TCU Loses Because They Didn't Win By Enough

The new AP Top 25 rankings are
out and two top teams lost ground
in the polls -- not because they
lost, but because they didn't win
by enough.
TCU beat San Diego State 40-35
on Saturday, by far their
narrowest victory of the year. As
a result, the Horned Frogs
dropped from No. 3 to No. 4 in
this week's AP rankings.
No. 1 Oregon held on to its top
spot, but lost 11 first-place votes
as a result of their 15-13 victory
over Cal. The Ducks had not
scored fewer than 42 points in any
game this season.
The 35 points given up by TCU
was the most their defense has
surrendered all year, and the first
time since September that they
allowed anyone to score more
than 7. A week earlier they had

The narrative emerging in the

wake of the G-20 meetings is that,
not only is the rest of the world
angry at us over quantitative
easing, but we also achieved
none of our diplomatic objectives
regarding rebalancing (the
coverage seemed particularly
negative on CNBC).[1][2][3] In
addition, the outcome has been
taken as a harbinger of the end of
US dominance over economic
policymaking, to the extent the
US no longer has the intellectual
high ground (given the failure to
regulate the financial system in a
sensible way) and the relative
decline in economic weight.
Effective Economics versus
Meaningful Communiques, and
Strategic Interactions
I think one important point is to
realize that achieving economic
goals and diplomatic successes
are not always the same. From a
diplomatic standpoint, it would
have been useful to have
agreement that countries should
limit current account balances, as
in the US proposal. It might have
been economically useful, to the
extent that this put additional
pressure on China to take more
rapid action to rein in their
current account surplus by way of
exchange rate appreciation, and
restructuring of the economy. Of
course, at the panel I was on
several weeks ago[4], PBoC made a commitment to putting the path towards reduction (but not GDP), so it's not clear what

would have made.
I have also been thinking about
the anger with which the
policymakers and economists in
the rest-of-the-world (as well as
certain US politicians[5]) have
greeted QE2 with. In some ways,
the fact that they are angry
speaks volumes about the
effectiveness or ineffectiveness of
QE2. (In other words, to criticize
QE2 as having no effect, and then
to be angry that it is being
undertaken, are internally
inconsistent views.)
My view is that anger at the US
position is currently being driven
by an understanding that QE2 has
been surprisingly effective at
depreciating the dollar, and that
the rest-of-the-world has limited
scope in countering that
depreciation. In a game theoretic
context, we usually think of
competitive devaluation as a form
of the prisoner’s dilemma, where
the devalue option dominates the
no-devalue option, and both
parties end up with a devalued
currency, but no net improvement
because countries cannot all
devalue against each other.
However, because of the
radically different post-recession
economic conditions facing the
US and China, the payoff matrix
has changed. The US gains by
allowing the currency to
depreciate against the rest-of-the-
world, but the Chinese (and to a
lesser extent the other BRICs)
have competing goals of
maintaining rapid growth, high
exports, and stable inflation. This
point has become apparent as
inflation has surged in China.[6]
The conflicting goals Chinese
policymakers face can be
illustrated by reference to the
Mundell-Fleming model. (See this
post for detail).
The Chinese can raise interest
rates in order to stabilize inflation
by cooling off the economy.
However, that interest rate
increase would exacerbate the
capital inflow that would tend to
appreciate the CNY. That in turn
implies even greater forex
intervention by PBoC, which in
turn requires even greater
sterilization measures, either by
issuing more PBoC bonds, or by
raising reserve requirements. The
US measures to push down long
term rates via QE2 have made that
option more difficult.
If the Chinese are unable to rein
in inflation via sterilization
measures (and other
administrative measures to cool
off the economy), then the
Chinese real exchange rate will
appreciate, even if the nominal
does not move. Recall the
definition of the real exchange
rate (in logs):
q = s - p + p US
Where s is the log exchange rate
expressed as CNY per USD, p is
the log Chinese price level, and p
US is the log US price level, and
q is the log real exchange rate; up
is depreciation of the CNY. As p
rises, q falls. This argument is
merely an assertion that the
monetary approach to the balance
of payments holds in the long run.
The highlighting of this tradeoff
by US actions might just induce
the Chinese policymakers to
accelerate measures to re-balance
in a way external diplomatic
pressure (from the US, the other
G-20) did not.
Why Is the Exchange Rate
Moving So Much?
As I noted earlier[6], there is
some mystery why the impact on
the exchange rate has been so
much more marked than that on
long term rates. As several
o b s e r v e r s h a v e
observed[Delong][Krugman],
QE2 is fairly small in quantitative
magnitude, and in terms of
implied impact on duration
adjusted interest rates. Theory
suggests offsetting inflation and
liquidity effects from open market
operations, so the impact on
observed nominal rates could in
principle be small (and in either
direction).
I think a large chunk of the
impact comes from the fact that
QE2 signals additional
information about the willingness
of the monetary authorities to
undertake actions to stimulate the
economy, perhaps by future
injections[7]. I will also observe
that the likelihood of a sensible
fiscal policy declined after the
mid-term elections (that is the US
will more likely undertake
contractionary fiscal policy by not
offsetting state spending
reductions), so that from a simple
Mundell-Fleming model, we
should expect dollar depreciation.
What about Capital Controls?
There has been substantial
discussion of whether capital
controls can limit the capital
inflows into emerging markets,
thereby loosening the choice
between exchange rate stability
and monetary autonomy (i.e.,
"the trilemma", as discussed here
and here). I believe that capital
controls can be effective,
particularly in the short term, in
reducing and changing the
composition of capital inflows.
Whether capital controls can be
effective over the longer term in
stemming these inflows to a
substantial degree remains open.
(see for instance the recent IMF
paper here[pdf]).
Of course, if extensive capital
controls are combined with
financial repression, and
pervasive controls over the rest of
the economy, then capital flows
can be controlled, as in China.
Even then, capital controls only
allow reserve accumulation/
decumulation to loosen the binds
of the trilemma.[8]
The Bigger Game
The depreciation game between
the US and the other G-20
countries is imbedded in other
games. Moreover, the game is
repeated (the dollar depreciation
is one-shot, with repercussions
into the future). Perhaps more
importantly from my perspective,
strategic interactions involving
macro policies are imbedded in a
larger game involving other
policies including those related to
trade. GI/Free Exchange discusses
whether trade protection and
depreciation are complements or
substitutes. My colleague Mark
Copelovitch, along with UW
Professor Jon Pevehouse, has

