1.0 SCOPE
This specification defines minimum technical requirements for design, materials, fabrication,
inspection, and testing of liquid transportation pipelines.
This document covers “cross-country” piping/product transportation. It does not address facility or
plant piplines.

3.0 GENERAL
General conditions shall comply with the following:
1. Pipelines shall be designed, fabricated, installed, inspected and tested in accordance with the
ASME B31.4 piping code.
2. Pipelines shall satisfy the requirements of DOT 49 CFR 195.

3. Pipelines shall be installed below grade with the following exceptions:


a. Overhead crossings of highways, railroads, or a body of water.
b. Spans over ditches and gullies.
c. Scraper traps or block valves.
d. Areas under the direct control of the operator.
e. In any area inaccessible to the public.
f. As otherwise authorized by the Owner.
4. Pipeline materials shall comply with NACE MR0175 if exposed to a sour environment as
defined by that reference.
5. The internal and external design pressure and temperature of piping shall be determined con-
sidering, but not limited to, the following conditions:
a. Normal operations including pigging.
b. Start-up operations, including any start-up procedure, operation or routing.
c. Shut-down operations, including shut-down procedures, operations, pump out, etc.
d. Switching operations, including any cyclic or spare pump switching, etc.
e. Equipment bypassing.
f. Turndown operations.
g. Pump shut-off (deadhead) pressure.
h. Any control valve in fully open or fully closed position.
i. Any block valve in fully open or fully closed position, except for locked or car-sealed
valves.
j. Equipment trip or shut-down.
k. Upset conditions including surge or water hammer.
l. Maintenance, repair and/or purging procedures.
m. Solar temperature effects.
n. Elevation changes.

4.0 PIPING LINE SPECIFICATIONS (PLS)

4.1 General
Purchaser’s set of standard PLS (see appendices to this specification) that define piping material
requirements for most conditions normally involved in processing and transporting petroleum and
related products shall form the base specifications for piping materials.

4.2 Selection
1. PLS shall be tentatively selected from Table 1 on pg 18, based on:
a. Physical makeup of flowing medium.
b. Design pressure and temperature of flowing medium.
c. Type of material required.

d. Corrosion allowance.
2. After tentative selection of PLS, application shall be verified as follows in accordance with the
Pressure/Temperature Table included in selected PLS:
a. Design conditions shall not exceed maximum pressure limitation.
b. If PLS shows a minimum pressure, design conditions shall be greater than minimum pres-
sure indicated.

4.3 Specification Identification

4.3.1 PLS Naming Convention


PLS shall be identified by a combination of designators:
1. An eight-character field followed by a hyphen.
2. A user defined free field if required to describe the technical features of the specification fol-
lowed by a hyphen.
3. A two-character field to differentiate between similar line classes.
A complete description of all designators is given in the following sections. The example here
shows how the designators are assembled and the table explains the resulting meaning:

4.4 Preparation of New Specifications


1. If no PLS exists for a particular service condition, a specification shall be prepared to meet
Purchaser's standard PLS format.
2. New specifications shall be identified in same manner as Purchaser PLS.
3. Numbers for new specifications shall be requested from Purchaser as obtained from Pur-
chaser's maintained master log of assigned numbers.
4. New specifications shall be subject to Purchaser approval.

4.5 Service Symbols


1. To simplify process flow diagram (PFD) and other data notation, service symbols have been
assigned to designate various fluids and/or services.
2. Table 1 on page 21 contains Piping Line Specifications (PLS) arranged alphabetically by ser-
vice symbol.
3. Table 2 on page 22 contains an index of service symbols.

4.6 Alternate Specification Format and Valve Markings


1. If specifically approved, Supplier’s piping specification format and valve markings may be
used.
2. Alternate format and markings shall comply with the following:
a. Content of specification shall be equivalent to and meet intent of Purchaser specification.
b. Specification shall be cross-referenced to and identified with equivalent Purchaser specifi-
cation.
3. As part of project data, an index shall be provided that shows equivalent Purchaser valve
marks for each Supplier valve mark used.

5.0 LINE SIZING

5.1 General
1. Lines shall be sized for the most economical overall design.
2. Effects of line loss, pump characteristics, equipment and control valve pressure drops shall be
considered.
3. Final design shall be based on largest total pressure drop consistent with economy, ease of
operation, and noise abatement.

