Update of SARI ENERGY Program – Galle City
USAID SARI ENERGY Program and HELP‐O implement
program to introduce the alternative energy sources to
the community. Last few moths we could able to reach
many targets and the program are success. A Bio gas
program serious was done by the grants provided by the
USAIDS‐ SARI project in September 2010.05 Bio gas
Units were completed and they are functioning well .The
Bio gas Units were built in the following places.
• The Buddhist Centre in Galle
• Mainagoda in Galle
• Magalle
• Minuwangoda in Galle
• Sangamiththa Collage in Galle
Now above mention institutes and domestic people are getting benefits from the biogas.
They could able to reduce the LP Gas usage and cost for the firewood. Through this also
they can solve the waste problem too.
HELP‐O conducted two Awareness programs were done for the
selected 150 people. In each program 75 responsible partners
were participated the program topic on values and the benefits
of the Bio Gas. The programs were conducted by Mr.
Moonamale, Mr. Jayasiri ad the chairman of HELP‐O, Mr.
Chathura Welivitiya.
Mr. Chathura explained about the why waste become problem
and how we can solve that problem. Even he explained about
the benefits of the biogas like Gas usage, Organic Manure.
After that Mr. Moonamle explained about how other countries
use biogas.

Galle Navy Camp Waste Management program
The Bio gas program in the Galle Navy Camp was
implemented few months ago with the aids provided
by the UNDP GEF Project and “Pilisaru National
Program” provided the materials cost. The capacity of
the Bio gas unit is
22 m3. While the
UNDP GEF funded
for the skilled
Laborers and the
awareness programs. This program is a co‐finance
program between Central Environment Authority
and UNDP / SGP /GEF program.
The biogas unit is finished inside of the Naval Camp. They now use the biogas for their
daily needs. Now they able to reduce the LP Gas usage for cooking purpose. Even their
attitudes were changed about the waste.
Awareness programs were done for the Navy Officers
and the kitchen staff on values and the benefits of the
Bio Gas Unit. Even we have conducted a program to
Southern Naval Area Commander and for the officers
about Biogas unit and its benefits. From those
programs we could aware them about the biogas and
its benefits, cost effectiveness, agriculture effective
and how this effective globally.

Public Private Partnership for Waste Management in Monaragala
Prison
Monaragala Prison won the National Quality Award.
Prison has well organized structure and procedures. The
efficiency is very high in this prison but during the last few
years they had to face a huge problem. That is waste
problem the waste collection is very high in this prison.
The local authority doesn’t collect the waste properly.
Massive smell and methane gas emission to air was high
and they were looking a good and quick solution for this
massive problem.
While on this time National Cleaner Production Center and UNEP decided to
implement program in Monaragala District with using Agriculture waste. They have
chosen the HELP‐O to implement this program. Prison also agreed to accept the outside
agriculture waste to this biogas unit. The collected agriculture waste from the local
authority will bring to prison.

Community Based Biogas program in Negombo City
Negombo City is located near to Colombo. The city is very populated and this is
commercial city. The city has many natural resources and Negombo Lagoon is one of
them. The city has many waste problems because waste collection is very high.
CITYNET and HELP‐O planned to implement community based biogas program in
Negombo MC Area.
Under this program Approved for the two Bio gas units in Negambo town area. The
project will be implemented with the compliment of Citynet and French government.
The coordinator of the fund is the CITYNET while the technical supporter is HELP‐O.
The international experience exchange program was scheduled to be done with
Cambodian Municipal Council. The coordinator for the program will be HELP‐O. We
expect to start the program very soon.
This is a model program that we expect to implement in Negombo City. The propose
site is Don Bosco Village. This is a Tsunami Housing Scheme and the waste collection is
much in this village and they expend much money to the LP Gas and for the Fire wood.
Community Biogas Program in Dehiwala Mt. Lavinia City
Dehiwala & Mt. Lavinia Municipal Area is located near to Colombo and the population
is very high in this city. Municipal Council expends much money for the waste
management because daily waste management is very high. Even they implement
many programs to waste management program.
The Bio gas program of Dehiwala & Mt. Lavinia Municipal Council area was started
recently. The Basic constructions were finished for the building of Bio Gas unit. Local
experience exchange program was done for the community and the staff of Municipal
Council. This program implement through the National Chapter of Sri Lanka and
funding from the CITYNET – Japan.

