members overwhelmingly oppose
the tax cuts compromise reached
between the White House and
congressional Republicans,
saying it is “bad for African
Americans” and other vulnerable
communities.
“You can’t give tax cuts away
like you’re Oprah Winfrey or
Santa Claus,” Virginia Democrat
Rep. Bobby Scott, a member of
the House Budget Committee,
said during a Capitol Hill press
conference. “Someone eventually
has to pay for it.”
And traditionally, it’s been

had to pay, the Black lawmakers
said.
President Obama and the
Republican leadership reached
a deal that would extend Bush-
era tax cuts in exchange for also
extending unemployment benefits
and other programs favored by
Obama.
According to the
Congressional Budget Office, the
tax deal is projected to increase
the national deficit by almost
$900 billion-a figure larger than
the recent financial stimulus
measures-adding to an already
towering debt. And to reduce
that balance, Republicans will
likely impose “draconian” cuts on
programs important to minority
communities such as Medicare,

Rushern Baker promised he would come
in and make changes within the county’s
government and he instituted those changes
in a major way, announcing several changes
at top levels of many Prince George’s County
agencies.
Instead of waiting and letting agency heads
stay on in their capacities until new candidates
can be vetted, Baker announced a slew of
interim heads to join him as he attempts to
move the county forward as he promised on
the campaign trail.
“While the Transition Committee
continues an extensive search for the best
possible applicants, reviews the current state
of county agencies, and seeks best practices
to deliver a more effective and efficient
county government, these experienced and
talented individuals will be able provide the
expertise and leadership needed during this
interim period of transition,” Baker said in a
statement.
The new heads are Mark Bashoor,
interim chief of the Fire/EMS Department;
Betty Hager Francis, interim director of the
Department of Housing and Community
Development; Gail Francis, interim director
of the Office of Finance; Thomas Himler,
interim director of the Office of Management
and Budget; Samuel Wynkoop, interim
director of the Department of Environmental
Resources and Stephanye Redd Maxwell as
director of the Office of Human Resources
Management.
Perhaps Baker’s most controversial
decision was the removal of Prince George’s

The ‘AFRO’ takes a look at the
HOME Investment Partnerships
Program in Prince George’s County
and the increased scrutiny it’s come
under since the arrest of former
County Executive Jack Johnson.
When Prince George’s County
used HOME Investment Partnership
Program funding to put together a
package to renovate homes at Sugar
Hill, an 11-home development on
Route 301 in Upper Marlboro, it
seemed like the county was taking its
responsibility to keep residents in their
homes seriously. However, a closer
look at the deal reveals who really is
benefiting from the funds.
In 2005, Dr. Mirza H.A. Baig, a
long-time business partner of former
Prince George’s County Executive
Jack Johnson and major campaign
contributor, bought the homes in the
development for $610,000. The homes
were subsidized for low and very low-
income residents.
According to campaign finance
reports, Baig donated over $11,000 to
the 2002 and 2006 county executive
campaigns set up by Jack Johnson and
in 2006 and 2010, $3,000 to slates
benefiting Councilman Sam Dean
of District 6, where the property is
located.
Residents who lived in the homes
received HUD vouchers to assist
with the payments. Baig, under his
company, Amina Limited Partnership,
became the beneficiary of a Housing
Assistance Payments (HAP) contract
that made sure he was getting at least
$16,300 from HUD and the residents
monthly.
But in February 2008, things
turned sour. Baig was negligent on
the upkeep of the property and thus
had his HAP contract suspended
for “failure to maintain the project
in a decent, safe and sanitary
condition.” In a letter sent to Baig,
HUD stated that Baig would have
to assist in relocating any residents
still occupying the property even if
the HAP contract ended before the
relocation process did.
“The Department will instruct
its Accounting Division to abate
payments from the project’s HAP
contract upon the events described in
this Notice,” Mary Ann Henderson,
director of the Chesapeake
Multifamily division of HUD, said in
her letter. “Of course, the owner may
not properly seek or obtain project-
based Section 8 payments for any
abated units notwithstanding any
action or inaction by the department’s
Accounting Division to prohibit
payment to the owner for abated
units.”

which the county assessed at $3

While the recession continues to
increase its number of casualties, the
new faces of poverty in the region
include the Black middle class, the
elderly and youth.

“They just didn’t come
under the radar until now,”

When it comes to
differences across class,
it was expected that those
who were in the lower
class would remain poor.
However, nonprofits and government
agencies are saying urgent calls for
financial assistance now come from
individuals who have lost their jobs
or homes that are accustomed to a
lifestyle of comfort, even luxury.
Tanya Robinson, 54, was a
successful real estate saleswoman
until the market hit at an all time
low. Accustomed to the middle-class
lifestyle, she lost her northwest
Washington, D.C. home and the
business. Unable to find work that
could accommodate her lifestyle,
eventually, Robinson became
homeless. Too proud to sleep in
shelters, Robinson adapted to a life
of sleeping in abandoned homes and
park benches, yet she still gets her
nails and hair done regularly.
“Do you know what it’s like to
lose everything you own?” Robinson
asked. “Most of my family members
are struggling themselves and didn’t
have room for me to stay with them.
So I’m out in the street trying to
make it,” she added.
Unable to cope with her losses,
Robinson slipped into a state of
deep depression and began to self
medicate herself by taking illegal
drugs.
Lewis Davis, 43, senior state
director of communications at AARP,
said according to the Capital Area
Food Bank, one in three District
seniors are at risk of or suffering
from hunger. “That is a strong
indicator of poverty in the D.C.
area,” stated Davis.

