Background:

Throughout Pakistan the rates of stunting and wasting are persistently high. The National Nutrition Surveys conducted in the
last 3 decades depicts a worrying situation of malnutrition in Pakistan. The latest Multiple Indicators Cluster Survey (MICS)
results, indicate that the malnutrition levels including micronutrient deficiency across Sindh represents a serious public
health problem: wasting 15.4%, stunting 48% , iron deficiency anemia is 60 % among women & 71 % among children.

Similarly, nutrition situation as per NNS-2018 preliminary results in 14 drought affected districts of Balochistan wasting is
above emergency thresholds 18.1%, stunting prevalence as per PDHS-2017-18 results is 47.4%. Current nutrition situation
in drought affected districts in Sindh and Balochistan represent a serious public health problem.

To coordinate and respond effectively to the drought driven nutrition emergencies, UNICEF is supporting Sindh and
Balochistan government by providing technical support, life-saving nutrition supplies, enhanced coordination and information
management to ensure evidence planning of the nutrition emergency response. The recent drought affected nutritional
situation in Sindh and Balochistan has led to increased demand for improved data and information management. The need
for improved information management in Sindh and Balochistan remains vital, as an effective mechanism to address the
ongoing humanitarian needs that persist in the nutrition sector in the province.
Thus, as short term technical support consultant (SSA for 6 months) is required to manage and ensure timely and quality
data collection, analysis and sharing of information that is important for the Nutrition Working Group and partners to make
informed (evidence based) decisions in both UNICEF Karachi and Quetta offices.
Main Objectives:

1. Provide data to Inform decision-making to guide the nutrition emergency response in Sindh/Balochistan

Provide Information Management (IM) support for the preparation of the nutrition situation analysis•. By the use of
GIS for geographic data management, analysis and production, compile the data and create maps in a timely manner
and as needed to assist the nutrition sector activities. Produce maps but not limited to the following products:

o Operational presence
o Nutrition in Emergency (NiE) interventions coverage
o Nutrition priority/response/gap maps
o Other maps as agreed by the partners
2. Prioritization, grounded in response analysis, and Advocacy

Work with partners to keep and maintain an up to date database and information for nutrition programming. Make
this information available to facilitate planning and to facilitate impact assessment of the cluster response by the
cluster and other stakeholders. Update the database and reporting tools structure as needed;

Support and provide input into the preparation of situation reports by providing relevant and up to date information.

Compile regular inputs on the emergency affected areas for the provincial/district level coordinator and focal person
with the expected outputs which included but not limited to:

o
o Provincial Nutrition Working Group (NWG) meeting support material (e.g. maps, Community-based Management of
Acute Malnutrition database)
o NWG dashboards
o NWG operational planning/response matrix
o Weekly summaries of nutrition activities for required situation reports (sitreps) and for programming.
o Provide 4W's (Who, What, Where & When) and other data to UNICEF Country Office.
3. Monitoring and reporting the implementation of the interventions and results

o Undertake regular monitoring visits to review the responses and provide oversight for quality control for partners
reporting.
o In consultation with partners, develop/adapt and roll out monitoring and reporting system for the nutrition cluster, in
line with the Response Plan. Work with implementing partners on reporting sex and age disaggregated data, that
should inform Nutrition Cluster analysis;
o Streamline monthly & weekly collection of reports from partners; work with partners to identify issues with regards to
reporting and devise ways to solve them together with cluster partners;
4. Capacity Building for Preparedness and Contingency Planning

o
o Promote and provide training and capacity building activities of the Nutrition Cluster partners for reporting, use of the
IM outputs, etc.
o Support the NWG coordination team and NWG partners in preparedness and contingency planning: consolidation of
inputs by partners for the ERP, maintenance/update of the nutrition database to ensure quick access to data for
analysis, and other IM tools, etc.
To make a difference, you will be accountable for the following tasks and deliverables

Task to be Performed of the Consultancy:

Informing Emergency Nutrition response


1.1 Collect and regularly update 4W information from the partners.

1.2 Collect, compile, clean and analyze partner's data

1.3 Cluster bulletins/newsletter/dashboards

Capacity building and need assessment:

2.1 Train government counterparts on Nutrition Management Information System NMIS and all other IM tools

2.2 Streamline monthly & weekly collection of reports from partners; Work with partners to identify issues with regards
to reporting and devise ways to solve them together with cluster partners

Monitoring & Reporting:

3.1 Undertake regular monitoring visits to review the responses and provide oversight for quality control for partners
reporting.

3.2 Work with partners on reporting sex and age disaggregated data, that should inform Nutrition Cluster analysis

3.3 Assist in preparation of donor and sitrep reports

Deliverables:

 Monthly update of the 4W matrix is provided


 Analysis of monthly progress is provided (# of cases treated, performance indicators)
 Monthly update of MAPs for ongoing interventions. (April 2019 to September 2019)
 Conducted one training on Nutrition Management Information System (NMIS) to govt. counterparts, and report is
available,
 Monthly progress report describing data collection and analysis related issues faced by implementing partners and
solution provided, including identifying and bridging information gaps on the job coaching of MIS/Data focal of
implementing partner at the time of monitoring. (April 2019 to September 2019)
 One four days long Field Monitoring visits conducted, and reports provided as per check monitoring list
 Disaggregated compiled data available and shared with PCO on monthly basis.
 Monthly input provided for preparation of Situation report (SitRep) through monthly progress report. (April 2019 to
September 2019)
Duty Station: Karachi and Quetta (Applicants MUST indicate their preferred duty station in their application)

Duration: Six months

Anticipated Travel Itinerary:

The consultant will be required to travel locally within Pakistan.

Qualifications of Successful candidate:

 University degree in Statistics / Computer Science, Information Technology, Engineering or related field.
Work Experience:
 Minimum 4 to 6 years of professional experience in management of information, preferably Nutrition management
information system in UN organization.
 Proven statistical, analytic and technical skills, including excellent knowledge of MS Excel, Access and SPSS/EPI
Info, SQL Server, GIS, VS.Net etc.
 Previous experience in working with UN system will be an asset
 Sound knowledge and experience in computer applications and working knowledge of UNICEF system applications is
an asset
 Knowledge of UNICEF business practices is an asset
 Ability to systemize the data and present in a systemic manner.
 Personal commitment, flexibility and efficiency and proven capacity to work under pressure.
Language:

Fluency in English and Urdu. Knowledge of the local language of the duty station is an asset.
