1. INTRODUCTION
The University of Education (UE) has been established on September 10, 2002 by the
Government of Punjab as a center of excellence in teacher education, research, and is the
first specialized university in the field of Education in Pakistan. It comprised 44
constituent bodies, which include 42 colleges, ‘PITE’ and ‘PEACE’ spread all over the
Punjab. As a Public sector university, the University of Education focuses on the
discipline of education as the core knowledge area for continuous improvement and up
gradation of teacher education and teaching methodology a pre requisite for socio-
economic development at the Provisional and National level.

The University of Education has emerged as a reputable seat of learning in the most
competitive environment. The University aims at rising as a catalyst in nation building
through producing dynamic leaders and practitioners with competence, commitment and
integrity. The University of Education is pioneer in developing and introducing a number
of concurrent degree programs in Teacher Education in conformity with the indigenous
needs and international patterns and standards as we believe that quality Teacher
Education is the only shortcut to quality education, a pre-requisite for survival in the
globalized community of nations. Such programs also open a wide range of job
opportunities and upward academic avenues for the graduates
The University of Education extends opportunities of quality higher education to the
youth of even remotest parts of the province through its ten campuses spreading all over
the Punjab. The oldest institutions of Teacher Education of the sub-continent, with more
than a century’s old traditions of excellence, are constituents of this University. Thus,
great traditions and modern trends of education blend at this University. Innovation,
creativity and application are encouraged here.
The University has created quality learning environment for its students by providing
technology equipped classrooms, adequately equipped science laboratories, ICT facilities
with internet and libraries having latest books and journals at all of its campuses.
Refurbishing and upgrading of the old buildings, with full protection of architectural
heritage, has been made to provide conducive teaching-learning environment.

The University of Education Lahore enjoys the expertise of trained faculty who has
taught pre-service and in-service Teacher Education Programs for many years and
provided university with innovative pedagogical skills of those teachers who had been
involved in the training of in-service teaches for years. On the other hand University of
Education shoulders various other responsibilities such as, pre-service and in-service,
course and curriculum design and faculty development.

2. VISION
To prepare dynamic leaders and practitioners in teaching, research and management
having content excellence, pedagogical competence, commitment and integrity who may
ensure quality and sustainable development at all tiers and sectors of education.

3. MISSION

The UE mission is to:

Offer nationally and internationally accepted academic programs to produce:

o Classroom teachers to the need of public and private schools of various


levels i.e. primary, secondary, higher secondary.
o Educational Leaders and Managers
o Educationists/Researchers/Curriculum Developers etc.

4. OBJECTIVES

The University of Education objectives are:

1. To enhance the academic standards of teacher education.


2. To initiate innovative, utilitarian, market programmes of teacher education based
on novel ideas and experiential learning.
3. To review and make recommendations, suggestions for curriculum development

programs, providing fast track degree acquisition routes to abler students.

6. COLLABORATIONS

The University of Education is well linked with the educational institutions in the public
and private sector, where students put their learning into practice with reflective minds
and information sharing process. The University also works closely with all the
stakeholders and partners for regular feedback and updating of its programs and
curricula.

In short span of time, the University of Education has assumed leadership role in the field
of teacher education and classroom innovation. It has provided franchises to private
schools all over the Punjab with an idea of providing opportunity to the teachers and
students to have actual classroom experience and to provide leadership to the school
system.

The University of Education has many collaborative projects with other semi-government
and non-government organizations. The detailed of these collaborations is given below:

i. Intel Corporation:

Education is critical to each citizen's ability to survive in the knowledge economy.


Today's students must develop key 21st century skills such as familiarity with
information and communication technology, problem solving, critical thinking and
collaboration so that they are able to function in, and shape, the world ahead.

