Representative Todd Zimmerman of Greater Sudbury Police Service welcomed
members to the OPHSA September meeting at the Lionel E. Lalonde Center in
Azilda.

welcomed members to the OPHSA September meeting at the Lionel E. Lalonde
Center in Azilda.

Both Todd and Dan expressed the need for local health and safety diligence and
the value of OPHSA in learning and educating health and safety issues to our
Police Services.

11:00 – Review of Meeting Minutes from Peel Regional Police - June 3rd 2010
– comments – questions – concerns. Minutes approved without amendments.

As per the OPHSA Constitution, a discussion was held regarding


invitations to outside Police Service Agencies to become members of OPHSA.
Public Services Health and Safety Association (Joe Watkins) and Ontario

Association of Police Services Boards (Nick Dzudz) will continue with their
Observer status with OPHSA. We continue to welcome their assistance in mutual
Health and Safety concerns.

Discussed was the pending retirement of OPHSA Treasurer Lori Taylor.


As per the OPHSA Constitution, elections will be held the first meeting of the
calendar year. Please consider volunteering your time to assist OPHSA.

OPHSA Secretary Mark Ballantine advised of a pending OPHSA


Constitution change (Vote at the December Meeting) – Article X – Minutes of
Membership Meetings – our minutes are forwarded to Organizations including
Ontario Senior Officers Police Association (OSOPA – Peter Pennlington), Police
Association of Ontario (PAO – Doug Allan), Ontario Association of Chiefs of
Police (OACP – Peterborough Lakefield Police Chief Murray Rodd) and currently
worded Municipal Health and Safety Association (MHSA – Joe Watkins). MHSA
has changed their name to Public Services Health and Safety Association
(PSHSA). A Constitution change is requested to reflect the name change.

A discussion was held regarding membership fees and it was agreed to


keep the fees at $100 per Police Service annually as well as a standard $20 a
person meeting fee.

11:20 – Section 21 Committee Update


Doug Allan (PAO) spoke regarding the previous Section 21 Meeting May
14th. Those that attend the Section 21 Meeting whom also attend OPHSA
Meetings are George Borbley (OPP), Doug Lewis (OPPA), Darwin Trojan
(OPHSA), Doug Allan (PAO), Nick Dzudz (Ontario Association of Police Services
Boards) and Peter Pennlington (Ontario Senior Officer’s Association).
An advisory note regarding MDT’s in Cruisers will be spoken to at
tomorrow’s Section 21 Meeting (September 10th 2010).
A ‘Safety Officer’ is being discussed at scenes to relieve an Incident
Commander from these duties. A Safety Officer will ensure a major scene is safe
for everyone involved.
Supervisor training in Health and Safety is being discussed, as most are
not given it as part of their supervisor training. This is a personal liability for a
Supervisor in the Act for the safety of an Officer. A firefighter death in Point
Edward resulted in charges laid with the Fire Chief as Supervisor. A local

Uncle Sam Boot squeaks – one in 20-30 pairs – prevents a quiet
approach.

Timmins Police Service


John Gauthier was welcomed to OPHSA – Timmins has always been a
member but distance to meetings has been an issue – John intends to attend to
assist his Service with Health and Safety issues.

Lunch – 11:30 to 12:20 – Prepared and Served by staff at the Lionel E. Lalonde
Center

Ontario Provincial Police / Ontario Provincial Police Association


Infection Control is a beneficial presentation. Training was requested to
the Commissioner around sickness issues.
N95 Mask issue – one member complained to the Ministry of Labour that
they were not fit tested – then they all were.
Section 21 Auxiliary Unit matter – are they covered by WSIB? Doug Allan
(PAO) advised all salaried employees are. They pay into a legal assistance
program. Our members need to know that they supervise an auxiliary officer.

Waterloo Police Service


Boots – trying a non insulated boot – Terra and Rocky make non-insulated
work boots.
Radio issues have been resolved. No squelching with new ‘stereo’
headsets.
Health and Safety training is being conducted for all members. A new
procedure has been developed to have a worker from the area where an injury
occurs speaks at the Health and Safety meeting (for a best explanation from the
work group).
Vests – Moly weave with snaps – Patrol gets vests now with handcuff
pouch and radio pouch – cresta are on the vests with ‘Waterloo Regional Police’
– Auxiliary Police vests are labelled for easy identification – every Officer is
issued a plain clothes holster
Chicago last week introduced the Interceptor Sedan Utility Vehicle – not a
Taurus or Explorer – an All Wheel Drive – the Caprice will be sold in Canada as
of three weeks ago – the stick is on the floor to engage drive – the seat of the
Interceptor is redesigned – will be in Michigan next week for trials.

Halton Regional Police Service

Noise survey for Marine Boats – likely will be a hearing protection
recommendation

Peterborough Lakefield Community Police Service


A drowning oiccurred in July where an issue arose regarding rescue and
recovery – Officers were in the water searching for the victim – no injuries
occurred to Officers, however a concern should a similar situation arise again.
Suggestions were to obtain debriefing notes – request from employer –
Health and Safety can then concur with the directions from the debriefing – if no
notes are availabnle, then the Incident Commander can be invited to the Health
and Safety meeting and notes can be made from there – ultimately, the scene
needed to be turned over to the Fire Department as they are recovery for all
water issues.

Peel Regional Police Service


All officers are going to be carrying the same guns – transitions are
underway – a cross between health and safety and equipment committees.
Winter Gloves? – None issued – found a glove but jammed in 4046’s but
M & P (Military and Police) okay – now M & P issued to everyone
March death of Officer – no seatbelt – training video from internal
investigation – deceased Officer’s wife speaks in the video to say ‘slow down and
wear a seatbelt’

Post Traumatic Stress is a priority with WSIB – to get medical intervention
faster than later.

Stratford Police Service


On going radio issues – new emergency wing in Hospital and no radio
service
Call out for shift supplement – two guts worked a double shift as no other
Officers came in – recommendation was they could respond to emergency calls
only and to sit at station after 16 hrs of duty – should not be operating a motor
vehicle – Employment Standards Act says 16 hrs – a ‘Policy’ in Hamilton?
