 President’s Report
The purpose of the annual meeting is to announce the results of our Election for the Board of
Directors and provide information concerning the state of the Association. It is my privilege to
give you an overview of our community’s health. It is with a great deal of pride and confidence
that, on behalf of the Board, I thank and congratulate our staff for their commitment during the
past year. Our Maintenance Department works hard year round. I think all would agree that our
winters have their challenges, our staff overcomes Holiday and weekend storms and now they
are beginning the spring and summer chores which present their own challenges. Thank you,
Jason and the maintenance staff for all you do. Of course, the Association could not operate
efficiently without our administrative staff. Thanks to Joe Poma, our Property Manager, for his
continued efforts to maintain a financially stable Association. His legal knowledge is a real asset
and it has facilitated our successful collection rate. Here are a few interesting facts:

x Our Maintenance staff received, and completed slightly over 800 service requests.
x Our receivables or outstanding assessments account; with the exception of 4 units, that
account for over half of the receivables balance, would otherwise be in the high $20,000
range as we work toward resolution rather than foreclosure or litigation. Once resolved,
the balance will continue to be at its lowest levels since the late 1990’s or far prior to the
mortgage crisis.
x Over the last year, Joe has sent 14 Notices of Intent to file liens or commenced collection
actions that resulted in payment.
x Joe has also filed 15 actual liens and releases of lien that have yielded payment. For the
last 10 years, he has made several trips per month from Northville to the Register of
Deeds in downtown Detroit using his own vehicle and gasoline, and continues to do so,
without mileage reimbursement or cost to the residents of Highland Lakes.

Additionally, we are privileged to have such dedicated workers as Sharon our Bookkeeper,
Emily, Records and Publications Assistant, and Terry our Lead Receptionist, with Alexis and
Aishia, both Secretary Receptionists. Our Life Guard Staff continue to provide many pool related
activities including watching out for everyone’s safety which proved to be lifesaving last season.
The following committees play an ongoing role in the quality of life in our community: (in no
particular order) Clubhouse, Grounds, Court Liaison, Herald, Ecology, Pool, Community Social,
Engineering, and Finance. It is evident that all committees work for the common good. The RV
and Tennis Committees require less time, but also are important, as are organizations such as the
Women’s Club, euchre and pinochle groups, and the crafters. Thanks to all of you who assist in
projects and activities and devote your time and expertise when needed. One of the factors that
have made Highland Lakes unique among condominium developments is our self-management
and the participation of the Co-Owners, which contributes to our quality of life and the control of
costs. Over the years we have seen membership in our committees decline, and the Association

still faces a challenge to encourage new members to discover the rewards of contributing to the
activities in their community. We must remember our community is 48 years old. If we intend to
preserve our property values, we must stay involved. The Board of Directors has faced many
difficult decisions in our efforts to maintain and improve our buildings, roads, and grounds. Our
paving project is well underway with 3-4 years remaining in the project and look around, we are
wrapping up the Clubhouse Renovation project, thank you to everyone that was involved,
including the Clubhouse Committee, Rob Berlin & Associates and Ilio Alessandri. Most recently
the Association has embarked in further improvement of our infrastructure with the adoption of a
Vinyl Siding Project. An Ad-Hoc Committee was appointed and they met together monthly to
discuss the many aspects of this project, not including their personal time that they devoted to
learning about our needs. We are starting with our first building across the street from the
Clubhouse; watch the Herald for further updates in the upcoming months.

Thanks to Rosemary and Elaine for serving as Inspectors of the Election this year. In conclusion,
I would like to express my gratitude to my fellow Board members, Committees and Staff.
Without their dedication and concern for the welfare of this Association, Highland Lakes would
not be what it is. Thanks to all of the community, past and present Board Members for the
privilege of serving on your Board and being a part of this Association.

2. Dartmouth Court will need a permanent court liaison.

3. Corral trash carts – test carts

It was reported that trash carts should be placed in the 3 test courts within the week. Test courts include Mann Court, Rich-
ards Court and Iron Gate Court. The liaisons for those courts should let their court residents know about the new carts and
their use. The test is designed to minimize loose trash, keep away pests, keep the corrals neater and see if the carts are a viable
alternative for the future.

4. A request was made for people to let Joe Poma know if there are any areas of raised concrete slabs that could be trip hazards.

5. The recent theft of tires from a car in the clubhouse parking lot was announced.

6. Trash Talk
Judy Nakdimen reported that the first 6 trash talk flyers are ready to be laminated and placed on the gates of the trash corrals,
rotating them with new ones on a monthly basis. The first six were all previously published in the Herald. Ideas for future
subjects were encouraged and should be brought to the next meeting.

7. New Business
Diane Pittaway announced that the MSU extension service is presenting a program on May 30th at the Northville Commu-
nity Center that is open to all. The program will include preserving water, rain gardens, and sustainable gardens as topics.
There is an $8 registration fee.

Remember the Community Garage Sale is scheduled for May 17th & 18th.

