2.0 INTRODUCTION OF PROJECT /BACKGROUND INFORMATION


2.1 Brief about the Project and Project Proponent

M/s. Mars Ecogreen services Pvt. Ltd. proposes to erect and operate a Common Effluent
Treatment Plant of 150 KLD at Plot no. 15/B-3 at Jigani Industrial Area, Anekal Taluk ,
Bangalore South district, Karnataka. Catering to the small and medium industries void of any
treatment of their effluents. And in turn provide water treated to reuse standards for the industrial
needs except being used for potable use.

2.2 Background of the Project Proponent.


M/s. Mars Ecogreen services P v t . Ltd. was i n c o r p o r a t e d a s a p r i v a t e l i m i t e d u n d e r
the certificate o f incorporation issued by the Ministry of Corporate
affairs, G O I on 5-10-17, under the companies act 2013(18 of 2013) and
the company is limited by shares, the Corporate Identification No. is
U 7 4 9 9 9 K A 2 0 1 7 P T C 1 0 6 9 4 3 to cater the need of the treatment of effluents from Metal
working, Metal finishing industries of small, medium and large sizes, Pharmaceuticals, Herbal
extracts, Battery reconditioners and various other Chemical, Bio tech, paint, solvents, printing
and resin based industries who are in need to treat their effluent, but have no in house capacity
and also industries having problems with high BOD and COD needing treatment. Being not
able to set up an effective ETP and also Solar based evaporation stills not being viable, and the
Multi level evaporators being exorbitantly beyond the reach of such industries, the need to set
up a CETP is totally justified
The Technology being adopted to treat the effluents is the anaerobic degradation of concentrated
COD and BOD. This Technology i s highly popular and trusted a s it is environmental
friendly. The modus of operandi is to employ tankers of different capacity to collect and
transport wastewater from different industries. and based on the different composition and
quality of the effluent we analyze the same in our fully equipped laboratory being set up to
match the standards set by NABL ,CPCB & KSPCB and the appropriate course of treatment
is adopted to achieve the needed reuse standards of treated water.

Mode of operation.

1. Effluent collection.
We propose to have a fleet of Vehicles of capacities 6.0Kl to 20.0 Kl with epoxy coated bullets
and tanks and equipped with chemical resistant pumping gears to enable collection of effluents
from the generating Industries with the motto being ― YOU PRODUCE AND LEAVE THE
WASTE TO US‖, The norms govern ring the Handling and Transportation of Hazardous
wastes will be strictly Adhered to and we shall use utmost care in the Transfer of the collected
effluents to Epoxy lined Collection tanks of various capacities from 10Kl to 100 kl suiting the
different streams of effluent ,namely Alkali, Acids, Heavy metals, Electroplating effluents,
Cyanides, Biological, Chrome and other varied effluents generated by the respective industries.
The vehicles will be fitted with GPRS tracking nodes and we will constantly monitor the vehicle
movements and schedules.

TREATMENT PROCESS

The effluents are segregated based on their inherent qualities and Specific treatments are carried
out in batch and continuous process depending on the nature of effluent by adopting
automated systems. The plant has been designed to use the natural gradient for flow of
effluents by gravity thus achieving a saving in consumption of power. Automatic sequential
process control is achieved through continuous indication of Ph levels at every stage of the
treatment.

The plant will be fully equipped with a tertiary treatment facility backed by RO and multistage
evaporator for removal of excess dissolved solids. (We have the civil structure in place to erect
the ML evaporator, Photo attached)Treated water is thereafter used for non potable purposes like
gardening and in-house processes. Multi stage de-watering process is adopted to ensure compacting
of the sludge generated during the process and thereafter transported to TSDF as per KSPCB
guidelines.

With a total storage capacity of over 300000 liters, MARS is committed to the concept of
recycling and reuse with the objective of waste minimization.
Our in house state of art laboratory shall be used to continuousl y
analyze the effluent quality, nature and appropriate treatment
methods shall be adopted, and the treated water will be judiciously
analyzed for the standards governing the reuse parameters set by the
KSPCB & CPCB and only then the water shall be supplied to the end
user. We are installing an complex and reliable ON LINE
MONITORING SYSTEM which constantly reflect the performance
parameters of the plant.

