The Consultant shall approach the Design & Construction process as described below:

A. Survey & Investigation, Project Planning

(1) Provide input on the requirement for site data, information and surveys.

(2) Prepare tender documents for topographic survey, civil data and soil investigation.

(3) Arrange Geo-technical Investigations in the following manner:-

(a) Formulate programmes

(b) Prepare specifications and bid documents.
(c) Invite bids and recommend engaging the Contractor.
(d) Supervise field investigations.
(e) Plan and supervise laboratory testing.
(f) Analyze field investigation & laboratory testing data and evolve geotechnical design
parameters.
(g) Prepare and submit Report.

(4) Arrange Topographic survey, if required, in the following manner:-

(a) Prepare specifications and bid documents.

(b) Invite bids and recommend engaging the contractors.
(c) Supervise survey works.
(d) Submit topographic survey drawings after due vetting.

(5) Receive the Employer’s brief and take instructions of the Employer’s basic
requirements.

(6) Prepare the Project plan with the cost estimates in consultation with the Employer.

(7) Finalize the basic planning including the building systems and materials.

(8) Establish the quality control/ assurance objectives and concepts.

B. Detailed Architectural & Engineering Design Services

Detailed Architectural Design Services

(1) Provide input on the Project schedule throughout all Project development
stages.

(2) Receive advice on Planning, Building Code and construction practices and
incorporate these into the design.

(3) Prepare concept design incorporating the Employer’s brief & requirements.

(4) Attend co-ordination meetings/ sessions at all stages of the Project

development.

(5) Prepare all necessary Planning and Building Plan drawings for Authorities
submission and approval, and make all necessary changes, if required.

(6) Prepare all Architectural design development and detailed tender drawings.

(7) Co-ordinate with other disciplines (C&S, M&E, etc.) on the design of the building
and incorporate all necessary requirements into the Architectural design.

(8) Prepare cost estimates at various stages and specification reviews.

Detailed Civil & Structural (C&S) Engineering Design Services

(1) Prepare a foundation system of the building considering the topography of the
site.

(2) Prepare all structural design drawings and specifications for the tendering of
works.
 (3) Co-ordinate with other disciplines on the design of the building and incorporate
all necessary requirements into the structural design.

(4) Prepare cost estimates at various stages and specification reviews.

Detailed Mechanical & Electrical (M&E) Engineering Design Services

(1) Carry out detailed engineering design and calculations for all building services
including HVAC (Heating, Ventilation & Air-conditioning), Plumbing, Electrical, Fire
Protection, Vertical Transportation and Communication / Security Systems.

(2) Provide details for the development of architectural and structural designs.

(3) Co-ordinate M&E plant and equipment space.

(4) Prepare all M&E design drawings and specifications for the tendering of works.

(5) Prepare cost estimates at various stages and specification reviews.

C. Tender Documentation, Tendering, Evaluation & Award of Contract

(1) Prepare Tender Documents including Technical Specifications, Bill of Quantities and
Contract Specifications for Architectural & Engineering Works.

(2) Assist the Employer in pre-qualification process for contractors.

(3) Call Tenders on behalf of the Employer and conduct tender interviews.

(4) Evaluate tender submissions and submit final tender reports and recommendations of the
various relevant construction contracts for the Employer’s consideration.

D. Supervision Services During Construction Stage

(1) Deploy an appropriate Resident Supervision Team for the supervision/ monitoring
of the construction works. The Team would be headed by a Resident Engineer (RE) who
shall be provided following resident staff as considered necessary by the Consultant in
accordance with the construction activities during the construction phase of the Project:-

(1) Assistant Resident Engineer

(2) Site Engineer (Civil)
(3) Site Engineer (E&M)
(4) Site Supervisor (Civil)

The team shall also be supported by other personnel in accordance with the construction
schedule, as considered necessary by the Consultant to undertake the assignment. The
resident site staff shall be appointed by the Consultant with due approvals from the
Employer and shall take instructions from the Consultant. However, members of the
Resident Supervision Team shall be removed / replaced if so instructed by the Employer.

(2) Monitor the progress of the Project and help the Employer in Project cash flow
management.

(3) Ensure contract work’s compliance with specifications and quality objectives.

(4) Provide contract administration services.

(5) Check and ensure that the Contractors maintain effective contractual
requirements for Insurance and Bankers Guarantees for performance bond, etc.
(6) .

(6) Formulate procedure for issuing site instructions

(7) Provide design office support during construction.

(8) Arrange Periodic site visits of Architects and Engineers, from the Design Office, to
oversee all the important milestones and stages of the construction.

(9) During construction, provide clarification on design drawings and issue supplementary
details to the Contractors.

(10) Review and approve all mock-ups, materials and color submitted by the Contractor
pertaining to Architectural works.
(11) Where required, review any necessary submissions by the Contractors.
 (12) Supervise in testing & commissioning of the complete M&E systems.

(13) Check contractor’s bills/ claims.

(14) Check and review variations.

(15) Prepare and recommend to the Employer for settlement of all variations and final
accounts for building works and related sub-contract works to arrive at final building
costs.

E. Review / Preparation of Completion Document

(1) Scrutinize and verify the as-built drawings prepared by the Contractors.

(2) Issue Completion Certificate after satisfactory completion of contract works and
restoration of defects by contractors, if any.

(3) Handing over the completion/ construction documents to the Employer.

F. Liaison with Specialist Consultants

The Consultant shall liaise with and incorporate into their design the requirements of all
appointed specialist consultants/suppliers to ensure provision of all necessary services.
