INSTRUCTION
Plant Mechelen SAFETY AND ENVIRONMENTAL REQUIREMENTS
FOR EXTERNAL COMPANIES

Entrance to the premises of the company Continental in Mechelen is subject to the following conditions.

1. General
▪ The rights, provisions, regulations and directives applicable to the Continental in respect of health
protection, safety, fire and environmental protection shall be observed. Information in this regard must be
obtained from the ESH Department prior to the start of work.
▪ The contractor commits himself to give his employees and those of potential contractors carrying out the
work the required instructions, guidelines and training necessary to work safely.
▪ The necessary risk-analysis for the planned work activities and the resulting preventive safety measures
are the responsibility of the external company/contractor.
▪ The contractor ensures that his employees undergo all necessary medical examinations. Continental is
entitled to check these requirements.
▪ Employees of the external company who are not familiar with the Flemish (Dutch) language shall be
instructed by the contractor accordingly. During work at least one person has to be present at all times
who speaks and understands Flemish (Dutch) and who can translate if needed.
▪ Date of commencement of work, duration of work and the names of all the employees who will execute
the work have to be reported by the project leader of the external company to the commissioning officer
of Continental in advance. This also applies for subcontractors which are used.
▪ The use of image recording media is forbidden. If image recordings are needed within the scope of the
project, a prior written permit is required.
▪ If a connection to the Continental network is needed, directly or through a device already connected to
the network, a prior written permission is required. On simply request your contact at Continental shall
provide you our procedure and the request form you need.
▪ Internet access can be requested at the reception.

2. Reception
2.1 Access to the company
▪ Every employee has to sign in when entering the plant at the maintenance department. After registration
and after going through the safety and environmental requirements of Continental, every employee has to
take a test. After passing the test, a badge will be printed. This badge always has to be visibly worn.
▪ When leaving, one has to sign out at the maintenance department. Subsequently one can leave the
premises with his badge.
▪ The entering of areas other than those allocated for the performance of the work without permission is
prohibited, with exception of the canteen, lavatories and reception. Only the designated entrances and
exits may be used for entering or leaving the plant.
▪ Children under 16 years are not allowed on the factory premises, with exception of trainees and
apprentices.

2.2 Access with vehicles to the company grounds


▪ On plant grounds a speed limit of max. 25 km/h applies.
▪ There is a parking ban on the internal roads. It is only permitted to park at the designated places.

3. Requirements, procedures and measures to be taken before and during work


3.1 General requirements for the execution of the works
▪ Only the work which is covered in the scope of the agreement in the contract with your company shall be
carried out. In case of extra work activities, (e.g. as a result of a request from a third party, such as
another contractor or sub-contractor) the commissioning office (project coordinator Continental) shall be
informed in advance and give permission before commencing the work.
▪ Continental doesn’t lend any material or tools. You are expected to use your own equipment and tools.
▪ Refuse may only be disposed of in the available refuse containers after permission of the commissioning
office. It is forbidden to empty liquids into the drainage system.

3.2 Use of work equipment, personal and collective protection


▪ The contractor will ensure that this material and equipment are in good condition (including CE label
and periodic checks) and its personnel are trained and have the necessary information to use them
properly.
▪ The contractor ensures that his staff have the necessary resources to adequately protect the machinery
or installations, on which they work, against involuntary re-engagement (personal warning signs,
switches, etc.)
▪ The contractor shall ensure that his staff will use the available protective equipment during the execution
of the work.

3.3 Organization of the workplace


▪ The workshop shall be provided with the necessary demarcation and signalling (cones, ribbon, etc.) to
prevent access to the site for unauthorized persons.
▪ Exits need to be clear at all times: no objects in front doors.
▪ In case of work in hallways, a free passage is always available. If this is not possible, a detour will be
agreed with the project manager of Continental before the start of the work. The material zone is
demarcated with cones / ribbons.
▪ Each day the workplace will be left in an orderly state.

3.4 Hot work permit


▪ Welding, cutting and soldering require separate prior written permission. The hot work permit is issued
by the maintenance department. An application for the permit should be made one day prior to the
commencement of the work. Departments which are affected by such work must be given relevant
information in good time.
▪ The validity of the hot work permit is maximum one day. The listed preventive measures have to be
observed. During hot work at least 2 persons have to be present: the operator and a permanent fire
watch (trained in using a fire extinguisher and giving alarm). The work place can be vacated at the
earliest one hour after finishing the hot work.

3.5 Use of hazardous substances


▪ When using hazardous substances, the Material Safety Data Sheet (MSDS) has to be kept on the
workplace at all times. Always read the instructions carefully before using the hazardous substance(s).
Always wear the required personnel protective equipment.
Chemical substances always need to be put on a containment in order to prevent soil and/or groundwater
contamination. Never discharge chemicals into the sewer system. Waste, residues and empty packaging
must be taken back. Spills have to be cleaned up immediately. When there is a risk for soil or
groundwater contamination, the ESH coordinator of Continental needs to be notified.

▪ Use of toxic and carcinogenic products is forbidden. Exceptions have to be approved by the ESH
Coordinator of Continental prior to their use in order to take the appropriate safety precautions.
▪ Gas bottles must be stored vertically and securely fastened. The bottles must be kept at a safe distance
from any heat source. If the gas bottle is not used, it is mandatory to install the protective cap on the
locking system. Empty bottles are removed as quickly as possible and always at the end of the day.
▪ At certain locations, there is still asbestos present. See image below. The presence of asbestos is
identified with labels. It is forbidden to damage or to atomise the asbestos insulation.