undertaken some systematic
research on the subject of
exchange rate regime choice and
protection (presentation here),
which suggests that they are
substitutes.
Thinking in the context of the
current game, China could
retaliate, although not necessarily
by using tariffs (rare metals
comes to mind). We'll have to
wait and see; however, to the
extent that China relies more
profoundly on access to US
markets than the US relies on
access to Chinese markets (still),
I'm dubious they will follow this
path with full force.
Concluding Thoughts
None of the foregoing should be
taken to mean that failure to come
to an agreement on a formal
statement restricting current
account imbalances was a good
thing. Certainly it would have
been preferable to have an
additional lever to induce more
rapid action on the Chinese yuan.
But it's always important to recall
what the economic fundamentals
are, and right now it appears that
the scope remains for the US to
induce additional expenditure
switching.
Hence, the US has, either
intentionally or unintentionally,
"pulled the trigger" (after all, it's
not clear Bernanke was thinking
about the dollar, as opposed to
domestic economic activity); we
are now using our special
position as a key reserve currency
to depreciate our currency at
G20 page 5

Why Facebook Probably Isn't Launching an "Email" Service

The Web is full of rumors that

Mark Zuckerberg will launch an
email service on Monday. Here's
why they're wrong.
Facebook’s press event on
Monday morning, in advance of
the Web 2.0 Summit, has the
rumor mills churning. The buzz is
about just one thing: that
Facebook is about to launch an
email service, one that many are
calling “the Gmail killer.”
A few clues point in this
direction. The invite itself features
a delightfully retro Air Mail
envelope border. (Which begs the
question: How do those Internet-
loving whippersnappers at
Facebook know what an Air Mail
envelope looks like?) Then,
you’ve got the fact that Facebook
reportedly has an email project in
the works, called Project Titan.
Next, you’ve got the new changes
to the company’s privacy policy --
one which, email marketers fret,
is designed to keep spam out. And
finally, you've got the fact that
Google raised the drawbridge on
its user data this week. The
ensuing spat centered on Google’s
claim to fairness: If Facebook was
going to bar Google from
extracting the social network’s

From a user perspective, a
Facebook-enabled email system
could be attractive. We want to
organize the increasingly
disparate parts of our lives. Email
is one of those, and a standalone
app like Outlook is often siloed
from the rest of the information
we track. An email application
that’s tied in with all the other
parts of our lives that Facebook is
tying together (photos, places,
events), could be enormously
powerful—if done right.
And why in reality Facebook
probably isn’t building one
First, ask yourself: Would you, as
a user, switch over to a new email
service at the drop of a hat? Some
would, if the feature set were
sufficiently rich. Many of us
moved to Gmail, despite already
being on another service. But
changing email systems is not an
uncomplicated thing for the
average user. No matter how good
the Facebook service was, most
existing emailers would prefer to
stay put than to have to go
through the time-consuming

exactly the time when other key
countries (the BRICs) are not
fully able to counter, since their
output gaps are positive, and
stronger currencies would help
them counter inflationary
pressures[9]
One last speculation. The other
countries facing a negative output
process of porting their details
over to a new system, not to
mention getting everyone they
know to update their address
books.
Plus, the assumption that
Facebook is building an email
service is overly simplistic.
Facebook doesn’t just add new
features because other people
have them. It is a highly focused
company that chooses projects
based on how they advance the
company’s overall goal of
connecting people (and collecting
information about them). It also
tends to look forward to where the
proverbial puck is going, rather
than investing resources in
building what already exists
today.
It invests resources in features
that meet emerging—rather than
existing—needs. As COO Sheryl
Sandberg said at the Nielsen 360
Conference in June: “In consumer
technology, if you want to know
what people… will do tomorrow,
you look at what teenagers are
doing today.… The latest figures
say that only 11 percent of
teenagers e-mail daily. So e-mail
— I can’t imagine life without it
gap (primarily other advanced
countries) will face the same
incentives as the US, and so will
more likely try to depreciate their
currencies. It's true that this will
tend to negate the US depreciation
-- but to the extent that this
induces greater monetary easing
in those countries, this is a

Lastly, both CEO Mark
Zuckerberg and COO Sheryl
Sandberg have denied that
Facebook is building an email
competitor. At the D8 Conference
in June, Zuckerberg said
Facebook was interested in short-
form communications, not email.
“We’re not building a Web-mail
competitor,” he told Kara
Swisher. “There are definitely
these great services that people
use that are full Web mail clients,
but I think the opportunity is more
around short-form
communications.” And from
Sandberg at Nielsen 360: “What
do teenagers do? They SMS and
increasingly, they use social
networking.”
Bottom line: Expect to see
Facebook unveil some kind of
communication tool on Monday.
It will be one that leverages the
company’s core goal—connecting
users—with a set of features that
draw from Facebook’s existing
functions. Expect it to move the
concept of text-based
communication forward in forms
we haven’t yet conceived of.