Nature of the Project
The proposed project is an innovative and the only kind of common effluent treatment plant for
effluents generated from small and medium scale industries located in and around the JIGANI
Industrial Area, Veerasandra industrial area, Athibele industrial area, Electronic city, Harohalli
industrial areas of 1st, II nd and the newly implemented IIIrd phase, Bidadi Industrial area,
Magadi industrial areas, and Doddaballapur industrial area. The industrial areas of Bangalore
urban, Bangalore Rural, and Ramanagara districts will be catered and the industries located in
these areas will be given an excellent, Professional service to treat their effluents and procure
treated water for the secondary uses and save on their resources and water requirements.

It is to be noted that a Majority of the water based processing units are located in the industrial
areas of Harohalli, Bidadi and Magadi, and the small and medium industries will be willing to
give their effluents for treatment, whereas the industries located in the industrial areas of Jigani,
Athibele, electronic city will be welcome to procure treated water compiling to the stringent
REUSE STANDARDS and will be relieved of their shortage of water for their secondary
processes.

We envisage this ARC OF INDUSTRIAL BELT as our source of activity and economic viability
Need for the project
 Disposal of treated effluent and sludge becomes more organized
 Reduced burden of various regulatory authorities in ensuring pollution control requirements.
 Small scale Industries cannot afford fully fledged treatment facility
 Saving in operating and capital cost of treatment plant
 Neutralization and equalization of heterogeneous waste makes its treatment techno-
economically viable.
 Availability of land is difficult for individuals units to set ETP
 Professional and trained staff can be made available at CETP
 Treated water will be a crucial Resource saving option for the Industries.

2.3 Importance to the Country and Region


M/s MARS ECOGREEN SERVICES PVT LTD is being s e t up with a socio – economic
vision to bring the much needed awareness amongst industries to check industrial Pollution.
We will go to the door step of the ailing industries with effluents to be disposed and
collect effluents from across a vast spectrum of the industry for treatment at our proposed state-
of –the art plant. Spread over 4050sqmts of land in the heart of JIGANI industrial area,
Bangalore, catering to effluents disposal activity from several small, medium and large scale
industries around Bangalore urban, Bangalore Rural, and Ramanagara districts for treatment at
our proposed CETP thereby enabling the industries to f a c i l i t a t e better management of the
industrial waste waters Acids, Alkalis, chemicals, Textile dyeing, washing and
processing, Cyanide, Chrome, Rinse and Biological waste. Domestic wastes The Proposed
CETP will also help to the upcoming industries to treat the effluent and safe disposal of the
industrial Effluent.

Following are the major benefits of the project:


 It will minimize the pollution load on environment.
 Compliance with prescribed regulatory norms which in turn avert the risk of closure on
account of violation of rules
 Waste Water can be neutralized by waste water itself where ever feasible
 The management of Waste water is relatively easier & economically viable at CETP facility.
 Cost of Laboratory analysis is less at common facility
 In absence of expertise or availability of less expertise this route is confirmed to be most
viable and easy to monitor
 Operational cost is less compare to individual unit
 Better occupational health and safety at individual industry level

PROJECT DESCRIPTION
Type of Project

Proposed Project is setting up of a state of the art Common Effluent Treatment Plant of150
KLD in phases of 50kld and 100kld located at plot #15/B-2, Jigani I n d u s t r i a l Area,
Anekal Taluk, & Bangalore South District, Karnataka by M/s. M/s MARS ECOGREEN
SERVICES PVT. LIMITED. The proposed project is for treatment of the Effluent generated
from Jigani Industrial area and surrounds. Project location of the proposed project is given as
above.

Alternative Site Consideration.


The currently selected site is very appropriately chosen for this activity and no other site was
examined to set up the proposed 300 kld CETP.
The uniqueness of the location is its position in the Centre of the Industrial Arc covering the
industrials areas of Bangalore Urban, Bangalore Rural and Ramanagara districts and the
detailed vendor lists are being prepared along with the MOUs to be implicate d between the
industries and our firm is in full swing.