1. On June 4th, we are having a presentation on hummingbirds! How to attract them and enjoy them in our yards. This will be
an enjoyable and informational meeting - so come and enjoy!

2. The woods along the lake that we have been restoring is going to be on the Greater Northville Garden Walk this year. We
discussed how we wanted the project to be described on the ticket for the attendees and Yvonne agreed to write the final
version.

3. We discussed the different options for getting to the woods on the day of, and there are 4. We are looking for volunteers
to guide garden attendees toward the woods. It is on July 10th, a Wednesday afternoon. Any and all help is appreciated.

 Mulch the Right way…….Not the Volcano Way!

Mulching, or incorrect mulching,

can kill your trees. A mulch
volcano causes too much
moisture to build up around the
root ball. This can lead to fungus,
rot and decay and ultimately lead
to the trees death.

Scarry Mulch Volcano!

The proper way to mulch is to allow the base of the tree to be expose. The flare at the base
of the trunk needs to be free from mulch in order for the tree to “breathe”. This allows the
moisture to escape, preventing the growth of fungus and minimizing rot and decay.

 Fireworks Update
A new law, House Bill 5939, has significantly reduced the number of days one can
shoot off fireworks, from 30 days to 12 days. While the initial law allowed people
to light fireworks around federal holidays, the new measure has limited displays to
these dates:
x Dec. 31 until 1 AM on Jan. 1st.
x Saturday and Sunday, immediately after Memorial Day, until 11:45 PM on
each of those days.
x June 29th to July 4th until 11:45 PM on each of those days.
x July 5th, if it is a Friday or Saturday, until 11:45 PM.
x Saturday and Sunday immediately after Labor Day until 11:45 PM on each
of those days.
Dec. 31 until 1 a.m. on Jan. 1.

The fine for lighting off your fireworks on non-designated days has also gone up.
Last year, you were given a $500 fine if you were caught. This year, the fine is
now $1,000, half of which will go to local law enforcement.
This law only allows you to use Fireworks on the property that belongs to you, or
property that you have permission to do so on.

Please keep in mind that the use of Fireworks is not allowed on property within
Highland Lakes Condominium Association. This includes all Patios, yards, open
common areas including beach areas, streets, and courts. These are rules for the
safety of all co-owners.

POOL RULES AND REGULATIONS
1. Only Members in good standing with a current H.L.C.A. ID, with annual sticker, and
their accompanied guests may use the pools.
2. Absolutely NO pool usage until Lifeguards are on duty and indicate the pool is safe to
use.
3. Everyone must shower before entering the pool and shower again after the application
of lotions and/or oils prior to re-entering the pool.
4. Only one person on the diving board at a time.
5. Children in the wading pool must be supervised by an adult within the wading pool
enclosure.
6. No loitering in the shower or locker rooms.
7. No eating, no drinking (except water in plastic bottles) within the pool enclosure. No
smoking, including E-Cigarettes in the pool area or on the terrace. All disposable
smoking materials must be extinguished in receptacles provided for that purpose prior
to entering the pool area and the terrace. Smoking areas are immediately outside the
front doors of the Clubhouse, the north side door of the Clubhouse, and outside the
gate leading to pool area
8. No shoes in the pool enclosure.
9. No running or rough playing.
10. No glass containers of any type at the pool or terrace.
11. Children under 10 must be accompanied by an adult.
12. Children 10 to 12 years of age must be accompanied by an adult unless they have
passed the swim test and received a Dolphin Patch.
13. Children fewer than 42 inches in height must be in direct custody of an adult while in
the large pool. Exception: A child wearing an U.S.C.G. (United States Coast Guard)
approved life vest may swim, while being supervised by an adult within the pool
enclosure.
14. Only U.S. Coast Guard approved and labeled floatation devices are allowed.

 POOL PASS (EXTRA GUEST / PARTY) POLICY

June 9, 2016

As approved by the Board of Directors:

We all enjoy having friends and family at our beautiful Highland Lakes pool. In order to provide a
pleasant experience for everyone, we have to practice certain rules. The following rules ensure that the
pool terrace will have adequate room for co-owners and guests to relax and enjoy.

x Each unit is entitled to bring up to four (4) guests on any given day, in addition to the residents in
the unit. All occupants in the unit must be registered on the census form, located in the
clubhouse, and have a current pool pass.
x In the case of a rental unit, the co-owner (s) may retain the rights to the pool or turn them over to
the renter (s).
x The Property Manager may hand out passes on an unlimited basis for one or two extra guests
without it being defined as a gathering.
x A co-owner may request a special pass, not to exceed 15 people total, including the co-owner,
from the Property Manager. Passes will be approved if the number of people for each pass does
not exceed 15.

Passes for the Weekend:

x Weekend passes must be obtained during the hours of 9:00am – 5:00pm, Monday through Friday.
x Only one (1) party or gathering pass will be approved for any given weekend day. A party or
gathering is defined as any total number of people between 10 and 15.
x No party or gathering passes will be issued for major holidays or on days that conflict with Pool
or Community Social Committee events.
