‘This is to initially inform you of the conduct of Mock Elections on January
19, 2019 in connection with the May 13, 2019 National ‘and Local Elections. AS
tothe areas involved in the said activity, please see attached advance coPy of the
Operational Plan.
Please start the ball rolling so to speak, through the conduct of
coordinating conferences with the following:
Department of Education;
Philippine National Police;
‘Armed Forces of the Philippines; and
Citizens’ Arms.

OBJECTIVES

‘To test and ensure the security features, accuracy, functional capability
and integrity of:
Voters Registration Verification System (VRVS);
Voting and Counting Machines (VCMs);
Transmission devices; and
Consolidation and Canvassing System (CCS)

To simulate the conduct of electoral activities from deployment of election
materials, supplies and equipment, voting, consolidation and canvassing
until the transmission of results; and
To strengthen public awareness, confidence and acceptance on the
Automated Election System (AES).
WORKING COMMITTEES

Steering Committee shall have over-all control and supervision on the
preparation and conduct of Mock Elections.
2. Project Management Office (PMO) shall monitor the activities of the
different committees to ensure that schedules are being met and
recommend necessary measures to the Steering Committee.
3. Project Control Group (PCG) shall be in-charge of the risk management,
timelines, amendment to orders, information on security, quality control,
and financial and administrative support.
. Field Operations Group (FOG) shall have the following functions:
a, Serve as lead group;
b. Coordinate all administrative, operational, technical, financial and
logistical preparations;
c. Draft the Mock Elections’ Operational Plan and submit it for approval
of the En Banc,
d. Brief the Working Committees and other Departments and personnel
involved on the approved Operational Plan;
e. Disseminate the approved Operational Plan to the Regional Election
Directors (REDs), Provincial Election Supervisors (PESs) and Election
Officers (EOs) in the areas covered;
1[P acCoordinate, through the Committee on Ban of Firearms and
Security Personnel, the security requirements of the activity with
the City/Municipal /Provincial/Regional Joint Security Coordinating
Centers (JSCC), Philippine National Police/Armed Forces of the
Philippines (PNP/AFP) and the Department of Education (DepEd)
National Directorate;
Coordinate with the concerned EOs and DepEd representatives, the
preparation of public schools as voting centers, and canvassing
venues and the designation of public school teachers as members of
the Electoral Boards (BBs) pursuant to Resolution No. 10194! dated
September 7, 2016;
Update the Steering Committee from time to time on the status of
the preparation;
Provide the necessary support in the deployment of poll workers,
other personnel, VCMs and its paraphernalia, election forms,
documents and supplies;
Monitor and supervise the preparation and conduct of Mock
Elections; and
Prepare and submit a final and post assessment report to the En
Banc through the Steering Committee.
6. Technology Group shall have the following functions:

Prepare the protocol for the operation and troubleshooting of VCMs
and CCS;
Assign personnel who will serve as CCS operators;
Serve as trainers for VCM and CCS operations and Technical
Support Personnel;
Provide the required number of VCMs and their components;
Provide all the necessary technical preparations and support; and
Print the EDCVLs and PCVLs for the activity.
7. Bids and Awards Committee (BAC) shall be responsible for the
procurement of the necessary election materials and supplies.
8. Printing Committee shall print and provide the required number of test
ballots and other election forms, materials and supplies.
9. Packing and Shipping Committee (PSC/ASD shall deploy the VCMs and
its paraphernalia, election forms, documents and supplies in coordination
with other Working Committees, concerned REDs, PESs and EOs.
10. Finance Services Department (FSD) shall provide and release the
necessary funding through the designated FOG Special Disbursement
Officer (SDO), as per approved budget, to defray the following expenditures:
a. Honorarium of the members of the EBs and Technical Support
Personnel;
b, Travel, food and accommodation, and communication allowances;
