VACANCY ANNOUNCEMENT

The Kigali City would like to recruit international and local competent, skilled and experienced
staff for Infrastructure development and urban planning.

BACKGROUND:

Kigali City covers an area of 730 square meters of which 40% is urban and the rest being
considered a zone for expansion of the urbanization process. The population of Kigali is about
1,000,000. It is one of the fastest growing cities in Africa in terms of urbanization and is key to
the socio-Economic development of the country. The city has successfully completed its
conceptual master plan and part of its detailed physical plans and is in the process of completing
the latter.
Having completed its master plan with excellence, as this has so far won 4 international awards;
Kigali City is now set to implement it. Over 60% of the City is unplanned settlement. The
strategy to address the challenges is twofold: a) Slum upgrading where the existing construction
is strong but lacks the necessary infrastructure (roads, drainage, sewage management etc). In this
case the latter will be established to protect and avail these basic services to the community with
minimum expropriation. b) Complete redevelopment where settlement is composed of very
densely, poorly constructed and unsafe constructions.

The master plan implementation has to foster sustainable socio-economic development in


accordance with sound ecological principles and equitable distribution of resources to the
citizens. To this, the city is committed to ensuring the safety and security of its citizens through
establishing and maintaining sound waste management system, public health and hygiene as well
as cleanliness and city beatification.

The vision of Kigali City is to make Kigali city a safer, cleaner, and more competitive, modern
city with an infrastructural base to ensure expanding opportunities for sustainable development
for its citizens and visitors wanting to travel live and invest in the city and the country at large.

1. Director General in charge of Infrastructure development and urban planning.

1.1 Required qualifications and key skills


The Director General should have the following qualifications:
 A Master’s Degree in Civil Engineering, from a recognized University and a diploma or a
deep working knowledge of urban planning with a minimum of 10 years’ post-
qualification experience in the relevant field in a large institution and preferably public.

 Must show proven senior management and leadership capacity to coordinate members
from a multi disciplinary scale

 Must have excellent conceptual and analytical skills and able to work towards team
building

 Must have excellent communication and reporting skills

 Must have the capacity to lead a team and to meet deadlines

 Fluency in written and spoken English and a good working knowledge of French is an
added advantage.

1.2 Duties and Responsibilities:

1. Develop strategies, operational plans and budget for the implementation of the Kigali
City Master Plan
2. Provide technical advice and guidance to Kigali City Urban planning, Infrastructure
department and the executive committee,
3. Establish, review and update systems of management (i.e. legal procedures,
communication, monitoring and evaluation) for all departmental activities and
resources aimed at enhancing quality and timely service delivery
4. Manage and build capacity of resources (organization of trainings for staff,
acquisition of equipments, funds and other resources as well as ensuring their
effective management)
5. Facilitate organization of networks that bring together the stakeholders from various
disciplines relevant to the department
6. Manage and coordinate the planning, organization, supervision of urban planning and
infrastructure activities,
7. Prepare and facilitate procurement of all necessary expertise to be outsourced in the
execution of department’s responsibilities (prepare the terms of reference, expression
of interest, request for technical and financial proposals and tender bidding
documents)
8. Prepare project proposals related to Infrastructure and Urban developments
9. Manage contracts related to Urban Planning and Infrastructure Departments,
10. Monitor and supervise consultants and contractors engaged in infrastructure
maintenance works,
11. Verify and certify payments for urban planning and infrastructure works for approval
12. Review pre-feasibility, feasibility and detailed reports from consultants
13. Assist the Districts and City Urban planner and infrastructure engineer carrying out
the day to day planning, supervision and administration of works,
14. Facilitate the establishment of all information relating to the department into a sound
and operational data bank easily utilizable for decision making, analysis to all
relevant stakeholders as well as undertaking infrastructure surveys

1.3 Duration of the contract.


The contract will be for an initial period of two (2) years with the possibility of extension
upon satisfactory completion of the contract.

1.4 Reporting.

The Director General shall report directly to the Mayor of Kigali City and the Vice
Mayor in charge of Finance and Economic Development and communicate in line with
the City Executive Secretary on a weekly, monthly, quarterly and annual basis.

1.5 Remuneration

The post comes with an attractive remuneration package at regional (Africa) standards.

2 Transportation Engineer

2.1General;

With the growing and fast population increase, it is the responsibility of the City to foster
proper transport management in order to ensure security, road safety as well as creating
an environment that eases business.
Public Transport
Roads are a fundamental and integral element in the transport infrastructure system, inter
alia to ensure accessibility to the whole transport network and to promote mobility of
people and goods locally, regionally, nationally and/or globally. Kigali as a capital city of
Rwanda has 1001 km of road network of which only 20% is tarmac. Our target is to
increase this percentage of tarmac roads and to establish a sustainable maintenance
strategy that will enable us maintain our roads properly with the involvement of the
public as the primary beneficiary.
The management of road infrastructure in the City of Kigali is a direct responsibility of
Kigali City, and to ensure this responsibility, expertise will always be prerequisite to
support the team in ensuring that all infrastructures under our jurisdiction are provided
and maintained in a good state.

2.2 Required qualifications and key skills


 A Master’s Degree in Civil Engineering, Transportation from a recognized University
or Institute of Higher Learning with 8 years’ post-qualification experience in field applied
for, Knowledge of the principles and practices of Civil Engineering as applied to
municipal public works activities or any other related field.

 Must show proven senior management and leadership capacity to coordinate members
from a multi disciplinary scale

 Must have excellent conceptual and analytical skills and able to work towards team
building

 Proven work experience in a similar position, a Government Ministry, Utility Company


or related establishment with respect to regional (Great Lakes), African or International
experience relating to Infrastructure Planning and Management.

