Guidelines on the Implementation of the Joint Delivery

Voucher Program for Senior High School Technical


Vocational Livelihood Specializations (JDVP-TVL)
in SY 2018-2019

What is the JDVP- TVL?

The JDVP-TVL is a program designed to optimize


TVL learning by allowing SHS students enrolled
in DepEd public schools to avail of vouchers and
take their TVL specializations in eligible partner
institutions from either private or non-DepEd
public SHS, as well as TVIs, offering their desired
specializations.

What is the JDVP- TVL?
A tuition fee assistance to Grade 12 students in DepEd public SHSs that
have been ascertained to have major resource gaps for the completion
of TVL specializations.

The tuition fee assistance is in the form of vouchers given to student


beneficiaries to enable them to cross enroll for the completion of TVL
specializations in eligible private SHSs, non Deped public SHS, or
private TVI for the provision of TVL subjects.

The vouchers shall be settled by DepEd upon validation of billing


statements submitted by JDVP-TVL partners based on education and
training services rendered to learner beneficiaries

What are its Objectives?
• Enhance the learners’ technical knowledge,
competencies and skills

• Provide an appropriate learning environment


required of the specialization

• Address delays in the provision for the necessary


resources for TVL specializations

WHO ARE THE BENEFICIARIES?
The beneficiaries are the Grade 12 students enrolled in the TVL Track in
identified DepEd public SHSs for SY 2018-2019. The said DepEd public SHSs
were assessed and selected by their respective Schools Division Offices
(SDOs) and Regional Offices (ROs) based on the following criteria:
a. have been offering SHS TVL since SY 2016-2017;
b. have been ascertained to have inadequate facilities, equipment, tools and
teachers for any TVL specialization since SY 2016-2017; and
c. are located in areas where there are accessible private SHSs, non-DepEd
public SHSs, or private TVIs, which can provide further instructions and
training to learners to complete their needed TVL competencies and skills.

How Much Subsidy Will be Provided Per Student?

DepEd Public SHS students may be subsidized for as much as


P12, 550.00 per learner-beneficiary for at most 4 specializations
and a maximum of 320 hours. The payment to TVIs will depend on
the duration of the TVL specialization. This shall cover tuition and
miscellaneous expenses (consumables) for the remainder of SY
2018-2019.

TVIs cannot charge public SHS students top-up fees.

How Much Subsidy Will be Provided per Student?

The subsidy shall also cover the assessment fee for only one
specialization. The learner-beneficiary shall take the NC of his or her
choice in any AC before the end of SY 2018-2019

Should the training period in terms of number of specializations be


less than (4) per learner-beneficiary resulting in the excess amount
from the voucher, the learner may use that amount to augment
partially or completely the Php 550.00; otherwise, the remaining
fund shall be reverted to Treasury.

PROCEDURE: STEP 1: Identification of Public SHs

Have been offering SHS TVL


since SY 2016-2017

have been ascertained to have

STEP 2: Identification of JDVP- TVL Partners

Interested private SHSs, non-DepEd SHSs,


and TESDA-accredited private TVIs shall
write a letter of intent to participate in
the program to the SDO where they are
located, and shall copy furnish the
respective RO.

STEP 2: Identification of JDVP- TVL Partners
For private or Non-DepEd public SHSs, certified true
copy of the Provisional Permit to offer SHS-TVL issued
by DepEd

For private TVI, certified true copy of TESDA


accreditation;

For both, Board Resolution indicating the intention to


participate and to comply with SHS Specialization
Curriculum Learning Standards, including absorptive
capacity of 25 learners per class, Pedagogical
Requirements, and Policies on Assessment and Rating
System based on DepEd Order No. 8, s. 2015; and

For both, attestation that there is a maximum eight-


kilometer distance between the listed qualified public
SHS and the applicant partner.

STEP 2: Identification of JDVP- TVL Partners

The letter of intent with the

shall be submitted either
personally or through email
(PDF) to the respective SDOs.

STEP 2: Identification of JDVP- TVL Partners

Within three days from receipt of the application, the SDO


shall assess the application, conduct ocular inspection and
validation, and, if warranted, issue a Certificate of Eligibility to
the JDVP-TVL Partner.

The SDO shall email a list of eligible applicants to RO


and BCD.

STEP 3: Voucher Issuance, Utilization and Implementation

BCD shall send a PDF copy of the list of learner-beneficiaries in the


qualified DepEd public SHSs to the SDOs and copy furnish the ROs.
The SDO shall request the participating DepEd public SHSs to
prepare a list of students excluded from the program, which shall
be submitted back to the SDO. Upon submission, the SDO shall
validate the enrollment status of the learner-beneficiaries and shall
then consolidate and submit the data to the BCD, copy furnished the
RO.

Based on the validated lists and for purposes of tracking the number of learner-
beneficiaries and the actual cost of specialization, the BCD shall assign a set of
unique control numbers to the RO. The RO shall assign these unique control
numbers to each learner-beneficiary. The control numbers assigned by the RO
will then be distributed through the SDOs.

STEP 3: Voucher Issuance

A certification indicating the least mastered competencies


and skills of the learner-beneficiaries shall be prepared
by the TVL teacher and duly noted by the School Head.

The SDO shall furnish the list of JDVP-TVL Partners to the


qualified DepEd public SHSs through email or hard copy.

