CHAPTER 1

BACKGROUND

Tonota council is located along A1 road in Tonota it was promoted into being a sub council in 2005 after
being under Tutume sub council all the past years. the main reason of promoting Tonota sub council was
that the population of Tonota was growing everyday and the demand for the services was high, so there
was a need to bring government services and information to people and to curb the distance travelled
by customers to Tutume to get services another reason was to promote cost-effective, integrated ,
efficient and sustainable service provision. Tonota council serves 11 villages

To facilitate the delivery of effective local government, basic infrastructure and social services by
creating a suitable environment that enhances improvement of living standards of people in the district

ORGAINISATIONAL STRUCTURE

Visually shows the relationship among the people among the people or positions in a company.
Providing a printout of the organizational structure to employment
Tonota sub-council is made up of two wings being the political wing and the administrative wing. The
political wing is headed by the council chairman Mr. Anderson Moalosi with 11 councilors who link the
community with the council. The administrative wing is headed by the Senior Assistant Council
Secretary (SACS).

There are 24 departments in the council and they are headed by heads of departments. The following is
a list of all the departments in the council and their units.

The following shows the management structure of Tonota sub-council that in every department the
structure Is as follows

ECONOMIC PLANNING UNIT-

Economic planning department was my host during my training at Tonota sub council it serves as a
mother to all departments as it is where all expenses and budgets are accounted for.

MANDATE OF THE DEPARTMENT

To coordinate implementation of Government projects and programs and monitor budget

AIM

To plan, monitor and evaluate implementation of development projects in the sub district.

OBJECTIVES

-To monitor and ensure timely implementation of the district development plan

-To carry out inspection of all ongoing development projects, Ipelegeng projects and recurrent projects

To consolidate and dispatch financial and physical progress reports on quarterly basis

To attend to all relevant council committee meetings and advice on issues relating to development
project implementation.

To attend all relevant development committees at the district headquarters

To prepare briefing notes for dignitaries visiting the Sub - District.

ASSIGNED ROUTINE DUTIES AT THE COOPERATE SERVICES (ECONOMIC PLANNING UNIT

The following were the duties i was assigned to...


-Committing and updating ledgers using the Microsoft excel

-Attending relevant committee meetings

-Project monitoring

-reconciling ledgers

-compiling reports and minutes and distributing to relevant authorities.

The gap existing between theory and practice concerning my study program is that we as students
pursuing Economic we are taught to be financial literate whereas the attachment prepares us to work in
a particular environment. For this gap to be closed students pursuing Economics should come up with
new strategically ideas which can give them a chance to understand the conceptual aspects of
Economics and also to get a knowledge of what is expected of them in the cooperate world.

From my assigned duties i was able to achieve the following

Learned how to process the payment systems for workers

How to reconcile

i have also learnt how to plan

NOTABLE CHANGES THAT THE ORGANISATION HAS WENT THROUGH

Tonota sub council was operating using a small structure which was used as a clinic to offer services and
in 2011 the council was offered a plot where the constructed their own infrastructure so there is enough
office space. The council had only about 300 employees whereas now there are more than 500
employees under the council which indicates that the council is growing and also the management
structure has changed in a way that when the council started operating the council secretary was the
head for all departments compared to current management structure in which all the 24 departments
each has its own head of department. Once more the council had only 10 units as compared to 24
existing.

I as a student have acquired a lot during my stay in Tonota council I now understand what is expected in
me to be a first class employee be it personally or practically.

BENEFITS OR IMPACTS OF ATTACHMENT

TO HOST DEPARTMENT

(a) Additional manpower the department of Finance can take the opportunities to approach and
identify potential talents through assessing their real work performance in the organization.
Admission of attaché helps the organization by reducing the work load of the employees. The
department that offered me a place to training also benefited from this exercise as I provided
extra manpower therefore the day to day activities ran smoothly even though there was a
challenge of staff shortage it could not be realized because i was always there to do the work.

(b) Fresh initiatives


Attaches assist in coming up with fresh initiatives of how to carry out the work, doing of researches from
the knowledge gained at school. They can also obtain fresh ideas from the creative and energetic young
talent .The new ideas which the students introduce help to re-shape the department.

TO THE ORGANIZATION

The program provides a sustainable, flexible and effective channel to source and select talents to meet
their short and/or long term manpower need. The organization can take the opportunities to approach
and identify potential talents through assessing their real work performance at the company. They can
also obtain fresh ideas from the creative and energetic young talents. In a longer-run, organisation will
promote a good corporate social responsible image and groom younger generations for a sustainable
workforce for the society.

It is Cost free

Intake of attaches is an advantage to the organization as it is cost free. The organization is not obliged to
pay the students as an attachment period is a learning period and a semester that the school accounts
for.

TO THE ATTACHEE

Clear knowledge of what is expected of me and what the career entail for example making of
calculations of payments, taxes and also responding to clients was clear compared to when in school
where we are just doing it theoretically, doing it practically gives more exposure to your learning
environment.

In respect to with my objectives during the attachment training, the whole process has been a success
and my objectives have been achieved well. I learned a lot of things which added to my experience in
the field. Apart from my training skills acquired in my training i was also able to acquire new theoretical
ideas about Economics which are of high importance to my knowledge.

Socially i have earned a greater level of confidence through my interactions with different classes of
people at different levels .Through this attachment i have acquired or gained personal skills through my
interactions with my core-workers this helped me to understand that in the workplace no one is better
than the other all people deserve to be respected and equally treated.

TO BAISAGO

The training has individual benefits of connecting the university to the various organizations hence
brightening the employment chances of the students from Baisago and putting the university on the
map.

CHAPTER 6

RECOMMENDATIONS

HOST ORGANIZATION

The organization should post vacant spaces that can be filled by students seeking attachment for easy or
smooth transition

TO BAISAGO UNIVERSITY
- Baisago should allow more time to students for their preparation and search for their
attachment as early as possible and also liaise with the students financing institution and look
forward to push for grants to support their students on attachment.
- Reviewing of students should be done on a regular basis as it would help students in keeping
focus on their work knowing they have support from the school.
- Students should be provided with attachment code of conduct well in time so as to equip
students with what they ought to do during their industrial attachment.
- Application for industrial attachment letters should be given to student at least three months
before the start of the industrial attachment as this gives time to industries to evaluate students
and even create posts for them not working under pressure of the time stipulated for the start
of the industrial attachment.
- Monitor and supervise trainees during the period of attachment to avoid last minute
assessment which do not place both parties in a good position as emergency assessments have
to be put in busy schedules.

CHAPTER 7

CONCLUSION

One of the most important and obvious goal of an attachment exercise is the acquisition of real world
experience. Attachment gave me an opportunity to learn firsthand experience that cannot be taught in
class and helps us to get practical translation of the theory taught. The supervised industrial attachment
of the university gives students the opportunity to apply and put what has been learned in class into
practice. This exposes them to work methods not taught also provides an opportunity for the students
to assess their interests in their career being undertaken and also acquaint them with expectations of
working in a highly competitive environment. The training also strengthens the linkages between the
university and other institutions all over the country. The attachment made me gain much practical
knowledge and experience the Economics field as well as enriching me with the integration with the
business world. This training program should therefore be maintained for students to learn more
practically as this has been an excellent rewarding experience, I was able to grow my interest in
Economics