3.6 Working with electricity


▪ Work on electric low voltage installations:
Anyone who works on low voltage installations, declares hereby explicitly that he or she is specially
trained and has a valid certificate BA4 from his own employer. Working on live installations is basically
forbidden and should happen only in exceptional cases. The use of insulated tools is required. After a
power interruption and before any intervention, control measures must be taken to be sure that there is
no danger present. The re-start or switching on the power must be followed each time by thorough
checks to verify that no safety risks have arisen. Changes to the installation must be included in any as-
built plans.
▪ Work on high voltage installations:
Anyone who works on high voltage installations, declares hereby explicitly that he or she is specially
trained and has a valid certificate BA5 from his own employer. No person is allowed to work alone on a
high-voltage installation. Work on live installations is prohibited. No work may be commenced without
prior approval of the deployment administrator or his replacement. To this end, a list of the required
actions to be made must be presented to the deployment administrator or his substitute for approval. The
re-start or switching on the power must be followed each time by thorough checks to verify that no safety
risks have arisen. The wearing of personal protective equipment is required, in each case a special
insulating coat, insulating gloves (12 kV), facial shield and closed shoes. Changes to the installation must
be included in any as-built plans. The logbooks as well as the plan of the cabin must be updated.

3.7 Working at height


▪ Unless there is an integral safeguard against the risk of falling present, such as a safety net or a railing,
then for work activities on roofs the use of a safety rope is compulsory on inclined roofs and during work
activities close to the edge of the roof.

▪ If scaffolding is used, it must comply with all legal provisions.


▪ Ladders are only allowed if no safer alternatives are available and have to be in good condition.

3.8 Use of forklifts, aerial work platforms and lifting equipment


▪ Forklifts, aerial work platforms and lifting equipment can only be used by trained personnel after explicit
authorization of the Continental project leader. Continental can always demand proof of the training and
has the right to forbid the use of the forklift, in case of wrongful and unsafe use. The required inspection
reports need to be shown on simply request.

3.9 Working in Ex-environment


▪ There are several ATEX-areas (explosive atmospheres) on the premises: laboratory cleanliness, central
cooling (ammonia), laser dust exhaust systems, test equipment R&D, storehouse hazardous substances.
For these areas specific safety measures apply, e.g. explosion-proof equipment. More information can be
obtained from the Continental project leader.

4. General rules of behaviour


4.1 Clothes
▪ Shorts are not allowed in the buildings (except for canteen and sanitary). Sandals and slippers are not
allowed, only strong closed footwear. The buildings can only be entered with clean footwear.
In clean rooms a closed dustcoat and hairnet are mandatory.
▪ In the ESD areas (Electrostatic Discharge) a closed ESD dustcoat and a heel strap are mandatory. One
can only enter the ESD area after ESD-clearance at the entrance.

4.2 Cafeteria
▪ Eating is only allowed in the cafeteria or in the yard unit. You can buy what our cafeteria has to offer.

4.3 Alcohol and drugs


▪ It is forbidden to bring alcohol and drugs into the company. The use of alcohol or drugs in the company is
also forbidden, as well as the fact to be under the influence of alcohol or drugs while in the company.
▪ Persons found under the influence of alcohol or drugs are, for security reasons, denied access to the
company or removed from the work environment.

4.4 Smoking ban


▪ Smoking is prohibited on site, with exception of the smoking room in the canteen.

4.5 Music
▪ Music is not allowed on the factory premises with exception of the Continental installation in the canteen.

4.6 Theft and vandalism


▪ It is forbidden to take away company property (inclusive waste) of Continental without written permission.
With a view to the prevention and resolving of theft of company property, Continental may order searches
of vehicles and any suitcases, packets, bags etc. Continental shall assume no liability for objects which
are brought in.

5. Emergency procedures
5.1 Fire
▪ In the event of a fire: phone immediately +32-15-28-289 555 and indicate where the fire is.
▪ In the event of a fire alarm: evacuate to the lawn in front of the building, by the "contractors" name-board.
There you wait for further instructions.

5.2 Accident
▪ Every employee of the contractor who gets injured, no matter how slight, should be taken care of. The
First Aiders of Continental are available to provide care. These can be reached by calling number 015 /
28.95.55.
▪ Immediately after any accident at work in Continental, the contractor will ensure that the accident is
reported to Continental's preventive service by its own prevention representative.
▪ The contractor's preventive service and that of Continental will immediately investigate the accidents at
work of which their own employees are victims. Accidents and incidents involving both parties will be
jointly investigated and action will be taken to make improvements, including informing the employees
concerned.
▪ The representatives of Continental are entitled to check accident prevention measures and to raise
objections to any shortcomings.

6 Infringements
▪ In case of infringements, the contractor commits himself to replace the employee(s) on simple request of
Continental. In case of imminent danger, Continental is entitled to take immediate action to guarantee
safety (e.g. technical safety measures, shut down) and to claim a short term regularisation of the situation
from the contractor. Expenses made by Continental can be redressed to the contractor.
▪ Depending on the gravity of the infringement, the following sanctions will be taken:
- a letter to the contractor / project manager of the contractor from purchase Continental, with the
requirement to take corrective and preventive measures within the shortest possible period;
- a personal discussion between Continental's purchasing department and the management of the
contractor, in the presence of the project managers and the prevention advisors of both parties;
- the employee concerned will be refused access to or directly removed from Continental's premises.
Any costs (displacement, hourly wage, etc.) for that day shall be borne by the contractor.
- In future, the contractor will be excluded from further assignments.
