Re: AC5 – Noise Monitoring

As requested by the City of Wanneroo, continuous noise monitoring has been undertaken at
No. 7 Arthog Street in Butler. This has consisted of a noise data logger being located in the
back garden of this residence, recording the sound pressure levels continuously and storing
in 5-minute intervals since 10pm 8 July 2008.

During the first night of 24-hour construction (Tuesday 8 July 2008), hand held
measurements were also undertaken between 10pm and midnight, specifically to quantify the
noise from trucks leaving and entering the site. These measurements were closer to the site,
being between the drainage sump and Marmion Avenue. An additional noise logger was
also running during these measurements. A general locality map is shown below in Figure 1.

Truck Noise

With regards to the hand held monitoring, the results are shown on Charts 1 and 2. Note that
during the 2-hour measurement period, only 1 truck left and arrived at site, as opposed to the
1 truck per hour under normal conditions.

Chart 1 compares the noise from the truck leaving and entering the site, with those of other
passing vehicles with noise levels being considered reasonably similar.

Chart 2 shows the noise of the truck only, for a 1-hour period. From this, the calculated LAmax
and LA1 are 64 dB and 53 dB respectively, with the noise containing tonal characteristics.
Note that the noise of the truck is not present for more then 10% of the time (1-hour) and
hence, there is no LA10 value for truck movements.

Table 1 below compares the results of the 5-minute measurements by the two loggers during
the truck passby. Note that the logger records the sound pressure level with a fast
microphone response. The hand held meter was set-up to record on slow response to align
with the Regulations. Fast response would normally result in maximum noise levels being
higher and minimum noise levels being lower than slow response.

The above shows that the LA10 and LA90 at the residence are higher than that at the closer
measurement location, which would be unusual but may be explained by the residence being
elevated, reflections from the dwelling or that another noise (not from the site) is affecting the
levels. The LA1 and LAmax logger results show that there is at least a 5 dB differential between
the two locations.

So, the previously calculated noise levels from the trucks of 64 dB LAmax and 53 dB LA1 over a
1-hour period are expected to be 59 dB LAmax and 48 dB LA1 at the residence. Including a
+ 5 dB adjustment for tonality changes the noise to those at the closer location. During the
night, the assigned noise levels are 55 dB LAmax and 45 dB LA1 and hence these are
exceeded. It should be noted however that under Regulation 13, construction noise is
exempt and under Regulation 3, road traffic noise is also exempt so the assigned levels are
provided for comparison only, rather than a compliance assessment.

Plant Noise

The previous noise modelling indicated noise from the plant will be 29 dB LA10 under
downwind conditions. Results of the first week of monitoring (10pm 8 July to midnight 14 July
2008) at the residence are shown on Charts 3 to 5. Also shown on the charts are periods
where the plant was stopped for maintenance or the like.

The data is reasonably difficult to interpret in that it appears there are other sources of noise
that influence the measurements and dominate the overall levels. This can be wind and rain
for the most part, but most evident on 9, 13 & 14 is a constant noise from around 7pm to
11am. No sources have been observed at the residence that could cause this noise (e.g. air-
conditioner), however the resident did advise that both neighbour’s have pool pumps which
are audible outside.

It can be seen that the LA90 noise levels, which would be most representative of the constant
type noise from the plant do decrease to around 30 dB(A) during times of plant operation. It
can therefore be stated that noise from the plant is 30 dB(A) or less but the exact noise level
cannot be accurately defined.

In conversations with the resident, she advised that the noise from the plant and trucks was
audible but not intrusive. The noise logger is still on their property with a plan to collect it in
one week.