It has signed and MoU with Inter Corporation to initiate the ‘Intel to Teach Program at its
campuses to polish the IT skills of its faculty and students in January, 2007 with to
initiate the program. Intel Teach Program having the following objectives:

1. Effective use of IT in classes by students.


2. Provision of 7000 books and CDs on Computer Application in Education.
3. Monitoring by Intel for effective instruction by teachers

ii. Canada Pakistan Basic Education Project (CPBEP)

Canada-Pakistan Basic Education Project-CIDA is collaborating with UE for the


improvement of its B.Ed programme with focus on the teaching practice and internship.

CPBEP has been involved in Training and Resources Gap Analysis of the ‘Process
Communication Mechanism' and ‘Institutional Strengthening'. The draft reports are being
discussed with the UE in the consultative meetings for further planning and collaboration

iii. UE School Franchise Project

The University of Education having 10 Campuses and 5 Divisions spread all over the
Punjab planned a programme for facilitating schools in private sector. The idea of
offering franchise to private schools with the University, as a ‘University of Education
School', was aimed at providing necessary guidance and support to the private school to
improve the quality of education. Memorandum of understanding have been signed with
five schools have been offered franchise this year. The University plans to offer franchise
to more schools in the coming years.

iv. Punjab Rural Support Programme (PRSP)


The University of Education had to perform further significant role after the detachment
of Elementary Colleges from the University in the year 2005 and was asked to support
the Punjab Government in its newly launched Punjab Education Sector Reforms
Programme and its faculty have tried utmost to assist the government whenever the
government desired. It is an encouraging and positive sign that the present government
has introduced reforms in curriculum as well as focused pedagogy and these institute is
fortunate enough that it has already been practicing, under the umbrella of University of
Education.

v. Centre for Educational Research and Assessment (CERA)


The University of Education is well aware of its responsibility of knowledge generation.
Recently, the Centre for Educational Research and Assessment (CERA) has been
established to nurture, foster and sustain research culture in the University. CERA
supports mentors and coordinates the institutional, faculty and graduate students’
research pursuits.
With the vision of making UE a learning organization and the faculty a learning
community, a research policy for UE has been drafted out. As a result of a collaborative
effort involving all senior faculty and staff members from UE, with the technical
assistance of the Canada Pakistan Basic Education Project (CPBEP), a unanimously
agreed upon set of policy recommendations (A Research Policy Formulation and
Research Policy Implementation Strategy) was drafted out in July 2007. In fall 2007, in
line with one of the general recommendations given in the policy for creating an
organizational structure responsible for the University’s research function, UE officially
created the Centre of Educational Research and Assessment (CERA) as a temporary
structure.

It is envisioned that as a pilot centre, CERA will create a research culture throughout UE
via a multiplier effect. Since the development strategy for research adopts a progressive,
stage by stage, development approach, CERA has been designed to be both a model for
guiding research activities in different UE Campuses, and also for providing resource for
those activities in the form of trained researchers. Members of CERA are striving to set
the precedent of international quality research being carried out in accordance with the
best international practices.

As a focal activity, CERA is currently administering four researches. Three of these are
pilot projects; the fourth one is developed by UE faculty working for CERA and has
attracted external funding from National Education Foundation (NFE) Government of
Pakistan, Islamabad. All these researches are being conducted by CERA team. Also in
the pipeline are various short courses to be created and/or sponsored by CERA.

7. Quality Enhancement Cell


Quality Enhancement Cell is one of the initiatives of the Higher Education Commission.
HEC has established QEC in 45 Public Sector Universities throughout Pakistan. All of
them are working on the guidelines of HEC. We initiate assessment and evaluation of all
degree programmes offered by UE. The cell at UE was established in 2005 for enhancing
quality of teaching and learning of various programmes of the university. The cell has
started functioning successfully and progress has been documented and evaluated.