PGCC Student Files Complaint against Woodmore Towne Center

Jonathan Lancaster, a
Prince George’s Community
College honors student, filed
a $30,000 complaint against
Woodmore Towne Centre at
Glenarden for discrimination
after two officers stopped him
while he was shopping on
Black Friday.
Lancaster and a friend,
who recorded the audio
of the incident on a cell
phone, went to Wegman’s to
withdraw money from his
savings account and then to
Costco to inquire about its
membership card and the
type of merchandise it sells.
After leaving Costco, he was
stopped by a Glenarden police
officer working security at the
complex.
According to the
complaint, Lancaster didn’t
stop and the officer, whose last
name is Taylor, got out of his
squad car, grabbed Lancaster
and proceeded to drag him
back to the vehicle.
Once there, Lancaster
asked Taylor to let him go,
but was told he’d be arrested
if he resisted. Taylor began
to frisk Lancaster, telling him
he’d acted suspiciously on the
private property.
When Taylor’s friend
arrived at the scene, Lancaster
asked if two girls had
mimicked his behavior would

responded, “Not necessarily.”

White House Touts Tax Deal’s Black Benefits

deal made with Republicans
as a boon for the African-
American community.
“We feel we really were
winners in this deal because
we got a lot of priorities

economic recovery but
helps families that really
need that assistance in this
pivotal time,” White House
spokeswoman Jen Psaki said
during a conference call with
the Black press.

of Economic Advisers,
reaffirmed that theROP

estate tax cut and a two-year
extension of President Bush’s
high-income tax credit, which

together accounts for $238
billion of the bill’s price tag –
was the 13-month extension
of the unemployment
insurance benefits.
“That is critical,”
Rouse said of the measure.
“Economists on the
left and right agree that
unemployment insurance
benefits are the most effective
way to stimulate

growth. And that’s because
[they] are so important to
these families.”
With the average payment
of $300 a week representing
about half of what the now
unemployed worker used
to make, “that unemployed
worker is not taking that
money and saving it to buy
a Lexus. That unemployed
worker is using that to buy
food, pay rent, to pay the
mortgage, to buy other
necessities for his or her
family.”
If the insurance was not
extended, about 300,000
African Americans would
have lost their benefits this
month alone, and 1.1 million
in the coming year, Rouse
said. But if continued for
another year, the measure
could produce as much as
600,000 jobs and GDP would
grow by about 0.6 percent.
Additionally, the Earned
Income Tax Credit and
Child Tax Credit will also
be expanded and extended
for two years, benefitting
12.2 million lower-income
families, including 2.2 million
Black households.
The $2,500 college
credit, established by the
Recovery Act and of which
eight million students took
advantage, will also be
extended.
Also counted in the
administration’s “win” tally
was a 2 percent payroll tax
cut for over 155 million
workers – providing tax relief
of $112 billion next year.
That translates to about $700
more in salary receipts for the
average African American.
And to ensure Social
Security isn’t weakened,
every dollar paid toward the
tax cut will be reimbursed to
the trust fund from General
Revenue.
All of these were intended
to shore up and stimulate the
economy, while also easing
the burden on families, the
officials said.
“We have a fragile
economy and to have a
gigantic tax increase come
Jan. 1, the president just
didn’t want to risk that,”
Rouse said.
The White House
teleconference came hours
after the Congressional
Black Caucus announced
their official objection to
the tax deal, particularly
the estate tax cut and the
tax holiday for wealthy
Americans. The Capitol Hill
lawmakers said the bill’s toll
on the nation’s debt would
result in “draconian” cuts on
social programs important to
African Americans and other
vulnerable communities.
“There are tough choices
that will have to be made next
year [and] we know what
will happen—it’s going to
be low-income communities,
poor communities of color
that are going to pay,” CBC
Chairwoman Rep. Barbara
Lee, D-Calif., told reporters.
But Rouse said because
the tax cuts are temporary,
they will not affect the
long-term deficit in “any
meaningful way.” And, she
said, economic stimulation
– such as that promised by
the tax relief package – is
the surest way to protect
programs from funding cuts.
Additionally, Psaki said,
while President Obama
recognizes the need for fiscal
discipline – which is reflected
in policies such as health care
reform – he has also been

backs of working people.”

or near poverty,” said
Perkins-Cohen. “We must
invest in adults, retrain our
workforce and provide the
next generation of workers
with the necessary skills and
education to compete.”
Prince George’s County,
one of the richest Black
counties in America, provides
one of the best pictures of the
dying Black middle class.
“With thousands of
foreclosures, it has become
quite common for people who
were once homeowners to
come to live in our shelters
with their families. They
have absolutely no where
else to turn,” said Josephine
Brownell, 38, shelter manager
at Shepherd’s Cove located
in Capitol Heights, Md., the
only homeless shelter in the
county for families. “With the
rate of homelessness growing,
we need more shelters to
open across the county, more
funding for expansion and job
training centers,” explained
Brownell.
Adding to the needy are
the influx of undocumented
immigrants, primarily
Latino, needing financial
assistance said CHANGE
officials. “Without proper
documentation, by law, we
can only give them food,
clothing and referrals for
other services,” Rollins said.

