CHAPTER II

TECHNICAL STUDY

This chapter discusses important technical data, information and details that

need to be determined prior to the proposed design. Theoretical approach is included for

different consideration. Provided here are the nature of the services of the project,

potential users and environmental impact assessment, health, and safety requirements

and the project constraints. In this chapter, brief discussion of academic tracks is

included and the layout design for the different facilities. Also, the traffic information is

presented. Different constraints such as social, economic, environment and health and

safety are also discussed.

A. NATURE OF SERVICES

Maragondon Senior High School is an institution under Department of Education

(DepEd) that offers all academic tracks in K-12 program where the student can choose

the specialization that they want. This public school in Maragondon will serve the

community and will be funded by the Philippine government.

The proposed project will provide academic facilities for the student in order to

pursue their career of choice. It was designed while considering Department of

Education Educational Facilities Manual which contains basic principles on educational

facilities and school site standard for requirements.

The school will provide specialization in all following programs that catch student

attention, focus and interest in studying while learning the knowledge and mastering

their skills of their chosen career. There are six (6) academic tracks from the Department

of Education that will be offered including: Accountancy, Business and Management

(ABM), Humanities and social sciences (HUMSS), Science Technology, Engineering,

and Mathematics (STEM), General Academic Strand (GAS), Technical- vocational-

livelihood (TVL) and Arts and Design.

Potential Users

The potential users who will benefit from the Maragondon Senior High School will be

the students, parents, teachers, school staffs and other employees living in Maragondon,

Cavite and nearby area. Students and the teachers who are involved in education will be

the main users of the said school. The students that this school has will come from

surrounding National High School such as Bucal National High School, Bucal National

High School (ANNEX Sta. Mercedes), Cavite National Science High School,

Maragondon National High School and Pulo ni Sara National High School.

Population Projection

According to an interview with MPDC (Municipal Planning and Development

Coordinator), they plan to combine Senior High Schools in one school in Maragondon.

The sample data of high school students per school year from 2011 to 2017 was

presented on Table 2 that was given by DepEd – District of Maragondon, Cavite.

Shown in Table 2 are the total number of students for each school year. From SY

2011-2012 to SY 2013-2014, there is an increase of number of enrollees but on SY

2014-2015 population decreases. Presented on the Figure 4 is the graph showing the

number of enrollees for each school year.

The number of students from SY 2015-2016 to SY 2016-2017 has the biggest

increase compared to other school years as shown in Figure 4. The computed

percentage increase in every school year are 0.9 %, - 0.6 %, 1.9 %, 0.3 % and - 4.9%

consecutively by subtracting the number of students every consecutive school year and

dividing the difference by the minuend and multiplying the quotient by 100. The average

computed percentage increase in student population is 1.72 % from year 2011 to 2017.

This percentage will be used as basis for the projection of senior high school students

for the next four school years. Table 3 shows the number of Senior High School students

from different schools from the District of Maragondon.

Table 3 shows that there are three (3) schools that offer senior high school.

Using the data in school year 2017-2018 and the average computed percentage, the

projection of senior high school students was presented in graph as shown in Figure 4.

Figure 5 shows that the estimated number of enrollees for the next four years are

about one thousand and eight-hundred ninety – seven (1897) students using geometric

progression formula FP=PP(1+i)n where FP is the Future Population, PP is the Present

Population, i is the growth rate (average computed percentage increase) and n is the

number of years. This formula is based on the Compound Interest Formula in

Engineering Economy for the future growth of money.

B. ENVIRONMENTAL CONSTRAINTS

During the project construction, there will be an increased volume of dust that

may be harmful to human health and sound of machineries that will affect the

surrounding residence. Public consent must be considered. There are some agricultural

trees inside the lot area that will contribute to additional construction works for cutting

trees and disposing it appropriately. The vicinity map of the project is partly in an

agricultural area which will affect the value of the land. The dust coming from cement

and aggregates will spread and might contaminate agricultural crops. Also, construction

wastes will be produced throughout the construction period and after the project is

finished. It will lead to addition of environmental pollution. Wastes generated due to

residue of construction will be disposed properly for treatment. Thus, the proponents

designed a drainage system that catch all waste water from the infrastructure and rainfall

to control and manage the bad effects in environment.

C. SAFETY CONSTRAINTS

Wearing of Proper Protective Equipment (PPE) such as hard hats, earplugs or

muffs, safety glasses and shoes, respirators, vests and full body suits or coveralls will be

required to reduce the possibility of accident to happen. This safety requirement will limit

the movements of workers slowing them down during working hours. Construction

signages will be placed in the site for the employees and individuals for their safety. Fire

extinguishers will also be provided in case fire happens during construction.

There will be safety guidelines to be strictly followed for the safety of the people.

Safety officers and sanitary supervisors will be provided to always monitor and observe

safety measures throughout the entire duration of the project. First aid kits will be

available in site whenever accident happens.

D. PROJECT CONSTRAINTS

There are different constraints considered in designing the proposed construction

of senior high school in Brgy. Bucal 3-A, Maragondon, Cavite.

Economic Constraints

The lot allotted was donated by the Municipality of Maragondon to Department of

Education. They are the one who will provide the entire budget of the proposed project

which is under of the Philippine Government. The budget for the project will be given in

the future which will greatly affect the initial estimated cost for the project if the total

budget from the Philippine Government will be not sufficient. The overall cost for the

project will be estimated again to suit the budget that will be given by the Department of

Education.

Social Constraints

No construction work could proceed in rural area without people’s involvement.

The social factors constitute constraints in the construction working environment.

The location of the proposed project is at Brgy. Bucal 3-A, Maragondon, Cavite

and under the Urban system where the lot allotted is partly in agricultural classification

and mostly the major constraints are the conversion of Commercial land from

Agricultural land. It is near to the Barangay Road and moderately affects the traffic in the

place. Since the project is development of school, it needs large equipment which will

partially produce sound that can affect the residents. To avoid interruptions the project

will provide a barrier to lessen the noise that will be made especially by heavy

equipment. And the equipment will not be used at night for it will disturb people taking

rest at that time.

Technical Constraints

There are quite few technical constraints arising from restrictive site area and

obstructive surroundings which are particularly applied to the site environment in Brgy.

Bucal 3-A, Maragondon, Cavite specifically the site location allocated in the design of

infrastructures for senior high school.

The lot area of the project is almost 1 hectare and given in Table 1 is the

equivalent number of students it can only accommodate are only 501 – 1000 students.

The expected number of enrollees for the next four years exceeded the allowed number

of students for the site. All of incoming senior high school students will not be

accommodated in the future for this proposed senior high school. Additional floors for a

structure must be designed for this project to tend to those remaining students that will

not be accommodated.

The fact that Bucal 3-A being lowlands near in National Irrigation Administration

(NIA) road and canal having irrigation system for the crops and vegetation, the lot for the

project is classified as agricultural land. Overflowing of irrigated rice lands situated in

higher levels makes it lowly susceptible to flood as stated in Chapter I. Since it stated

that the location of site is not the catch basin of flood during rainy seasons, embankment

on the lot will apply to reduce the possibility of flooding during calamity to make sure the

safety of the students. The irrigation system will also affect the development of the

project. Thus, the proponents designed a waste management plan including design of

drainage to separate the distribution of waste water from the infrastructure and the water

supply provided by the National Irrigation Administration (NIA) for the crops nearby in the

proposed project.
