DISTRICT HEADS AS NODAL OFFICERS TO LOOK AFTER THE
SERVICE MATTERS OF EMPLOYEES – ORDERS – ISSUED.

ORDER:

Government, in the reference 1st read above, have issued

orders that, all the employees serving in the posts in the offices
located in the villages, urban local bodies, mandals, divisions and
district headquarters relatable exclusively to the territory of a
district, who are not covered by specific Government orders to
provisionally serve a district, shall continue to serve in their
respective offices and posts and they shall be deemed to be
provisionally allotted to the district on and with effect from the
date of formation of the district.

2. In the reference 2nd read above, orders have been issued

that the employees deemed to be allotted provisionally and the
employees provisionally ordered to serve in the new districts, shall
continue to be their respective erstwhile district/zonal/multi-zonal
cadres localized under the Presidential Order, for the purposes of
their lien, seniority, promotions and other service matters, as the
above arrangement is purely temporary, made due to
administrative exigencies, in public interest.

3. In the representation 3rd cited, the President TNGOs Central

Union has represented the Government to appoint the erstwhile
District Collectors as Nodal Officers to take up the issues such as,
compassionate appointments , postings on promotions,
reinstatement to service, pending enquiry in the disciplinary cases,
adhoc promotions etc., as they were held up, due to seniority lists
and other files are kept with the Heads of the concerned erstwhile
Districts.

4. Government after careful examination of the matter, to

avoid the hardships of the employees, hereby appoint all the
District Heads of erstwhile districts as ‘Nodal Officers’ to look after
the service matters in respect of the employees of that Department
working in the new districts after re-organisation for the time
being , until final allocation of employees is made, as the service
particulars of all those employees remain with them.

5. All the Departments of Secretariat are requested to follow

the above instructions scrupulously and issue further Circular
instructions to HoDs and Unit Offices accordingly under intimation
to this Department, Finance and Law Departments.