The New York Times is citing
two unnamed sources as saying
Facebook will unveil "a revamped
set of communications services."
The sources told the Times that
the system will include "an email
system", though they also told the
paper that "the new
communications services will not
be meant to be used on their
own, like other e-mail systems.
Instead, they will be tightly
coupled with Facebook’s other
services." According to the
Times: "They are not trying to do
a standalone rival to Gmail,” the
person said. “The are building an
integrated experience in
everything they do.”
So the verdict is still out whether
Facebook's new system will
include an email service of the
kind we're all used to. But it's
clear that they're releasing a new
set of communication tools--and
ones that will probably look
different than the tools we've been
used to using up to today.

play, so as you'd imagine this
gorgeous Titanium Blue PS3
launch bundle also failed to see
the light of day. However, now
that we've got a totally plausible
and twice-confirmed November
24th release date for the little uber
-realistic racer that could, it's
probably fair to take Sony Japan
at its word that we'll see the
commemorating console appear
without further delay. Tell your
Japanese importer to line up on
November 25th if you want one
with your name on it, and be sure
to hand him at least ¥35,980

JCPenney ( JCP) kicked off the
retail earnings season by posting
better-than-expected earnings for
the most recent quarter. Many
more quarterly reports from
retailers are due this week, and by

Walmart ( WMT), the king of
retailers, is expected to buck the
trend, though. Analysts anticipate

company will report that its third-

There are some things about
which Google doesn't comment.
However, it is entirely true that
many Google employees are
human beings with feelings,
sometimes even strong ones.
So, though the company itself
refused to go into detail after an
employee was reportedly fired for
leaking news of a $1,000 cash
bonus and 10 percent raise for
every one of Google's more than
23,000 employees, there are
Googlies who are whispering that
they'd like to say something
publicly. They'd like some of the
internal feelings to be made
known.
What else is Technically
Incorrect for if not to offer a
public service?
While some Google employees
offered that they were saddened at
the circumstances surrounding
what was another, slightly more
lucrative, day at the office, others
would like certain things to be
fully expressed. And I do mean
"fully." And "expressed."
One Google employee, in
particular, has strong feelings.
And they involve violence.

would not trust that co-worker
with anything important. This
company's engineering practices
rely heavily on being very open
(among ourselves only) about
most company plans, but that no-

nostalgia, you can easily turn an
old NES controller into a USB

would like to shed some light.
He told me: "I think this person

great news with friends, versus
violating trust and putting others
in direct danger. There was no
reason for he or she to push the
news out quickly via bloggers and
reporters, other than vanity and
misplaced loyalties."

YOKOHAMA, Japan – As Asia-
Pacific leaders committed
themselves to achieving a Pacific-
wide free trade zone at an annual
summit Sunday, host Japan may
prove a key test case for how
realistic that vision is.
Acknowledging that Japan's
economic power is declining,
Prime Minister Naoto Kan
declared his country must open up
its markets and embrace free trade
— or risk getting left further
behind other regional rivals.
"Japan is determined to reopen
itself," Kan said at a press
conference that wound up the
Asia-Pacific Economic
Cooperation forum, alluding to
the historic role that Yokohama,
which hosted the summit, played
more than 150 years ago as one of
the first Japanese ports to open up
to the West.
That bold declaration represents a
change for Japan, which for
decades had been ruled by
conservative administrations that
were reluctant to engage in trade
liberalization and were closely
tied with farmers who fiercely
oppose lowering protective tariffs.

subject to a 778 percent tariff.

Japan and the other 20 members
of APEC will face many such
tough choices as they strive to
execute their shared commitment
to free trade and greater regional
integration as outlined in the
leaders' communique issued at the
end of the weekend meeting.
Their overarching goal: To work
toward establishing a Free Trade
Area of the Asia-Pacific that
would envelope all members,
from behemoths China and the
U.S. to tiny Brunei and New
Zealand. Slashing tariffs and other
barriers to imports and
investments, the so-called FTAAP
would cover half the world's
global commerce and two-fifths
of its trade. Kan said the rough
target date was 2020.
The Asia-Pacific region has led
the world's still-weak recovery
from the financial crisis, and the

creating such a huge free trade
zone is a highly complicated
endeavor given the region's
diversity and vested interests
opposed to opening markets.

While Washington complains that
Beijing keeps its currency
artificially low, giving China's
exports an unfair price advantage,
consumers have benefited
enormously from lower-priced
imports.
Japan's economy, meanwhile, has
been stagnant for two decades,
stymied by weak demand and a
shrinking population even as
regional rivals such as South
Korea — which is racing ahead of
Japan in free trade deals — are
becoming formidable competitors.
"Other Asian economies are
catching up to or surpassing
Japan," Kan said Sunday after the
summit ended.
"Japan would like to stay as a
country with vigor, and to survive
in this context, we really need to
have economic integration with
Asian and Pacific Rim friends and
countries so that together we can
grow," he said.
Although Japan has long sought
to boost demand at home, the
resource-scarce country remains
strongly dependent on exports.
Driven by a sense of urgency,
Japan's government — led by the
ruling Democrats, who overthrew
the long-ruling conservatives last
year — announced a striking new

openness toward free trade in a
policy paper last week, just before
the APEC meetings, as a way to
revive growth.
Calling the present a "watershed
moment," Tokyo promised to
"open up the country." It pledged
to wrap up free trade negotiations
with Australia, resume suspended
trade talks with South Korea, and
seek new free trade partners,
warning the country needed to
become a more attractive place to
invest. On Sunday, Japan signed a
free trade deal with Peru.
Japan must now decide whether
to join a U.S.-backed free trade

leader Gerry Adams announced
Sunday he intends to quit his
political posts in Northern Ireland
and seek election to parliament in
the Republic of Ireland, a surprise
gambit timed to capitalize on the
economic crisis.
Adams told supporters in the
border county of Louth he would
seek to win one of the area's seats
whenever Prime Minister Brian
Cowen calls a general election.
Adams said he would resign as
the British Parliament and
Northern Ireland Assembly
member for Catholic west Belfast,
his lifetime power base.
"I have asked people to make a
stand. I believe that it is my duty
at this critical time to step forward
and do what I have asked of
others," he told supporters beside
a memorial to five IRA men who
accidentally blew themselves up
in 1957.
Cowen, who since 2008 has
overseen Ireland's rapid demise
from Celtic Tiger to European

