The proposed constitutional initiative relates to: It relates to prohibiting the legislative assembly from submitting certain amendments to Article Ill of the state’s constitution or within seven years to a constitutional amendment previously approved by the voters. Dustin Gawrylow of Bismarck is the ch: .erson of the sponsoring committee. Attached is a copy of the proposed petition, which contains a list of the 25 sponsoring committee members, and a time line related to the process. The Secretary of State and Attorney General have five to seven business days to draft a petition iitle. This short and concise statement must fairly represent the measure and must be included on the petition circulated for the signatures of qualified electors. The patition title will be provided to the sponsoring committee no earlier than Tuesday, June 4, 2019, nor later than Thursday, June 6, 2019. It relates to prohibiting the legislative assembly from submiting certain amendments to Article Ill of the state's constitution or within seven years to a constitutional amendment previously approved by the voters. According to Section 16.1-01-09 of the North Dakota Century Code (N.D.C.C.), “Upon receipt of a petition to initiate or refer a measure, the secretary of state shall draft a short and concise statement that fairly represents the measure.
