I have probable cause to believe that 1. Louzader (Name of Suspect), NOTE: In the case of Vitins and/or Witnesses, please use their initials only fo comply with OSCA security requirements did commit the crime of animal abuse by: Multiple deceased cats and kittens were reported found in St. Charles County on or near Wild Deer Lane between January 1, 2019 and May 9, 2019. A subsequest investigation revealed that on May 6, 2019 a male subject in a white four door Toyota Camry was seen dumping a dead cat from a bag of water near 11 Wild Deer Lane. A deceased cat and 3 mutilated kittens were located. Zaine Louzader was identified as driving a car fitting the description. Louzader was contacted at 9 Deer Lane. During a post Miranda interview, Louzader admitted to killing multiple cats between January 2019 and May 9, 2019. Louzader would respond to Craigslist ads via email of individuals selling or giving away kittens or adult cats. After buying or picking up the free cats, Louzader would take the animals back to 9 Wild Deer Lane where he would strangle or stomp on the heads of the cats in the bathtub or backyard patio. He further stated, after killing the cats, he dismembered some by removing the heads or cutting off the limbs. He would discard the cats in the streets around 9 Wild Deer Lane. ‘While speaking with Louzader, I observed several scratches on each of his forearms, hands, fingers and wrist. Initially, Louzader claimed that an elderly female patient at the hospital he works at, scratched him but the seratches were not consistent with scratches made by human fingernails. When he was asked if there was someone at the hospital, we could contact to verify his story he changed his story and stated the scratches were from cats trying to flee while he was strangling them. He believed those scratches were from the last cat he strangled on Sunday, 05-05-2019. On February 26, 2019 Louzader obtained a cat from C.S. and on February 27, 2019 the cat was found deceased at 1] Wild Deer Lane, the cat was wet and had severe head trauma consistent with Louzader's statements of how he was killing cats. 2, DRUG CASES ONLY: The lab report confirmed the substance to be: (substance(s) type), and weighed (if applicable), ‘NOTE: IN ORDER FOR A JUDGE 70 ISSUE A WARRANT ON A MISDEMEANOR CHARGE THE BELOW INFORMATION IN SECTION THREE MUST BE COMPLETED IF APPLICABLE.
