DETAIL SCOPE OF SERVICES FOR

CALIBRATION/VALIDATION OF
FISCAL METERING SYSTEM

1.0 INTRODUCTION

VALIDATION OF FISCAL METERING

1.1 The purpose of this Contract is to provide Company with Calibration /


Re-Certification of metering devices as defined in Scope of Services.
1.2 The Service provider to provide services for calibration / re-certification
for metering devices as below.
1.2.1 Static Calibration of Flow Measurement device (UFM, Turbine etc.)
1.2.2 Re-Certification of Liquid Densitometers.
1.2.3 Re-certification of Compact & Bi-Directional Provers
1.2.4 Report generation check from Supervisory system
1.2.5 Flow computer configuration & Calculation check.
1.3 The Service provider shall provide dependable and timely services of
Calibration/Recertification of Metering Devices as per detail Scope of Services
mentioned herein under.

2.0 GENERAL REQUIREMENTS

2.1 Flow transmitters, Densitometers and Orifice Plates shall be


calibrated/recertified in a UKAS or ISO/IEC 17025:2005(E) accredited facility
and a traceable calibration certificate shall be provided.
2.2 Bidirectional provers shall be calibrated/recertified at Client Site.
2.3 Metering Devices that need to be periodically calibrated & recertified; the
schedule shall be finalized during award of Contract.
2.4 Service provider shall provide calibration/recertification services to metering
device.
2.5 The Service provider shall nominate a representative for this Contract and
shall be responsible for all co-ordination activities.
2.6 Company shall pack and arrange transportation of metering device (through
authorised freight forwarder) to calibration facility and delivering them back to
Company site. Packing requirements from Company’s site will be provided by
Company. However, packing requirements from the calibration facility shall be
provided by Service provider.
2.7 If required as an option at Company’s request, the Service Provider shall
arrange for transportation of metering device from Company to calibration
facility and delivering them back to Company site. Service Provider shall
arrange proper packaging and transportation of equipment to avoid any
damage and ensure calibrations are not disturbed.
2.8 The certifications shall be traceable to National Institute of Standards and
Technology (NIST) or National Metrology Institute (NMI). The calibration
laboratory shall be able to prove the validity of the stated accuracy,
traceability and total uncertainty if required.
2.9 The Service Provider shall provide approved calibration/re-certification
certificates and report along with each metering device & test equipment.
2.10 The certificate should include the following information as a minimum.
Customer details, details of unit calibrated such as manufacturer, model,
serial number, date of calibration, date of expiry, traceability, calculated
uncertainty, calibration record with as found & as left values & errors both on
rising and falling, laboratory conditions, master test equipment or reference
standard used, calibration procedure and a brief description of
calibration.

2.11 If any adjustment or repair is made, or replacement part(s) fitted, then this
will be detailed on the certificate.
2.12 In addition to calibration results the certificate should include information
about traceability of calibration, total uncertainty of the calibrated equipment
taking into account uncertainty of calibration standard and number of
calibration transfers involved, whether the reported uncertainty is standard or
expanded, coverage factor used, level of confidence and method of
uncertainty evaluation.
2.13 The Service Provider shall check the equipment and identify if it requires any
remedial work prior to calibration/re-certification.
2.14 Repairing or replacement of spares parts have to be agreed as and when
required and Service Provider will invoice it separately.
2.15 If found and jointly agreed as beyond repair, the equipment shall be deleted
from the Scope of Services for the remaining duration of the Contract.
2.16 The Service Provider shall maintain historical calibration/re-certification data
for all devices covered under this Contract for the duration of the Contract and
submit to Client on request. The Service Provider shall submit Planning &
Progress report at regular intervals to the Client.
2.17 Service Provider shall be able to demonstrate their capability in respect of
accuracy, traceability and total uncertainty of certified test equipment.
When witnessing activities at these facilities, as a minimum the following
should be made available.
• Valid certification documents for master test equipment or Reference
Standards used to calibrate/recertify.
• An ongoing process exists to verify and maintain master test equipment
or Reference Standards are within their stated accuracy.
• Evidence exists that calibration/recertification made are consistent with
other similar facilities and are trust worthy.
The Master Test Equipment or Reference Standard used shall be four times
more accurate than the equipment being calibrated. If equipment has multiple
ranges/units all ranges/units are to be calibrated. Calibration certificates are
to be provided for each item calibrated and Service Provider shall submit all
certification reports in electronic and hard copy format.