8. University Divisions:

The University of Education has following divisions:

i. The Division of Education

The Division of Education consisting of prominent scholars plays a significant role in the
overall working of the UE. As a centre of quality research, it performs the missionary
task of developing leaders in education and innovative indigenous teaching-learning
processes. Currently, this Division focuses research on emerging areas of teacher
education, educational administration, curriculum, assessment, ICT-directed learning and
state policies. The Division provides research-based academic service to the government
and community in teacher development.

ii. The Division of Arts and Social Sciences

In addition to degree in Education, the division of Arts and Social Sciences offers
creative and market-oriented degree programs in languages, economics, history,
geography and management. It has already taken initiative to launch M.A English B.Ed,

M.A Urdu B.Ed, PhD Urdu, M.Phil leading to PhD Urdu. The Division also offers BBA
Hons and MBA to produce skilled business executives. The Division enjoys the presence
of highly qualified teachers and researchers who are rendering envious services to
promote research culture and educational excellence in the campus. The faculty of the
division guides student’s academic work and supervise their research works addressing
socio-economic issues in the education system of Pakistan.

iii. Science and Technology

The Division of Science and Technology focuses on inquiry-based science learning,


quality research and relevant instructional material. This Division provides continuous
professional development to science teachers particularly in Punjab. Faculty and trainees
create and fabricate science teaching instruments for strengthening laboratory
experiments and viable marketability. Current institutional research interests include
natural, physical and applied sciences.

The Government policy is to shift the emphasis from aimless rote learning to more
purposeful science education through active participation of the students in the
classroom. This has increased the demand of science teachers. Keeping in view the
shortage of science teachers and realizing that the success of any teaching programme
depends upon the availability of well trained teachers, the University of Education
Lahore is of prime importance and initiated to meet acute shortage of science teachers in
the province of Punjab and in particular in the country at large. The students graduating
in this program will be capable of teaching all the science subjects such as, Physics,
Chemistry, Biology and Mathematics with equal competency.

The challenging field of IT needs creative and knowledgeable professionals committed to


quality. The aim of IT division is to provide an opportunity to the students to acquire up-
to-date technical knowledge; marketable skills, professional competencies and valuable
expertise in the rapidly advancing field of Information Technology to ensure a prosperous
future. The program will produce graduates who will be flexible, adaptable to change,
and able to face the challenges of technology driven employment market.

9. Assessment and Evaluation


University of Education has meticulous check and balance system in the shape of
university qualifying exam to ensure validity and reliability of its degree. The
university has Internal Assessment System as well as External Assessment
System at the end of each academic session which is known as University
Qualifying Examination.

General evaluation of students in the Bachelor and Master programmes is of three types:

• Continuous/Formative Assessment (40%)


• Achievement/Summative Test (at the end of term/semester) (60%)
UQE at the end of each academic year

A student has satisfactorily participated in day to day classroom academic activities –


classroom participation, taken interest in home work, assignments, presentations and
projects. The minimum attendance requirement to appear in any summative test/UQE
will be 75% of the total credit hours.

10. Grading/Promotion System


There shall be grades in each semester/term and GPA as final award of each academic
session, as shown below:

11. UNIVERSITY CAMPUSES

The University of Education has campuses at different places in the Punjab province.

1. Attock Campus
Soon after the establishment of UE, the Attock Capmus introduced B.Ed program in
2002-03. This Campus was established with the active role of District Govt to meet
deficiency of qualified teachers. Due to the need of the area the employment rate of the
graduates of this Campus is very high. That is why the popularity of its various programs
is on a continuous rise. The Construction of new administrative and teaching blocks of
campus has been completed. This Campus is providing higher education facilities to the
comparatively less developed region of the Punjab.

2. Bank Road Lahore Campus


The University of Education Bank Road Campus Lahore has a long history of almost 73
years. It was established in 1933 in the heart of Lahore city as “Lady Maclagan Training
College”. This was the first and the largest institution for preparing female secondary
school teachers in whole Asia. This institution produced well trained, well groomed and
committed teachers who served not only in their own country but spread over to serve the
British Kingdom. In 1976, this institution was named as Govt College of Education for
Women, Lahore and it continued to be one of the most renowned teacher education
institution in Asia and boasts of being the only teacher Education institution for women
in Pakistan. In September, 2002, with the establishment of University of Education it
became one of its campuses.