Proposed CETP Project is situated in Notified Industrial area under Karnataka Industrial Area
Development Board. The project site is situated in p l o t # 1 5 / B - 3 o f J i g a n i Industrial
Area, Anekal Taluk, Bangalore South District, Karnataka. The site was originally allotted to
M/s. Poornashree Chemicals and the Same was handed over to MARS Ecogreen Services Pvt
Ltd on an rental agreement( the MOU for rental Is attached). for development of CETP Project.
As the project site already identified for Industrial development, no alternative sites were
considered.

3.0 SIZE/MAGNITUDE OF THE PROJECT

Proposed project is for proposed d e s i g n , construction, erection, commissioning and


operation & maintenance of CETP from of 300 KLD Capacity. Total plot area allotted for
proposed expansion project is 4040sqmts. Total Buildup area will be 1400Sqmts and 33 % of
total plot area shall be secured for Green Belt Development.

The d i f f e r e n t c a t e g o r i e s o f c o n t r i b u t i n g industries a r e b r o a d l y
classified as below and the quantum of effluents generated is be
classified and data obtained will enable us in the functioning of
t h e C E T P n a m e l y Pharmaceutical, Herbal Extraction, Food/Beverage, Animal nutrition,
Formulations, Paint Industry ,Metal working, Resin/Pigment ,Water Treatment ( R O rejects) and
electroplating, chemicals, textile printing, dyeing and washing and more so the effluents with
very high TDS will be collected.

The design consideration and the rationale is more so aptly described in the following pages in
this document
5.1. Proposed Infrastructure
(i) Industrial Area (Processing Area).
Out of the 4040 sqmts the units will be located in 1400 sqmts comprising of
holding tanks, clarifiers, treatment units, filter press, ACF and PSF units
(ii) Residential Area (Non Processing Area).
There will be a laboratory, office block, workers rest rooms and other stores
compressing of 150sqmts
(iii) Green Belt.
33% of the 4040sqmts area will be dedicated for greenery
(iv) Social Infrastructure.
Since we do not envisage the employment of female workers we are not
Providing any crèche facility, however there will be a eat out space for the
12 employees we are hiring, since ours is a very small unit we do not need
sports and other recreational facilities
(v) Connectivity (Traffic and Transportation Road/
Rail/Metro/Water ways etc)
Since the plant is located in a bustling industrial area the road transport is
very well developed and there are no rail services, and we will have our
own transport to ferry the labour.
(vi) Drinking Water Management (Source & Supply of Water)
Our need for drinking water is very meager and we will provide clean
drinking water from the Panchayath managed R O drinking water cisterns
located in the vicinity, our drinking water requirement will be only about
200 Lts per day
(vii) Sewerage System.
There is a very well laid out UGC facility existing in the industrial area
(viii) Industrial Waste Management.
We are not into manufacturing hence we may not generate any industrial
wastes
(i) Solid Waste Management.
Sludge is the only solid waste generated in our unit and the same shall be
used as manure or sent to the TDSF facility.
(ii) Power Requirement & Supply / source
We need 65kva for our operations and we gave a load sanction of 78kva
from BESCOM.

Total water requirement in the project is -3.5 KLD.. Treated water will be fit for re-use for
non potable uses like Gardening, Flushing Toilets, and Vehicle washing or any other non-
potable industrial uses/to meet disposal standards for natural Nala. And the sludge disposed
as manure in gardening and agricultural use.

Power and Fuel Requirement


Total power requirement for proposed project is 65KW. Required power is already
sanctioned f r o m BESCOM (sanction letter is attached for ref) a 63KVA DG will also be
provided for as backup source in case of power failure.

Area Requirement
Total plot area allotted for proposed expansion project is 4040sqmts. Total Buildup area will be
1500Sq mts and 33 % of total plot area shall be secured for Green Belt Development.

Regulatory Framework
As per the Schedule attached to the EIA Notification, 2006 and its amendment in 2009 the
proposed expansion project is covered under Project or Activity of 7(h), namely ―Common
Effluent Treatment Plants‖, requires prior Environmental Clearance (EC). It is categorized as
Category B and requiring Environmental Clearance from the State Environmental Impact
Assessment Authority (SEIAA).