STEP 3: Voucher Issuance, Utilization and Implementation

The RO shall issue the voucher to the qualified learner-beneficiaries


through the SDO. The voucher entitles the learner-beneficiary to
take a maximum of four (4) TVL Specializations in one (1) JDVP-TVL
Partner and one (1) NC. The learner-beneficiaries are prohibited to
transfer from one JDVP-TVL Partner to another during the
implementation of the program.

The SDO shall conduct an orientation on the guidelines to the


participating JDVP-TVL Partners and participating DepEd public
SHSs. The SDO shall inform these schools of the schedule of
orientations and shall keep a copy of the orientation program and
attendance sheet as evidence of the activity. Copies of Annex 4 of the
Guidelines shall be disseminated during the orientation.

STEP 3: Voucher Issuance, Utilization and Implementation

The DepEd Public Senior High School shall;

conduct an orientation with the learner-beneficiaries and their parents,


teachers, representatives of the parents’ and teachers’ associations, and the
JDVP trainers, on the Guidelines and the Curriculum Guide, which indicates the
learning standards, pedagogies, education and training class schedule,
formative and summative assessment, reporting mechanism of learner’s rating
and monitoring arrangement of their respective learner‘s attendance and
participation, and other assistance needed by the teacher/trainer to ensure
maximum learning. S/He shall also keep a copy of the orientation program and
attendance sheet as evidence of the conducted activity;

STEP 3: Voucher Issuance, Utilization and Implementation

The Public Senior High School Head shall;

arrange an education and training schedule with the JDVP-TVL


Partner that is convenient and responsive to the needs of the
learner-beneficiaries, which shall not exceed eight hours daily;

assign a teacher-coordinator to regularly confer with the trainer


of the JDVP-TVL Partners on the implementation of the
agreements discussed during the orientation, and monitor the
attendance of the learner-beneficiaries.

STEP 4: JDVP Partner shall

Attend the orientation that will be conducted by the


SDO and of the partner school;

Receive a copy of the list of learner-beneficiaries


during the SDO orientation;

Prepare the education and training schedule with the


public SHS;

Assign trainers and trainer-coordinator for the


Program;

STEP 4: JDVP Partner shall
orient the learner-beneficiaries on school rules
and expectations, including care and safety in
handling equipment and tools;

provide the needed education and training of the learner-


beneficiary

specializations and National Certification each grantee will
take, including the AC venue within a week after the start of
education and training;

STEP 4: JDVP Partner shall
monitor the delivery of the education and training by the
assigned trainers and participation of the learner-
beneficiaries;

submit the rating (Mastered or Not Yet Mastered) for


each of the competencies or skills of the learner
beneficiaries covering the period of education and
training;

exercise due diligence to ensure their protection


and safety;

guide and assist the learner-beneficiaries as


regards their choice of NC and Assessment Center
(AC)

STEP 4: JDVP Partner shall

pay the cost of the Assessment Center fee


chargeable against the voucher;

submit Registry of Workers Assessed and Certified


(RWAC); and

submit to the concerned Public School Heads and


School Division Office the following end of the
program-reports, certified true and correct by an
authorized representative, within a week after
the end of classes of the second semester, SY 2018.

STEP 5: Voucher Issuance, Utilization and Implementation
The Reports shall contain the following:

STEP 6: Financial Arrangements for JDVP Partner

The BCD shall download appropriate funds to


the SDO for the conduct of the division level
orientation and the conduct of the school
orientation for schools which are non-
implementing units. It shall also download
funds directly to the SHSs, which are
implementing units for the conduct of the
school-based orientation.

STEP 6: Financial Arrangements

The JDVP-TVL Partners shall be paid


through the List of Due and Demandable
Accounts Payable (LDDAP) by the
Central Office based on the validated
billing statements and SDO issued
certifications. To facilitate the payment,
the following procedures shall be
observed:

STEP 6: Financial Arrangements
The JDVP Partner shall accomplish four (4) original
billing statements and secure from the SDO a
certification of submission of all end-of program
reports.
A week after the submission of pertinent documents
by the JDVP Partners, the SDO shall submit to the RO
the summary of the JDVP-TVL payments with the four
(4) original billing statements and the corresponding
SDO-issued certification for the JDVP Partners.

Upon review of the documents, the RO shall submit to


the BCD the regional summary of the JDVP TVL
payment with the four (4) original billing statements
and the SDO- issued certification.

STEP 6: Financial Arrangements

The BCD shall review the submission of the


RO and, if found in order, forward the same
to the Office of the Undersecretary for
Finance – Accounting and Disbursements
for payment to the JDVP-TVL partners.

All other costs, except for the FGDs/post-


conference to be conducted by the BCD, shall
be charged against local funds subject to the
usual accounting and auditing procedures.

STEP 7: Monitoring and Evaluation

The Central Office, through the


BCD, shall provide technical
assistance such as orientation to
the ROs and the SDOs to ensure
smooth implementation of the
program. It shall also monitor and
evaluate the program
implementation.

STEP 7: Monitoring and Evaluation

ROs with the SDOs shall validate and monitor


selection of the participating public SHS-TVL,
certification of JDVP-TVL Partners and the
implementation arrangements including
payment of partners. They shall also provide
technical assistance such as orientation to
school heads, teachers and staff of the
participating schools, and shall recommend
to the BCD specific measures to improve
implementation guidelines for succeeding
school years.