School Biogas Program in Jaffna – Mutthu Thambhi School
UNDP is one of leading organization that helps to Sri Lanka to develop the country.
They working in Jaffna area and they have planned to implement waste management
program in school level. Under this program the UNDP Jaffna Office expects to
implement biogas program with collaboration with HELP‐O on Mutthu Thambhi
School and this is a model program that introduce to Jaffna District.
This is the first time that HELP‐O works in North Province and through these we expect
to good environment conservation program in school level. The organization expects to
conduct awareness programs to the school children about the effective and benefits of
the biogas and how to maintain the biogas unit. Under this program we expect to
construct with the capacity of 12m3 biogas unit in school the main objective is introduce
a model to Jaffna and soon we expect to expand this program to many districts and
places of North and East Province. Before end of this month we expect to implement
this program in Jaffna Mutthu Thambhi School.
“Make Galle Green Biog Energy City”
“Make Galle Green Bio Energy City” is a concept that
HELP‐O and Galle Municipal Council both together
implement. HELP‐O and Municipal Council got the
leadership with other institutes to achieve this theme.
The main institutes of the Galle city represent this
committee they gather every month and discuss about
the progress of the
program and how much
we could finish the time period.
Under this theme we expect to introduce the biogas units
to every major institutes of the city and we hope to
encourage the people for alternative energy sources. The
chairman of the committee is Hon. Mayor Galle city.
Here is mention about the suggestions from all members.
• Construct two biogas units under the SARI Energy Program.
• Make more strong rules to Waste Management and irregular waste
• Change the polices about the waste management
• Conduct awareness program to Municipal Council Labours and officers about proper
waste management and biogas benefits.
• Aware the people through a Compact Disk (CD).

• Conduct awareness programs in every GS divisions, Village Officers and Samurdhi
Officers about biogas and its benefits.
• Conduct a training program at Karapitiya Hospital about waste management and biogas
unit its benefits to hospital.
• Develop this concept through the Dengue Prevention Programs.
• Get actively involve to prevent the Dengue fever
• Have a request in Army camp of Galle to construct biogas
The all institutions are working to “Make Galle Green Bio Energy City” and also expect
to establish a learning centre in Galle about energy city.
Hon. Minister of Health Karapitiya Biogas Site visit
Hon. Minister of Health Mr. Maithripala Sirisena
visited to the Karapitiya Teaching Hospital on 20th
09.2010. On that visit he went to the biogas unit
that started from HELP‐O. This is the first biogas
unit that HELP‐O implemented even this is the
first biogas unit which constructed hospital in
Asia. The program started on 2004 and since that
day this program function without any problem.

HELP‐O Community empowerment program
HELP‐O is implementing community empowerment programs too. Those programs are
implementing through the community network we call it for Housing and Livelihood
Development People’s Movement (HLDPC). From this section we report about the
progress of the people’s movement. This community network is the HELP‐O Strategy to
empower the grass root level community.
Within the reporting period we could able to achieve many targets with this community
network. Now people empowered and they willing to work to expand the people’s
movement and they give the leadership to their villages. Also their savings has been
increased and interrelationship also increased.
New Director Board Election of people’s Movement
The election was held with a total democracy in HELP‐O office premises on September
2010 & three leaders of all village branches were got the opportunity to give their votes
for the final six applicants. Finally five board of director elected from Mahaliyawaththa,
Kalupe, Koggala, Aththiligoda, & Weliwaththa branches. Community was happy about
the newly appointed directors & their no any objections for the selection.
After election the new board of directors expressed their ideas that this is a good
opportunity for them to have a leadership & come up with responsibilities to serve the
community with their social works while guiding the people’s movement towards the
success.

