INTRODUCTION

1.1 Introduction

It is understood that PT Pembangkitan Perkasa Daya wishes to commission a survey in providing


sufficient information to support of Topographical Survey.

We "PT. Artama Interconsultindo (ARTAMA) are pleased to present the following proposal and
associated schedule of costs for the requested scope of works.

The scope of work for the proposed survey and study is referenced to RFP together with
recommendations based on our experience in typically projects as well as industry acceptable standards
related to projects of this nature. This scope of work will further depend on and relate to, the
preferences and priorities of the design engineers/Client.

The methodology presented in this document is purely indicative of client's requirements and should
not be considered to be complete in detail. Upon notification of award of works ARTAMA will undertake
to prepare a comprehensive discussion with client.

1.2 Scope of Work

The objective of-the survey is to perform:

1. The Laser-radar topography of the area between the Jambi-II power plant and the NEW AUR
DURI substation in Jambi City is divided into three parts, with a total area of about 2,847
hectares (500 meters wide). And checking the existing data.

2. Plant area and water intake: It includes laser-radar topography of the area of the pumping
house, the water pipeline (length of about 15 km, width of 300 m), and the main plant area of
the power plant, with a total area of about 842.6 hectares.

3. Ash field area: a total of about 31 hectares of laser-radar map topography.

Evaluate the data by established methodology in accordance with industry accepted standards and in
turn utilize the results to provide sufficient information for the detailed design. During the works
ARTAMA will provide the services of qualified and experienced personnel to ensure the successful
completion of the field services along with the necessary post processing and the associated
extrapolation of data, final reports and drawings.
Collected data, field records and project logs will be made available to the Client for inspection and
counter signature during the progress of the project and this information and data, in raw and processed
form will be submitted to the Client as part of the final report, if required. All equipment and measuring
devices will be calibrated before mobilization, or on site, and sufficient spare parts, recording charts,
consumables and tools will be made available

1.3 Work Methodology
The methods and procedures set out in this section of the proposal reflect on ARTAMA's understanding
of the Client's requirements. If awarded the project works and there are any misunderstandings related
to these requirements ARTAMA will make the necessary alterations to the proposed scope of work and
associated schedule of costs prior to signing a mutually agreed on contract of works.

1.3.1 Preparations and Desk Studies

In our considered opinion it will be necessary to carry out a pre-project desk study and office
preparations will include the following items.

1. Study of available topographic maps covering the designated area and compiling of data and
information on Bakosurtanal Reference (SRGI 2013) Benchmark Existing of the proposed
survey area corridor. A review of Public Domain and proprietary information will be acquired

2. Preparation and calibration of survey equipment, miscellaneous gear and materials to support
field activities.

1.3.2 Observation Benchmark and Control Point

The method of observation benchmark and control points are as follows:

1. To do observation BM for DGPS. the area that will be based on the initial study with existing
sources of elevation data from ASTER satellite imagery. Based on the TOR we have biding
horizontal and vertical reference to the Bakosurtanal Benchmark.

2. Providing the Trimble GPS survey equipment 5700 1 set, stationery, communication
equipment, transportation, etc. for the "team" to make observations of point coordinates on BM
and CP.

3. Coordinating and managing the plan and CP BM observations at the survey area in which the
coordinates are known with the following activities:

a. Looking for the nearest location to vertical control points and horizontal control points
obtained from BM Bakosurtanal description.

b. GPS team will take the initial data for the binding of a reference point in the project site
to the accuracy of geodetic control points in order-1. The picture below is an illustration
of the observation point BM geodetic control points:

4. BM (bench mark) which will be in the form of pairs of poles PVC 4 "in the cast and filled with
rocks so it would be very sturdy as illustrated in the figure below specifications

1.3.3 Topographic Survey

Topographic survey using a measuring instrument Leica TCR 705 Reflectors Total Station to the
accuracy of 5mm +2 ppm x D with a maximum target distance 2700m. Here's a picture Leica TCR 705