Steele to Seek Re-election

surprise Washington insiders,
beleaguered Republican Party
Chairman Michael Steele
announced his intention to run
for re-election despite a rocky
first term.
After weeks of silence –
and a growing clamor for his
ouster among allegations of
financial mismanagement and
frequent verbal gaffes over
the past two years – Steele
alerted the 168-member
Republican National
Committee during an evening
conference call Dec. 13 that
he would run, according to an

A ‘Used Up’ Michael Steele to Seek
Second Term as GOP Leader
(NNPA) – Although the
Republican Party appears to
have gotten as much use as
they wanted out of Michael
Steele, the embattled
chairman of the Republican
National Committee told
supporters Monday night he
will seek re-election next
month.
“Yes, I have stumbled
along the way, but have
always accounted to you for
such shortcomings,” he told
the 168-member committee
George E. Curry
in an e-mail sent after a
telephone conference call
with them. “No excuses. No lies, No hidden agenda.  Going
forward, I ask for your support and your vote for a second
term.”
Going forward, Steele will face an uphill battle.  At
least a few prominent Republicans, including former RNC
chairwoman Ann Wagner, have announced they are running
for Steele’s position. Many have complained about lavish
spending and slumping donations during Steele’s tenure.
Some urged donors not to give to the party for races in
November and instead donate to alternative organizations
such as the Republican Governors Association. And, many
donors did just that.
Whenever I think about Steele, the lyrics of Bill Withers’
“Use Me” come to mind:
“My friends feel it’s their appointed duty
They keep trying to tell me all you want to do is use me
But my answer yeah to all that use me stuff
Is I wanna spread the news that if it feels this good getting
used
Oh you keep on using me until you use me up.”
Michael Steele has willingly allowed himself to be used by
the GOP.  And, now that they have no more use for him, they
plan to discard him like a used tissue. Still, he is under the
illusion that he can be re-elected.
Steele has never been a popular figure as chairman,
Barry’s Race-Baiting
Much more interesting
Yaida Ford than Marion Barry and Yvette
Alexander’s bill that would
impose a five-year time limit on the receipt of public assistance
for District residents is a statement that Barry made recently on
Fox News. He said White advocates oppose this bill because
they want to keep Blacks “enslaved” and “oppressed” by the
welfare system. While Mr. Barry’s concern is legitimate, his
statement is rooted in misperceptions of race and poverty.
White advocates touting the cause of racial or social justice
is nothing new. From abolition to the civil rights movement,
Whites have been an integral part of mass movements for
racial equality. Unfortunately, much of their advocacy is
met with suspicion from some Blacks and disdain from some
Whites.
I understand Mr. Barry’s dismay when he sees White
advocates beating down the hallways of the council building
to advocate for poor District residents, many of whom are
African-American, and who also reside in his Ward 8. I, too,
was perplexed when I became an anti-poverty lawyer in the
District some three years ago and saw I was one of a few
Blacks in the field. Another uniqueness that I bore was that I
was the only one who lived in the same community with the
people for whom I was fighting. I often pondered whether
my authenticity as an advocate was bolstered by the fact that
I not only looked like the people I represented but that I also
chose to reside near them. Surely, a White advocate would not
question why I chose to forfeit more lucrative opportunities
to do this work. Unfortunately, Mr. Barry and others do not
Pigford Passed, Now What? As the nation celebrates
Tanikka the long awaited approval of
Cunningham funds to settle Pigford II, we
have to stop and ask, what
happens next? Does this truly make an impact on the state of
Black agriculture and Black farmers in the present and future?
I find that in my day-to-day activities and talking to people,
some folks forget or don’t know that Pigford II is to right the
wrongs of the past, by paying dues to Black farmers who were
discriminated against who filed after the Pigford I case. These
are claims from 1981 to 1996, almost 30 years ago.
I also notice people don’t know the state of Black farmers
today. They don’t know that the average age of a Black farmer
is 60-63 years old.
We heard it reported how many of those claimants who
have waited for Pigford II to pass have died waiting. So what
does this mean? It means a lot of the Pigford payees will be the
children of those who originally filed claims.
These are the children who grew up and have had to see
what the government systematically did to their parents, their
farm, their land, their heritage.
Now these children - adults are now considered Black land
owners, and want nothing to do with being farmers. Nothing
because they saw their parents make an average of $22,000
a year when other farmers of other races make well over
$100,000 a year growing the same things.
Who would want to continue a cycle of suffering?
Where does that leave the state of Black agriculture and
Black farmers?
Today, Black farmers are almost 1 percent of all U.S.
farmers and declining, every day. With numbers that low we
have two options - extinction or revival.
I vote revival.
We have no time to celebrate long; now is where the gravel

