Brain Storming Session on Management of Waterlogged Areas

Introduction
Haryana is one of the few states in India which have witnessed the full success of the Green Revolution. Soon after its inception in 1965,
the Government has accorded the highest priority to Agriculture sector as the state was deficient in food production in those days.
Measures were taken to expand and modernize the irrigation system in the shortest possible time, ensure regular electricity to the farming
sector, and provide better infrastructure in the rural areas and an efficient system was developed for marketing and credit policy. These well
planned and tangible efforts were resulted in a spectacular progress in Agriculture production in Haryana state and byword for
development in the last four decades and an dynamic example for other states to emulate. The net irrigated area has increased from 1.3
mha. to 2.7 mha., the number of shallow tube wells for exploiting the ground water increased from 25000 to 600000. The fertilizer
consumption has increased from 3.0 to 130 kg per ha. and the pesticide use from 273 to 5600 tonnes annually. The area under high yielding
crop varieties increased from 0.9 to 2.8 million ha. which resulted in increased food production from 2.6 to 11.30 million tonnes. This
spectacular growth of irrigated agriculture and achievements of the state in various other sectors have tremendously improved the general
economy and well being of its population.
Need of the Hour
However, in the process of exploiting the various resources, especially the land and water, certain complex problems like rise in water table,
water logging, soil salinity and other anomalies emerged showing the Ecological Backlashes. The solution to these problems (affecting
more than 50% of the state, lying in central and western parts) is indeed a very difficult and complex due to unfavorable geographical,
hydro geological, and agro climatic conditions such as brackish ground water in 65 % of the state, topographical depression in central
inland basin and non availability of drainage out lets. It is roughly estimated that out of 50% area experiencing a rise in water table nearly,
4.0 lac ha or 10 % of the state is already waterlogged as water table in this region during October remains within 1.5 mts. of the root zone,
and ultimately getting in to secondary salinization. The problem of water logging has been accentuated by floods in the central region of
the state, and the agriculture production in these areas has been adversely affected, and considerable are remains uncultivated during the
rabi season. If no concerted efforts were initiated immediately, the problem is bound to attain alarming dimensions while the fertile
agriculture fields may become Wet Deserts in the days to come.
Haryana Space Applications Centre (HARSAC)
Haryana Space Applications Centre (HARSAC) is as an autonomous organization of Department of Science and Technology, Govt. of
Haryana, located at CCS HAU Campus, Hisar. The main objective of this centre is to harness the potential of Space Technology for the
Natural Resource Management in Haryana State. HARSAC has completed many prestigious National and State sponsored projects
successfully which are mainly related to the natural resource management through Remote sensing, GIS and GPS Technology. The
Haryana Government has identified HARSAC as a nodal agency for all Remote Sensing and GIS related activities. Recently HARSAC has
under taken national projects on Water Bodies Mapping and Land Degradation in Haryana state, where the extent of seasonal /
permanent waterlogging areas and salinity was mapped on 1:50,000 scale using the IRS LISS III satellite data.
Back Ground of the Brain Storming Session (BSS)
On the occasion of signing of MOU between HARSAC, DST, Govt. of Haryana and SOI, DST, Govt. of India on 26.08.2009, Sh.
Bhupender Singh Hooda, Hon. Chief Minster - Haryana, raised the issue of water logging and underground brackish water in Haryana and

requested Sh. Parthviraj Chavan, Hon. Union Minister of Science and Technology to address this problem through suitable science and
technological intervention. It was proposed that a big village in the area may be selected for taking up research and development study on the
problem which could be emulated and extended to other areas. Accordingly, the Department of Science and Technology, Govt. of India, has
sponsored to organize the one day Brain Storming Session on Management of Waterlogged areas in Haryana.
Objectives of the workshop
The main objectives of the BSS would be as follows:
 General scenario of Waterlogging in Haryana state
 Discuss the methodologies for mapping of waterlogged areas.
 Discuss the strategies involved in management of waterlogged areas
 Bring out a status paper on Management of Waterlogged areas in Haryana state.
BSS Themes
 Methodologies for Identification / Mapping of Water logged Area
 Technologies for Management of Waterlogged Area (Preventive and Curative measures)
 Panel Discussion and Recommendations
Participants
Leading scientists, technocrats, administrators, planners and engineers from State and Central Govt., working in the field of management
of waterlogged area are expected to attend the day long deliberations of the workshop. Total numbers of participants would be restricted
30 – 35 only. Limited travelling, lodging and boarding will be provided to the experts as per their entitlement.

Program
There would be 2 invited lectures in each of the technical sessions, followed by discussions. Recommendations will be finalized in the
plenary session.