3.0 SCOPE OF SERVICES

3.1 Calibration of DP Transmitters


3.1.1 The Service Provider shall provide services for static calibration of DP
Transmitters as listed in Appendix-I. The transmitters shall be calibrated
in a UKAS or ISO/IEC 17025:2005(E) accredited facility and a traceable
calibration certificate shall be provided.
3.1.2 The differential pressure transmitter will be calibrated at a static
pressure within 5 bar of the operating static pressure, by applying
differential pressure across the following points of the range unless
otherwise stated (0%, 25%, 50%, 75%, 100%, 110% (over range), 100%,
75%, 50%, 25%, and 0%).
3.1.3 The transmitter will then be checked at atmospheric conditions to obtain
the

"footprint" calibration points across the same range as before (0%, 25%,
50%, 75%, 100%, 110% (over range), 100%, 75%, 50%, 25%, and 0%).
3.1.4 The calibration certificate should then show both sets of results, high
static and footprint.
3.1.5 The unit for pressure, differential pressure, temperature is to be in
compliance with the existing Engineering Unit, and the transmitter
output unit will be mA or voltage in accordance with the standards.
3.1.6 An ‘As Found’ (AF) calibration must be completed before any remedial or
corrective work is carried out. If no work is required and the calibration
is found to be acceptable, this will be the ‘As Found/As Left’ calibration.
If repair work or adjustment is required, then an ‘As Left’ (AL) calibration
must be performed.
3.1.7 If a transmitter is found faulty, Service Provider has to advise company
with reasons and recommendations along with cost of repair for
company review and approval. Transmitter repair is at the sole
discretion of client and repair has to be carried out only after client
approval.
3.1.8 The following details of transmitters will be provided by Client at the
time of calibration request for individual transmitters. The Service
Provider shall request other details that may be required for executing
calibration.

3.2 Calibration of Liquid Densitometer
3.2.1 The Service Provider to provide services for re-certification of Solartron
Mobery
Liquid Densitometers as listed in Appendix-II .Liquid densitometers
should be re-certified by a UKAS or ISO/IEC 17025:2005(E) accredited
facility.
3.2.2 The unit is to be calibrated in air and product at 20 deg C and 1 BarA.
The
calibration certificate must show constants appropriate for the operating
conditions mentioned below and temperature and pressure co-efficient
data.
3.2.3 As part of recertification new temperature & pressure coefficient shall be
established in addition to density coefficient.
3.2.4 The temperature coefficient shall be checked by increasing the
temperatureto 50 Deg C.
3.2.5 The unit for density is to be kg/m3.
3.2.6 The Service Provider shall submit complete method statement for Client
approval for executing calibration.
3.2.7 If the densitometers are calibrated with fluids of different densities the
Service Provider shall confirm that the certification is valid for operating
density range and the certificate should indicate this range.

3.2.8 If a densitometer is found faulty, Service Provider has to advise Client


the reasons along with recommendations & cost of repair for Client
review and approval. Densitometer repair is at the discretion of Client
and repair has to be carried out only after Client approval.
3.2.9 The calibration laboratory shall provide a user calibration certificate
stating pressure coefficients appropriate only for the operating
conditions that will be provided.
3.2.10The following details of transmitters will be provided by Client at the
time of calibration request for individual densitometers. The Service
Provider shall request other details that may be required for executing
calibration.

3.3 Calibration of Compact & Bi-Directional Provers


The Service Provider to provide services for re-certification of Compact Prover
and Bi-
Directional Prover located at Client on-shore facilities. The calibration shall be
done at Client site. Below is brief description of concepts behind compact and
bi-directional provers and work scope.

3.3.1Concept for Water Draw Calibration of Compact Prover.


• The calibration will consist of collecting water being displaced by the
Prover Piston during a calibration run. The Compact Prover volume is
determined by measuring the amount of water displaced by the Piston
as it passes the optical detector switches.
• Flexible hoses will be connected such that water is taken from the
reservoir, through the pump, and then to the upstream calibration
point of the Compact Prover. A second hose will be taken from the
downstream calibration point of the Compact Prover such that the
water will return to the reservoir via the Primary Measure. By this
method a closed loop circulation facility is maintained.
• The optical switches of the Compact Prover are connected to the
Water Draw control box circuit which is then connected to the
solenoid valve. The flow of water into the Primary Measure will be
regulated by the solenoid valve during the Water Draw process.
3.3.2Concept for Water Draw of Bi-Directional Prover.
• The calibration will consist of collecting water being displaced by the
Prover Sphere during a calibration run. The Bi-Directional Prover
volume is determined by measuring the amount of water displaced by
the Sphere as it passes the detector switches.
• Flexible hoses will be connected such that water is taken from the
reservoir, through the pump, and then to the upstream calibration
point of the Bi-Directional Prover. A second hose will be taken from
the downstream calibration point of the Bi-Directional Prover such