winning on the sixth round of balloting. And, the only reason
he won then was so that the GOP could use a Black man to
counter the nation’s first Black president. It was a role Steele
relished. He said at the time, “Having a Black president of
the United States and a Black leader of the opposition is a
wonderful testament to our country.”
Even though the GOP made impressive gains in the last
election, most Republicans think they were successful in spite
of Michael Steele, not because of him.
Over the past two years, Steele may have set a record for
gaffes.
Last year, he said: “In the history of mankind and
womankind, government – federal, state or local – has never
created one job.  It’s destroyed a lot of them.”
According to the U.S. Labor Department’s Bureau of
Statistics, of the 153.7 million people in the civilian labor
force, approximately 22.5 million held government jobs as of
January 2009.
Steele can’t even get it right when trying to woo Black
voters. When he was asked last year about Republican efforts
to reach diverse populations, Steele told a group of bloggers,
“My plan is to say, ‘Y’all come’ because of lot of you are
already here.’” When someone in the audience yelled, “I’ll
bring the collard greens,” Steele added, “I got the fried
chicken and potato salad.”
Many African Americans saw nothing funny in Steele’s
comment.
.In his eagerness to attack Obama, Steele said last
summer that the Afghan war was a “war of Obama’s
choosing.”  Evidently everyone except Michael Steele knows
that the wars in Iraq and Afghanistan were initiated by George
W. Bush in retaliation for the Sept. 11 attacks on the World
Trade Center in New York and the Pentagon. 
Though quick to attack President Obama – even when the
facts proved him wrong – Steele was even quicker to defend
ridiculous statements by conservatives and genuflect for Rush
Limbaugh.
Playing to the outlandish views of birthers who contend
that President Obama was not born in the United States, Steele
defended an assertion by former House speaker and potential
Republican presidential candidate Newt Gingrich that Obama
afford White anti-poverty advocates the same benefit of the
doubt maybe because it is believed that, outside of the work
they do, these advocates have no real connection with poor
communities. Either way his comment that White advocates
oppose time limits on welfare to keep Backs oppressed and
enslaved is driven by misperceptions about race and those on
welfare.
First, it is unfair to assume the intention of an anti-poverty
advocate changes because of their race. Certainly, Mr. Barry
would not have made that same comment if he saw advocates
from the local NAACP opposing the bill.
Second, and most important, Mr. Barry’s comment assumes
that all parents who receive welfare have been on it for a long
time and do not want to get off, therefore making welfare a
crutch for poor people. Impoverished communities are not
monolithic. Everyone is not on welfare for the same reason.
One parent walks away from the family and another loses their
job and another gets sick and now these families need welfare.
For these families welfare is a bridge to help them get over
troubled waters. For others the situation could look different.
A teen girl gets pregnant while in school and her mother
already has other mouths to feed so she is on her own. Not an
ideal situation but this girl may need welfare until she can find
stable work. If Bristol Palin’s family had no money she, too,
would be a candidate for welfare. These hypothetical scenarios
reflect the reality that poverty is sometimes one paycheck or
one bad decision away. Everyone who needs welfare is not out
to “work” the system. That is not to say that no one abuses it
but the clients I represent before policymakers like Barry do
meets the road and we need to get to work.
Will Pigford II money revitalize Black agriculture? Not if
we do the exact same thing we have done over the last 30 years
– fighting past discrimination. We must also look to the future.
I was once told by a farmer, “Dirt and money don’t put
seeds in the ground, and seeds in the ground don’t pay the
bills.” I understand that now. We can’t expect that if you have
some money and land that you are going to get back into
farming. And, if you do get back into farming, just growing
things will not pay your bills. You have to sell your goods to
make money.
Let’s get the children and heirs with cash infusions
to look broadly at agriculture, their land, and their heritage as
something to hold on to and fight for. Give them the tools to see
agriculture as a business and a legacy.
Give them the tools to run their farm as a business, tools
that do not stop when the food is grown or extend to farmers’
markets. Let’s teach our farmers distribution, marketing,
packaging, post-harvest practice, co-operative buying and
selling, business taxes, business planning, and the list could go
on, along with farmers’ markets.
Let’s use Pigford as a rallying cry to increase the profit-
making of practicing farmers, while creating new Black farmers
and giving them the tools to become producers, sustainable and
profitable.
Let’s educate more young people on the history of Black
agriculture and Black farmers before and after slavery.
Let’s teach young Black children that agriculture is the
foundation to all things—there is no culture without agriculture.
We can teach them that farming is not just putting seeds
in the ground; it’s not just harvesting it. It’s inclusive of
everything in the food supply chain and that everything around
them comes from some source of farming – it has either been
grown or mined – all within agriculture.

On his short-lived CNN program, comedian D.L. Hughley
called Rush Limbaugh the “de facto  leader of the Republican
Party.”  Steele strongly disagreed, saying: “I’m the de facto
leader of the Republican Party.” Steele dismissed Limbaugh
as an incendiary entertainer, but after Limbaugh lashed out
at Steele on his radio program, Steele backed off, saying,
“Maybe I was a little bit inarticulate.” He added, “What I was
trying to say was a lot of people…want to make Rush the
scapegoat, the bogeyman, and he’s not.”
Ironically, the Republican Party has grown more
conservative during Steele’s tenure. That had more to do with
a tea party movement that challenged both moderate and
conservative Republican incumbents than a leadership failure
on Steele’s part.
Meanwhile, Black voters were not eating from Steele’s
political menu. In fact, the share of Blacks voting Republican
in congressional races decreased from 11 percent in 2006, the
previous off year election, to 9 percent in November.
Michael Steele could not offer enough chicken and potato
salad to change that outcome. And nor is the likely outcome of
next month’s balloting likely to favor Steele.

not mirror the “welfare queen” image from the Newt Gingrich
era. They have jobs or are in school, they have kids in college,
they are domestic violence victims and some have substance
abuse issues. Welfare is a means to support them while they try
to get ahead under difficult circumstances. None of them wants
to “live” on welfare contrary to the stereotypes that perpetuate
asinine policies such as the one Barry and Alexander has
proposed.
Finally, imposing time limits will cut families off of
welfare but it will not reverse poverty trends in the District.
The welfare to work program is supposed to offer education
and training to parents who need such services but it fails to do
this adequately. Poor administration of the District’s welfare
to work program results in low outcomes for families with
multiple barriers to employment such as low literacy, mental
health and substance abuse issues, and those are the ones who
need the most help.
I may support Barry and Alexander if they held
the District’s feet to the fire and advocated for serious
improvements in the welfare to work program before trying
to impose time limits. My White colleagues have been saying
the same thing to Barry since he introduced the bill but maybe
he will take it more seriously coming from me—an attorney,
advocate and one of his constituents who also happens to be
Black.