democracy leader Aung San Suu
Kyi called on Sunday for freedom
of speech in army-ruled
Myanmar, urged thousands of
supporters to stand up for their
rights, and indicated she may urge
the West to end sanctions.
Suu Kyi's first major speech since
being freed from seven years of
house arrest a day earlier left little
doubt she would resume an
influential political role in one of
the world's most isolated and
oppressive countries.
"The basis of democratic freedom
is freedom of speech," she said to
roaring cheers from thousands of
supporters crammed into a
cordoned-off street in front of her
party's headquarters. "Even if you
are not political, politics will
come to you."
The 65-year-old Nobel peace
laureate, who had lost none of her
ability to rouse and mesmerize
crowds, offered an olive branch to
the military junta, saying she had
no antagonism for those who kept
her detained for 15 of the past 21
years.
Asked by a reporter what
message she had for supreme
leader Senior General Than Shwe,
she replied, "let's meet and talk."
The address, given in an informal
style in contrast to the usual stuffy
military speeches that dominate
state media, illustrated the
strength of Suu Kyi's pro-
democracy voice at a critical time,
just a week after an election
widely condemned as rigged to
prolong military power behind a
facade of democracy.
"You have to stand up for what is
right," Suu Kyi added, urging
supporters to be more politically
assertive in the former British
colony formerly known as Burma,
where the army controls nearly
every facet of life. "A one woman
show is not a democracy."
Later, speaking with reporters,
she declined to comment directly
on whether she would urge the
West to roll back sanctions that
many say hurt ordinary people by
allowing the junta to monopolize
the country's resource-rich
economy.
"If people really want sanctions to
be lifted, I will consider this," she
said. "This is the time Burma
needs help. We ask everyone to
help us. Western nations. Eastern
nations. The whole world...it all
starts with dialogue."
Diplomats expect Suu Kyi to
work with the West to end
sanctions she once supported but
which are now seen by many as
contributing to chronic economic
problems in the country of 50
million people where a third of
the population live in poverty.
She spoke outside the
headquarters of her National
League for Democracy (NLD)
party, standing on a chair, after
wading through a sea of
supporters, her hair bound with
flowers in Burmese style and
dressed in blue blouse and
traditional wrap-around longyi.
At times, she joked with the
crowd. "I know I said I wanted to
hear what the public is thinking,
but now that there are so many
voices and so much noise, I don't
know what is being said
anymore," she said to a roar of
laughter and applause.

A s President Obama is headed
for a meeting with the G-20, a
group of twenty finance ministers
and central bank governers from
around the world, Germany and
other represented countries protest
the quantitative easing (popularly
referred to as QE2) of US
currency.
Seldom has the G-20 been treated
to such hypocrisy by the US.
Nov. 3, the Federal Reserve
announced plans to purchase $600
billion in U.S. Treasury securities.
Pushing liquidity into bond
markets will lower interest rates
on mortgages and business loans,
and hopefully boost demand for
U.S. goods and lower
unemployment. Since 1995,
China has done the same on a
grander scale. To keep its
currency about 40 percent below
its market value against the dollar,
it prints yuan to purchase dollars,
and then purchases U.S.
Treasurys. That makes Chinese
exports artificially cheap, and
powers a huge trade surplus and
10 percent economic growth.
Inexpensive Chinese goods at
Wal-Mart come at a steep, hidden
cost. Those destroy U.S. factory
jobs that are not replaced by new
employment to make exports.

Germany and Japan rebuked U.S.

currency markets. That was
hardly surprising, as both profit
from currency mercantilism too.
Through the 1980s and 1990s,
the Bank of Japan intervened in
currency markets to keep the yen,
and auto exports, artificially
cheap. Subsequently, it imposed
near zero interest rates, and
encouraged private investors to
borrow yen, convert those to
dollars and then purchase higher
yielding U.S. Treasurys—a
disguised variant of China’s
manipulation.
After the Federal Reserve moved
to near zero rates, too, Japan made
clear that it will intervene in
currency markets should the yen
fall too far, spooking speculators
from betting on yen appreciation.
The German scheme is more
complex.
U.S. consumers and businesses
are spending again but too much
goes into imports instead of
creating American jobs. Exchange
rates translate the whole register
of prices for goods and services in
each country into the dollar,
which is the international
yardstick for pricing products and
debt.

Calif.—A few days ago, I found
myself at a Starbucks store during
an open house celebrating the
building’s renovation. I was truly
amazed.
The first thing I saw was a
counter top, without an edge. It
was actually a piece of three inch
thick slab lumber unsawn along
the edge without the bark. It is a
beautiful application of nature,
especially since the lumber came
from wind-felled Florida trees.
The eco-improvements are rustic,
but flow seamlessly into the
building’s social environment.
After placing an order and
meandering along the counter, I
overheard what appeared to be a
manager or corporate promoter
describing some of the ‘nuances’
of the eco-improvements. There is
recycled black steel “cabinetry,”
innovatively covering the wall as
one enters the store. It actually
fell into the background visually,

As I relaxed at a table, I noticed a
flier regarding the eco-renovation
open house. Starbucks has

commitment very seriously.

dotting a floor plan of the store so
anyone could locate the new
improvements.
I decided to join about two-thirds
of the patrons by opening my
laptop. No, not Facebook, but I
was going to see what the
Starbucks website had about their
eco-renovation. The opening
webpage did strike me:

Last month, the world raised a
quizzical eyebrow towards a new
advertising campaign for
Stolichnaya vodka, starring two
Biz Stones, hanging out with each
other in a bar. This month it’s the
turn of Foursquare’s Dennis
Crowley and Naveen Selvadurai,
posing in chunky knitwear (and
with only the merest hint of
homoeroticism) to promote Gap.
To say the thinking behind the
ads is muddled is to use comical
understatement. As I write these
words, millions of Gap shoppers
and Stoli drinkers are staring
blankly at the over-airbrushed,
bizarrely ill-conceived
advertisements, thinking “yeah,
I’ve heard of Twitter but who the
hell is that dude? And what’s a
Foursquare? Is it a Facebook
thing?”
In fact, if I were a cynical man I
might draw a few appropriately
cynical conclusions from
corporate America’s new-found
obsession with tech entrepreneurs
whom 99.9999% of the
population couldn’t pick out of a
police line-up.
I might, for example, suggest that
the commercials are what happens
when some the world’s biggest
brands realise that they know jack
-all about the media habits of their
target customers and so, rather
than admitting defeat, simply
throw a burlap sack of money at a
dick-headed gaggle of 20 year old
sub-junior creative directors who
form their entire concept of what
constitutes ‘celebrity’ from the
pages of Gawker and their
friends’ Facebook walls. I might
also bandy around phrases like
“cringeworthy”, “embarrassingly
ill-conceived” and “should be
lined up against the stark white
walls of their painfully
minimalistic Madison Avenue
offices and shot twice at close
range”.
Fortunately, though, I’m not a
cynical man. And as such I’m
able to appreciate the true
brilliance of the commercials. I
mean, sure, maybe only fifty
people in Silicon Valley and
Manhattan will understand the
ads… will appreciate why a photo
of Biz Stone, getting slowly drunk
with only himself for company is
actually a brilliantly arch
comment on the media’s
obsession with Evan Williams and
Jack Dorsey. Or will comprehend
why choosing the founders of
Foursquare to model clothing
from the official uniform supplier
to unemployed hipster wannabes
is a piece of pitch-perfect
commercial satire, worthy of
Adbusters.
…but, while the number of people
who truly grok the ads might be
small, those fifty people also
happen to have a frightening level
of disposable income, along with
the commensurate level of
youthful naivete required to blow
it all on mid-range vodka and
woolen beanies. After all, the cash
they just raised to build their
awesome new “Groupon for
Q&As” platform isn’t going to
spend itself.
With the banks in ruin and Bernie
Madoff in jail, these kids are
America’s new highest-spending
demographic and the further
advertisers can dig into the
Internet’s navel to find
spokesmodels, the more likely
these new-new-new rich kids are
to respond. With that in mind,

Although it's too early to come to
any firm conclusions, Apple's new
thin and light notebook computer
may actually be hurting sales of
the iPad. If true, this would be a
distinct turn-around of the trend
since the tablet landed earlier this
year. In the months since its debut
the iPad is generally credited with
leading to a collapse in netbook
sales.
Rodman & Renshaw analyst
Ashok Kumar cites anecdotal
evidence that some consumers are
taking a look at the new MacBook
Air and deciding that its more
complete functionality makes its a
better option despite its slightly
higher cost. Having a full
keyboard, higher resolution
display and USB ports make the
Air more useful to anyone that has
to do content creation. The lack of
I/O other than the dock connector
limits the user's ability to work
with media files on the iPad or
even do more extensive writing.
Kumar also cites supplier checks
with his assessment that
production of the iPad might not
be as high as some other analysts
predict. According to Kumar only
two million iPads are being
produced each month, about one-
third less than some projections. It
will be very interesting to see how
the sales numbers shake out when
the October-December quarterly
results are released in January.

After years of partying, party
goers got more than a bit tipsy,
especially after government
officials spiked the punch hoping
to keep the street party going
perpetually. Out of fear of being
blamed for a massive hangover,
the central distributor hiked the
price of punch repeatedly hoping
for a quiet end to the party.
However, the central distributor's
rate hike message was ignored for
over a year, primarily because the
punch distributor kept insisting
"there is no bubble in partying".
New party goers heard the
message and came rushing in
chanting the slogan "better party
before it's too late".
Various media outlets and party
sponsors mocked one "keen" non-
party goer who was too busy
mountain climbing to party.
Everyone else was cheering the
party that had "too many
fundamentals to ever end"
Meanwhile, the group of bar
owners and bartenders known as
the “Big Four” were forced to
pass along the central distributor's
price hikes. Nonetheless, the
masses kept drinking and
partying. It was quite the spike,
government officials threw into
the punch!
In an act of desperation, the “Big
Four” bar owners finally raised
prices even more than the
wholesale liqueur distributor.
They did this after becoming
worried about the consequences
of drunks passing out on the floor,
in the street, and in the outback,
unable to pay their "bar tabs".
Note that bar tab paying is the
only real concern of the bar
owners, not the mess in the street
or the outback.
Unfortunately, the actions of the
distributor and the bar owners
came far too late for a quiet end to
the party. After singing the wildly
popular hit tune "It's Different
Here" at the top of their lungs
more times than there are
kangaroos in the outback, the
party goers finally passed out in
the streets and in the outback in
drunken stupor.
"It's Different Here" was written
by the vocal group R.E. Agents.
Historians will note that
exhaustion from drinking and
singing ultimately did the party
goers in, not excessive price
hikes as currently reported in the
media and by the government
sponsors of the street party, all
hoping to place the blame
elsewhere.
In the wake of a massive
hangover, a group of party goers
aptly named the Green Party, as
well as various government
officials and local businesses are
hoping to revive the street party,
as is the vocal rock band R.E.
Agents, hoping to capitalize on
another party tune.
Unfortunately, the pool of
potential party goers has simply
dried up. Everyone is passed out
on the floor, deep in debt, voices
shot, and in general too pooped
and too broke to party.
Australia is in effect "partied
out".