that the water will return to the reservoir via the Primary Measure. By
this method a closed loop circulation facility is maintained.
• The switches of the Bi-Directional Prover are connected to the Water
Draw control box circuit which is then connected to the solenoid
valve. The flow of water into the Primary Measure will be regulated by
the solenoid valve during the Water Draw process.
3.3.3Specific Scope of Services:
3.3.3.1 The Service Provider shall supply all measures, measuring
devices and associated equipment required to carry out the
calibration. All measures and measuring devices shall have valid
and traceable calibration certificates.
3.3.3.2 The Service Provider shall supply the following equipment as
minimum:
1. Test Measures,
2. Hoses & Fittings and solenoid valves as required
3. Certified Digital Thermometers
4. Certified Pressure Gauges
5. Water Storage Tank
6. Buffer Tank
7. Water Pump
8. Stop Watch
3.3.3.3 Provision of manpower who are qualified, experienced and
technically
competent to perform the calibration.
3.3.3.4 All procedures utilised by the vendor and calibration &
calculation shall be
in accordance with latest version of API MPMS Chapters 4, 11 &
12.
3.3.3.5 In order to assure a uniform volume of calibration, all volumetric
test
measures and other measurement devices shall be traceable to
the U.S.
National Institute of Standards and Technology or other certifying
agency.
3.3.3.6 The Service Provider shall use minimum sizes of test measures
based on
prover details provided so as to achieve the required calibration
accuracy.
3.3.3.7 The Service Provider shall advise Client of any pre-calibration
preparations
required prior to mobilizing its resources to avoid any sort of
delays at
site.
3.3.3.8 The Service Provider shall provide detailed method statement &
calibration
procedure for execution of the job and if required participate in
Job Safety
Analysis.

3.3.3.9 The Service Provider shall provide duly approved calibration


reports to Client
upon completion of the calibration. Details of calculation shall be
provided
prior to issuance of final report for checking by Client to ensure
that no
mathematical errors are made and to verify results issued by the
Service Provider. The report shall contain base conditions,
calibration certificates and traceability details of all test
measures and measurement devices.
The certificate shall report the base volumes in m3 at our
standard conditions and refer the volume(s) to the tag numbers
of the detector switches.
3.3.3.10 The report must be provided to the Company within 10
working days of
completion of the work.
3.3.3.11 Service Provider to advise preparatory work required for
the calibration and
potable water & electrical power requirements for water draw kit
and any
site assistance required.
3.3.3.12 The following details of provers will be provided by Client
at the time of
calibration request for individual provers. The Service Provider
shall request other details that may be required for executing
calibration.

3.4 Calibration of Orifice Plates


3.4.1 The Service Provider Scope of Services under this section is to provide
services for re-certification of orifice plates in metering applications as
detailed in Appendix IV.
3.4.2 Orifice plates should be re-certified by UKAS or ISO/IEC 17025:2005(E)
accredited facility in accordance with ISO 5167.
3.4.3 The orifice plates will be removed and inspected by Client and based on
it’s condition Client may request the Service Provider for re-certification.
3.4.4 Important Requirements are as below:
• The roughness of the upstream side of the plate shall have a
roughness criterion Ra<10-4d within a circle of diameter not less
the D and which is concentric with the orifice.

• The flatness of the plate shall be checked. The uncertainty


requirement for this dimension can be met using feeler gauges.
• The thickness of orifice edge “e” of the orifice shall be between
0.005D and 0.02D
• The difference between the values of “e” measured at any point
on the orifice shall not be greater than 0.001D
• The thickness E of the plate shall be between e and 0.05D
• The value “d” of the diameter of the orifice shall be taken as the
mean of the measurements of at least four diameters at
approximately equal angles to each other.
• The orifice shall be cylindrical and no diameter shall differ by
more than 0.05% from the value of the mean diameter.
• The diameter “d” shall in all cases be greater than or equal to
12.5mm. The diameter ratio, b=d/D, shall always be greater than
or equal to 0.1 and less than or equal to 0.75.
• In addition, the following to be checked:
downstream face shall be checked for its flatness & surface
condition and for
a) it’s parallelism with upstream face
b) angle of bevel
c) edges.
• The unit for measurement is to be millimeter.
3.4.5 The Service Provider shall issue a certificate consisting of all
parameters checked against related clauses of ISO 5167 requirement. If
the plate is rejected deviations shall be included.
3.4.6 If an orifice plate is rejected, Service Provider has to advise Client the
deviations along with recommendations & shall submit proposal of repair
for Client review and approval. Orifice plate repair/re-machining is at the
discretion of Client and repair has to be carried out only after Client
approval.
3.4.7 An ‘as found’ calibration must be completed before any remedial or
corrective work is carried out. If no work is required and the calibration is
found to be acceptable, this will be the ‘as found/as left’ calibration. If
repair work or adjustment is required, then an ‘as left’ calibration must
be performed.