This not an urban vs. rural farming situation; it’s an
everyone-everywhere situation.
Pigford told us of the past. Now we look to the future and
make sure that Black Farmers don’t become extinct. We need to
make sure that our farmers have the support, tools, customers,
and know-how to make farming and agricultural related
activities a thriving business that anyone would want to go into,
because it’s ours.
We need to make Black farmers the now and the future.  We
need to make sure we make practicing farmers profitable and
their farmer thriving, and create new farmers at the same time.
However we need to act now.  We are quickly running out of
time. If the average age is 60, how many more years do we
have for them to be farming—three years, five years, 10 at the
max? So in 10 years we could run out of Black farmers.
If we stand by idly as spectators and allow that to happen,
then the people who caused the reason for Pigford just won.
And I am no spectator!
So all hands on deck. Do you have time to volunteer
to pick some crops? Do you have time to help fill out a
marketing plan? Do you have time to help with packaging, or
transportation or to sit in at a farmers’ market for a farmer? Do
you have land that you don’t use? Do you eat every day?

‘O Thou That Tellest’ – Timeless Oratorio Resplendent in Cathedral

With the many performances of Handel’s “Messiah” around
the world, each of them have a unique quality all their own.
From the small church choir to the professional choir, these
performances all provide their own fabric to the tapestry of a
masterwork that has touched the hearts of many for centuries.
The presentation at the Washington National Cathedral was
a perfect example of the variation in performance that still
exists, even for a venerable work such as Handel’s most famous
oratorio. Listeners filled the entire cathedral to hear the beloved
choral piece that for many mark the beginning of the Christmas
season.
Michael McCarthy led a performance that was a fine balance
between being “period informed” yet still palpable to the ear of a
listener who may not be astute to baroque performance practice.
Opening with the overture, McCarthy conducted in a stately
tempo, bringing out the dotted rhythms of the movement, which
is in the manner of the French overture. The orchestra played
with a great sense of ensemble, with each phrase not only being
heard, but seen also in the embachur. Boy and girl sopranos in
the choir framed the work with an angelic quality throughout,
further noting the clarity and sheer beauty of the singers. Adult

Film Explores Life, Legacy of Ga. Death Row Inmate

Lena Baker lived in a world
engulfed by hatred, despair
and cruelty.

But just as she seems to have
moved beyond the sorrows
of her past, Baker is hired to
care for Elliot Arthur (Emmy
Award-winner Peter Coyote,
who has appeared in over 120
films and TV series), who is
recovering from a broken leg.
A tyrannical, pistol-packing
White man, Arthur is known
for his angry disposition and
heavy drinking. Over time, the
two develop a highly-charged
and drunken relationship filled
with cruelty and a troubling
need for one another. Arthur’s
physical and mental abuse
continues to escalate and he
virtually enslaves her. But one
sweltering night, Baker finally
attempts to break free … a
struggle ensues and a gun goes
off, accidentally killing Arthur.
Despite the sympathies
of the local sheriff (Michael
Rooker, Mallrats, Cliffhanger,
Days of Thunder) – who is
helpless against the mores of
the time – Baker’s attorney
is dismissive, her defense
inadequate and a jury of 12

Atlas of the Transatlantic Slave Trade
Atlas of the Transatlantic Slave Trade by historians David
Eltis and David Richardson (Yale University Press) has been
12 years in the making. The visually stunning book offers
important insight into how the slave trade impacted the cultural,
social and financial fate of the United States and other nations.
For Americans of African descent, it also offers a deeper
understanding of how their ancestor’s nation of origin
determined where they would settle in the United States. This
is something that other Americans descended from immigrants
have been able to look up for years (i.e., the Irish went to
Boston, the Polish went to Chicago) but because of the violent
and coercive nature of the slave trade, it has been a murky
subject for a large percentage of the American populace.
Eltis and Richardson have created the first comprehensive,
up-to-date atlas of the 350-year history of the slave trade,
featuring 189 full-color maps that explore every detail of the
African slave traffic to the New World. Based on an online
database (www.slavevoyages.org) with records on nearly
35,000 slaving voyages—roughly 80 percent of all such
voyages ever made—Eltis and Richardson use astonishingly
detailed illustrations to show which nations participated in the
slave trade, where the ships involved were outfitted, where
the captives boarded ship, and where they were landed in the
Americas, as well as the experience of the transatlantic voyage

‘You can write me down in history with your bitter, twisted lies,
you can trod me in the very dirt and still, like dust, I rise.’ More
than a century before she penned her words, Richard R. Wright,
Sr., a man born into slavery… asked [Union] General Oliver
Otis Howard to ‘Tell them we are rising.’
Wright’s 19th C. vision… has currency today. …Tell anyone
who will listen that, while the playing field is not yet level,
African-American people can play the game, win it, and even
change the rules to make them fairer.