3.1 Landform, Land use and Land Ownership


Proposed expansion project is located in Notified Industrial area i.e. jigani Industrial area,
A n e k a l Taluk and Bangalore South district, Karnataka. Presently the area is plain with
few ground floras. As the area already being used for Industrial purpose, no change in land use
will be occurred.

3.2 Topography
The district has two unique Topographical terrains—Bangalore North district and the
Bangalore South d i s t r i c t . The Bangalore North district is a relatively more level plateau
and lies between an average of 839 to 962 meters above sea level. The middle of the district has
a prominent ridge running NNE-SSW. There are gentle slopes and valleys on either side of
this ridge. The low-lying area is marked by a series of water tanks varying in size from a
small pond to those of considerable extent, but all fairly shallow.
The topography of district is flat except for a central ridge running NNE-SSW. The Bangalore
South district h a s an uneven landscape with intermingling hills and valleys. The southern
and western portions of the city consist of a topology of granite and gneissic masses. The
eastern portion is a plane, with rare minor undulations.
The rock types prevalent in the district belong to the Saugar, Charnokite and Peninsular
Gneissic Complex (PGC) groups. The PGC is the dominant group of rocks and covers two-
thirds of the area and includes granites, gneisses and migmatites.
3.3 Climatology
Due to its high elevation, district usually enjoys a more moderate climate throughout the
year, although occasional heat waves can make summer somewhat uncomfortable. The
coolest month is December with an average low temperature of 15.4 °C (59.7 °F) and the
hottest month is April with an average high temperature of 36 °C (97 °F). The highest
temperature ever recorded in Bangalore is
38.9 °C (102 °F) (recorded in March 1931). However, the suburbs of Bangalore recorded
temperatures as high as 41 °C (106 °F) which are now part of present-day Bangalore. The
lowest ever recorded is 7.8 °C (46 °F) (recorded in January 1884). Winter temperatures rarely
drop below 12 °C (54 °F), and summer temperatures seldom exceed 37 °C (99 °F). Bangalore
receives rainfall from both the northeast and the southwest monsoons and the wettest months
are September, October and August, in that order. The summer heat is moderated by fairly
frequent thunderstorms, which occasionally cause power outages and local flooding.

PLANNING BRIEF
Planning Concept
It has been summarized that a CETP to be constructed to treat Effluent from Jigani
Industrial Area. The Proposed treatment scheme includes Pre Treatment, physical &
Chemical Treatment, Biological Treatment, Tertiary Treatment, Ultra filtration & Sterilization
by UV sterilizer
/ Chlorination, and Reverse Osmosis (RO) and finally disposal of treatment effluent and
handling of Sludge.

b. DESCRIPTION OF THE CETP FACILITY
The purpose of the CETP is to treat the effluent from various industries. The CETP is
designed to treat a total of 150 KLD of biodegradable effluent and 150 KLD of non-
biodegradable effluent. Biodegradable and non-degradable effluents received from the member
industries will be 300 m3/d and captive generation of biodegradable and non- bio degradable
effluents from the proposed industry will be 12 m3/d and 2 m3/d, respectively.
c. SOURCE OF BIO-DEGRADABLE AND NON BIO-DEGRADABLE EFFLUENT
The industries which are likely to supply bio-degradable effluents are listed below.
i. Textile Industries
ii. Pharmaceuticals & Formulation
iii. Chemical Plants
iv. Food processing
v. Electro Plating industries etc.

The non bio-degradable effluents are mainly supplied from electroplating industries and
other industries generating toxic wastes & high TDS wastes.

d. CHARACTERISATION OF EFFLUENT
The effluents brought from the various industries are segregated based on their
characteristics and categorized into bio-degradable and non bio- degradable for the
convenience of treatment and disposal. They are treated to the irrigation standards. The
characteristics of combined effluents are given in Table-1.1.