4.0 SERVICE PROVIDER TO PROVIDE


Service Provider’s responsibility in respect of performance of services at Company site
under this Contract will include, but not be limited to, the following:
4.1 Provision of valid work visas/resident permit, driving license, admission badges and
other mandatory authorizations of Government or local bodies that may be required
from time to time for their personnel providing service under this contract (for
working inside Qatar).
4.2 Provision of Manpower, Materials, Consumables, Tools, Instruments and Equipment
required for completing Scope of Services in professional and successful manner.
4.3 Provision of air tickets, medical examinations (normal and emergency),
transportation to and from work location, meals, accommodation, safety and
welfare of his own personnel providing service under this contract.

4.4 Service Provider shall provide all personnel performing the Services with personnel
protective clothing and safety equipment for the performance of the Services, to
include but not be limited to:
i. Coverall (Nomex)
ii. Safety hats, as per ANSI Z89.1 1986
iii. Safety footwear, as per ANSI 1991.
iv. Hearing protection where noise level exceeds 85 dBA.
v. Safety glasses to specification EN 166 or equivalent.
vi. Work gloves, leather or cotton.
4.5 Service Provider should provide all the transportation required for their personnel
either inside or outside country.

5.0 CLIENT TO PROVIDE


5.1 Assistance in obtaining the Permit to Work
5.2 Out of hours access (if required)
5.3 Assistance in obtaining gate passes as required.
5.4 Any datasheets or information related to the instrument as requested by the
Service Provider if it is available with Company.
5.5 Advanced notification for any Urgent calibration required.

6.0 ENVIRONMENT, HEALTH & SAFETY


6.1 General
6.1.1 Service Provider must provide a general safety induction to their personnel
including, but not limited to, commonly accepted safe Servicing practices,
the proper use of and care for personal protective equipment (PPE), hazard
recognition, reporting unsafe acts and conditions, reporting incidents /
injuries and safe material handling.
6.1.2 All Service Provider personnel working at Site shall undergo the initial
Company safety orientation training prior to commencement of Services.
6.1.3 Service Provider’s personnel employed in the performance of the Services
will be fully trained and currently qualified to carry out said Services. The list
of approved Safety Training Providers is listed in Attachment 1.
6.1.4 Service Provider shall require all persons employed directly or indirectly by
the Service Provider to wear clothing suitable for existing Services, weather
and environmental conditions at all times. Personal protective equipment
must meet Company defined standards.
7.1.5 Service Provider shall implement all other Company requirements for safe
practices as defined in Company safety procedures or requested by
Company.
7.1.6 Company shall be at liberty to require Service Provider to remove from
the services any person employed directly or indirectly by Service
Provider to perform Services, who in the opinion of Company is guilty of
misconduct or is lacking in required competence
7.2 Access
Access to and from the Site will be through such gates and by such routes as
will be defined by Company. Service Provider is to operate his own vehicles with
the minimum of inconvenience to other traffic on the Company’s business.
Access may be altered from time to time during the period of the Contract and
Service Provider is to include in his prices for any costs and inconvenience so
caused. The speed limits imposed within the Company complex must be

observed at all times and all vehicles must be fit for the purpose for which they
are used.
7.3 Safety Philosophy
The Service Provider will ensure and maintain a safety philosophy which will
include, but not be limited to, the following: -
7.3.1 Specific instruction to Service Providers personnel defining
responsibilities for safety of personnel and equipment during normal
operations and possible emergencies.
7.3.2 Indoctrination of each employee, regardless of prior experience, including
an explanation of safety related aspects of the job to ensure that the
employee can fill the position in a safe and effective manner.
7.3.3 Instruction of employees on Works procedures, safe practices, Company
safety rules, standards, emergency duties and applicable regulations.
7.3.4 Good housekeeping practices.
7.3.5 General Safety education.