The accomplishments of African Americans have generally
been omitted from the history books, when it comes to the
field of economics. Consequently, most Black kids grow up
unaware that despite the obstacles the nation deliberately placed
in the path of their ancestors during the days of slavery and the
repressive era of Jim Crow segregation, many miraculously
managed to flourish financially anyway.
While many accounts of the exploits of the heroes of the
Emancipation and Civil Rights movements have been published
for posterity, the achievements of Black business leaders have
rarely been the subject of scrutiny. For this reason, a debt of
gratitude is owed to Dr. Julianne Malveaux, author of Surviving
and Thriving: 365 Facts in Black Economic History.
Her informative text might be best thought of as a bound
version of one of those page-a-day theme calendars, except
that instead of serving up jokes, words or spiritual reflections,
this features a year’s worth of entries about African-American
companies and captains of industry. A few of her subjects are
familiar household names, such as BET founder Bob Johnson
and hip-hop pioneer Russell Simmons. However, most of the
bios here are apt to be eye-opening intros to someone you’ve
never heard of.
For example, there’s Sarah Gammon Bickford, a former
slave-turned-public utility owner who moved to Virginia
City, Mont., where she came to supply the town’s water after
acquiring a natural spring. Then, there’s seamstress Elizabeth
Keckley, a sister who owned the largest custom dressmaking
business in ante bellum Washington, D.C. Before the outbreak
of the Civil War, she designed outfits for both first lady Mary
Todd Lincoln and the wives of eventual confederates, President
Jefferson Davis and his Gen. Robert E. Lee.
In sum, an inspirational tome design to serve as a daily
reminder of the role that African-American entrepreneurs have
played and continue to play on the path to freedom and equality.

completely with most car shows. With a showcase on top-
dollar vehicles, attendees are usually blown away by souped-up
engines, sparkling wheels and flashy paint jobs. But the Urban
Wheel Awards doesn’t just put the focus on nice rides—
minorities and diversity are the stars of the show. The Urban
Wheel Awards will host its 15th annual car show on Jan. 9 at
the MotorCity Casino Hotel’s Sound Board Theater in Detroit,
Mich., in conjunction with the North American International
Auto Show, the largest revenue producing event in the United
States.
Serving as a popular meeting ground for A-List celebrities,
executives, international media, government representatives
and members of the multicultural community, the Urban Wheel
Awards promotes and celebrates diversity in the auto industry.
Accolades are given to promote contributions to the industry in
addition to the companies and decision makers who have made
diversity an integral part of their operation.
“Minorities buy 25 percent of all new vehicles annually
so us holding our event allows a lot of the auto companies to
support diversity,” says Randi Payton, CEO and president of

media or any minority media and had very few minorities and
women in higher positions.
“When they come to the awards and witness the talent and
our contributions, it actually stimulates the competition for
diversity. So a lot of the companies will go back and hire Black
women in vice president positions; increase their supplier and
start advertising in minority media. So it’s not just an event, it
really has a mission to provide diversity in the industry.”
CBS News political analyst, Jamal Simmons, will serve as
host of the upcoming awards show, joining the prestigious list
of guest hosts that have served throughout the years. Popular
minority actresses such as LisaRaye, Vivica Fox and Rosie
Perez have each appeared as hosts over the last three years.
“Jamal’s demanding presence and outstanding
communications skills will be valuable assets to the Urban
Wheel Awards, especially as we celebrate 15 years of honoring
multicultural issues in the automobile industry,” Payton said.
This year’s honorees will be awarded in the categories of
supplier of the year, dealer of the year, urban truck of the year,
urban car of the year and Payton’s personal favorite, urban
green vehicle of the year. “Green is in almost every African or
Caribbean flag there is,” Payton added. “It’s always been a part
of our culture.”

SoberRide Combats Holiday Drunk Drivers

Combating that time of year classified by U.S. government officials as “one of the deadliest
times on America’s roadways due to an increase in drunk driving,” area officials announced
today the launch of an anti-drunk driving initiative designed to reduce holiday-oriented,
alcohol-related traffic incidents in Greater Washington.
Specifically, a coalition of local law enforcement officials, business professionals and area
citizens announced today that free cab rides will be offered throughout the winter holidays to
would-be drunk drivers in the Greater Washington area.
Offered by the nonprofit Washington Regional Alcohol Program (WRAP), the annual winter
SoberRide program operates between 10 p.m. and 6 a.m. each evening between Dec. 17 and
Jan. 1 as a way to keep local roads safe from impaired drivers during this traditionally high-risk,
holiday period.
During the evening hours between those dates Washington-metropolitan area residents
celebrating with alcohol may call the toll-free SoberRide phone number 1–800–200–TAXI and
be afforded a no-cost (up to a $30 fare), safe way home. (AT&T wireless customers can dial
#-TAXI for the same service.)
“Last December, alone, nearly 3,200 (3,178) Greater Washington residents did the right
thing and availed themselves of this lifesaving service rather than possibly driving home
impaired,” said Kurt Gregory Erickson, WRAP’s president, in a prepared statement. “For
SoberRide’s hours of operation during just last New Year’s Eve (692), such ridership translated
into the removal of a would-be drunk driver from our shared roadways every 42 seconds.”
SoberRide is offered in the: District of Columbia; throughout the Maryland counties of
Montgomery and Prince George’s; and throughout the Northern Virginia counties of Arlington,
Fairfax, (eastern) Loudoun and Prince William. In these areas, local taxicab companies will
be providing this no-cost service to local residents age 21 and older who otherwise may have
attempted to drive home after drinking.
Since 1993 alone, WRAP’s SoberRide program has provided 49,188 free cab rides to would-
be impaired drivers in the Greater Washington area. Sponsors of the 2010 Holiday SoberRide