Now there are eight boards of directors from the
grass root level community side. We hope to hold
the Director Board meeting of Housing &
Livelihood People’s movement alone with the new
director board to get their ideas to increase the
quality with a grate expansion of the Micro Finance
program towards the success, in future. The all
directors came from the ground level and this is one
of empowerment of them because through this they
can work in large area. They have a great opportunity to give the leadership to other
members. Now they are working in new positions to expand the people movement.
With the hope of to increase the living standards in
low income settlement of the Moragoda area by
giving them chance for financial access for their self
employment needs as well as other infrastructure
facilities we established a main people’s movement
branch located in Moragoda area which is in Galle
district on last month of September.
As many of the community are doing day today
works to leans their lives it’s much more important
for them to set up a community financial settlement for their financial needs among
themselves. The main specialty of this branch is 80% of members are from Muslim
community and Sinhalese also live in same area. They both got the membership of the
people’s movement.

adviser of HELP‐O, the staff of HELP‐O Micro
finance as well as other community leaders also
participated on their opening ceremony on last 25th
September 2010.
All of them informed about their feeling of this
program. They informed that they didn’t have this
kind of program in their area. Through this they all became one network and through
this they expect to solve their problems and make them stronger.

The community of Moragoda expressed their ideas that now they are doing savings as
well as taking emergency loans as per their needs through their small groups & they are
expecting to go for self employment & other loan facility after now.
No body chosen to be born in to poverty. Any way it’s happening in this world. By
giving the poor to access for production process by giving them financial assistances for
self employments is one way that can break this poverty cycle. This is the first step
which has kept by the community of Moragoda by establishing a people’s movement to
reduce poverty.
Walawwaththa Congress
The community of the Walawaththa organized
their congress meeting on September 2010 in the
community center of Walawwaththa. All the
branch members, the board of directors of
People’s movement as well as HELP‐O MF staff
also participated in this meeting. The participated
boards of directors are ground level treasurers of
the people’s movement. They participated to this
to share the experience.
The chairmen of the Walawaththa people’s
movement welcome all & the main topics discussed in the meeting were.
To increase savings mobilization
Encourage the community to do savings more & the important of savings habit which
they can use in case of emergencies. Even they discussed about how to encourage the
people to save more money.
Providing the Self Employment loans
In this meeting they disbursed RS.310, 000.00 as self
employment loans around 10 members of their
society & specialty was that these all funds were
from their own society funds.
In addition to that they explained about that the
housing loan, infrastructure loan of Rs.30, 000.00 &
Rs.25, 000.00 which has disbursed already. Finally
they announced that they are expecting to disburse
some more loans for their villages in future with the
hope to give the financial benefits more & more.

The other social benefits
Especially from the branch many of people got many assistants and they were able to
solve their ground level problems. Many of people go the self employee loans, Hosing
Loans, Infrastructure Loans through those assistants they could able to increase their
living standard. When the people faced a flood situation this branch helped them and
provided the necessary assistants to them.
Micro Finance & Family
The family is the smallest unit of the society. The poverty is high in rural level as well as
in urban areas. Some people poor in knowledge and attitudes. Some poor in financially
so both are poor. Micro Finance is a powerful too to eradicate the poverty. In Sri Lanka
there are many institutes implement Micro Finance Programs.
Through this many of people could able to uplift the living standard and most of people
became small entrepreneurs. This is much help to their family too. Most of people who
get the first loan are in poor stage but when they take second or third loan they get
away from the poverty. They have a good living standard. Micro Finance helped to
many people who can’t go to bank or other formal institutes.
Before they were low income people but now they have good income and their way of
thinking has been changed. Many countries are using the Micro Finance to help to the
people. Through this people become strong network before they didn’t have a voice but
now they have much strong voice to present their ideas to the World. Micro Finance is
became a miracle for low income people to up lift their living standard.

Harvest without Chemical
One of our people’s movement branches in
Udupila implements a SEED Bank program
successfully through fully community
participation process.
The main aims of the program was to aware the
community about local seeds conservation, to
get harvest with out using chemical fertilizers
as well as provide seeds for the other people’s
movement branches to cultivate in their areas
also.
Program was started on last May 2010 with the
Collaboration with & Asia Onluse as a result of
the
training & the financial assistance which
has received from them.
Now
they have cultivated the Seeds for the
next season & already we could gain a good
harvest
by using the snail manure for the
spinach crops. A one hut also has constructed
during
month of August to keep seeds as well
as other things safely through the contribution
of community of the area.
They hope to make the “Wood Vinegar” for the
next month which can use for crops next season
also.
Community has much intention to develop the
program towards the success. As they can
continue by them selves as home gardening to
earn some or for home use as well as can give
contribution to conservation of local seeds as
social responsibility this program is much
important for them according to their ides.
