Mike Montgomery,
President of the Australian Local Government Association (ALGA)
“treat the cause of the problem”
“… engage in effective asset management and
financial performance”.
A more modern equivalent term for the current
era is probably
"Business Process Reengineering."
Utilising Mobile Laser Scanning (LiDAR)
in your Asset Management Program
allows for
• One mobilization with
• Multiple returns on investment.

Mobile LiDAR technology uses the following pieces of
equipment
1. Laser emitter‐receiver scanning unit(s)
2. GPS (global positioning system) unit which works with
a very high precision clock;
5. External Wheel Encoder attached to wheel hub of
vehicle
Laser – Velodyne
Class 1 – Eye Safe
4 x 16 Laser block assemblies
5 nano second pulse
1.3 million points per second
50m range for pavements
120m range for features.
Accuracy – 20mm @ 1 sigma.
Vehicle Positioning
Dual Frequency GPS and GLONASS tracking
High Performance IMU
External Wheel Encoder
3 technologies work together to generate precise
3D position for the vehicle in poor signal locations
(eg: Urban Canyons)
Cameras
6 ‐ Ladybird Cameras
4 ‐ Prosilica HD Cameras
The Mobile Survey Vehicle drives
all the streets and roads of a
community
1
The survey is initiated by driving the vehicle (at
posted speeds) along all of the roadways in the
area.
At this time, ALL visible assets
are recorded and stored in the
on‐board computer.
These data are:
1. Digital imagery

2. Survey accurate ‘point clouds’

The mobile LiDAR data set provides a
permanently searchable database. The
data will be valuable long after the initial
scan
Staff members can
•Refer back to images to check assets
•Assess the condition of the assets

There is rarely the need to waste
manpower by sending staff into field
to check assets manually
Traditional methods of infrastructure‐related
data collection, which primarily rely on field
measurements, are tedious, costly and less
safe.
Mobile Laser Scanning is in some ways a bridge
between surveying and aerial mapping
methodologies. It can be used to gather a very
large collection of data sets at survey grade
accuracy.