AAA Offers Tips for Senior Drivers

Thousands of District drivers can still remember when
a gallon of gas only cost 18 cents a gallon, as it did in the
1940s and ‘50s. They are also getting along in years to qualify

old or older. In support of this month’s Older Driver Safety
Awareness Week, AAA Mid-Atlantic urges seniors and their
families to take the first step in addressing this difficult issue
by having a conversation about driving and aging.
“People age 65 and older represent the fastest growing
segment of the country’s population, which makes their safe
driving ability an issue that millions of families are facing,”
said John B. Townsend II, manager of public and government
affairs for AAA Mid-Atlantic. “Older Driver Safety Awareness
Week is an opportunity for families to start a conversation
about safe mobility and address any real and perceived
challenges associated with driving and aging.”
According to the U.S. Census Bureau, one in five people
will be at least 65 years old by 2030, with nearly 10 million
people 85 years old or older. An estimated 90 percent of this
demographic will be licensed to drive. Many families are
uncomfortable when having to address an older adult’s ability
to drive. Older people accounted for 15 percent of all traffic
fatalities and 18 percent of all pedestrian fatalities in 2008.
Nationwide, based on the latest data compiled by the
National Highway Traffic Administration (NHTSA), older
drivers (aged 65 and older) were involved in crashes that
resulted in 5,569 fatalities, accounting for 11 percent of total
fatalities in 2008. In the District, older drivers (aged 65 and

these figures may seem significant, the fatal crash risk for
older drivers has declined during the past decade. Researchers
suspect that a combination of safer roads, safer vehicles and
safer drivers may explain this positive finding. Seniors are
healthier than ever before and appear to be self-regulating
when and where to drive.
Compared to their younger counterparts, older drivers are
involved in a lower number of fatal and injury related crashes.
In the District, drivers aged 21-34 were involved in 19 fatal
crashes or 43.1 percent of all driver involved fatal crashes in
2008 – the highest number of driver involved crash fatalities of
any age group.
“While many have the perception that senior drivers are
unfit to drive, this age group has more experience behind the
wheel, drives fewer miles, tends to take less risks and is less
likely to drink and drive than younger drivers,” commented
Townsend.
Most traffic fatalities involving older drivers occurred
during the daytime (80 percent), occurred on weekdays (72
percent), and involved other vehicles (69 percent), according
to data from NHTSA. To help manage the inevitable
consequences of aging, and the effects of aging on driving

Gonzaga Captures Fifth-Straight Classic Title

Maryland Trampolinist ‘Proudly’ Represents U.S.A. in French Competition

Not everybody is athletically skilled or talented enough
to represent their country in major international sporting
competition. That’s why Burtonsville, Md., native Dwayne
Parris called it one of the finest moments of his life when his
daughter Deana Parris recently competed in the Trampoline
World Age Group Championship hosted at Metz, France, Nov.
14-17.
The 15-year-old gymnastic sensation proudly represented
the U.S. in her first competition away from American soil with
a 32nd place.
“I’m so proud of her,” Dwayne said of Deana, one of the
most skilled trampolinists not only in Maryland, but the entire
country. “She’s been competing and winning for years, but
when I saw her wearing that U.S.A. sweat suit, it was like a
dream come true…really a special moment.”
It’s been Deana’s longtime dream to represent her country
in trampoline competition. She’s been a devoted student in the
sport since age 9, when she was first influenced by a neighbor
who also trained and competed. Since 2005, she advanced
her skill to Junior Elite status, accumulating multiple state
championships and a national silver medal while traveling all
over the U.S.
Parris trains 15 hours a week at Fairland Sports Complex in
Laurel, Md., but she still finds time to take on other skills and
hobbies. As a sophomore at Paint Branch High School, Parris
is a member of the school’s Navy JROTC program, Performing
Jazz Ensemble Singers and the National Society of High School
Scholars. She’s also active in community service, volunteering
regularly with non profit organizations such as Montgomery
County Youth Advisory Committee and Wings for Joy.

career. My coach decided to try me at small forward, and it was then that I knew what a fish out
of water felt like. I was fortunate enough to have a coach who recognized that I didn’t turn into
a dummy overnight and corrected the problem immediately.
Before I uttered the words “giddy up” to my trusted steed, I began to pay attention to this
nagging in my brain that was saying, “There is something wrong with this picture.”
Since “Big Al” had played for the Titans before coming to Redskins Park, he wasn’t one
of the players I was keeping warm on the back burner for future column material. The more
I thought about it, the more I was tugged towards a little research. As soon as I saw his name
connected with a stomping incident, the floodgates opened.

‘Let’s Talk about Big Al’
Some of you are misled by the head of this piece, “Big Al.” This is not about the gangster
known as Scarface who came to prominence during prohibition in Chicago. This is about
none other than 6-foot-6-inch, 335-pound Albert Haynesworth, nose tackle for the Washington
Redskins. Since joining the ‘Skins, he has carved out a reputation for being a nonconformist.
Quite a bit of the hoopla over his behavior centers around the fact that his position has been
changed.
When I heard this, I jumped on my white horse preparing to ride to the rescue. This was
prompted by my dislike for Coach Mike Shanahan, who has a reputation for a my-way-or-
the-highway attitude. When Haynesworth complained that he was uncomfortable in the new
position, it seemed to me that Shanahan would take a look at the films and remember that this
guy is a two-time Pro Bowl selection, and the team paid him $100 million over seven years to
bring that talent to the District.
I was feeling a certain amount of empathy towards the big guy because I faced a similar
situation when I was in school. I am 6-foot-4-inches tall, or 6-foot-5-inches depending on what
shoes I am wearing. I played guard on the basketball team, and had somewhat of a glamorous

