PROCEDURE FOR REGISTRATION OF WAREHOUSES

Any person commencing or carrying on the warehousing business and intending to


issue Negotiable Warehouse Receipts (NWRs) has to get the warehouse registered
with the Warehousing Development & Regulatory Authority (WDRA). The
Warehousing (Development & Regulation) Act, 2007, the Warehousing
(Development & Regulation) Registration of Warehouse Rules, 2010 and
Warehousing Development & Regulatory Authority (Warehouse Accreditation)
Regulations, 2011 are available on the website of the WDRA ‘www.wdra.nic.in’.
Amendments to the Rules and Regulations and the relevant circulars on insurance
and revised norms for accreditation of warehouses are also available on the
WDRA’s website.

1. Procedure

i. The warehouse has to first get an accreditation certificate from an approved


Accreditation Agency of the WDRA. The list of approved Accreditation
Agencies is available on the website of the WDRA. Application form for grant
of accreditation certificate from an Accreditation Agency and the checklist for
the accreditation of warehouses are available in the Warehouse Manual. The
Manual is also available on the website.

ii. The accreditation fee for the warehouses is as follows:


Sl. No. Capacity of the Warehouse Accreditation Fee
1. Upto 10,000 ton Rs. 7,500/- for one inspection.
2. More than 10,000 ton Rs. 15,000/- for one inspection.
For warehouses of Primary Agricultural Cooperative Credit Societies (PACS),
the accreditation fee is Rs. 5,000/-.

iii. The warehouseman may make an application to the authority for registration
of his warehouse in Form A1 available on the website of the WDRA.
iv. A person desirous of carrying on the business of warehousing in more than
one warehouse shall submit a separate application for registration in respect of
each warehouse.

v. Registration fee and security deposit are as follows:


Fee – Application fee for registration of warehouse or renewal thereof is as
follows and payable by way of bank draft or bankers cheque or through ECS
of any scheduled commercial bank in favour of the Warehousing
Development and Regulatory Authority payable at New Delhi:

(i) State Capital cities ----------------Rs. 2.50 per ton


(ii) District Headquarters ------------Rs. 1.50 per ton
(iii) For rural and other areas--------Rs. 1.00 per ton

The fee is subject to a minimum amount of Rs. 7500 for each warehouse.
However, in case of Primary Cooperative Societies, there is no such minimum
fee.
Security Deposit - Security deposit for registration of warehouse is as follows
and payable by way of bank draft or bankers cheque or ECS of any scheduled
commercial bank in favour of the Warehousing Development and Regulatory
Authority payable at New Delhi:
(i) State Capital cities -------------Rs .2.50 per ton
(ii) District Headquarters ----------Rs.1.50 per ton
(iii) For rural and other areas ------Rs.1.00 per ton
The security deposit is subject to a minimum amount of Rs.7500 for each
warehouse. However, in case of Primary Cooperative Societies, there is no
such minimum security deposit.

vi. The application along with the required documents as listed at para 2 below,
registration fee and security deposit may be submitted to the Director
(Technical), Warehousing Development & Regulatory Authority,
Warehousing Bhawan, 4/1 Siri Institutional Area, August Kranti Marg, Hauz
Khas, New Delhi - 110016.

vii. The WDRA has notified 123 agricultural commodities and 26 horticultural
commodities for issuance of NWRs. The list is available on the website of the
WDRA. An applicant should specify the names of commodities to be stored in
the warehouse.

2. Documents to be submitted with the application – Every application for


registration of a warehouse should be accompanied with the following
documents:

(a) Copy of the identity proof of the applicant.


(b) Copy of the board resolution authorizing the applicant to apply for the
registration.

(c) Proof of ownership or lease deed or rent agreement, showing the


possession of the warehouse.

(d) An undertaking that all the local laws have been complied with for
carrying out the business of warehousing.
(e) Copies of the insurance policies for standard fire and special perils,
burglary and fidelity guarantee as prescribed by the WDRA.
(f) A certificate duly signed by the Chartered Accountant or scheduled
bank indicating positive networth.
(g) Layout plan of the warehouse.

(h) Original copy of the accreditation certificate issued by an


Accreditation Agency and a copy of the checklist duly signed by the
inspecting officer of the Accreditation Agency on each page with
proper seal on last page.
(i) List of equipments and apparatus required for the weighing, handling,
sampling, grading, fire fighting, insect pest management, list of
manpower and security staff. A list of such equipment and items,
manpower and security staff required for a warehouse may be seen in
the revised norms for accreditation of warehouses dated 29.1.2013
available on the website of the WDRA.
(j) Such other documents as may be specified by the Authority from time
to time.
3. Terms of registration - (i) Immediately upon receipt of its
registration certificate, the warehouseman shall display the same and keep it
pasted until suspended or revoked, in a conspicuous place in the principal
place of its business.

(ii) The certificate of registration shall not be transferable.

(iii) The Authority or its authorised representative may inspect or examine


the warehouse registered under the Act at any time or without giving
prior notice, the books, records, papers and accounts etc. relating thereto.
