RULES AND REGULATIONS FOR PARTICIPATION

1. OBJECTIVE

The objective of the National Safety Council of India (NSCI) Safety Awards-2018: Construction Sector is
to recognize and encourage excellence in Occupational Health and Safety Management Systems in
Project Construction activities. The Awards are based on the Safety Performance and OHS Management
Systems followed On-Site by the establishments during the assessment period of one year previous to
the Award Year.

2. DEFINITIONS

a) The short title of these Rules shall be “NSCI Safety Awards-2018: Construction Sector”.
b) ”Assessment Period” means the calendar year previous to the Awards Year. The Assessment
Period for the Awards Year -2018 is the calendar year-2017.
c) “Awards Committee” means the Committee constituted by the Board for scrutinising and assessing
the Applications received from the establishments of the Construction Companies employing building
workers for the Awards.
d) “Award Year” means the calendar year for which the Applications are invited . i.e .Calendar
Year 2018
e) “Board” means the Board of Governors of the Council.
f) “BOCW Act” means the Building and Other Construction Workers‟ (Regulation of Employment and
Conditions of Service) Act, 1996.
g) “Chairman” means the Chairman of the Council.
h) “Company” means a Company as defined in Section 3 of the Companies Act, 1956.
i) “Council” means the National Safety Council of India.
j) “Director General” means the Director General of the Council.
k) “Establishment” shall have the same meaning as assigned to it in clause (j) of sub-section (1) of
Section 2 of the BOCW Act, 1996.

3. ELIGIBILITY

 Any establishment registered under the Building and Other Construction Workers (Regulation of Employment and
Conditions of Service) Act, 1996 [BOCW (RECS) Act, 1996] for executing “building and other construction work” as
defined under this Act and employed 100 or more building workers in the project for at least 240 days during the
Assessment Period
Or
Any contractor, licensed under the Contract Labour (Regulation and Abolition) Act 1970, for executing “building and
other construction work” as defined under the BOCW (RECS) Act, 1996 and employed 100 or more building workers
in the project for at least 240 days during assessment period.
Or

Any establishment registered under the Contract Labour (Regulation and Abolition) Act 1970, for executing “building
and other construction work” as defined under the BOCW (RECS) Act, 1996 and employed 100 or more building
workers in the project for at least 240 days during assessment period.

 No establishment is eligible to participate in the NSCI Safety Awards contest, if there was any
CONVICTION for any violation of safety and health provision under the BOCW (RECS) Act, 1996 and
Rules there under or other applicable Statutes during the Assessment Period.

 The establishment in which an accident occurs, in which multiple fatalities / injuries or major damage to
property or the environment either during the assessment period or subsequent period till the Awards
Function is held, that establishment will be disqualified for getting any Safety Award.

4. Companies may apply for any number of their separately registered establishments in separate
application forms.

5. The Construction activities are categorized in two groups according to the nature of the construction
activities for the Award purpose as follows:

A) Buildings Residential, Commercial (Educational, Hospital, Malls, Offices, Hotel, IT Hub etc.)

B) Non- Streets, Roads, Railways, Tramways, Airfields, Irrigation, Drainage, Embarkment & Navigation
Buildings Work, Flood Control Work, Generation, Transmission and Distribution of Power, Water Work,
Oil & Gas Installation, Electric lines, Wireless, radio, television, telephone, telegraph and
overseas communication, Dams, canals, resrvoirs, watercourses, Tunnels, Bridges, Viaduct,
Aquaducts, Pipelines, Towers, Cooling towers, Transmission towers, Factory, any other not
covered above.

6. LEVEL, NAME, NUMBER OF AWARDS AND PRIZES –GROUP WISE


The Awards are categorised into four levels, viz

Notes: 1)The minimum qualifying score is 70%. 2) Awards would be given to the client of the Award winning establishment also.