other teammates. And, this was just training camp.
In October 2006, after Dallas Cowboys running back Julius Jones scored a touchdown,
Dallas center Andre Gurode fell to the ground. His helmet came off and Haynesworth tried to
stomp on Gurode’s head but missed. A second stomp landed on Gurode’s forehead and opened
a severe gash just missing his eye. The referee assessed Haynesworth with a 15-yard penalty,
and Al responded by throwing his helmet to the ground. An additional 15 yards was added and
Al was ejected.
Gurode received 30 stitches in his face to repair the damage, and Al received a five-game
suspension. He apologized and that seemed to pacify Gurode who refused to pursue criminal
charges.
In September 2007, Haynesworth was called for unnecessary roughness for slamming
running back Maurice Jones-Drew to the ground after a tackle. He was fined $5,000 by the NFL
and remarked that he wouldn’t be any gentler; he just might help them up.
Since coming to the Redskins, he has been penalized twice for unnecessary roughness. On a
personal note, Big Al has survived five arrest warrants stemming from traffic charges. Clayton
Bank & Trust is suing the big guy for $2.4 million and to add icing on the cake a New York
stripper issued a $10 million lawsuit claiming that Al left her pregnant and broke.
On Dec. 7 the Redskins suspended Haynesworth for the rest of the season without pay.

In the media poll the Albany State Golden

season, had a first round bye in the NCAA
Division II Playoffs, and defeated Wingate
in the second round of the playoffs, finished
second. Southwestern Athletic Conference
champion Texas Southern University, who
defeated Alabama State University 11-6 in the
SWAC Championship Game, finished in third
place. South Carolina State University, who
was No.1 the majority of the year, finished
fourth while Grambling University, who also
received two first-place votes, finished fifth.

New Small Smiles Dental Center Expands Access to Care for D.C.’s Low-Income Families
Small Smiles of Washington, D.C., a dental
facility focusing on children’s oral health,
recently announced the grand opening of
their new center on Minnesota Avenue N.E.,
which will provide professional dental care to
children throughout the metropolitan area from
low-income families.
Across Washington, D.C. more than 85,000
children are eligible for dental care through
Medicaid or CHIP, but fewer than one in four
dentists accept their insurance. Small Smiles
is one of only a few dental care providers who
accept patients covered by Medicaid, and is
helping fight against tooth decay, one of the
leading health problems affecting America’s
youth..
“Oral health is about more than just tooth
decay,” said Dr. Takeisha Presson, lead dentist
at Small Smiles and a native Washingtonian,
in a prepared statement. “Poor dental health
among young children can lead to a variety
of other health and developmental challenges.
Since 2006, Small Smiles has provided quality
dental care for families in Washington. I am
proud to be opening our second dental center
in the neighborhood that I grew up in. My staff

County Alerts Food Services Facilities about
Health Inspector Fraud
Montgomery County, Md. health officials are alerting food service facilities after several
businesses have been contacted by an individual posing as a county health inspector.
According to businesses who’ve been contacted by the imposter, they were told an
emergency inspection would take place at a specific time and date. However, the county’s
Department of Health and Human Services’ Licensure and Regulatory Services (DHHSLR)
program says the phone calls are part of a nationwide scam to obtain and abuse business
information.
DHHSLR reminds local business owners about the following:
-The Department of Health and Human Services does not call restaurants to schedule
“emergency inspections.”
- All inspectors carry Montgomery County photo ID with their name displayed on the
front.
-If there is a question about the identity of an inspector, call the county’s Licensure and
Regulatory Services program at 240-777-3986 for verification.
- Do not provide personal, private or detailed business information over the phone.

PHASE 3- ELECTRICAL IMPROVEMENTS
The District of Columbia Water and Sewer Authority is soliciting bids for Invitation
No. 100250: Filtration and Disinfection Facilities Upgrade, Phase 3-Electrical
Improvements.
The following listing enumerates the major items of work included in the contract:

Construction of a New Electrical Building to house medium voltage electrical
equipment.

Demolition of existing facilities and equipment.

Installation of new low and medium voltage electrical equipment and acces-
sories.

Modifications to existing Electrical Building 10 and 11.

Installation of new Filter Influent Pumps 11 and 12.

PCS hardware, software.
The project requires completion within 830 consecutive calendar days.
This project is estimated to cost between $10,000,000 and $15,000,000.
Bid Opening Date is January 19, 2011.
This project may be funded in part by the U. S. Environmental Protection Agency
(EPA). A Fair Share Objective for Minority and Women¬s Business Enterprises
participation in this work of 32% and 6%, respectively, has been established.

VIRGINIA COMMONWEALTH UNIVERSITY Department
of Psychiatry and the Division of Child and Adolescent
Psychiatry is recruiting an experienced Child Mental Health
Researcher. The successful candidate will conduct re-
search, mentor faculty and trainees, prepare grant applica-
tions, and manage staff and research projects. Faculty
member will be required to have an established research
agenda and a clear potential for external funding, as
appropriate, and potential for scholarship or creative
expression to complement and expand existing expertise
in the Department of Psychiatry. Additionally, candidate
must have an appropriate level of peer reviewed publica-
tions; excellent organizational, management and oral/
written communication skills; ability to work with multiple
disciplines; familiarity with clinical aspects of child mental
health. Collaboration with our International Virginia Institute
for Psychiatric and Behavioral Genetics is encouraged.
Demonstrated experience working in and fostering a di-
verse faculty, staff, and student environment or commit-
ment to do so as a faculty member at VCU.
