TO,
The concerned bailiff through head bailiff.

Whereas the above Appeal was fixed in before the Dy: Registrar (Judicial) board
on 26-03-2008, and the learned Dy: Registrar (Judl) has been pleased to pass an order to
call concerned bailiff why he has not submitted Notices of service or unserved report.
Bailiff is hereby directed to appear before Dy: Registrar Judicial 29-3-2008 at 11:00
A.M. before the Dy: Registrar (Judl).

Submitted:-

In obedience to the Show Cause Notice issued vide No.Admin.-I/SCN, dated

20-02-2009, calling upon me to Show Cause against the Grounds mentioned therein, I
most respectfully beg to submit as under :-

“That I say that the Order/Notices in the above matter issued for 15-01-2009
were received by me on 20-12-2008.

That I say that the work of Bailiffs are distributed by the Head Bailiff area-wise
And I have assigned a large area for service of Notices, including Malir, Port Qasim,
Gulshan-e-Hadeed and Gadap areas of large distances which takes more time to go
here and there for effecting service of Notices.

That I say that in addition to my work, the Head Bailiff assigned my duty to
serve the Notices in the above matter. relating to the areas out of my route.

That I say that since I have to effect service of other short dated Notices first, in
the aforesaid large distances area, I was only able to go to the addressees mentioned in
the above case on 30-12-2008 and 12-01-2009.

That I say that I reached the Shahrah-e-Faisal Police Station on 30-12-2008

where the concerned Official received the Order/ Notice and impressed the Official Seal
and mentioned the receiving date under it. And. later on, after three or four days, I
reached the Defence Police Station. At Defence Police Station, the concerned
Moharrar received the Order/Notice and impressed the Official Seal but instead of
mentioining receiving date he endorsed his number viz: 17940 beneath his signatures
and Official Seal. Unfortunately, at that time I could not noticed this fact that he
endorsed his number and not the receiving date, and due to this over-sight I thought that
it might be the receiving date and hence the receiving date was not clarified.
(P/C of Notice a/w receiving signatures as above, is submiited for kind perusal
at Annexure ‘A’).

That I say that the delay for service of Order/Notice upon TPO occurred was due
to heavy rush of work as I was busy in other short dated Notices in afore-metioned large
area assigned to me, however I effected the service of Notice in the Office of TPO on
12-01-2009.

Sir, the above mistake occurred was neither deliberately nor intentionally but for
the reasons and facts stated as above for which I am ashamed and submit my apology.

Sir, the inconvenience caused in very much regretted. I pray that I may kindly be
excused this time and the above Show Cause Notice issued against me may kindly be
withdrawn. I promise that I will be more careful in future.

Sir, I wish to be heard in person as well.