7. ASSESSMENT PROCESS
(a) The information furnished in the Application will be assessed and points awarded.
(b) Based on the above assessment, Awards Committee would invite selected Establishments to make
presentation by a multi-disciplinary team comprise of at least 3 senior level persons of which one
each should be from Project executed and Safety department, preferably led by the Project In-
charge and one Senior Representative from Client Organisation.
(c) Visits will be made to a few establishments for further assessment, if necessary. During the field visit
by the Team of Experts from NSC, besides the employer / owner, the sub-contractors should also be
present.
(d) The final list will be prepared on the basis of above stages of assessment.

(a) Constitution: The Awards Committee will be constituted by the Board for the assessment

Instruction for submission and filling-up of the Application Form

1. The application form can be downloaded from NSC website <www.nsc.org.in> or obtained from NSC office
by paying the prescribed form fees. The fees can be paid by credit/debit card though NSC website or
sending the demand draft in favour of National Safety Council payable at Mumbai.

2. Please read the „Rules and Regulations‟ and „Instructions for Submission and filling-up of the Application
Form‟

3. The Application duly completed in all respects should be submitted in a sealed cover superscribing
“NSCI Safety Awards - 2018” (Construction Sector) to the Director General, National Safety Council,
Plot No. 98-A, Sector 15, Institutional Area, CBD Belapur, Navi Mumbai - 400 614 by 31st May,
2018.The following points to be observed while filling up the Application:

i) Provide specific information related to the question/ item and avoid unnecessary details or philosophical
explanation.
ii) Clarity of language and presentation are essential and care should be taken to avoid unnecessary
technical terminology and duplication.
iii) Define all abbreviations.
iv) All attached documents, including annexures, shall include only information which most meaningfully and
directly provides supporting evidence for statements made in the application. Photographs, if included,
should have captions, clearly stating the specific features relevant to the item of the application.
v) Missing or irrelevant information and statements made without supporting evidence may negatively affect
quality and scoring.
vi) All the pages of the application including the attachments should be serially numbered. The application
preferably should not contain more than 350 pages (including annexures).
vii) Each Application should be accompanied by the duly signed checklist attached along with the
Application Form as Appendix.

4. One hard copy (duly signed) and one electronic copy (in the form of CD/DVD) of the Application form should
be submitted in NSC office along with the applicable fee before the last date of submission. The hard copy
should be well bound and the electronic copy should be in PDF form.

5. The Construction Sectors are grouped in two groups for the Award purpose as follows:

Based on the nature of the Construction activities, its application would be considered for the Awards in
respective group as mentioned above.

6. The Application should be signed by both the Site-Incharge of establishment and authorized representative of
the client.

7. Application incomplete in any respects or not accompanied by the Checklist in Appendix, necessary
information and not signed by authorized representative of the client and Site incharge are liable to
be rejected.

8. The duly filled-in Application should be sent along with a Crossed Demand Draft drawn in favour of the
"NATIONAL SAFETY COUNCIL", payable at Mumbai/Navi Mumbai. The Processing fee is NON-
REFUNDABLE. The Processing fee is Rs. 18,000/- plus 18 % GST in case of NSC Corporate Members
and Rs. 22,000/- plus 18 % GST in case of Non-Member.

NSC will also accept payment by Credit/Debit card through NSC website and electronic transfer. Relevant
particulars for electronic transfer are as follows:

26.2 Explain the arrangements in the establishment for safe use of electricity.

27. Explain the system followed for selection, inspection, maintenance and use of portable power tools.

28. Explain the system for selection, issue and use of Personal Protective Equipments. (Attach a list of PPE‟s
being used).

29. Working at Height

29.1 Explain the system followed for carrying out work at height safely by the establishment.

29.2 Describe in brief the inspection and maintenance procedure followed for different types of Scaffolds,
Shuttering and Ladders used by the establishment.

30. Describe the system followed for storage, transportation, handling and use of explosives, gases and other
flammable materials.

31. Explain the procedure that the establishment adapted to carryout excavation work.

32. What is the procedure followed by the establishment for carrying out the drilling and blasting activities?

etc. Give a brief resume of literature prepared and disseminated for the purpose.