5.2 Sizing Criteria


1. Unless limited otherwise, maximum line velocity shall be governed by such factors as erosion
and noise.
2. Apparent velocities of vapor-liquid mixtures shall not exceed:

3. Surging in two-phase mixture (e.g., vapor-liquid) lines shall be prevented. Vertical risers shall
be avoided or minimized and shall not be pocketed.
4. Unless otherwise specified, line size shall be in accordance with API 14E.

5.3 Specific Services

5.3.1 Water Lines


1. Pressure drop in water lines may be computed on the basis of API 14E, with total pres-
sure drop consistent with available head.
2. Velocity of Suction Lines
a. Service conditions below 150°F and below 5000 gpm shall conform to general
criteria in API 14E.
b. For flow rates of 5000 to 30,000 gpm, individual pump or branch suction shall be
limited to 5 fps. Common suction header shall be limited to 3 fps.
c. For flow rates greater than 30,000 gpm, appropriate velocity shall be determined
by engineering analysis.
3. Velocity of Discharge Lines
a. Lines less NPS 18, except intermittent service, shall be limited to 7 fps.
b. Lines greater than or equal to NPS 18 shall be limited to 9 fps.

5.3.2 Pressure Safety Valve (PSV) Lines


1. Line Sizing
a. The upstream and downstream line shall be sized based on the rated capacity of
the PSV.
b. To avoid valve chattering the upstream line shall be sized such that the pressure
loss is below 3% of valve set pressure.
c. Pilot operated valves can tolerate a higher inlet-pipe pressure loss when the pilot
senses the system's pressure at a point that is not affected by inlet-pipe pressure
drop.
d. The upstream line size should be at least equal to the PSV inlet nozzle size.
2. Back Pressure

a. The maximum back pressure on PSVs should be determined by consulting API


520/521.
b. Normally the maximum back pressure on a spring loaded PSV is 10% of set point.
c. The backpressure on a bellows type conventional PSV may be limited by the bel-
lows design pressure.
d. If the backpressure on a PSV goes above 30-50% of set pressure the flow in the
PSV may become subsonic. This is normally not advisable, as the flow through
the PSV becomes unstable. For special applications it may be acceptable, but then
after due consideration of all aspects.
3. Velocity
a. Maximum flowing velocity in the lines downstream of the PSVs to the first sub-
header, shall in general be less than 0.7 Mach.
b. For the PSVs where the outlet velocity is higher, a reducer shall be installed as
close as possible to the PSV to increase line size and hence limit the velocity to
max 0.7 Mach downstream of the reducer.
c. Nevertheless, the actual back pressure at the PSV outlet and in the block valve
shall be checked to be consistent with back pressure limitations.

6.0 SELECTION AND LIMITATION

6.1 Pipe

6.1.1 General
1. Table 3 on page 23 lists commonly used metallic pipe materials, and permissible alter-
nates. Materials listed are those generally included in PLS.
2. Standard pipe sizes are shown in Tables 4 through 10.
3. Suitable pipe materials and/or additional wall thickness to combat corrosion shall be
selected on basis of design conditions.
4. Carbon steel NPS 1-1/2 and smaller shall be seamless.
5. Piping materials shall comply with PPL-MS-1050-WELD.

6.1.2 Material
1. Unless approved by Owner, line pipe shall not have specified minimum yield strength
greater than 52 KSI.
2. Pipe located in a right of way easement that is not inspected or maintained by Pur-
chaser, such as a pipeline company line, shall be exempt from limitations of paragraph
1 if the following conditions are met:
a. Wall thickness complies with prevailing ASME Code requirements.
b. Design shall allow for surge pressure resulting from closing of valves.
c. Corrosion allowance shall be at least 0.05 inch (1.27 mm).
3. Materials for specific services shall be selected in accordance with Table 3 on
page 23.
4. Pipe material shall be new.

6.1.3 Corrosion Allowance


1. Corrosion allowances listed below shall be applied in pipe wall thickness calculations
for all cases as a minimum:

2. A reduction of a few thousands of an inch that would allow use of a lighter pipe sched-
ule shall be considered.
3. Use of corrosion allowances not listed above shall be subject to Purchaser review.
4. Corrosion allowance may be internal or external of pipe wall thickness.