1.3.3.1 Traversing Suvey
Traversing survey will be conducted after installation and observations stakes BM completed. This was
first performed at this stage, to make a help point on staking out the centerline of the road design and
cross section. with an interval of 100 meters to 200 meters along the lines of survey plans. Traversing
survey by measuring the traverse points to the existing fixed point and traverse route is covering the
surveyed area in the form of a closed loop. Measurement of traverse angles was carried out in two
series observation to ensure the accuracy of 2". The angular disclosure is not larger than the maximum
of 20" VN, where N is the number of total traverse points. Distance tolerance at the maximum of 10"
VD, where D is the number of total distance. The vertical angle reading was carried out in one series
observation to ensure the accuracy of 40". The accuracy of the azimuth is 40" and the tolerable accuracy
is 1/10.000. Tachimetric method was used in detail for the topographic survey, where the planimetry
and height of the instrument station are determined by traversing the differences of lengths and height.
The measurement by tachimetric method used Ray and Voorstraal method in accordance to the
Topography condition.

1.3.3.2 Leveling Survey


Leveling survey was measured by the methode of leveling extends as follows:

• Line waterpasing measurements through all stakes polygon

• Leveling measuring instrument used automatic level

• Implementation waterpasing measurements carried go-back.

• The difference between the height difference measurement resukt go to the high number of
different return measurement results in each section below 8 mm.

Leveling within this survey using a measuring instrument Leica Splinter 100M Digital Autolevel to the

1.3.3.3 Detailed Survey


Detailed survey will be done by the method of trigonometry, a position outside lane cross section. to
provide elevation values on an empty spot. This is very important for the accuracy of the data Contour
for the benefit of the detailed engineering design and cut-fill balance. The trigonometric method will be
used for measuring all topographic details entire the survey area, in which the elevations, directions
and distances of each detail will be measured and referenced to the previously established minor
horizontal and vertical control stations. The instruments used will be an Eletronic Total Station. The
details of current conditions relating to buildings, roads, tracks, vegetation, agricultural areas, fence
lines and any water courses or wetlands will be set out on the drawings provided. Such contour maps
will also contain any reference points or monuments, True north and the grid system adopted, the nature
of the terrain and features identified, The high water demarcation line.

1.3.4 UAV Photogrammetry

The Photogrammetry provides very fast information together with 24 megapixel resolution photography.
An example of output from the UAV Photogrammetry is shown below:

The photography allow the exact position of the area of interest to be, such as reference for Topographic
Survey and minimising social disruption (as features on the ground can be seen accurately in the
photography).

The following is the proposed general scope of work:


1. ARTAMA will install the UAV equipment on near site location. The typical setup is shown below:

2. Acquire UAV Photogrammetry data and high resolution digital colour imagery covering the
project block as shown in the above drawing. The total area of required survey amounts to be
processed.
3. Process and supply high resolution geo-referenced RGB digital orthophoto images for an area
of interest. The orthophoto images would be supplied in the same 100 m x 100 m tiles as the
GeoTIFF file format. The UAV Photogrammetry data and the digital colour imagery will be
captured simultaneously; however there may be times when conditions, such as low light,
heavy shadow etc., do not favour the capture of imagery. The balance of the unprocessed
imagery will be archived for processing at a later stage if and when required.
4. All data to be supplied in UTM coordinates using Indonesian National Datum (DGN95) which
is effectively the same as the WGS84 GPS satellite datum (SRGI 2013 Bakosurtanal). Vertical
datum will be geoidal height generated from the EGM08 spheroid / geoid separation model
adjusted to whatever vertical datum is being used on the project.
5. The following flight parameters will be utilized for the data capture.
• Flying Height - 100m to 500 above ground
• Capture speed - 20 knots
• Photo resolution - 24 Megapixel
• Photo half angle - 20°
• Horizontal Accuracy - Approximately 10 - 50 cm

1.4 Deliverables

The results of the field survey measurements and operations, together with all data gathered and
extrapolated, will be the subject of a comprehensive report and associated drawings.

Information presented in the report and drawings will include, but not necessarily be limited to the
following items.

1.4.1 BM Description

- Reference Point observation analyse and processing data as Adjusted WGS84 coordinate values
on A4 paper size.
- Reference point observation documentation and description on A4 paper size.

1.4.2 Topographical Data

- Horizontal and Vertical Control Data Calculation (polygon survey).

- Boundary Point and Bollard Data.

