To function and operate as a private foundation to encourage conduct, initiate, plan, develop,
support, fund, execute, and spearhead activities, efforts, programs, projects, and undertaking that will.

a. improve the skills, the opportunities for proper placement, educational attainment, health
and physical well-being of the potential overseas workers, employees and their families to enhance
the quality of their lives.
b. Provide the proper opportunities for the full development of their potential as productive
citizens of the Philippines.
c. Maintain a labor pool of properly trained manpower/human resources who will be
available for overseas work placement.

2. To support or directly engage in the establishment of projects providing for facilitation,


equipment, technology, buildings, and properties for use in skills training or as vocational and
technical schools, workers, hospitals, housing, sports and recreational complexes, commissaries,
farms and other similar projects that will directly benefit the potential overseas workers and
professionals and their families;

3. To conduct, manage and fund the holding of a periodic Congress on Overseas Employment
as a forum for government, the manpower exporting industry, the private industry, the academe, and
the general public to address themselves to the impact of the export of Filipino manpower upon the
national economy and society.

4. To help direct the formulation of government policy and legislation toward a balanced benefit
for the overseas workers and professionals and their families on the one hand, and the need of the
national economy for human skills to run our own factories and commerce, on the others;

5. To undertake communication, educational, cultural, social and scientific programs


meaningful to the industry in general;

6. To provide scholarship and grants to deserving children of overseas workers and


professionals.

7. To undertake relative study and research and data-compilation to better guide government
administrators and industry lenders;

8. To promote, support and finance publication or reports prepared under the auspices of this
Foundation;

9. To receive and/or give grants, legacies , donations, contributions, endowments, and financial
aids or loans from any sources whatsoever, and to make use of them in operating enterprises,
activities and business as may be necessary to carry out the objectives of this Foundation.

In furthermore of the purpose enumerated hereinabove, and not in limitation of the powers
granted by the statutes, the corporation may do and perform any and all things which may be
reasonably necessary, proper or convenient for the due carrying on of its obligations and purposes
and to exercise any and all rights, privileges, powers and attributes of other corporation in
general and especially of corporations of like nature organized under and by virtue of the laws of
the Republic of the Philippines, such as but not limited to;

• To borrow money , materials or equipment as may be necessary or


convenient for the objects and purposes above mentioned and to secure or guarantee, if necessary, by
pledge, mortgage, or similar guarantees with the assets of the corporation or otherwise;
• To sell, convey, and dispose of any such property, or to invest and re-invest the
principal and income thereof, and to deal with and expend the principal and income of this foundation
for any of the aforementioned objects and purposes without limitation except such limitations, if any,
as may be contained in the instrument under which such property is received or such other
limitations as may be imposed by laws;
• In general to exercise any and every power for which a non-stock non-profit
corporation known as Foundation, organized and existing under the laws of the Republic of the
Philippines, for scientific, social, cultural, educational, charitable, health and welfare purposes all for
the interest and benefit of the overseas workers and their families in the Philippines can be
authorized to exercise and make use of.
