Key Recommendations of CII Strategy Paper

 Facilitate Improvements in Pre-Harvest Efficiencies

• CII needs to anchor the development of “crop specific


industry groups” to represent the research requirements of each crop.
These industry groups should be enrolled in the “research agenda
setting panel” which sets the research objectives for each research
station.

• There is a need for CII to become the platform for


interface between public research and private requirement. In this
direction, CII should organize crop specific focus group discussions
between national research institutes and private players who have
strategic interest in the selected crop.

• CII should play the role of information provider by


collating and disseminating information on successful business models
in Horticulture. This would support the objective of knowledge
dissemination so as to strengthen the role of private industry in
extension.

 Facilitate Development of Post Harvest Infrastructure Facility

• CII has been playing an active role in identifying


critical areas of development in the post harvest handling of fruits and
vegetables. The CII-Task Force on Cold Chain Development has
submitted its first draft report on cold chain development to the Ministry
of Agriculture. Such focused task forces are required to be developed
for post harvest marketing infrastructure also.

• Flow of information among the stake holders of the


fruit and vegetable value chain is very limited. There is a need for CII
to develop an action agenda to identify contexts and crops for
developing information flow models and vertical integration models.

• Land allocation laws and power tariffs are two of the


major hurdles for development of post harvest handling facilities in
India. There is a need for CII to communicate to the government the
need to revise the land zoning laws and power tariffs to facilitate post
harvest infrastructure development.
Facilitate Fruit and Vegetable Retailing

• There is a need for CII to request the Ministry of Consumer Affairs


to release funds NHM and NHB for development of awareness
campaigns regarding quality, safety and nutritional parameters of fruits
and vegetables.
• There is a need for CII to work towards development of an
association of retailers, who would look into setting up of standards for
fruits and vegetables in line with GSFI, BRC and others.

Facilitate Fruit and Vegetable Export

• There is a need to form a


task force on improving the exports from India. CII needs to play the
lead role in developing an association of fruit and vegetable exports
and identify thrust areas for development of exports.

• In association with the


ministry of commerce, CII needs to facilitate in the collation of
marketing information for target export destinations. Information
regarding seasonality windows, consumer preferences and specific
requirements of retailers needs to be studied and published on a
regular basis.