It certainly took longer than I
expected but signs suggest the

over. The bubble will take years
to unwind.
Housing busts always begin with
a surge in inventory and a dearth
of buyers. Then comes falling
prices, denial, and government
efforts to re-blow the bubble. Let's
start with a look at inventory.

market hit by flood of new listings
Residential property listings
increased in all cities during
October with the market now
flooded with more properties than
during 2008, one expert has
warned.
SQM Research managing
director Louis Christopher says
the increase in listings is clear
evidence the market is softening,
and says the sheer amount of
properties means buyers can now
take their pick of the litter.
"It means the housing market is
slowing down and we are
expecting more listings to come
into the market in November, in
Brisbane there's been a 50%
increase in stock levels year on
year, and that's a huge increase."
"Melbourne is also a fairly rapid
increase, and that recorded more
stock in the market than in 2008.
Sydney doesn't look too bad, but
not as bad Brisbane. The market
is weakening in terms of prices,
and this will continue as more
listings come onto the market."
Christopher also warns that with
price growth remaining flat over
the next 12 months, buyers will be
able to snap up some bargains. He
warns sellers to remain vigilant
and watch the market for any
further movements. Bargains?!
Christopher has the current
direction correct but he is is sadly
mistaken about bargains. It will
take many years before prices get
back to normal and far longer for
there to be any bargains.

by Rates
A luxury home auction at the
Sydney Opera House yesterday
managed to sell only two of the
11 Australian homes on offer as
the most aggressive round of
interest rate increases by a Group
of 20 member saps demand.
The Reserve Bank of Australia
raised its benchmark interest rate
by a quarter of a percentage point
to 4.75 percent on Nov. 2 and said
it welcomed a cooling of house
prices, even as home- price
growth slowed for a third straight

G20 Aftermath: Did We Lose The Battle And Win The War?

The narrative emerging in the

wake of the G-20 meetings is that,
not only is the rest of the world
angry at us over quantitative
easing, but we also achieved
none of our diplomatic objectives
regarding rebalancing (the
coverage seemed particularly
negative on CNBC).[1][2][3] In
addition, the outcome has been
taken as a harbinger of the end of
US dominance over economic
policymaking, to the extent the
US no longer has the intellectual
high ground (given the failure to
regulate the financial system in a
sensible way) and the relative
decline in economic weight.
Effective Economics versus
Meaningful Communiques, and
Strategic Interactions
I think one important point is to
realize that achieving economic
goals and diplomatic successes
are not always the same. From a
diplomatic standpoint, it would
have been useful to have
agreement that countries should
limit current account balances, as
in the US proposal. It might have
been economically useful, to the
extent that this put additional
pressure on China to take more
rapid action to rein in their
current account surplus by way of
exchange rate appreciation, and
restructuring of the economy. Of
course, at the panel I was on
several weeks ago[4], PBoC
deputy governor had already Chinese CA/GDP ratio on a glide necessarily as a share of world economic impact an agreement

I have also been thinking about
the anger with which the
policymakers and economists in
the rest-of-the-world (as well as
certain US politicians[5]) have
greeted QE2 with. In some ways,
the fact that they are angry
speaks volumes about the
effectiveness or ineffectiveness of
QE2. (In other words, to criticize
QE2 as having no effect, and then
to be angry that it is being
undertaken, are internally
inconsistent views.)
My view is that anger at the US
position is currently being driven
by an understanding that QE2 has
been surprisingly effective at
depreciating the dollar, and that
the rest-of-the-world has limited
scope in countering that
depreciation. In a game theoretic
context, we usually think of
competitive devaluation as a form
of the prisoner’s dilemma, where
the devalue option dominates the
no-devalue option, and both
parties end up with a devalued
currency, but no net improvement
because countries cannot all
devalue against each other.
However, because of the
radically different post-recession
economic conditions facing the
US and China, the payoff matrix
has changed. The US gains by
allowing the currency to
depreciate against the rest-of-the-
world, but the Chinese (and to a
lesser extent the other BRICs)
have competing goals of
maintaining rapid growth, high
exports, and stable inflation. This
point has become apparent as
inflation has surged in China.[6]
The conflicting goals Chinese
policymakers face can be
illustrated by reference to the
Mundell-Fleming model. (See this
post for detail).
The Chinese can raise interest
rates in order to stabilize inflation
by cooling off the economy.
However, that interest rate
increase would exacerbate the
capital inflow that would tend to
appreciate the CNY. That in turn
implies even greater forex
intervention by PBoC, which in
turn requires even greater
sterilization measures, either by
issuing more PBoC bonds, or by
raising reserve requirements. The
US measures to push down long
term rates via QE2 have made that
option more difficult.
If the Chinese are unable to rein
in inflation via sterilization
measures (and other
administrative measures to cool
off the economy), then the
Chinese real exchange rate will
appreciate, even if the nominal
does not move. Recall the
definition of the real exchange
rate (in logs):
q = s - p + p US
Where s is the log exchange rate
expressed as CNY per USD, p is
the log Chinese price level, and p
US is the log US price level, and
q is the log real exchange rate; up
is depreciation of the CNY. As p
rises, q falls. This argument is
merely an assertion that the
monetary approach to the balance
of payments holds in the long run.
The highlighting of this tradeoff
by US actions might just induce
the Chinese policymakers to
accelerate measures to re-balance
in a way external diplomatic
pressure (from the US, the other
G-20) did not.
Why Is the Exchange Rate
Moving So Much?
As I noted earlier[6], there is
some mystery why the impact on
the exchange rate has been so
much more marked than that on
long term rates. As several
o b s e r v e r s h a v e
observed[Delong][Krugman],
QE2 is fairly small in quantitative
magnitude, and in terms of
implied impact on duration
adjusted interest rates. Theory
suggests offsetting inflation and
liquidity effects from open market
operations, so the impact on
observed nominal rates could in
principle be small (and in either
direction).
I think a large chunk of the
impact comes from the fact that
QE2 signals additional
information about the willingness
of the monetary authorities to
undertake actions to stimulate the
economy, perhaps by future
injections[7]. I will also observe
that the likelihood of a sensible
fiscal policy declined after the
mid-term elections (that is the US
will more likely undertake
contractionary fiscal policy by not
offsetting state spending
reductions), so that from a simple
Mundell-Fleming model, we
should expect dollar depreciation.
What about Capital Controls?
There has been substantial
discussion of whether capital
controls can limit the capital
inflows into emerging markets,
thereby loosening the choice
between exchange rate stability
and monetary autonomy (i.e.,
"the trilemma", as discussed here
and here). I believe that capital
controls can be effective,
particularly in the short term, in
reducing and changing the
composition of capital inflows.
Whether capital controls can be
effective over the longer term in
stemming these inflows to a
substantial degree remains open.
(see for instance the recent IMF
paper here[pdf]).
Of course, if extensive capital
controls are combined with
financial repression, and
pervasive controls over the rest of
the economy, then capital flows
can be controlled, as in China.
Even then, capital controls only
allow reserve accumulation/
decumulation to loosen the binds
of the trilemma.[8]
The Bigger Game
The depreciation game between
the US and the other G-20
countries is imbedded in other
games. Moreover, the game is
repeated (the dollar depreciation
is one-shot, with repercussions
into the future). Perhaps more
importantly from my perspective,
strategic interactions involving
macro policies are imbedded in a
larger game involving other
policies including those related to
trade. GI/Free Exchange discusses
whether trade protection and
depreciation are complements or
substitutes. My colleague Mark
Copelovitch, along with UW
Professor Jon Pevehouse, has
undertaken some systematic