6.1.4 Minimum Allowable Pipe Schedule

6.1.5 Pipe Size


1. Lines shall not be NPS 3/8, 1-1/4, 2-1/2, 3-1/2, or 5.
2. Availability of piping components shall be a consideration for sizes larger than NPS
24. Use of sizes in 6-inch increments (30, 36, 42, 48, etc.) shall be the recommended
practice.

6.1.6 Pipe Wall Thickness


1. ASME B36.10M shall be used for carbon and low alloy pipe schedules.
2. For convenience, the MAOP for several materials has been listed in Tables 4 through
10. If wall thickness needs to be calculated, such calculations shall be based on actual
design conditions of line involved, not specification table limit.

6.1.7 Pipe Nipples


Standardized commercial threaded carbon steel pipe nipples NPS 1 and smaller shall be
ASTM A106 or API 5L seamless, grade B.

6.1.8 Pipe Lengths


It is recommended that pipe shall be provided in double random lengths.

6.1.9 Pipe Thread Lubricant


Pipe thread lubricant shall be NEVER-SEEZ Pipe Compound or equivalent.

6.2 Valves

6.2.1 Selection
1. Valves NPS 1-1/2 and smaller shall satisfy the requirements of API STD 602.
2. Valves NPS 2 and larger shall satisfy the requirements of API SPEC 6D and be
marked with the API monogram.
3. Valves on lines subject to pigging shall be full port.
4. Block valves, as a minimum, shall be provided as follows:
a. On the suction end and discharge end of a pump station that permits isolation of
the pump station
b. On each line entering or leaving a breakout storage tank area that permits isolation
of the breakout storage tank area
c. On each mainline at locations along the pipeline system that will minimize dam-
age or pollution from accidental liquid discharge
d. On each lateral takeoff from a trunk line that permits shutting off the lateral with-
out interrupting flow in the trunk line
e. On each side of a water crossing that is more than 100 feet wide from high-water
mark to high-water mark
f. On each side of a reservoir holding water that is meant for human consumption

6.2.2 End Connections


End connections for valves shall be socket welded for NPS 1-1/2 and smaller, and flanged
for NPS 2 and larger.

6.2.3 Identification
1. Flanged facings shall be identified in accordance with Section 6.5.7.
2. Valves shall be identified and described by numerical-alphabetical mark. Mark shall
be used on PLS, drawings, requisitions, and purchase orders.
3. Valves in services not included in PLS shall have full description that shall be subject
to Purchaser approval. Owner will assign suitable mark.
4. Valves with approved alternate marks as described in Section 4.6 shall be tagged or
marked with Suppliers valve mark.

6.2.4 Control Valve Bypass Valve


1. Valve in bypass lines around control valves shall be specified as block valves.
2. Valve shall not be throttling type.

6.3 Fittings

6.3.1 Butt-Weld Fittings


1. Carbon steel, grade WPB, welding fittings shall comply with ASME B16.9 and
ASTM A234.
2. Carbon steel, grade WPHY, welding fittings shall comply with ASME B16.9 and
ASTM A860.

6.3.2 Socket Weld and Threaded End Fittings


1. Carbon steel socket weld and threaded fittings shall comply with ASME B16.11 and
ASTM A 105. Reinforced 90 degree branch outlet fittings shall comply with MSS
SP-97 and ASTM A105.
2. 3000# threaded and socket weld fittings shall be used in Class 600 and lower.
3. 6000# threaded and socket weld fittings shall be used in Class 900 and higher.
4. Forged steel pipe unions utilizing a spiral wound gasket for sealing (Nicholson Uni-
flex or equal) may be used for hard to hold services, such as steam. Such unions may
be considered for applications in which ground joint pipe unions are currently used.

6.3.3 Tubing Fittings


Tubing fittings shall be compression type.

6.3.4 Branch Connections


1. Threaded couplings shall not be welded into lines to form branch connections.
2. Branch connections with stub-in welded connections, welding tees, or reinforced
branch outlet fittings, such as weldolets, sockolets (forged only), or socket weld cou-
plings, shall be equally acceptable.

