the draw of lots. Thus the
flat which was allotted to respondent No. 3 is liable to be cancelled. The DDA decided to
take action against the flat allotted to Respondent No. 3. The problem arose on account of
the fact that the respondent No. 3 has sold the flat to respondent No. 5 who purchase the flat
bonafide, paid consideration and availed of loan facility. The result of the action of the
DDA would be that

I am forwarding herewith an application of Shri Jitender Singh Chauhan whose services

alongwith five other casual labourers had been discontinued on 26/05/2000. Hon’ble CAT vide its
order dated 10/9/98 had directed the Director (Social Welfare) to grant them temporary status and
regularise them on the post of Group-D with all the consequential benefits including difference of
wages in accordance with Govt. of India scheme 1993. But they were not conferred temporary status
by the Social Welfare Deptt. However, in a RTI reply dated 17/10/2007 The Department has
mentioned that there are 144 posts of Group-D employee are still vacant in the Department.
Since the Deptt. has not preferred any appeal against the order dated 10/9/98 passed by the
Hon’ble CAT, it will be appreciated if the request of Shri Jitender Singh Chauhan is considered
sympathetically to retain him in service at the earliest