3. DG Khan Campus
Government college of Education, D.G Khan was established in 1989. Since the
establishment of this college in 1989, the institution had been affiliated with Bahauddin
Zakria University, Multan. Govt. College of Education D.G Khan became the constituent
institution of the University of Education in 2002.

4. Faisalabad Campus

In 1976, Govt. College, Lyallpur was renamed as Govt. College of Education Faisalabad.
In 2002 this institution was integrated with the University of Education, Lahore, as one of
its constituents. The Campus has two academic buildings and two hostels, one each for
men and women. It also has a hostel for faculty of the Campus. A new library is under
construction which will have all traditional and digital sources of learning for students
and faculty.

5. Jauharabad Campus
This institution started working as Johar Government Girls School and on November 01,
1971 obtained the status of Government College for Elementary Teachers and ultimately
achieved its present status of a University of Education Campus in 2004. The campus has
witnessed the evolution of teachers’ education from normal school to a University of
Education campus.

6. Lower Mall Lahore Campus


This institution of historic importance came into being in 1880, bearing the name of
Central Training College. It was renamed as Government College of Education for Men,
Lower Mall Lahore in 1976. It became a constituent College of University of Education
in September 2002 and was declared a Campus of the University in 2006. Since its
establishment, this great place of learning has been producing a good lot for the core
profession of teaching. B.Ed, M.Ed and M.A Education programs have remained its
significant features but after becoming a Campus of University of Education, certain new
avenues have been opened to the goal oriented students. Currently the Campus is offering
multifarious graduate and postgraduate programs in various disciplines.

7. Multan Campus
The Govt. Training College Multan, now one of the campuses of the University of
Education Lahore, was established in 1959.. In the beginning both B.Ed and C.T. classes
were introduced in this college, but in 1965 C.T. classes were shifted to Government
Elementary College for Training. In 1966 separate classes were also started in this

college to impart B.Ed training to female students. In 2002 it became one of the
constituents of this University.

8. Okara Campus
University of Education took the initiative to establish one of its campuses in Okara with
purpose to provide opportunities of higher education to this part of Punjab which
remained comparatively neglected in the past. The Government of Punjab allocated 203
acres of land across Lower Bari Doab, to the University. The Complex includes academic
buildings, administrative buildings, library, two hostels and some residencies for faculty
and staff. It is expected that new building will become functional in 2010. The University
envisions this campus as a change agent for people of this part of Punjab.

9. Township Lahore Campus


Government College of Education for Science, Township Lahore was established in 1979
on the recommendation of UNESCO & British High Powered Education Mission to
prepare science teachers. The Government College of Education for Science, Township
Lahore has become a campus of the University of Education, Lahore. The Campus
spreads over 203 acres with purpose built undergraduate and graduate studies blocks,
with all modern facilities including library, science laboratories and hi-tech instructional
and computer laboratories.

10. Vehari Campus


After the establishment of University of Education, GCET(W) Vehari was titled as
University College of Education Vehari on June 22,2005. On September 9, 2006
University College of Education Vehari was granted the status of a campus of University
of Education. Govt.

13. University of Education Schools


There has been a mushroom growth of schools in the private sector starting from the last
decade of the previous century.. The idea of attaching private schools with the University,
as a University of Education School, is aimed at providing necessary guidance and
support to the private school to improve the quality of education. The University of
Education franchise schools will be English medium schools serving mainly science
students. There will be hands-on, activity-based learning inside as well outside the
classrooms. The University of Education focuses on the discipline of education as the
core knowledge area for continually improving and updating teacher education and
teaching methodology in private sector.

14. Conclusion

The University of Education is committed to undertake quality research and innovative


interventions in the teaching process at School & College level and striving hard to bring
change in the class room culture through its innovative and creative programmes. It is
responsible for bringing qualitative improvement in educational teaching system, which
could be ensured through skilled development of the future builders of the nation.