- Data in Excel sheet contains Raw Data (Point Code, Horizontal Angle, Vertical Angle, Slope
Distance, Height of Target, and Height of Instrument) and coordinate values (X, Y, Z)

1.4.3 Topographic Survey Drawing

1.4.4 UAV Photogrammetry

The following will constitute the standard deliverables for the project.

- DXF and DGN 2 dimensional of detail situation (land use existing, building/ house, existing
infrastructure, etc.). These files will be delivered in the same 100 m x 100 m tiles.

- Supply ortho-rectified and reo-referenced RGB color digital mosaic images over the surveyed
area. The image will have a ground pixel size of 15 cm and will be delivered as digital ECW
and TIFF files in the same 100 m x 100 m tiles data. The UAV photogrammetry data and the
digital color imagery will be captured simultaneously.

- Short report covering details of data capture, survey datum, achieved accuracy (comparison
with the Photogrammetry photo and the measured ground points), GPS control stations, and
output results.

1.7 Project Execution

1.7.1 Project Organization

ARTAMA’s organization Project structure proposed for this Project as shiwn in the figure below:

1.7.2 Project Team

To perform Topographic Survey, ARTAMA’s providing qualified and experienced staff consisting of:
a. Project Director
b. Project Manager.
c. Geodetic Engineer ; 1 Persons.
d. Topography Surveyor; 3 Persons.
e. Ass. Surveyor ; 3 Persons.
f. DGPS Surveyor ; 3 Persons
g. CAD/ GIS Operator ; 1 Persons.
h. UAV Operator ; 2 Persons.
i. Project Administration
j. Local Helper, Driver, Logistic.

1.7.3 List of Key Personnel

We propose that the core work for this project is managed and carried out by the following key
personnel:

Project Director; Agus Lukmanulhakim, ST; Agus is a registered geodetic survey with BSK (LPJK)
Indonesia and has worked in a very hands-on role in Indonesia for around 7 years on topography
survey. Agus has been involved with around 10 survey of topography projects in Indonesia including
Soil Investigation and concept of road design for four of these.

Project Manager; Ceceng, ST; Amin is geodetic engineer and he has experience around 5 years who
would provide technical review to the project. This review would be ongoing during the work period,
would be relied upon to adjust the scope based on findings from initial work, and would include technical
review during data of topography analyses and of final reporting.

Geodetic Engineer; Indra Festian Koswara, ST; Indra is a geodetic engineer educated in STT YPKP
with experience in civil engineering from 2010 years topographical project in Indonesia. He would
managing works of topography on field and field supervisors.

1.8 Term and Conditions

• The validity of this quotation and its associated schedule of costs expire (30 days after the date
of submission). Any extension thereof will require a written request to ARTAMA and the
subsequent confirmation of approval by ARTAMA.

• ARTAMA will ensure the Survey Team and Equipment available within 7 (seven) days after
receiving Contract Agreement. The availability of our Survey team and equipment is subject to
our commitment to other clients.

• The required permits and other clearance are the responsibility of the Client.

• The cost of arranging clearances is the responsibility of the Client.

• The required permits and other clearance are the responsibility of the Client.

• Payment System :

a. Term 1 : 50 % paid before mobilization of personnel and equipment.

b. Term 2 : 30 % paid after demobilization team and equipment.

c. Term 3 : 20 % payable upon submission of the final report.

• Payment shall be made within seven (7) days of invoice date.

• The price offered is not include Value Added Tax (VAT 10 %) and are inclusive of Income Tax
(Pph 23 2%) and is valid one month from the date issued proposal.

• The quoted rates are exclusive of Third Party Liabilities insurance.

• One (1) copy of the preliminary report will be submitted for the Client's approval. Approval of
the preliminary report, with any alterations or corrections required by the Client. shall be
forwarded to ARTAMA within seven (7) days of receipt of the preliminary report.

• ARTAMA will submit four (2) copies of the final report within seven (7) days of receipt of the
Client's comments.

• ARTAMA reserve the right to change the method or equipment that is to be used, as long as
all substitutions meet with the Client's requirements, or the project specifications.

• In the event of delay in completion of the work caused by circumstances that force (force
major) or from other parties (licensing and security problems) then a late charge shall be
applied with the delays on the surveys ;