 Sound working experience in public administration and the ability to plan and direct
public works activities, direct and coordinate the work of technical and professional
requirements;

 Sound experience in the planning and management of road construction and maintenance
projects, traffic and public transport programs and traffic management;

2.3 Duties and Responsibilities:

1. Provide technical support to the Infrastructure Unit of all the City of Kigali.

2. Provide technical advice and guidance to Kigali City Infrastructure department and
the executive committee,
3. Plan for effective traffic management system for Kigali City;
4. Plan for public transport programmes aimed at solving public transport issues;
5. Ensure the sound management of City Traffic, both public and private;
6. Develop and plan the future implementation of road tariffs aimed at restricting the use
of private vehicles in identified zones;
7. Develop and plan the implementation of traffic lights policy;
8. Establish, review and update systems of management of Kigali City public transport
infrastructure (i.e. legal procedures, communication, monitoring and evaluation) for
all departmental activities and resources aimed at enhancing quality and timely
service delivery
9. Facilitate procurement, review and approve proposals of project designs and
consultancy reports for different road and other public infrastructure construction
10. Carry out road construction projects and other public infrastructure projects and
supervise them to ensure their quality and timely execution;
11. Coordinate with other agencies and various public utilities to solve problems related
to their infrastructure and public works projects;
12. Prepare written reports regarding public works operations for the City and City
Council;
13. Develop the Annual Budget for infrastructure maintenance and construction in
collaboration with relevant personnel;
14. Propose and prepare projects in the public transport infrastructure that are bankable;

15. Assist in the training and capacity building for department staff;
16. Set-up software used in road construction and maintenance according to international
standards;
17. Propose and plan the application of GIS system to manage and keep data of urban
roads;
18. Perform other tasks as may be required.
2.4 Duration of the contract.

The contract will be for an initial period of two (2) years with the possibility of extension
upon satisfactory completion of the contract.

2.5 Reporting.

The Engineer shall report directly to the Director General in charge of Infrastructure
Development and Urban Planning with direct communication to the City Executive
Secretary and reserve copies for the Executive Committee on a weekly, monthly,
quarterly and annual basis.

2.6 Remuneration

The post comes with an attractive remuneration package at regional (Africa) standards.
3 URBAN PLANNER
3.5 General;

The City of Kigali has the responsibility to provide and prepare land for development,
and plays a principle role in urban planning and land use development in the City. At this
opportune time the City has also completed its conceptual master plan, completed the
detailed physical plans for one of the city districts, there is need to complete the detailed
urban designs for sub-areas in other districts and at same time ensure that they are
implemented as per the vision and recommendations enshrined in the master plan
documents.

It is in this framework that Kigali City wishes to engage an Urban Planner with
professional skills and experience in the urban planning field so that the city’s ongoing
programs and policies, such as property regularization, upgrading, encouraging
settlement schemes, urban design and implementation of detailed physicals plans of the
city districts and urban design of key sub areas in the City are fully implemented.

3.2 Required qualifications and key skills

 Master’s degree in Urban Planning with extensive practical experience in urban planning
and design, knowledge and experience in strategic planning and participatory approaches
is also necessary. At least 10 years of relevant experience of which 5 are at international
level.

 Proven work experience in a similar position, a Government Ministry or related


establishment with respect to regional (Great Lakes), African or International experience
relating to urban planning.

 Knowledge in application of GIS in relation to urban planning

 Must show proven senior management and leadership capacity to coordinate members
from a multi disciplinary scale

 Must have excellent conceptual and analytical skills and able to work towards team
building.

 Sound working experience in planning and management of urban panning projects,


public administration and the ability to plan and direct public works activities, direct and
coordinate the work of technical and professional requirements
3.3 Duties and Responsibilities:

1. Provide technical support to all Urban planning Units of the City of Kigali.

2. Provide technical advice and guidance to Kigali City urban planning department and the
executive committee,
3. Establish, review and update systems of management of Kigali City urban planning (i.e.
legal procedures, communication, monitoring and evaluation) for all departmental
activities and resources aimed at enhancing quality and timely service delivery
4. Facilitate procurement, review and approve proposals of project designs and consultancy
reports for different projects in the urban planning unit
5. Carry out all urban planning projects and supervise them to ensure their quality and
timely execution;
6. Develop and implement detailed precinct plans in line with the Kigali City Master Plan.
7. Prepare and implement detailed physical plans right from the level of individual house
plans to big projects.
8. Develop a mechanism of ensuring the implementation of the Building Codes inline with
the Master Plan.
9. Lead a land management assessment as a framework for spatial planning;
10. Support the development and implementation of new urban planning projects and
programs in the Districts and any other urban planning related tasks given by the Kigali
City Council.
11. Assist in the implementation of urban design guidelines including the development of
specifications and approaches for urban planning and evaluations of urban plans
developed by consultants.
12. Be ready to work, when necessary, during weekends and under minimum supervision.
13. Promote the best use of a community’s land and resources.
14. Review and evaluate proposal for land use and development plans and prepare
recommendations.
15. Develop specialized computer software routines, GIS database to customize geographic
information of the land use.
16. Improve planning decision-making processes.
17. Formulate long term objectives and policies relative to future land use and protection of
environment.

3.4 Duration of the contract.

The contract will be for an initial period of two (2) years with the possibility of extension upon
satisfactory completion of the contract.

3.5 Reporting
The Urban planner shall report directly to the Director General in charge of Infrastructure
Development and Urban Planning with direct communication to the City Executive Secretary
and reserve copies for the Executive Committee on a weekly, monthly, quarterly and annual
basis.

3.6 Remuneration
