Dear Mr. Chairman:

The Omnibus Appropriations Act, 2009, requires Agencies funded under it to


submit to the Committee on Appropriations a report to establish the baseline for
application of reprogramming and transfer authorities for the current fiscal year. 1

Enclosed is the Federal Election Commission’s (FEC’s) Fiscal Year 2009


estimated delineation by object class. The FEC received one appropriation of
$63,618,000, which was the amount included in the President’s budget request for Fiscal
Year 2009.