Bio-degradable effluent can be treated by conventional methods such as


neutralization, clarification, anaerobic and aerobic methods to irrigation standards and
utilized in greenery development. The treatment scheme is presented below. The flow
diagram of the proposed effluent treatment scheme is given in Figure-1.1.
Non bio- degradable effluent has high TDS and is mainly contaminated with
inorganic matter. Treatment of effluent containing inorganic species is highly involved. It
is advantageous to concentrate the effluent by methods such as forced evaporation. The
concentrated effluent can be crystallized, dried in open yard and then disposed to
authorized agency for reprocessing and disposal. The flow diagram of the proposed
treatment scheme is given in Figure-1.2.

1.4.2 TREATMENT SCHEME FOR BIO-DEGRADABLE EFFLUENT


The ETP Plant has been designed based on SQ-EAS (Sequential Extended Aeration System.)
SBR.
SQ-EAS is an advanced Sequential Batch Reactor (S.B.R) technology for removing
dissolved and suspended organic materials including biological nutrient removal.

SQ-EAS process is a fully automatic, simple to operate, time based biological


treatment system that responds to flow and load variations which is easily expanded and
produces a high quality treated water. The processes of biological oxidation, nitrification,
denitrification, phosphorus removal and liquids/solids separation are achieved
continuously in a single tank. The SQ-EAS process, a variant of the activated sludge
process, operates on the continuous inflow and batch outflow principle. The processes in
SBR all the unit operations such as aeration, settling and decantation occur sequentially, on a
cyclic basis and are controlled by a PLC.
The raw effluent will flow by gravity to equalization tank prior to which it will pass through
oil and grease trap. Trapped oil and grease is collected by scooping manually. In an
equalization tank, course bubble diffuser will be provided for, mixing of effluent; the
effluent from equalization tank will be drawn using pumps at a constant rate and sent into
reaction tank where alkali will be added into the effluent for pH adjustment. For
coagulation Alum polyelectrolyte chemical will be dosed for flocculation. The effluent
from reaction tank will flow by gravity into a settling tank where primary sludge will be
separated and clarified effluent will overflow into nutrient tank cum anaerobic feed tank,
where sufficient amount of nutrient will be dosed, if required. The effluent will then be
pumped at constant rate to anaerobic digester.

The effluent from nutrient tank cum anaerobic feed tank will be treated using Attached
Growth Anaerobic Process in an Up flow Fixed-Film Anaerobic Digester. Required
quantity of nutrients, micronutrients will be added in the nutrient tank before pumping it
into anaerobic digester. The flushed sludge from the digester (done only when packing is
clogged) will be taken to sludge holding Tank.
The digested effluent will be collected in a sump where it is mixed with misc. effluents
generated at the proposed plant itself and 135 m3/d of condensate water received from multi
effect evaporator. The mixed effluent, 300 m3/d is then sent to 2 Stage Aeration tank
designed based on advanced state-of-the-art sequential batch reactor (SBR*) technology for
secondary biological treatment. Treated effluent from SBR tank is collected in filter feed sump.
The clarified water finally passed through pressure sand filter & activated carbon filter
having charged with activated carbon to remove the odor. Finally the treated effluent which
meets the prescribed standards of KSPCB will be discharged to land.
The sludge from primary settling tank and waste biological sludge from Anaerobic Digester&
SBR tank will be collected in sludge holding tank. The collected sludge will be dewatered
using Sludge Drying Bed. Biological Sludge can be used as manure.

Treated water is suitable for irrigation utilisation. Rain fed & cultivated lands are
present within 1 to 12 km from the site. The industry proposes to dispose the treated
effluent (300 m3/d) for irrigation of the agriculture lands for cultivation of crops such as
sugarcane, Ragi, maize etc. The treated water can also be used for greenery development
in the factory premises, in the manufacture of hollow concrete blocks (Eco blocks) and also
to meet trade water requirement.