3. Stub-in welded connections, reinforced as required, shall be specified for branch con-
nections, except as follows:
a. Only welding tees or self-reinforced fittings shall be used in Class 600 and higher
pressure piping.
b. Definite information is available to justify the economical choice of commercial
fittings.
c. Spacing of branch connections will not permit reinforcing of multiple openings.
d. NPS 1-1/2 and smaller forged commercial fittings, such as socket weld couplings,
Weld-o-lets, or Sock-o-lets, may be used for welded branch connections from
welded headers NPS 2 and larger for convenience of shipment of fabricated pip-
ing.
4. Branch reinforcement shall comply as follows:
a. Branch reinforcement shall be calculated in accordance with ASME B31.4 piping
code.

6.3.5 Elbows
1. Short radius welding elbows shall not be used.
2. Miter elbows shall not be used.
3. Pipe bends shall satisfy the requirements of PFI ES-24.
4. Induction pipe bends shall satisfy the requirements of PPL-MS-4737-B.

6.4 Small Size Connections

6.4.1 General
1. Tables 11 and 12 outline limitations on small size connections to lines and equip-
ment.
2. General service is shown in Table 11.
3. General instrument service is shown in Table 12.

6.4.2 Thickness and Size


1. Except as specified in paragraphs 4 through 6, thickness of pipe or nozzle, new and
uncorroded, shall not be less than that specified in Table 11 and 12.
2. Pipe thicknesses shall include conventional corrosion allowances. However, consider-
ation shall be given to service conditions to be met with respect to pressures, tempera-
tures, and corrosion allowances desired to ensure thickness of pipe specified is
adequate.
3. Minimum thickness specified shall apply to minimum size requirements. For connec-
tions larger than minimum size, thickness shall be that specified on piping specifica-
tion for sizes involved.
4. If minimum size specified exceeds size of piping to which it connects, connection
shall be same size as header. In such cases, minimum thickness to first block valve
shall be:
a. Schedule 160 for sizes NPS 1/2 and larger.

b. Schedule 80 for sizes NPS 3/8 and smaller.


5. Supplier's standardized equipment that would require redesign and/or physical modifi-
cation to comply with specified minimum sizes shall have largest size connection pos-
sible.
6. If tapped vent and drain bosses on pump cases are required to be piped, minimum
thickness to first block valve shall be:
a. Schedule 160 for sizes NPS 1/2 and larger.
b. Schedule 80 for sizes NPS 3/8 and smaller.
7. Size and type connections for drains, vents, gland cooling, etc., on turbines and pumps
may be Supplier's standard. Minimum thickness of pipe between connection and first
block valve shall be:
a. Schedule 160 for sizes NPS 1/2 and larger.
b. Schedule 80 for sizes NPS 3/8 and smaller.
8. Unless larger sizes are specified on drawings or required for special reasons, mini-
mum sizes specified shall be used.

6.5 Flanges

6.5.1 General
1. Flange ratings shall be selected in accordance with design conditions.
2. Unless specified otherwise flanges shall be raised face.
3. For steel flanges:
a. Flanges NPS 24 and smaller shall comply with ASME B16.5.
b. Flanges larger than NPS 24 shall comply with ASME B16.47 Series A unless
matching vessel and/or equipment flanges are Series B.
c. API flanges shall comply with API 6A.
4. Cast iron flanges shall not be permitted.

6.5.2 Slip-On Flanges


Use of welding type slip-on flanges shall be limited as follows:
1. API 5L Grade B pipelines.
2. Pressure-temperature conditions not to exceed Class 300 ASME B16.5 flange ratings.
3. Non-cyclic service.
4. Non-erosive service.
5. Maintenance and repair.

6.5.3 Weld Neck Flanges


Weld neck flanges shall be required adjacent to butt-weld fittings and if slip-on flanges,
socket weld flanges, lap joint flanges, and threaded flanges are not permitted.

6.5.4 Socket Weld Flanges


Socket weld flanges shall not be allowed.

6.5.5 Threaded Flanges


Threaded flanges shall not be allowed.

