INTRODUCCIÓN

In Chile, the concept of school aid rises given the need to socially assist underprivileged school-
age children. It was established since Carlos Ibáñez del Campo administration when the General Direction
of Primary Education (Dirección General de Educación Primaria) and School Aid Community Bords (Juntas
Comunales de Auxilio Escolar) were created. These Boards were responsible for promoting and organizing
school feeding services and other programs to help students in public schools. In these terms, it was the
first step to get to what we know today as Nacional Board of School Aid and Scholarship (which stands for
Junaeb, in Spanish Junta Nacional de Auxilo Escolar y Becas).
JUNAEB is an organization which belongs to the State Administration. It was created in 1964 by
the Law Nº 15.720. This organization is responsible for managing state resources and founds in order to
ensure that Chilean boys, Chilean girls and Chilean students in general in biopsychosocial vulnerability to
enter into de Educational System, remain in it and be successful through all their educational process.
I. HISTORICAL REVIEW

In Chile, the Mandatory Primary Education Law (Ley de Instrucción Primaria Obligatoria) was
passed in 1920. Its aim is promoting and supporting education and eliminate Chilean high illiteracy that
prevented the development as a country. But one thing was the establishment of a law and another very
different was to facilitate de access to education. That was what made the country think about an
organism which main responsibility were promoting and organizing school feeding services and other
programs to help students in public schools.

In 1928, under Carlos Ibañez del Campo administration, Direccion General de Educacion Primaria
and Juntas Comuncales de Auxilio Escolar were created.

In 1953, it is created JUNAE (National Board of School Aid, in Spanish) which main responsibility
was to manage School Aid Board funds.

Since 1980, JUNAEB have opened its programs with the aid of private entities.
In 1990, when democracy was restored, JUNAEB expanded the funds that covered School Feeding
Program, set up the Students Heath Program, created Camps Programs and Dwelling Program.
In 2002, the World Food Program (WFP), part of the United Nations systems, acknowledged the
school feeding program in Chile as one among the five best in the world and asked to be founding
member of the Latin American School Feeding Network (LA-RAE).
In 2006, JUNAEB took over the managing of Presidente de la Republica Scholarship and the new
Mantencion de Educacion Superior Scholarship.
II. MANAGMENT

A. MISION STATEMENT

JUNAEB has a Mision Statement focused on helping and ensuring school education:

"TO HELP UNDERPRIVILEGED CHILEAN BOYS, GIRLS AND CHILEAN STUDENTS IN GENERAL TO
ENTER INTO THE EDUCATIONAL SYSTEM, REMAIN IN IT AND BE SUCCESSFUL IN IT THROUGH ALL
THEIR EDUCATIONAL PROCESS BY GIVING THEM PRODUCTS AND COMPREHENSIVE QUALITY
SERVICES THAT WOULD CONTRIBUTE EQUAL OPPORTUNITIES IN THE EDUCATIONAL PROCESS.”

B. ORGANIZATION CHART
JUNAEB, as any institution, has memebers who have different roles and tasks. All of them have
different positions in hierarchical order:

III. PROGRAMS

1. DESARROLLO DE COMPETENCIAS: recreational programs to support nursery, primary and secondary


education students.
These programs are:
a. Recreación en tu escuela: it consists of recreational, artistic,sports and cultural workshops
developed within schools to support Jornada Escolar Completa.

b. La Media Junta: it consists of recreational, artistic, sports and cultural workshops developed
within schools to support Jornada Escolar Completa.

c. Maratón Estudiantil "De Arica a Punta Arenas": It is a sport activity which takes place only once a
year, the same day throughout the country in October, JUNAEB´s anniversary is.

d. Campamentos Recreativos Escolares: These are camps that take place during the holiday period
for the students that belong to the program.

e. Promoción y desarrollo: Consists in conducting training and recreational activities that take place
in two working areas: one with a duration of three consecutive days, in which different topics are
developed; and the second one consisting of two days and its aim is strengthening of the topics
developed in the previous area and monitoring the commitments made in the same area.

f. Actividades Recreativas Culturales: It consists of massive access to cultural and recreational


activities in our country in two aspects by visiting to artistic and cultural events and promoting the
right to culture and fun.
2. SCHOLARSHIPS: These are monetary contributions given to students who for economic reasons cannot
afford their studies or meet their need during this process.

3. FOOD PROGRAM: For a child suffering from hunger there is often not enough food at home, and most
schools in developing countries do not have canteens or cafeterias. On empty stomachs, children become
easily distracted and have problems concentrating on their lessons. The idea is to give at least one
nutritious meal each day to which promotes regular attendance, and enhances student performance.

4. HEALTH: It seeks health problems related to school performance and give a full range of medical
attention to those students who have visual problems, hearing impairments and spinal problems through
screening, diagnosis, treatment and medical controls.

These programs are:

5. TECHNOLOGY: "Yo elijo mi PC" is an initiative promoted by the Chilean Government in order to
increase equity levels and decrease the digital gap to hel underpriviledge students who have good marks.

6. TRANSPORTATION: JUNAEB is working in protecting the students right to have Access to low fares in
public transportation services with TNE card.

7. SCHOOL SUPPLIES: JUNAEB delivers school supplies kits every year to underpriviledge students that
belongs to the School Feeding Programm.

8. DWELLING PROGRAM: JUNAEB gives housing, food, and pedagological assistance to students who
cannot afford it or live in away from schools to help them to continue with their educational process.

SUMMARY

46 years ago, Chile had a population of 8 million and 1 million of them were illiterate. In this
context JUNAEB was developed to change the existing reality and ensure the permanence in the school
system of thousands of children and young people in our country. Since then, the Chilean Government
has been worried about those students in need in order to help them to succed in the educational system.

At present, Junaeb is honored with the 2010 Annual Award of Institutional Excellence because of
the management of the institution has gone hand in hand with growth and development done by the
country in recent decades adapting to changes. The institutional challenge keep being to improve day by
day to get efficiently to the country’s most vulnerable students.