1.4.3 TREATMENT SCHEME FOR NON BIO-DEGRADABLE EFFLUENT

Non bio-degradable effluent 141 m3/d will be collected in equalization cum receiving sump
of 12hrs hold up capacity. The effluent is then pumped to neutralizer where lime is added
to neutralize the effluent. The neutralized effluent will then be collected in intermediate
sump & then pumped to multiple effect evaporators where it is concentrated from 6 % to 50
% solids content. This results in to 12 m3/d concentrate and 135 m3/d condensate water.
Condensate water from MEE, 135 m3/d is moderately contaminated with BOD & COD
due to carry over. This is treated with bio-degradable effluent. The concentrate 12 m3/d
will be crystallized by cooling and filtered to separate solids. The filtrate (9 m3/d) will be
recycled to evaporator. The filter cake (0.9 T/d with 20 % moisture) contains mainly
inorganic matter. This will be subjected to atmospheric drying. The dried mass 0.9 T/d with
20 % moisture is sent to authorized agency for reprocessing and disposal.

1.4.4 TREATMENT SCHEME FOR DOMESTIC EFFLUENT, 2.0 KL /Day


2000ltr of domestic effluent discharged is taken to collection pond and pumped to 1st
Aeration tank of bio-degradable ETP.

SAFETY PROVISION IN THE PROPOSED PROJECT
Safety takes the main focal point in running the CETP, The CETP and staff
block occupy around 1/3rd of the area, where as other 2/3rd is covered by green patch.
Substantial manpower and money is required in maintaining the aesthetic beauty of the
industry. Special attention is given to the working community to take care of their
health and safety aspects. All employees are covered under E.S.I. in the treatment unit
they are provided with safety goggles, safety shoes, safety gloves, safety masks,
safety belts and safety ear muffs. Monthly training sessions are conducted to educate
them about the health hazards, and usage of PPE’s.

Each section of the plant is equipped with fire extinguishing device of appropriate
nature. In the chemical preparation, workers handling acid or alkali are provided with
gloves, masks, goggles in addition to all other equipments.

Building & Work Spaces:


 Adequate space will be provided for equipment repair and removal
 Equipment maintenance slope will be set up with appropriate safety provisions
for hazards associated with maintenance activities
 Laboratory with adequate entry & exit gate
 Provision for safe collection of samples will be provided
 Lightning protection will be provided

 Medium and high voltage cables will be completely enclosed in either conduit

REHABILITATION AND RESETTLEMENT (R & R) PLAN

R&R has not been found relevant for the proposed p r o j e c t as there would not be
any temporary or permanent displacement of the native inhabitants since the project
site located within the notified Industrial area of jigani Industrial area. Hence no R & R
is applicable for the project.

PROJECT BENEFIT
The project will be an Boon to the Ailing Small and Medium sector industries
giving them the PANACEA to the Bane of Setting up of an dedicated Effluent
Treatment plant and maintaining the same
The cost implications and the technology involved to treat the effluents are high and
many a industry are skeptical in setting up the same and thereby failing to comply our
stringent E P A rules, envisaging this need the proposed CETP project will benefit the
industries and the environment tremendously.
It can be noted that there are a large number of Industries located in the industrial areas
of Harohalli, Bidadi, Ramanagara, and Magadi are water based due to the fact that the
availability of water is not an impediment, whereas those located in the Industrial belts
of Jigani, Athibele, Electronic city ,Veerasandra, and the surrounds are parched for
water and are mainly dependent on external water supplies.
The CETP can cater to the needs of the industries by supplying Treated water
confirming to the stringent REUSE standards set by the Apex monitoring agency i.e.
the KSPCB, The usage of treated water will tremendously reduce the burden on the
precious natural resource being exploited by the industries.
The secondary usage of water in the areas of Granite cutting and polishing, Boiler feed,
cooling towers, irrigation of the Garden areas, Toilet flushing, watering for dust
suppression and many fold usages will drastically improve the depletion of the
precious natural resources and not depriving the basic needs of MAN.

Analysis of proposal (Final Recommendations)

Financial and social benefits with special emphasis on the benefit to the local
people including tribal population, if any, in the area.
Project will create direct & indirect employment opportunities within the surrounding
region. Unit will use good faith efforts to employ local people from the nearby
villages depending upon the availability of skilled & un-skilled man-power

surrounding the project site. In operation phase, the proposed project would require
significant workforce of non-technical and technical persons. Migration of highly
education and skilled experience will result in increase of literacy in the surrounding
villages.

The project scores very high on the NEED BASED CRITERION and hence deserves all
the Encouragement and facilitation for Implementation.