6.5.6 Orifice Flanges


1. Orifice flanges in all pressure classes shall be weld neck type.
2. Orifice flanges shall comply with ASME B16.36, except that Class 900 and higher
flanges shall have NPS 3/4 taps.

6.5.7 Facing and Finish


1. If ring joint facing is required, grooves shall be flat bottom in accordance with ASME
B16.5.
2. Gasket surface finish for raised face flanges shall comply with ASME B16.5 or
ASME B16.47.

6.5.8 Special Piping Joints


Special piping joints shall be subject to Purchaser approval.

6.6 Blinds

6.6.1 Operational
1. Operational blinds shall be selected to match mating flanges in facing and rating.
Material shall have equivalent chemical characteristics.
2. Operational blinds including skillet blinds, shall comply with API 590 and the follow-
ing:
a. Figure 8 blanks shall be specified if weights are 150 pounds or less. Separate pad-
dle blanks and spacers shall be specified if figure 8 blank weight exceeds 150
pounds. Figure 8 blinds greater than 150 pounds in weight may be used at owners
discretion for ease of maintenance and access to blinds in the field. (This is so that
the blinds won't get lost when repairs are required and knowing that crane will be
required to roll blind.)
b. Paddle blanks and spacers shall have U-shaped, 5/8-inch bar stock lifting lugs
attached with full penetration welds. Lugs shall be long enough to provide clear-
ance for inserting/removing paddle in flange assemblies.
c. Ring joint blinds shall be male, octagonal ring type.
d. Blinds for flanges greater than NPS 24 shall be designed for actual line design
conditions to mate with specified flanges (ASME B16.47 series A or B).

6.6.2 Test Blinds


1. Test blinds shall be:
a. Carbon steel.

b. Suitable for either flange hydrostatic test pressure in accordance with ASME
B16.5, API 6D or specific required test pressure.
2. Operational blinds may be used for testing.

6.7 Flange Gaskets

6.7.1 General
1. Nonmetallic flat gaskets shall comply with ASME B16.21.
2. Spiral wound and double jacketed corrugated gaskets shall comply with ASME
B16.20.
3. Gaskets for API flanges shall comply with API 6A.

6.7.2 Selection of Gasket Type


1. Unless approved otherwise by Owner, gaskets used with ASME flanged joints shall be
spiral wound 316L SS, flexible graphite filled, with solid carbon steel centering ring.
2. Gaskets used with API flanged joints shall comply with API 6A.

6.8 Flange Bolting

6.8.1 Selection of Bolting Type


1. Bolts shall comply with ASTM A193 Grade B7.
2. Nuts shall comply with ASTM A194 Grade 2H.

6.8.2 Bolt Thread Lubricant


Bolt thread lubricant shall be NEVER-SEEZ Regular Grade or equivalent.

6.8.3 Bolt Lengths


Bolt lengths shall comply with flange specification.

6.9 Instrument Piping


Selection and limitations of instrument piping components beyond instrument connection block
valve and for primary flow elements, control valve assemblies, pressure safety valves, thermocou-
ples, and temperature well nozzles shall comply with applicable instrument specification.

6.10 Minimum Size Connections


1. Size, thickness of pipe, and type of construction of small connections to piping and equipment
between connection attachment and first block valve shall comply with PLS and specifications
for other equipment.
2. New specifications or special cases and equipment not included in Purchaser specifications
shall comply with Section 6.4.

7.0 FABRICATION, EXAMINATION AND PRESSURE TESTING

7.1 Fabrication
Fabrication shall comply with ASME B31.4.

01 Where "Calc" is shown, the pressure limit may be lower than full flange rating.
02 All Butt-welded component thickness shall match pipe thickness.
03 Threaded joints are permitted only at outlet of vent and drain valves, at hydrostatic connections, at outlet of instrument take-off valves and to
match equipment.
05 Integrally reinforced branch connections are permitted outside the sizes shown in the branch connection tables for special applications (e.g.,
hot tap connections, etc.). Designer shall check PWHT requirements.
06 T/SW valves shall be used only for vent, drain, and instrument connections.
08 Full port valves shall be used when indicated on the P&ID.
09 Pressure and temperature may be limited. Refer to manufacturer's restrictions.
11 Provide flat face flanges adjacent to flat face equipment nozzles.