research on the subject of
exchange rate regime choice and
protection (presentation here),
which suggests that they are
substitutes.
Thinking in the context of the

But it's always important to recall
what the economic fundamentals
are, and right now it appears that
the scope remains for the US to
induce additional expenditure
switching.
Hence, the US has, either
intentionally or unintentionally,
"pulled the trigger" (after all, it's
not clear Bernanke was thinking
about the dollar, as opposed to
domestic economic activity); we
are now using our special
position as a key reserve currency
to depreciate our currency at
exactly the time when other key

A BOUNCE-BACK in the
Queensland housing industry is
unlikely any time soon with the
latest figures showing another
drop in housing finance figures.
Australian Bureau of Statistics
figures released this week show a
0.5 per cent fall in September.
This came on the back of a 1.2
per cent fall in August and was a
"grim predictor" for the already
struggling Queensland building
industry, according to Master
Builders director of housing

According to the Wall Street
Journal's translation, Amado says

is reporting that they've hired
Texas Rangers' hitting coach Clint
Hurdle to fill the role vacated
when John Russell was fired after
a 105-loss 2010 campaign.
Hurdle was also a serious
candidate for the Mets' job. The
Pirates interviewed seven
candidates shortly after the season
ended, then waited out the
Rangers' World Series run and the
Mets' managerial search, which
was delayed by their GM search,
to hire Hurdle.
The hiring completes a strange
little circle between the coaching
staffs of the Pirates and Rockies,

managed. The Pirates fired Jim
Tracy after the 2007 season and
replaced him with John Russell.
Tracy then took up work with the

Earlier this month, the
Washington Post’s Tara
Bahrampour wrote a lengthy
profile of this young radical. The
article is well organized and
written and it does a really good
job of helping the reader
understand as much as possible
about Chesser, given the limited
information available.
Here’s how it begins:
For months, the radical young
Muslim convert had been waging
war online, championing violent
jihad from his computer in
Northern Virginia.
Zachary Adam Chesser often
wrote scathingly about people
who voiced support for the
mujaheddin but who made no
move to join them. The fact that
he remained safely in the United
States clearly troubled him as
2009 gave way to 2010.
In March, Chesser begged the
fighters already abroad to “not
forget those of us who have
lagged behind.”
“Your fingers glide over cold
steel whilst mine merely grace the
empty plastic of my keyboard,”
the 20-year-old white suburbanite
posted to his Web site,
themujihadblog. “If I die in this
land then what will I say to Allah?
‘O Allah I was just going to wait
until the mujahideen reached
America. I swear I would have
joined them, but they took too
long.’ “
Chesser, who pleaded guilty in
federal court Oct. 20 to supporting
Somali terrorists and threatening
the creators of “South Park” for
mocking the prophet Muhammad,
hadn’t been a Muslim long. He
converted to Islam in 2008, soon
after graduating from Oakton
High School in Fairfax County.
His emergence online as a
Muslim extremist followed at
warp speed. By the time federal
agents arrested him in July for
trying to travel to Somalia and
join the Islamist insurgent group
al-Shabab, he’d gone from
breakdancing high school kid to
bearded radical in little more than
two years.
For Chesser, it was the latest -
and perhaps most unlikely - in a
series of identities he’d
experimented with, then
discarded.
The article talks about the
phenomenon of young converts
embracing the most extreme
interpretations of Islam. In so
doing, it does a better job than
most stories of admitting that
there are different interpretations
of Islam. There are no assertions
that Islam “is” this or that. Rather,
the story talks about the effects of
how Chesser interpreted Islam.
The story backs up claims with
data points, such as that 20 to 25
percent of terrorism-related
arrests of U.S. citizens in the last
decade involve converts. A
quarter of those have been in the
last year and a half. Some people
have claimed that Islamic
militancy in the United States
arises from Muslim youth feeling
alienated. But recent converts
don’t have that same background,
obviously. The Anti-Defamation
League suspects that their outrage
is cultivated online with English-
language forums that cater to
extremist interpretations of Islam.
It’s not surprising to find out that
Chesser was conversing with
American-born cleric Anwar al-
Awlaki. The story includes details
about Chesser’s view of the cleric.
The article explores some of
Chesser’s online activity. He
started a blog and had Twitter,
Facebook and YouTube accounts.
He published poetry, songs and
videos. But the article quotes one
counterterroism analyst saying he
had little visible impact. Of
course, the “South Park” stunt
seemed to have a great deal of
impact.
Anyway, the article paints
Chesser as not just radical but
reckless:

Chesser apart from the legions of
“jihobbyists,” as [Jarret
Brachman, a counterterrorism
analyst at North Dakota State
University] calls them: armchair
warriors who limit their
participation to the Web.
What already set him apart was
his increasing recklessness.
Chesser needed to have his “head
examined” for openly advertising
himself as a Muslim militant on
Web sites clearly being monitored
by the FBI, said Evan F.
Kohlmann, a senior partner at
Flashpoint Global Partners, a New
York-based security consulting
firm.
“The worst part is that he’s not
alone,” Kohlmann said. “There
are indeed others out there in
various parts of America who are
just as foolish and naive as
Chesser and determined to follow
down this same path. “
I really appreciate that an article
would be able to not just
categorize Chesser as radical but
as a particular type of radical.
That is truly helpful information
for the reader.
We also learn about his
conversion, which followed his
interest in a Muslim girl in high
school. Apparently he threw
himself headlong into all his
interests so his friends weren’t
suprised by his sudden devotion
to the religion. When he was
younger he was a Civil War buff,
then a Marilyn Manson devotee,
then a fan of Japanese culture. He
is described as both pensive and
playful.
The article includes many details
about his online efforts to educate
himself in Arabic and Islam. He
apparently met his wife, the
mother of his child, through al-
Awlaki’s blog. She’s also a
convert and the daughter of a
Ugandan diplomat.
What I found most intriguing, in
that I wanted to find out more,

was how fellow Muslims viewed
him. The best way this is
described is in a description of
Oakton High’s Muslim Student
Association. We’re told that
initially his fellow Muslims found
him relaxed and friendly but that
he became “far more intense.”
We’re told he warned them they’d
be condemned if they did not
dress more modestly. But here
was one point where I definitely
wanted more information:
As his theology became more
rigid, Chesser stopped attending
the mosque where he had been
worshiping and working: the
Islamic Center Northern Virginia
in Fairfax.
“He was becoming more and
more conservative, and more and
more on the side of the Islam that
we do not recommend,” said
Muhammad Farooq, president of
the mosque’s trust, after Chesser’s
arrest.
Mosque leaders were relieved
when he left in November 2009,
Farooq said.
It’s probably worth mentioning
that he didn’t just attend the
mosque but was a caretaker there.
But I’d like to know more about
“the side of Islam that they do not
recommend.” What in particular
is troubling to the president of
ICNV? I know that this mosque
has a reputation for being
moderate but I would love to
know more specifics about that. I
think this would be an excellent
opportunity to show specifics
about what this mosque teaches or

get more specific. Also quoting
Farooq, we learned that while
Chesser was friendly and normal
during his time there, he showed
increasing stubbornness in class.
He would focus on obscure verses
and stick to his interpretation even
when teachers pointed out how
other verses balanced out a
particular reading. It would be
great to know more about those
verses but even just what’s
provided is helpful not only for
understanding Chesser but the
mosque he left.
Anyway, there’s plenty more to
this story and it’s well worth a
read for anyone looking for
insight into how a young convert

offers a limited range of e-cards
that you can text or e-mail out as
many times as you’d like.
The cards only offer space for
three lines of text, so they’re
perfect for when you want to send
more than a text message, say, for
a birthday greeting,
announcement or even an event
invite.
As well as the “Cartograms,” the
app offers integration with the
birthday field in your iPhone’s
contacts, and provides a calendar
you can flick through to see
birthdays and other dates. The
app even sends you a reminder so
you can assure that your message
gets sent off in time.

fCards is a great all-around
greeting card app. It offers a
minimalist approach to design —
the cards are postcard-style and
have an image on one “side” and
an area to write a message on the
other. You can use your own
images and customize the look

imagery on offer, including some
beautifully simple photos that
work really well for a variety of
occasions.
A bonus feature for social
networkers is that the app is
Facebook-friendly. Sign in to the
social networking site in-app and
you can send e-cards to your
Facebook friends, as well as via
traditional e-mail.

Cards
Cerebral Itch’s e-card app is the
virtual greeting card solution for
people who don’t like greeting
cards. In the developer’s words,
“our e-card app is what an e-card
app would be if it were home-
schooled, slightly kinky and

Funny, irreverent, non-traditional
and in some cases downright rude,
the card designs are modern,
clever and knowing — and should
only be sent to those with a sense
of humor.
Categories include those you’d
expect — birthday, anniversary,
thank you, get well, etc. — and

support. Besides sending the e-
cards as e-mails, you can also
send out invitations. The app lets
you customize the date, time and
location of the event, which will
appear as a Google Maps link in
the e-mail.
At $2.99, this app isn’t cheap
(although it’s certainly cheaper
than buying the equivalent cards
and paying postage), so if you
can’t bring yourself to plunk
down that kind of change, then try
out the free version that offers a
limited selection of designs.

This very comprehensive app
offers a huge variety of 350-plus
themed templates that you can
insert your own images and text
into and send off as electronic
postcards, letters, newsletters,
cards and more.
Categories are wide ranging,
including obvious ones like travel
and Christmas, as well as more
unusual options like fruit and
food, sport and winter.
Customization options are
plentiful and include the ability to
tweak layouts, edit photos, change
the color and font of the text and,
in some designs, even hand write
your signature.
Your creations are e-mailed as
image attachments, and they look
good. If you’re looking for a way
to show off your own photos, then
Lifecards is your app — and well
worth the $2 download cost.

Cards
Small View Media offers an
entire range of “vintage” greetings
cards apps that work for all
occasions ( Valentines, Easter,
Fourth of July, Halloween,
Thanksgiving, Christmas and
more), each with some period
charm. In the words of the
developers, the apps offer
“greetings from the past delivered
using today’s technology.”
The downside is that each
occasion is a separate app, priced
at $1.99 a pop, which means
collecting the set isn’t cheap. If
you do, however, you’ll have a
library of lovely cards to use
throughout the year.
In each app, you can browse the
cards in a cover view-style flip
layout and, when you see the one
you want, you can save it to your
photo roll and e-mail the image
from there. This means less in-app
personalization than other options
we’ve featured here, but that
simplicity might well suit some
users. And with great galleries in
each app, there will definitely be a
design to suit everyone.
